The recommended Ultra Clear AWTS and Collection Well are manufactured by Highland Tanks Pty Ltd at their factory in Braemar NSW. The Envirocell treatment process outlined in the following pages was first introduced to Australia by AWMS Pty Ltd in the late 80’s/early 90’s and is now employed in numerous situations for similar flows and waste strengths. The treatment processes have been incorporated into the AWTS. Harris Environmental Consulting’s Wastewater Assessment Report of May 2013 recommends disposal of the treated effluent into a soil absorption bed which will act as a final polishing phase in the overall treatment process. The effectiveness of additional treatment capabilities in absorption beds is well documented and is not the focus of this submission. There are NO plans to irrigate or re-use the effluent for any other purpose. PLEASE NOTE: ULTRA CLEAR IS A BRAND NAME OF HIGHLAND TANKS PTY LTD. The installation of an Ultra Clear AWTS Model CT20 package sewage treatment system which has a treatment capability of up to 3500 litres per day at peak. The system is designed to treat Domestic type wastes only that will emanate from the proposed complex. NO Industrial wastes are to enter the system. 2. The disinfection of effluent by chlorination prior to discharge. 3. The installation of a 10,000 litre collection well, incorporating flow regulating means, to receive the treated effluent from the CT20 and to discharge the effluent into an absorption bed at a rate stated in Harris Environmental Consulting’s report of May 2013. Discharge into the absorption bed will provide an effective barrier between humans and effluent. 4. The Management and Maintenance of the System, as stated in this report, in association with the Onsite Manager. 5. The installation of water saving fixtures to reduce the effluent load for onsite disposal. 6. The location of the system is to be as shown in Harris Environmental’s report. Any change in the location must provide for clear access for maintenance and desludging purposes. 7. Cleaning products low in phosphates, sodium and boron should be used. 8. The On-Going Management and Maintenance of the system and the disposal means as stated below - see section Management, Operation and Maintenance of Sewage Treatment Systems. PROCESS FLOW……….TREATMENT PRINCIPLES AIR SUPPLY INCOMING WASTEWATER SEPARATION / PRE-TREATMENT CONTACT AERATION SLUDGE /SCUM RETURN DISCHARGE TO DISPOSAL FIELDS DISINFECTION CLARIFICATION/ SETTLING In the ENVIROCELL process, incoming sewage initially passes through PRE-TREATMENT chambers which are used to break down sewage ANAEROBICALLY (in the absence of oxygen) and trap untreatable material before wastewater enters the aeration chambers of the system. Following reduction in the concentration of the wastewater, liquids are passed onto the second stage of the Process…… AERATION. This section of the treatment process, the heart of the ENVIROCELL, contains purpose built AEROBIC FIXED BED SUBMERGED FILTER MEDIUM (the CELL). The CELLS, which are strategically located in AERATION chambers, support the growth of microbial film which is critical for the purification process. By the diffusion of air through TUBE – AIR diffusers, oxygen supply and recirculation flows are accomplished to bring aerated wastewater into contact with the biofilm in the CELLS. The repeated, constant and uniform supply of oxygen to the biofilm creates healthy, reproductive, aerobic micro-organisms which ensure excellent efficiencies in the ENVIROCELL system. Following aeration, liquid flows into a CLARIFICATION chamber where under still conditions particles, which may have inadvertently flown through, settle and are then pumped automatically to a pre-treatment section. Supernatant effluent flows into a DISINFECTION chamber for disinfection, retention and automatic disposal onto landscaped or grassed irrigation areas or, into sand mounds or dedicated sub-surface disposal areas. Filtration, Evapo-transpiration and partial nutrient removal by means of plant/soil uptake completes the treatment process. A monitoring system is provided to alert the owner of a malfunction in any mechanical or electrical component. Treatment Chambers are sized using authority standards as a minimum, with additional capacity provided to allow for unforeseen circumstances that can occur in various applications. The growth of healthy, reproductive micro-organisms is enhanced by the strategic location of diffusers in relation to the CELLS. PEELING of suspended particles is controlled thus reducing the subsequent stress on the clarification and disinfection of wastewater. PROCESS STABILITY A high degree of operational stability of the biological process is