In the event of an outage, customers will receive power from an alternate source, with manual operation of equipment for the transfer performed by a technician. Time required to restore service will vary with location and extent of problem. Redundant service is available, which would automatically transfer power from the failed source to the customer using an alternate source. This would require additional construction to provide the second source and costs would vary depending on the distance to the back-up source. The office is closed on Fridays, weekends and holidays. When the office is closed, you may contact the Police Department for water or sewer emergencies at 480-503-6500. Utility Billing Department is in the Municipal Building II located at 90 E. Civic Center Drive. The hours of operation are Monday through Thursday from 7:00 a.m. to 6:00 p.m. The drop box is serviced at its current location at 7:00 a.m. each day. Utilities | Page 6 G i l b e r tG S pSe c t r Transportation ilbert pectrum GROUND Linked to the West and East coasts by a strong ground transportation network, Gilbert is eight miles from Interstate 10, a highway that extends from Califronia to Flordia, offering convenient access to other major southwest markets including Southern California and Mexico. Gilbert also offers connectivity to the rest of the Phoenix metropolitan area with direct access to the U.S 60 highway and Loop 200 freeway. The Santan Freeway (Loop 202) connects to Interstate 10 on the west side and runs east to Gilbert Road. Due to its geographical location in the southeast valley, Gilbert provides a convenient reverse commute for employers based in the community. AIR Located 12 miles west of Gilbert, Phoenix Sky Harbor Airport is served by 17 major airlines with daily service to approximately 85 U.S. cities and 20 international cities in Europe, Canada, Mexico and Latin America. In 2010 Sky Harbor was the 10th businesses airport in the US and the 14th busiest airport in the world. Due to the outstanding weather Sky Harbor has been in the top 10 departures and ranks 2nd for the past two years for on-time arrivals. Gateway is adjacent to a 1,000-acre education, training and research campus with Arizona State University Polytechnic, Chandler-Gilbert Community College’s Aviation Division, U.S. Air Force Research Laboratory and U.S. Army Reserve Center. According to population and growth estimates, Phoenix-Mesa Gateway Airport and surrounding areas will boast over 100,000 new jobs by 2035, making it one of the largest employment centers in the state of Arizona. PUBLIC TRANSPORTATION As a member agency of Valley Metro RPTA, Gilbert has developed an integrated regional transit system that provides accessibility and mobility for employees who commute into Gilbert from other areas of the metropolitan area. Gilbert partners with Chandler and Mesa to operate a bus-rapidtransit service that connects the east-end light rail station that serves as a major transit hub connecting Gilbert to the region. Over the past 15 years Arizona has demonstrated a pro-business mentality combined with a minimalist regulatory approach by reducing taxes and decreasing regulations. No corporate franchise of business inventory tax Low workman’s comp and unemployment insurance rates No income tax on dividends from out-of-state subsidiaries 80% sales factor on corporate income tax scaling to 100% option No worldwide unitary tax Aggressive depreciation schedule 90 day or less permitting Virtually all services exempt from sales tax No inventory tax No Sales tax on manufacturing equipment Ability to carry forward 100% of net operating income for twenty consecutive years Small businesses with less than $10 million in assets will not be required to pay capital gains taxes beginning in July 2015 Right to Work State REAL & PERSONAL PROPERTY TAX Commercial and industrial property has an assessment ratio of 20% that is applied to the net assessed value to determine the property tax liability for both primary and secondary tax values. Beginning July of 2013, the assessment ratio incrementally steps down 0.5% a year until it reaches 18% in 2016. This assessment ratio can be reduced to 5% if the business locates in a Foreign Trade Zone or can be lowered to the 5% amount for 10 years if job creation and investment thresholds are met. The exemption amount for commercial and industrial personal property has increased to $125,700. The 2011 real and personal property tax rate varies between $ .0871 to $.091973 per $100 assessed valuation depending on school district jurisdiction. Gilbert does not impose a primary property tax. State & Local Incentive Programs | Page 9 G i l b e r tG S pSe c t r State & Local Incentive Programs ilbert pectrum CORPORATE INCOME TAX Arizona has