The townspeople take the initiative to ensure community prosperity while preserving our unique culture and history. The resourceful and expansive harbour of Bay Roberts captivated voyaging fishermen from the English county of Devon, and the Channel Island. Sections of the beach had flat rocks which permitted curing of fish without using flakes. The fishermen were assigned their respective sections which were called “fishing rooms”. By the 20th century, a thriving fishing community had developed in French’s Cove in eastern Bay Roberts. Along the famous “Shoreline Heritage Walking Trail” you can admire the remnants of this era, including fishing stages, rock walls, and root cellars. In 1910, Bay Roberts became an important link to the outside world. The Western Union Cable Company installed a relay station which connected England to the Western Hemisphere. The Bay Roberts station provided a private line between Winston Churchill and Franklin D. Roosevelt. The original red brick building still stands today and is now a National Historic Site. Not only this, but the building also houses our Municipal Offices, the Road to Yesterday Museum, the Christopher Pratt Art Gallery, as well as the Bay Roberts Archives. Recently, there has been considerable growth with respect to both housing and industry in the Town of Bay Roberts. Also, priority has been placed on the preservation of our history and culture, with the specific intention of expanding tourism endeavours. Our goal is to accommodate the growth of local industry while being deliberately attentive to environmental responsibilities. Our community is built on a strong foundation based on volunteer action, independence, and perseverance. Thus far, community pride is evident through the initiatives which have been completed and in progress. BAY ROBERTS, NEWFOUNDLAND 2015 * 7 New and Major Initiatives In the Town of Bay Roberts, there are several new initiatives under way. These initiatives were planned with the consideration from Communities in Bloom judges in prior years. As follows is a brief overview of these initiatives. French’s Park — French’s Park was initiated in 2013, and steady progress is under way on this space. Many enhancements have been made at the park, including Goose Pond Walking Trail — In the Shearstown area of our municipality, a beautiful walking trail is under development. It features breathtaking scenery, foliage, and abundant wildlife, setting an ideal example of the utilization of our natural environment. The next phase of the trail will feature many upgrades, including rest areas, rain/picnic shelters, and potential storyboard locations. French’s Park, Coley’s Point BAY ROBERTS, NEWFOUNDLAND 2015 Trotting Out Dog Park, Shearstown * 8 New and Major Initiatives Bay Roberts Dog Park & Eco Garden — The town is in the process of improving the Bay Roberts Dog Park in Shearstown, with the development of a garden featuring shrubbery. Heritage Wharf Restoration Project — An effort is being made to restore many wharfs in the town. The town is pushing to preserve our way of life and heritage. Cable Avenue Vegetable Garden — Behind the Western Union Cable Building, a vegetable garden is being made. This project will be completed in the Summer of 2015. The garden will feature twelve vegetable beds. Eco Garden BAY ROBERTS, NEWFOUNDLAND 2015 Heritage Wharf Restoration Project * 9 New and Major Initiatives Entrance Display — There is progress being made on the improvement of the entrance display when entering Bay Roberts at the intersection of L.T. Stick Drive and Conception Bay Highway. The display will include new signage, and a mixture of flowers and shrubbery. Miracle Gro Best Garden Selection Awards — Beginning this year, the town will present eight gardens with the title of “Best Garden Selection” as sponsored by Miracle Gro and Communities in Bloom. Barracks Road Upgrades — The town is in the progress of improving the landscaping of Barracks Road. The plan is to decrease the inclination of the road at the intersection with the Conception Bay Highway, so to increase safety for both drivers and pedestrians. Miracle Gro Best Garden Selection Award BAY ROBERTS, NEWFOUNDLAND 2015 * 10 Tidiness Bay Roberts has made widespread advancements with regards to making our community “Cleaner and Greener”. Where the area is intensely advancing in numerous ways, a sense of determination and pride is necessary to achieve our goals together! The “Why Litter?” campaign was established in the Fall of 2013. It was designed to create and promote awareness for the need NOT to litter by the posing of a simple two-word question, why litter? Throughout the community, green “Why Litter?” signs can be observed. On top of this, waste receptacles have been positioned in strategic locations all over town. We have also adopted an anti-litter by-law in January 2009, with the enforcement and regulation of these by-laws performed by our municipal enforcement officer. Where our population is ever-growing, and new housing and subdivision permits are constantly being issued, the town council has since adopted a Development Policy whereby installation of sidewalks, gutters, water/sewer, and a green space is a requirement for newly developed areas. Through the assistance of