You have passed the test and qualified for this year’s state conference. Today begins the 55th annual State Leadership Conference for Pennsylvania FBLA. You are among a select group of individuals that have found the key to Unlock Your Potential. You have discovered hard work and dedication will provide opportunities that once seemed unimaginable. You have passed the first audition on your quest to the stage at the National Leadership Conference in Nashville, Tennessee, this summer. I would like to wish all competitors the best of luck for the upcoming two days as you compete in your specific events. I encourage everyone to take advantage of this opportunity to meet new people, attend workshops, share what exciting events take place in other chapters, and most of all have fun! Don’t be afraid to talk to current state officers and all of the candidates running for the 2006-07 state offices. It has been my pleasure to serve the members of our organization for the past year. Thank you for giving me this opportunity. I have met so many new people who have made lasting impressions. Congratulations for being a member of such a strong student organization. This year we have once again reached new heights, and I thank each one of you for your commitment to this organization. Good luck at your competitive events and please enjoy the conference. Sincerely, Laura Barrett Laura Barrett PA FBLA State President 2 PA FBLA – Unlock Your Potential DELEGATE CODE OF CONDUCT One of the goals of FBLA is to facilitate the transition from school to work. Individual conduct and appearance are a part of that training. It is a special privilege to attend an FBLA conference, and it is the responsibility of all delegates to conduct themselves in a proper, businesslike manner at all times. FBLA members have an excellent reputation. Delegate conduct at every FBLA function should make a positive contribution to the reputation that has been established. Listed below are conduct rules for every FBLA function. The term “delegate” shall be any person attending any FBLA function. 1. All delegates shall behave in a courteous and respectful manner, refraining from language and actions that might bring discredit upon themselves, their school or upon FBLA. 2. Conduct not conducive to an educational function will not be allowed. Such conduct includes, but is not limited to, actions disrupting a businesslike atmosphere, association with non-conference individuals, or activities which endanger self or others. Any damages to any property or furnishings in the hotel or convention center will be paid for by the individual or chapter responsible. 3. Student delegates shall keep their advisers informed of their activities and whereabouts at all times. Accidents, injuries, or illnesses must be reported to the local or State Adviser immediately. 4. Traditional business attire is required for all general sessions, competitive events, caucusing, workshops, meal functions, and receptions. Attire for social functions shall be listed in the conference program. Delegates shall abide by the dress code established by the PA FBLA Board of Directors for all state functions. Delegates not adhering to the dress code shall not be admitted to the functions listed above. 5. The specific dress code for all delegates shall be: Permitted for Gentlemen • Business suit with collar dress shirt, and necktie or • Sport coat, dress slacks, collared shirt, and necktie or • Dress slacks, collared shirt, and necktie. • Banded collar shirt may be worn only if sport coat or business suit is worn. • Dress shoes and socks. Permitted for Ladies • Business suit with blouse or • Business pantsuit with blouse or • Skirt or dress slacks with blouse or sweater or • Business dress. • Business shoes and nylons. Not permitted for Ladies or Gentlemen • Jewelry in visible body piercing, other than ears. • Denim or chambray fabric clothing of any kind, overalls, shorts, skorts, stretch or stirrup pants, exercise or bike shorts. 55th State Leadership Conference 3 DELEGATE CODE OF CONDUCT • Backless, see-through, tight-fitting, spaghetti straps, strapless, or extremely short or low-cut blouses/tops/dresses/skirts. • T-shirts, LycraTM spandex, midriff tops, tank tops; bathing suits. • Sandals, athletic shoes, industrial work shoes, hiking boots, bare feet, or over-theknee boots. • Athletic wear, including sneakers. • Hats or flannel fabric clothing. • Bolo ties. • Visible foundation garments. • Cargo pants. Casual attire is acceptable for specific functions as listed in the program or during times when not attending specific conference functions. New fashion trends may be in style, but not necessarily appropriate. The best way to operate is to avoid walking the line. If there is doubt, select something else to wear. Be a professional. 6. It is the responsibility of all student delegates to adhere to the curfews which are listed in the conference program. Curfew is described as being in your assigned room during the designated hours. It is the responsibility of advisers to enforce curfews with the assistance of security personnel. 7. No alcoholic beverages or narcotics of any form shall be possessed at any time, under any circumstances. Use or possession of such substances may subject the student delegate to criminal prosecution. 8. Advisers are responsible for the supervision of conduct. Student delegates who disregard the code of conduct will be subject to disciplinary action, and they and/or their chapter delegation can be sent home at their own expense and will be disqualified from competitive awards or withdrawn from office, if applicable. Parents and/or school district officials will be notified. 9. Student delegates are not permitted to leave conference facilities without the approval and supervision of their adviser. 10. There will be NO SMOKING in any meeting rooms or at any meal functions by any conference participants. 11. Delegates are responsible for reviewing their conference/workshop program upon arrival at any function. Student delegates are responsible for any specific duties as assigned by their chapter adviser (may include, but not be limited to, attendance at workshops, general sessions, competitions which permit audiences, etc. 12. Voting delegates are required to attend all voting delegate meetings. 