Finnmarkseiendommen Finnmárkkuopmodat (FeFo) is a landowner in the county of Finnmark, pursuant to the Finnmark Act. The land owned by FeFo covers 46,000 km2 and provides a wide variety of small game hunting. It is permitted to hunt for grouse, hare, capercaillie, fox and geese in Finnmark, among other small game species. The hunting season for small game on land owned by FeFo mainly follows the hunting season stipulated by the Norwegian Environment Agency (earlier named Directorate for Nature Management). Hunting permits can be purchased from local permit outlets and online at www. fefo.no. This brochure contains information about FeFo's terms and conditions for small game hunting in Finnmark, information on how to activate your hunting permit and how to submit hunting reports, as well as hunting statistics from previous seasons. NB! Access to the most popular hunting areas may be regulated for people who are resident outside of Finnmark. There may be a shorter hunting season for certain animals within local hunting areas, and hunting reports are obligatory. We hope you have a great hunting season in Finnmark! TERMS AND CONDITIONS FOR SMALL GAME HUNTING IN FINNMARK You must always carry your hunting permit with you when hunting, and present it upon request. You can purchase a hunting permit online from www.fefo.no or from local outlets. You are only permitted to purchase a hunting permit once you have paid a hunting fee. You must activate your hunting permit if you want to hunt for gallinacean, hare, duck, geese and seabirds and this applies to everyone. You do not need to activate your hunting permit if only hunting for predatory animals. When required, FeFo is entitled to regulate the number of hunters in one hunting area and restrict access to a maximum number of hunters who are resident outside of Finnmark. A shorter hunting season for certain species in specific hunting areas can be introduced where necessary. Any such restrictions will be published at the latest by 1 September. Daily quotas may be introduced where required for parts of Finnmark county. Any such restrictions will be published at the latest on 1 September. All persons intending to hunt are obliged to read all available information on any daily quotas before starting to hunt, and to present their takes when requested by inspectors. School pupils, students and conscripts are recognised as inhabitants of the municipality in which they are studying/undertaking military service. They are therefore permitted to take out a hunting permit as an inhabitant of the municipality in question. In the municipalities of Alta and Porsanger, capercaillie is a protected species. It is not permitted to hunt or trap closer than 300 metres from your own vehicle when parked along a forest track in the coniferous forests in Karasjok and Sør-Varanger municipality. Trapping of grouse is only permitted for persons with a registered address in Finnmark. A written report shall be submitted to the municipality in question at the latest 10 days before trapping starts. This report shall include information on the name and address of the hunter, the hunting area and hunting period. At the latest 10 days after the trapping period for grouse has expired, the hunter shall report his/her take on a specific form. All traps shall be removed before the expiry of the trapping period. A hunting report shall be submitted at the end of the hunting period. Failure to submit a hunting report increases administration costs and may result in the hunter being charged a handling fee of NOK 300. All reindeer herders are exempt from paying for a hunting permit from FeFo, but must pay a hunting fee in order to go hunting or trapping. This is conditional upon the hunting or trapping taking place in an area where the reindeer herder is legally performing reindeer husbandry. If such persons intend to hunt or trap in other areas, they must purchase a hunting permit. SALE OF HUNTING PERMITS FeFo’s daily permits (1-7) are now valid for the entire land area owned by Fefo. In previous years, hunters were only allowed to select hunting areas from one municipality once they had purchased a permit valid for several consecutive days. Now you are able to select from 1-7 days from your own choice the preferred area and days you would like to go hunting. Hunting permits are available as daily permits (1-7) for the entire county, and as seasonal permits for specific municipalities or for the entire county of Finnmark. Persons older than 20 years and who are resident outside of Finnmark are only permitted to purchase daily permits (1-7) up to 25 September. From this date onwards, they are also entitled to purchase seasonal permits for a specific municipality. Persons resident in Finnmark are entitled to purchase a seasonal permit for specific municipalities or for the entire county of Finnmark, for the whole season. Persons under the age of 20 who are resident outside of Finnmark are permitted to purchase a seasonal permit for the entire county and the entire season. Advance registration of hunting The land owned by FeFo is divided into 131 hunting areas. All hunters must state in advance where they intend to hunt. Information on the number of hunters per hunting area is available to all hunters at www.fefo.no. If necessary, FeFo is entitled to regulate the number of hunters and number of hunting days in one hunting area for persons who reside outside of Finnmark. You register your intended hunting area when purchasing your daily permit. If you have purchased a seasonal permit, you must activate your permit before starting to hunt. Daily permits (1-7) are valid throughout the land owned by Fefo, unless certain hunting areas have been closed. Activated seasonal permits are valid throughout the municipality (municipal permit) or the entire region of Finnmark (county permit) provided they have been activated for one hunting area. How to activate your seasonal permit Hunters who have purchased a seasonal permit shall activate the permit before starting to hunt, either online, when they purchase the permit, by SMS or by contacting FeFo on telephone no. 09975. It is no longer possible to active hunting permits via text message. Permits can be activated for up to three weeks at a time. Upon activation, the permit holder must state the intended hunting area and hunting period. You must activate your hunting permit if you want to hunt for gallinacean, hare, duck, geese and seabirds. Seasonal permits are not available for activation untill 1 of august 2016.You do not need to activate your hunting permit if only hunting for predatory animals. A hunting report must be submitted for the applicable dates on an activated permit, before activating a new hunting period. Online activation: 1. Go to www.natureit.no/en/hunting. 