full-time/seasonal staff, alongside many volunteers and committees, our goal is to accelerate the cleanliness and attractiveness of these areas for our residents throughout the year. We aim to uphold the maintenance of park benches, garbage receptacles, picnic tables, and floral arrangements (when in season). Users are encouraged to keep public areas tidy and waste-free due to the strategy placement of our “Why Litter?” campaign signs. This effort is supported by our school litter campaign. Some members of our “Cleaner and Greener” and “Communities in Bloom” committees participate in lots of these events to assist in making them a widespread success. It is always appreciated to see “young” and “old” volunteers working in unison to advance and beautify our exceptional town. Also, this opportunity allows our younger residents to feel initiated and involved in the community, as we hope this support will linger in the years to come. The town prioritizes the enabling of our younger generation to embrace the same mentality of pride and togetherness, while ensuring that our town is a “Tidy Town”. The “Cleaner and Greener” committee also promotes an event in which one home from each of our six zones are given the title of outstanding home award winners according to numerous criteria, including: pride of property, cleanliness, and floral displays. This event is an excellent opportunity for residents to display pride of ownership in their properties! One incentive that the town promotes is titled “Fall in Love with Bay Roberts”. It aims to improve seasonal tourism, as well as to support our local business community. Community Clean-up Day BAY ROBERTS, NEWFOUNDLAND 2015 * 13 Environmental Action In recognition of a society that is over-consuming and discarding, the Town of Bay Roberts promotes taking the initiative to help the environment by reducing, reusing, recycling, and recovering. To promote these initiatives, the municipality of Bay Roberts launched its curbside recycling program in January 2014. To include the community in these initiatives, a startup information kit was delivered to every household along with our social media coverage. Each year along with our community clean-up, we hold a Hazardous Waste Collection Day. Our local fire department volunteers partner with Eastern Waste Management to educate community members with the proper and safe removal of any hazardous waste they may have. Bay Roberts takes advantage of every opportunity to team up with any program to further educate and promote the importance of being environmentally-friendly to our community. Hazardous Waste Collection Day BAY ROBERTS, NEWFOUNDLAND 2015 * 14 Environmental Action In November 2013, the Harbour Grace Waste Recovery Facility opened. This regional no-fee drop-off site provides an alternative for residents to dispose items that do not fall within the weekly curbside waste collection guidelines. The Town of Bay Roberts supports and encourages the usage of this facility for bulk waste. The Electronic Products Recycling Association (EPRA), a non-profit, industry-led organization, aims at the recycling of electronics that are no longer of use. The Multi-Material Stewardship Board (MMSB) has partnered with our local recycling “Green Depot” creating an E-recycling drop-off centres in our province. This program diverts waste that would have ended up in landfills. One of the many excellent committees in Bay Roberts is the “Cleaner and Greener” committee. The Cleaner and Greener committee has established recycling programs at both Amalgamated Academy and Coley’s Point Primary schools. Committee members participate in monthly “Cleanup Days” at both of these schools. Additionally, Amalgamated Academy promotes a monthly “Recycling Blitz” where students recycle beverage containers. The committee also established a weekly shredding program. The Town of Bay Roberts permits our residents to bring their grass clippings, leaves, and branches to a designated drop-off site to be shredded. The shredded material is available for free for residents to reuse. Recycling Blitz at Amalgamated Academy Environmental Parade by Works Department & CIB BAY ROBERTS, NEWFOUNDLAND 2015 * 15 Environmental Action In 2013, the Town of Bay Roberts began its guided walking tour of the Shearstown Estuary. The “Wetland Wonders” tour’s focus is the delicate ecosystem that is flourishing with many different species of plants and animals, as well as promoting the awareness of its importance and conservation. There is a Municipal Agreement between Bay Roberts and Spaniard’s Bay, forming the Estuary Joint Management Committee. Both municipalities agreed in managing and maintaining the wetlands within their jurisdiction along with advice from the partners of Eastern Habitat Joint Adventure. The Shoreline Heritage Walking Trail—although a main feature for heritage conservation—is included in many ways of the town taking action in education and promoting environmental action. As an active community, many of our residents and visiting tourists take part in this captivating feature of our town. Interpretive panels are conveniently placed along the trail to educate hikers of the marine environment and history of the early settlement. Also, there are interchangeable