aggressive tax credits to reduce state corporate income tax liability. This includes phasing in a corporate income tax rate from 6.9% in 2012 to 4.9% in 2017. Long-term capital gains are also being reduced. Arizona joins 8 other states that have a lower, long-term capital gains rate than the standard corporate/ individual income rate. Multi-state corporations may elect to use the super weight 80% sales factor. The 80% will step up incrementally by 5% beginning in 2015 and in 2018 the factor will be 100%. While Arizona is not the only state that utilizes a super-weighted sales factor, it is one of the few states that does not have a “throwback” provision, offering significant tax benefits to Gilbert businesses. Exemptions for manufacturing and other firms include the sale of machinery, equipment and chemicals used directly in manufacturing or processing. Also exempt are professional or personal services. LOW PAYROLL TAX In Arizona both workers’ compensation and unemployment insurance costs are among the lowest in the nation. Under the workers’ compensation statute, firms may choose self-insurance, private carrier, policy or state fund to insure their employees. The Office provides expert site selection services inclusive of: Operational cost analysis Incentive comparisons Workforce studies Research and information reflective of state and local tax structures Connectivity to key resources Project Management Economic Development Reserve Fund An annual closing fund of $5 million. A portion is available to qualified organizations achieving performance measures that stimulate and promote industries that provide capital investment and high-wage jobs. GILBERT INDUSTRIAL DEVELOPMENT AUTHORITY The Gilbert Industrial Development Authority (GIDA) encourages economic growth and job creation by making low-interest loans through the issuance of tax-exempt bonds that are typically 1% to 2% below conventional loan financing. Financing is available to qualified projects that will help to further the community’s vision for job creation and sustainability. Give your company a competitive edge with a host of programs and incentives. Angel Investment An investor may obtain an income tax credit of up to 35% for investing in a qualified small business. Companies are encouraged to learn more about becoming certified by ACA. Arizona Innovation Accelerator Fund $18.2 million loan participation program to stimulate financing to small businesses and manufacturers, in collaboration with private finance partners, to foster business expansion and job creation in Arizona. AZ Fast Grant Enables Arizona-based technology companies to initiate the commercialization process. Total funds available for this grant round are $175,000. Maximum awards of $5,000 and $20,000 will enable companies to accomplish one of four scopes of work. AZ Step Grant Grant funding from the U.S. Small Business Administration (SBA) with matching funds contributed by the Arizona Commerce Authority (ACA) offering a number of services and tools to Arizona small businesses as they go global for the first time with sales or enter new, international markets. Commercial/Industrial Solar Businesses installing a solar energy device at an Arizona facility may be eligible for an income tax credit of up to $50,000 per tax year. Computer Data Center Program Provides Transaction Privilege Tax (TPT) and Use Tax exemptions on qualifying purchases of computer data center equipment for up to 20 years. Healthy Forest Harvesters, processors and transporters of small diameter timber, may receive: Use Fuel Reduction, Transaction Privilege Tax Exemptions, Use Tax Exemption, Property Tax Reduction and Income Tax Credits. Job Training Provides reimbursable grants to employers that implement job-specific training plans for new jobs or for training plans that increase the skill level of current employees. Military Reuse Zone Companies located in a zone, can benefit from a Transaction Privilege Tax Exemption, Tax Credit for net new jobs and Property Tax Reduction. Quality Jobs Provides income tax credits of up to $9,000 for each new quality job created. Renewable Energy Tax Incentive Companies engaged in the solar, wind, geothermal and other renewable energy industries may obtain up to a 10% refundable income tax credit and up to a 75% reduction on real and personal property taxes. Research & Development Both refundable and non-refundable income tax credits are available for investments in research and development activities conducted in Arizona. The tax credit starts at 24% of the qualified R&D expenses for amounts in excess of expenditures from the previous year. Recent legislation enhances the tax credit amount up to 34% if increased R&D expenditures are made in conjunction with an Arizona public university.