2. Choose English language and click on “Activate hunting permit”. 3. Log in with your user name and password (which you will find in the top right corner of your hunting permit receipt). 4. Select the hunting area and the dates when you intend to hunt then click on “Activate”. SMS activation: 1. Buy a FeFo hunting license and remember to registre you mobile phone number. 2. Text FeFojakt <hunting area> to 1963 3. Example: “FeFojakt KAU8” to 1963 4. The hunting license is now activated for today in hunting area KAU8 in Kautokeino municipality. Seasonal permits are not available for activation until 1 of August 2016. • Sales outlets will charge a fee of NOK 60 for a hunting permit. Hunting for small predatory animals Finnmark has a good stock of red fox and crows, for example. The red fox is particularly known to be an efficient predator of grouse and capercaillie. FeFo therefore offers a reasonably priced hunting permit for small predatory animals for anyone wanting to experience an exciting and challenging form of hunting. Small predatory animal hunting permits may be purchased at www.fefo.no from 1 July 2016. Dogtraining permits In order to train or test hunting dogs in Norwegian back country, you will need the landowners’ permission. Hence FeFo has created a specific dog training permit for residents living outside Finnmark County. The dog training permit is a seasonal permit, valid from 20 August to 1 April. For residents living in Finnmark, the ordinary small game permit is valid as a dogtraining permit. Restricted access Where required, FeFo is entitled to restrict the number of visiting hunters in one hunting area, and the total number of hunting days in a hunting area. Hunting reports Use the hunting permit number and the password on your hunting permit to complete your hunting report. You can register your hunting report at www.natureit.no/en/hunting or by calling telephone no. 09975. Hunters in possession of seasonal permits are asked to register hunting reports on an ongoing basis throughout the season. The latest deadline for reports is 30 April. Failure to submit a hunting report increases administration costs and may result in the hunter being charged a handling fee of NOK 300. Several of the islands in Western Finnmark have a number of private properties, such as Sørøya, Stjernøya and Rolvsøy. Hunters are requested to read all information available on the location of such private property, and to respect the rights of private landowners. The boundaries of such private property may not always be precisely mapped, so we request that hunters respect all signposts. INSPECTION FeFo collaborates with the Norwegian Nature Inspectorate regarding supervision of FeFo land. AREAS OF FEFO LAND WITH RESTRICTED ACCESS FOR SMALL GAME HUNTING Certain areas are restricted by statutory regulations for small game hunting. For more detailed information on nature reserves, their restrictions and protective regulations, please contact the county governor's environmental protection department, the Norwegian Nature Inspectorate (SNO) or the municipality in which you intend to hunt. MANAGEMENT AND RESEARCH Sustainable management relies on good knowledge of both game and harvesting of such resources. FeFo ensures sustainable management by counting willow grouse and woodland birds with a pointing dog prior to hunting and the requirement for hunting reports. HUNTING GREYLAG GOOSE Greylag goose hunting is only permitted in the coastal areas of Finnmark County. The regular hunting season starts 21 August and ends 23 December. Note that, because of a local legislation it is possible to start the hunt 6 August within Porsanger municipality, in parts of Porsanger where greylag goose hunting are permitted. SMALL GAME HUNTING AND REINDEER HUSBANDRY Reindeer husbandry is an important Sami industry in Finnmark and requires vast areas of land. Approximately 80% of the land in Finnmark is utilised for reindeer husbandry throughout the year. Go to www.nordatlas.no to view a map which roughly shows those areas where reindeer husbandry takes place at the start of the hunting season, from 10 September. FeFo requests that hunters are particularly careful when using dogs in areas where reindeer are located, and emphasises the importance of the dog owner's statutory responsibilities, cf. Section 7 of the Norwegian Dog Act and Section 29 of the Reindeer Husbandry Act. If you should happen to meet a reindeer herder, ask whether they or others have reindeer in the area and how you can avoid obstructing their work with their herd as much as possible. How to act in areas where domesticated reindeer are present Compiled by the Norwegian Association of Hunters and Anglers in cooperation with the Sami Reindeer Herders' Association of Norway. • Familiarise yourself regarding how the reindeer herdsmen use the area you are planning to visit, so that you can avoid disturbing the reindeer. • Make contact with any reindeer herders you meet on your trip. They may be able to provide you with useful information on reindeer and the natural landscape. • Respect the local regulations regarding keeping dogs on a leash. • Try to ensure that your dog shows no interest in the reindeer, in case the dog gets off its leash. • Reindeer are particularly vulnerable to disturbances in the late winter and spring (April and May). At this time, the animals are weak after the long winter. The female reindeer calve in May and are extremely vulnerable at that time to any type of disturbance. • During the autumn, the reindeer herds are gathered to be marked, separated and moved between grazing areas. This is a period of intense work, where disturbances could easily result in excessive costs and extra work. Please show consideration when visiting areas where such work is under way. • Call dogs which are off their leash and put them back on the leash as soon as you notice a significant number of reindeer gathered in one area. Leave the area as quickly as possible without disturbing the herd. • Avoid disturbing reindeer which are grazing. Repeated disturbances will force the reindeer to leave the best grazing areas and will result in a lower intake of nutrition for the winter. • Avoid disturbing reindeer located on glaciers on warm summer days. • Report to the police or the county governor’s reindeer husbandry department if you come across an injured or dead reindeer. • Make sure to close all gates in reindeer fences. • Report any damage or holes in reindeer fences.