provided by means of a fixed or attached growth on the CELLS in the aeration chambers. The stability of attached growth systems is well documented and arises largely because the bio-mass simply cannot be washed from the treatment system as in suspended growth systems such as activated sludge plants. Excessive loss of solids and process instability is a classic problem with small activated sludge plants. Staged bio-oxidation, in the ENVIROCELL, provides operational stability by virtue of the initial aeration chambers acting to remove the bulk of the remaining (after pre-treatment) carbonaceous BOD5 (up to 80% even with high loads). Additional aeration chambers then act both as (BOD5) polishing reactors and nitrifying reactors. PROCESS PERFORMANCE In employing the ENVIROCELL biological process, the effective removal of dissolved organic material in the wastewater is particularly influenced by the duration of contact between the incoming waste and the bacteria growing on the fixed, submerged, CELL walls. Longer contact times provide greater opportunity for removal of organic material from the liquid. In a trickling filter, a single pass of less than 2 minutes duration of liquid over media at a normal BOD5 loading rate will generally remove about 80% or more of the BOD5. With retention of at least 24 hours in ENVIROCELL’s aeration chambers, abundant opportunity is provided for a high level of BOD5 conversion and oxidation. The designed liquid circulation system takes full advantage of the prolonged contact time. SLUDGE PRODUCTION, SETTLEMENT AND STORAGE Sludge settles in the initial or pre-treatment chambers and derives from both the incoming wastewater and recycled sludge produced in the aerobic process. A critical aspect of design in the aerobic chambers is the provision of air for treatment and water circulation. The quantity of air normally pumped into the aerobic chambers and the circulation pattern established is not designed to maintain all the suspended solids in suspension. The result is that sludge accumulates on the floor of the aerobic chambers. This accumulation is deliberate. During maintenance, accumulations are removed. This action enhances the carry-over of clear effluent to the disinfection chamber and maximizes effective contact with a disinfecting agent. Furthermore, the returned, aerated sludge/water helps to freshen and denitrify incoming wastewater and to reduce potential odour problems. Good site management will be important to ensure that the system as- designed works effectively, both now and in the long term. An operation and maintenance logbook should be maintained for the project site. This should document the nature and date of any maintenance to the treatment and disposal system. Some management and maintenance suggestions follow: HT Pty Ltd, AWMS Pty Ltd or their agents will maintain the system and, when required, provide advice on maintenance requirements and frequency. A detailed maintenance schedule should be kept. The disposal system must be checked regularly for serviceability. Disposal areas must be cropped regularly and cropped materials removed from site. This promotes evapotranspiration, facilitates nutrient removal and avoids ponding of effluent and run-off during rainy periods. A Maintenance Manual listing Do’s and DON’T ’s and recommended products that should be used must be given to all stakeholders. Disinfection requirements must be addressed regularly. At least monthly inspections should be made in case of need. The disposal area should carry warning signs to inform persons that treated effluent is being disposed of on site. Unauthorized persons should not enter disposal areas nor tamper with any part of the system. The recommended maintenance team will be well versed in all aspects of system maintenance and should be called on to attend to any matters relating to the installed system. The onsite management team should regularly check the system and disposal area for odours, signs of seepage/runoff around tanks and disposal areas. The above measures will enable the effectiveness and performance of the system to be analyzed and, if necessary, changes made. Failure to have the stipulated service could result in a breach of public health legislation and subsequent legal proceedings. YEAR ONE (1) For the first year from the date of installation, an authorized technician will make quarterly inspections of the system to ensure it is functioning properly. The technician will perform the maintenance listed below. * Check on blower pressure and noise * Inspect connections and fittings * Do water clarity tests * Replenish chlorine tablets * Check chlorinator for water flow * Check on pump flow and noise * Adjust