bulletin boards placed along the Shoreline Heritage Walking Trail allowing for the postage of changes and advisories. Thus, the Town of Bay Roberts demonstrates an active awareness in the nurturing and preservation of the natural beauty of our fantastic municipality for the future generations. Shearstown Estuary Shoreline Heritage Walking Trail BAY ROBERTS, NEWFOUNDLAND 2015 * 16 Heritage Conservation The history of the Town of Bay Roberts dates back the beginning of the seventeenth century. There is an increase in awareness of buildings and structures which had considerable historical and cultural attribute to our community. The municipal council of Bay Roberts has endowed Heritage Regulations for the conservation and protection of buildings, structures, and areas of the town. They were recognized for their valuable potential to enhance tourismrelated businesses, while protecting their prevalent purpose. Such designated locations have received plaques noting their title as Municipal Heritage Sites. The Caplin/Myers House, the Bay Roberts Railway Station, Western Union Cable Building, and Cable Avenue have all been placed under the Heritage Regulations since 2009. Of these, the Bay Roberts Railway Station, and Cable Avenue are recognized as Provincial Registered Heritage Structures, while the Western Union Cable Building is recognized as both a Provincial Registered Heritage Structure as well as a National Historic Site. Recently, Cable Avenue has been deemed as a Registered Heritage District by the Heritage Foundation of Newfoundland and Labrador. Cable Avenue, a Registered Heritage District BAY ROBERTS, NEWFOUNDLAND 2015 * 17 Heritage Conservation The Bay Roberts Heritage Society is a critical committee in concerning the town’s heritage. The Society’s mission statement is: “To preserve, protect, and present the history and culture of the Bay Roberts area.” In order for this mission to be achieved, the community must gather together to promote and preserve the town’s rich history. The Heritage Society is crucial in the operation of the Road to Yesterday Museum, the Christopher Pratt Art Gallery, and the Bay Roberts Archives. An organization has been created for those who would make valued contribution on a volunteer basis titled “Friends of the Museum”. New members are always welcome! The Heritage Society also has a Heritage Advisory Committee that is ran by the council. With reference to the conservation and preservation of our town’s history, volunteer committees are absolutely essential components. Western Union Cable Building BAY ROBERTS, NEWFOUNDLAND 2015 * 18 Heritage Conservation In 2013, we celebrated the 100th anniversary of the Cable Building, our local National Historic Site and Registered Structure. This building acts as a tribute to the Heritage Society, and proves to be an exceptional example of modern use of a Heritage Structure. Not only does the Cable Building house the Bay Roberts Municipal Offices, but it also contains the “Road to Yesterday Museum”, the Christopher Pratt Art Gallery, and the Bay Roberts Archives. One of our many interpretive walking tours commences from this location. The “Heart of Heritage Walking Tour” brings you through the Municipal Heritage District of Cable Avenue where you meet characters dressed in historic vignettes. To end it all off, you enjoy traditional music while sipping on a cup of tea at the SUF Dawe Lodge #82. The Heritage Society has been most recently involved in having Cable Avenue designated as a Municipal Heritage District. Cable Avenue is an excellent example of an environment rich in both history and local tradition. The avenue dates back to 1913, when the Western Union Telegraph Company began constructing housing. The avenue is best known for its iconic set-back sidewalks, curbs, original streetlights, and the chestnut trees which line the entirety of the street. At the “Road to Yesterday Museum”, you can observe the lifestyle and mercantile history at the turn of the century in historic Bay Roberts. Some of the exhibits include a general store, forge, woodworking, tinsmith, tearoom, Western Union, military, and the Bay Roberts Guardian newspaper. Within the military exhibit specifically, the items of the first man to enlist in the Newfoundland Regiment, Leonard T. Stick (1892-1979), can be observed. In fact, the access road leading into Bay Roberts from the main highway has been named L.T. Stick Drive. A hooked mat of L.T. Stick’s uniform — displayed at the “Road to Yesterday Museum” in the Cable Building National Historic Site * 19 Heritage Conservation At the Royal Canadian Legion in Bay Roberts, there is an ongoing unique project taking place, with the goal of identifying more than a dozen military personnel featured in photographs at the branch. The Bay Roberts Heritage Society is supervising the project, with the aid of those from our local Legion. This effort is actually part of an even larger project which aims to record the identities of all Bay Roberts residents who have served in important world conflicts in the past, including the First and Second World Wars, as well as the Korean War. The chairman of the Heritage Society, Eric Jerrett, is also co-chair of the town’s War Memorial Restoration Committee. This committee has