air controls, if necessary * Adjust sludge/scum returns, if necessary * Inspect for Bio-mass growth * Test for free chlorine. On completion of the service, a copy of the appropriate report will be given to the client and to the Local Council, as stipulated by Council. PLEASE NOTE: PUMPING OUT of any compartment of the system is NOT INCLUDED….see below. Service that is NOT WARRANTY related will be charged at going rate for parts and labour. If Local Councils require additional services to the system, the local technician will offer the additional services at a nominal fee. CONTINUING SERVICE POLICY An offer to renew a maintenance program will be sent to the client after the last service. The offer will include a schedule of maintenance services at a competitive fee. The local technician will be pleased to answer any queries that a client may have. PUMP- OUTS The gradual accumulation of non-biodegradable materials in the system will necessitate a desludge depending on individual usage. Abuse of the system by the introduction of chemicals or hydraulic and organic overloading may require frequent pump-outs. This applies to all types of systems, be they septic, pump-outs or AWTS’. The local service team will advise the client when this service will be necessary. By regulation, Pump-Outs can only be carried out by Council Approved contractors. The cost of this service is for the Customer’s account. The local service team will assist, where possible, with the arrangement of this service. SPARE PARTS Spare parts are readily available through the local service team at very competitive prices. Emergency call-outs may incur an extra charge in some circumstances. Envirocell or its associated Companies and agents are NOT responsible for the in-field operation of a system other than the engineering, mechanical and structural workings of the system itself. Field abuse and overloading of the system can only be cured by the user of the system. All Envirocell systems include appropriate Warranties provided by suppliers of equipment. Equipment is warranted against defective materials and workmanship under normal use and service for periods specified. The warranty is limited to the repair or replacement of any item that proves to be defective during the warranty period. Repair charges will apply if the equipment has been disassembled by unauthorized persons, subjected to external damage, improperly wired or flooded. The following are provided as a guide only. (Please check with the local regulating body or Envirocell for further information). 1. The owner of the plant is entirely responsible for the operation and maintenance of the system. 2. The existence of the service contract does not transfer the responsibility from the owner to the supplier or its agent. 3. The Envirocell is to be constructed in the approximate position indicated in the plan. 4. The system may not be used until the site has been inspected and Council considers the effluent can be completely disposed of on the site without nuisance or likely danger to health. 5. No fruit or salad vegetable growing on the property shall be irrigated with effluent from the system. 6. There shall be no irrigated water run-off from the allotment to the adjoining properties, public places or reserves. 7. An operator’s manual, incorporating a service record, is to be provided with the system. The date of each service shall be entered on the record sheet. 8. The owner shall enter into a service contract with the manufacturer, distributor or their agents or any firm or contractor considered to be competent by the Local Council for servicing of the systems at monthly/quarterly intervals. 9. The service contractor shall make adjustments to each system, its ventilation and irrigation system, when directed to do so by the Local Council. 10. The yard or garden areas of the allotment are turfed and / or landscaped to the satisfaction of Council and before the system is used for irrigation purposes. Detailed conditions of installation are stated in the approval given by the regulating body. Please read them carefully and ask for advice should it be necessary. YOUR CO-OPERATION PLEASE GENERAL TOPICS Access For maintenance purposes, please ensure that trouble free access is available to ALL manholes on the Tank/s and to the CONTROL BOX. This is a requirement of the regulating bodies. Soil, plants, bark, etc.. MUST be removed prior to a maintenance service. Blower Damage – A Very Costly Problem Avoid this problem by creating channels to take rain water away from the vicinity of the CONTROL BOX. Do not create a water catchment area around the Control Box as this could cause fusion of the Blower during periods of heavy