overseen significant enhancements to the memorial over the past few years, with even more improvements planned. Memorial Day at the War Memorial Bay Roberts War Memorial BAY ROBERTS, NEWFOUNDLAND 2015 * 20 Heritage Conservation One of the most popular tourist attractions in the Town of Bay Roberts is the “Shoreline Heritage Walking Trail”. The 6-kilometre trail allows hikers to pay honour to the area’s rich past, all while taking advantage of nature away from the bustle of the real world. The walk stretches along breathtaking cliffs, shores lined with rocky beaches, sheltered coves, and craggy headlands. Along the way, many signs are placed to educate hikers about the cultural and historical background of the area. The town also offers interpretive walking tours to showcase the Shoreline walk. “Cellars and Songs” takes you along one section of the trail, where you can walk to the site of the once-thriving outport community of French’s Cove. Also on this tour, you will observe a historic root cellar and learn about its historic role, while participating in traditional Newfoundland music. “Toutons and Tunes” is another walking tour where you will hike to the “Red Fisherman’s Shed”, meeting characters in historic vignettes as you stroll. Once at the shed, you learn how to prepare delicious toutons and even enjoy some when they are cooked, all while taking in some traditional music. Tourism Students Making Toutons for “Toutons and Tunes” BAY ROBERTS, NEWFOUNDLAND 2015 Root Cellar, French’s Cove * 21 Heritage Conservation During the year, the Town of Bay Roberts, with volunteer committees—Communities in Bloom, Cultural Foundation, Tourism, Recreation, and Special Events—enjoy showcasing the natural beauty, culture, and historical aspects of their beloved community. These recognized volunteers aid in captivating our residents, businesses, and tourists through a number of annual festivals and events that proudly display our unique traditions and customs. The Bay Roberts Cultural Foundation (incorporated in 2009), is a non-profit, registered charitable organization that designates their efforts in the understanding and appreciation of tangible—and intangible—art and heritage in the Town of Bay Roberts. The Bay Roberts Cultural Foundation is essential in preserving our community’s history through educational plays, re-enactments, programs, and workshops, while utilizing the town’s historic venues. An example of one of these great events the organization uses to involve our community members and tourists is geocaching during Cultural Days. Many of our local businesses sponsor this and many other events. During Cultural Days, along with geocaching you can take in “Mussels and Music” held at the “Three Sisters” beach. Mussels are freshly boiled right on the beach and accompanied by traditional Newfoundland music along the Shoreline Heritage Walking Trail. Wayside sign, Klondyke Causeway Interpretive Walking Tour BAY ROBERTS, NEWFOUNDLAND 2015 * 22 Heritage Conservation Bay Roberts’ “Songs, Stages, and Seafood Festival” is a four-day festival that celebrates our sea-based culture and history. We bring together volunteers from all of the town’s committees as well as the community’s youth volunteers through various venues throughout the town. This festival includes our rich history with local and provincial talent appealing to all of your senses: sight, smell, sound, touch, and of course taste. We aim to give our residents and visitors a unique cultural experience carved by the sea through words, music, and great food. From tastings, demos, workshops, contests, hiking, and dancing, this event is not one to miss! Youth Volunteer at Seafood Festival Songs, Stages, and Seafood Festival The Town of Bay Roberts offers many events during all four seasons of the year. Autumn, being the most beautiful time to visit Bay Roberts, brings many events throughout the town. Some of these events include Pumpkin Fest at the Visitor’s Information Centre, pumpkin decorating and illumination held at the Community Gardens, the Halloween Park and Interpretive Lantern Tour, Bonfire Night, Thanksgiving Sunrise at the Red Fisherman’s Shed, the Shoreline Heritage Walking Trail, and of course Remembrance Day services at the War Memorial. Fall Palooza at the Bay Roberts Visitor’s Information Centre BAY ROBERTS, NEWFOUNDLAND 2015 “The Haunting” Lantern Tour * 23 Heritage Conservation Bay Roberts relishes one of the most pervasive Christmas celebrations in the area. We offer a celebration of all things Christmas with a Newfoundland twist. The Festival of Lights consists of a collection of community events that share the true spirit of a Newfoundland Christmas and a two-time National Winter Lights winner. The Festival hosts a large Nativity scene with many pieces hand-crafted, the province’s first intelligent light park, with community sing-alongs and church services connecting community members and visitors alike during this joyous seasons. In 2012, Bay Roberts was placed as #8 in the Readers Digest top ten most festive cities in Canada! Through endured involvement from our community members, committees, and volunteers, the Town of Bay Roberts will continue to support, embrace, and showcase its natural beauty, unique culture, and important