rain. Insurance companies will NOT reimburse you for Blower Damage caused by your negligence. Plumbing Problems BLOCKAGES IN THE DRAINAGE LINES from the Complex to the system are plumbing problems. If your household fittings are not draining away, please check the inlet to the system for blockages. Usually the lines can be cleared at this INLET point by inserting a rod down the inlet pipe. Should this not be possible, please call your local plumber or drainer. THE LOSS OF A WATER SEAL in fittings, allowing gases to escape, should be initially referred to your local plumber for corrective measures. AN INCORRECTLY CONSTRUCTED E-Duct Vent could be the cause of this problem. E-DUCT VENTS should be constructed to ensure the proper dispersal of gaseous by-products prevalent in all forms of sewage treatment. The vent should be positioned at least 600 mm above the highest point in the house so that prevailing winds will carry away such gases. Change of Ownership To enable us to continue servicing the system, please advise us when you sell your property. Excavation of hole 6 metres x 3 metres x 2.15 metres deep, including 50mm of sand base. Lid depth 80mm. Inlet of tank 1650mm from base of tank. Overall tank height 2.2m. 2. Install tanks in hole with level bottom, using metal dust aggregate or sand base. 3. Connect pipe work between tanks with 100mm sewer pipe and 25mm PVC pipe. 4. Connect drainage to primary tank. 5. Ensure E duct vents are constructed. 6. Half fill both tanks with water, 5,000 litres each tank, to prevent lifting of tanks. 7. Backfill tanks. 8. It is the plumber’s or owner’s responsibility to provide all weather access for delivery truck to the excavated hole. Ensure access is free of power lines and overhanging trees. 9. Location of tank – avoid storm water run off areas. 10. Tanks must be installed on level base using minimum 50mm depth sand or aggregate, with no rocks protruding over surface area. When backfilling tanks ensure no large rocks enter the hole. Any damage to tanks, e.g. large rocks or machinery damage, during backfilling, is the responsibility of the contractor and/or owner. Trichloroisocyanuric acid is the disinfectant agent used, with 20 tablets in each tube, to be regulated by service technician. AIR BLOWER Hiblow HP-100 air pump producing a nominal 100 litres air per minute. Located in concrete box on top of tank. Page 2 UCISCT20M 16 Revision 1 27/03/06 ELECTRICAL INSTALLATION MANUAL NUMBER 2 - April 2010 UltraClear WASTE WATER TREATMENT SYSTEMS MODELS - ST10, ST8 & Commercial Systems ELECTRICAL CIRCUIT SPECIFICATIONS ULTRA CLEAR AWTS IMPORTANT: This manual must be given to your electrical contractor with the control box and the alarm panel. The Ultra Clear AWTS warranty will be void if these Specifications are not adhered to. The power source circuit is to be connected to a dedicated single phase plus earth circuit, protected by a 16 amp MINIMUM circuit breaker of 8Ka or greater type suitable for motor start, such as Weber/Martec As168 type or Clipsal “U” type; and marked as ULTRA CLEAR. Minimum cable size 2.5mm. Connected to and run from an EXTERNAL building switchboard. The alarm panel is a low voltage device (12 volt) that decodes a data signal from the main control box at the treatment tank. A two conductor cable with a minimum cross sectional area of 0.8mm per conductor is required to inter-connect the two. It is normal practice to use 1mm squared twin TPS if the alarm plate conductor is in the same conduit as the power feed. The two conductors are not polarity conscious, and may be connected any way around. The alarm panel is fitted with a rechargeable backup battery which has been left disconnected from factory and must be activated before final installation in the wall. Two batteries are supplied in alarm. The battery link must be put in the on position for the battery backup to work after electrical connection has been completed. The alarm panel has three LEDs. Under normal operating conditions, the green power led will light. If power supply to the treatment system fails, the power led will flash on briefly every 3 seconds, and the alarm will give a brief beep in sequence with the power led. This beep can be muted for 24 hours. NOTE: Electrical work must be carried out in accordance with A.S. 3000 and Supply Authority Rules. A “Notification of electrical work” certificate must be lodged with the Supply Authority for your wiring. Continuous running current is 0.6 amp with a maximum intermittent current up to 3.1 amps (dependent upon submersible pump size). WARNING: Water resistant control box IP55. Power supply to be made on external points of control box only. The intrusion of control box will void warranty.