history. Nighttime Illumination Parade Old Time Christmas Concert BAY ROBERTS, NEWFOUNDLAND 2015 Girl Guides at Christmas Village at Visitor’s Pavilion Intelligent Light Show at Wilbur Sparkes Recreation Complex (Festival of Lights) * 24 Urban Forestry The municipality of Bay Roberts recognizes that trees are an essential resource that offer more than simply picturesque beauty for our community. Arboriculture increases our life quality by attracting natural elements and providing oxygen, while improving air quality and supporting wildlife in our community’s urban setting. Also, trees provide shade in the summer and shields us from harsh weather in the winter. The horticulture and arboriculture sectors of agriculture are recognized as valuable to the Town of Bay Roberts and our community recognizes the importance of being a member of the Communities in Bloom organization. We aim to implement an urban forestry plan to maintain, protect, and grow our arboricultural sector. Our beautiful horse chestnut trees on Cable Avenue are inspected every two years. As described in the Heritage Conservation section our booklet, Bay Roberts hosts a number of festivals, events, and walking tours, utilizing the beautiful landscape of our town. Bay Roberts invites and initiates community involvement through the distribution of different awards throughout the year. The Cleaner and Greener Committee have an event in which one home from each of our six zones are designated with the status of an outstanding property according to several criteria. Some of these criteria include: pride of property, cleanliness, and floral displays. During our Festival of Lights celebration in the winter, we also have a “Best Illumination” award that we offer to our residents. The Bay Roberts Communities in Bloom Committee has started an “Our Business Blooms” initiative, in which interested businesses receive participation signage and are eligible to win a Bay Roberts “Cleaner and Greener Business Award”. Beginning this year, the Town of Bay Roberts has introduced the distribution of Best Garden Selection awards sponsored by Miracle Gro. Eight of these awards will be presented to residential properties which display excellent garden selection. This opportunity was made possible thanks to Communities in Bloom. The Town of Bay Roberts has one of the most beautiful natural locations in the province of Newfoundland and Labrador. We are extremely proud of our community and will continue to showcase and compliment the town’s natural attributes. Miracle Gro Best Garden Selection Award Shoreline Heritage Walking Trail BAY ROBERTS, NEWFOUNDLAND 2015 * 26 Landscape As mentioned in our New & Major Initiatives, there are numerous new and exciting things happening in our town with regards to landscape. One of these new initiatives is the development of a green space at the intersection of L.T. Stick Drive and Conception Bay Highway. In an effort to “soften” one of the entrance ways and to act upon the Communities in Bloom judges’ recommendations, the Department of Tourism and Economic Development along with our Communities in Bloom Committee are in the process of landscaping the area and adding a floral display to greet residents and visitors to our community. (See plan in Appendix) The municipality of Bay Roberts has been developing parks and mini parks, adding to places of interest such as French’s Park, the Trotting Out Dog Park, and enhancing walking trails including the Goose Pond Walking Trail. Goose Pond Walking Trail, along with its beautiful scenery, foliage, and abundant wildlife, is a perfect example of the utilization of our natural environment. Phase three includes making improvements on the trailhead and existing park, creating rest areas, viewing platforms, rain/picnic shelters, and overall trail hardening. There is also planning concerning potential storyboard locations and topics, and the development of a swimming beach. Also, work is being under way of improvements on Barracks Road in Bay Roberts. The town plans to alter the structure of one end of the road, so to decrease the inclination of the road, making the intersection more safe to drivers and pedestrians. In our Trotting Out Dog Park, a beautification plan of the area is under way to enhance the overall appeal of a newly developed area of the town. Sort it Sort recyclables into two groups: containers and paper products. Make sure everything is clean. Rinse food containers so there’s no food left inside, especially milk containers. Remove lids and caps from your containers, and remove wrap from boxes and paper. 2. Bag it Place paper products and containers into separate clear blue bags. We can only take recyclables that are not mixed together. Use only clear blue plastic bags which can be bought at most retail stores where you buy your regular garbage bags. Place recyclables loosely in the blue bag. Do not put recyclables in grocery store bags and then into the blue bags. Grocery store bags are not recyclable but the blue bags are. The clear blue bags that you put your recyclables in will also be recycled. 3. Curb it Place your separated clear blue bags at the curb on recycling day. You can view your recycling day on the attached schedule. You do not need to cover your recycling.