13. No male students are permitted in female students’ rooms or vice versa unless the door to the hall is completely open. 14. Delegates shall wear their conference name tags at all times while on site. Delegates shall respect and abide by the authority vested in the PA FBLA Board of Directors. No adviser should accept responsibility for a student delegate from another school without a written agreement between the administrations of the two schools. That agreement should be attached to the State Leadership Workshop and/or State Leadership Conference registration forms. No student delegate will be accepted without an adviser listed or a written agreement attached. Adult student delegates shall abide by the rules and regulations for minor student delegate. At the State Leadership Conference, attendance at the Opening General Session and Awards Program is required for all members and advisers. Voting delegates are also required to attend all voting delegate meetings, including the voting session and the Business Session. At the State Leadership Conference and the State Leadership Workshop, all cell phones, camera phones, pagers, and other personal communication or electronic devices must be turned off during all general sessions, workshops, competitive events, and other scheduled events. If one of these advisers suggests that a conference participant is in violation of the conference regulations, please respect the request for compliance. PA FBLA’s goal is to make this a very professional, rewarding, and memorable experience. Part of that experience is proper professional behavior and attire. Remember, you are preparing to be “future business and community leader of America.” Name Badges Conference badges must be worn to all conference activities. Any request for a replacement badge must be made by an adviser at the FBLA Information Table in the Exhibit Hall Registration Lobby area. Students must keep their emergency information sheet in their name badge holder. FBLA Shuttle Bus Service Continuous shuttle bus service will operate between all overflow hotel facilities and the Hershey Lodge & Convention Center on Wednesday from 12:00n until 11:45p, Thursday from 6:00a until 12:15a and Friday from 6:30a until 12:00n. There will be no service during the Opening General Session and the Awards Program. Please allow plenty of time to get from one facility to the next. All shuttle buses will arrive and depart from the Convention Center entrance (Route 322 side of the building.) Hotel Check-In/Check-Out Check-in and check-out must be completed by the chapter’s adviser; no students will be permitted to register the delegation. Meeting Room Locations Please refer to the map of the Hershey Lodge and Convention Center for meeting room locations. Video Streaming The Awards Program on Thursday, April 20, will be broadcast “live” over the Internet so family, friends, teachers, and school administrators can watch the program from home. Please be sure to remind your folks at home to log on to the pafbla.org web site and click the link http://thinkcybis.com/pafbla which will take you to the awards program. The program begins at 7:45p. Seating Assignments There will not be assigned seating for the Opening Session. Assigned seating will be made for voting delegates at Thursday’s Business Session. Assigned seating by region will be made for the Awards Session. Award Winners Award winners may stop by the Exhibit Hall Office immediately following the Awards Program to pick up a box or protective covering to transport your award home. Mandatory Attendance All members and advisers are required to attend the Opening General Session and the Awards Program. Electronic Devices All cell phones, camera phones, pagers, and other personal communication or electronic devices must be turned off during all general sessions, workshops, competitive events, and other scheduled events. Cameras and camcorders will be permitted. Local Chapter Voting Delegates Every local chapter was entitled to have two local chapter voting delegates, and these delegates were identified by the adviser on the chapter’s registration form. Voting delegates will wear a special “delegate ribbon” on their badges. Voting delegates are reminded that they are required to attend the Delegates Orientation meeting on Wednesday evening and the Voting Session and Business Session on Thursday. 8 PA FBLA – Unlock Your Potential GENERAL INFORMATION Exhibitors Be sure to stop by and visit the exhibitors in the Great American Lobby. At the exhibits, you can talk to post-secondary institutions about future educational plans, learn about new fund raising programs, sample goodies, and determine how you can participate in as exciting program called Pennsylvania Free Enterprise Week. The exhibitors will be here on Wednesday and Thursday. Meals Advisers and students must present their meal cards for entrance to the dining hall. Without the meal card, proper attire, and name tag, you will be denied access to the dining hall. William Selden Scholarship Pins All conference participants can purchase their official FBLA pin at the Information Desk in the Exhibit Hall Registration Lobby. The pins are $3 each, and all proceeds are used to benefit the scholarship fund. Members’ Dance Join thousands of FBLA members at the 2006 SLC Dance on Thursday evening. Line dances, hip hop, a little bit of country, and a little bit of rock ‘n roll will set the stage to bring an awesome SLC to a close. Hope to see you there! Competitive Events Office The competitive events office is located in Cocoa Suite 1. Only advisers on official business are permitted in this room. All other inquiries/problems should be directed to the FBLA Information Desk in the Lobby of the Hershey Lodge/Convention Center. Finalists/Interviews Contestants in the Business Ethics, Emerging Business Issues, Entrepreneurship, Impromptu Speaking, Job Interview, Network Design, Mr. Future Business Leader, Ms. Future Business Leader, and Parliamentary Procedure events are reminded to check the bulletin board in the Cocoa Suite Lobby for a list of finalists in those events. The finalists will be published after the Opening Session. Performance times for the above events and Impromptu Speaking, Public Speaking I and Public Speaking II, will be randomly drawn and posted at Event Confirmation and on the bulletin board in the Cocoa Suite Lobby of the Hershey Lodge/Convention Center. Spectator Events The Business Ethics, Business Plan, Emerging Business Issues, Entrepreneurship, Impromptu Speaking, Network Design, Public Speaking I, Public Speaking II, and Parliamentary Procedure events are open to spectators. The chief administrator will not allow spectators in the meeting room once a contestant’s /team’s performance is in progress. Written Objective Tests All students taking a written objective test are reminded to bring sharpened pencils with erasers. Calculators will be provided in all events where permitted. Dress code compliance will be checked upon entry into the testing area. Advisers Hospitality On Thursday morning, there will be an Adviser’s Coffee Break in the Great American Lobby and on Thursday evening, there will be an Adviser’s Reception in the Cocoa Suites 5-6. Please stop by for some refreshments, treats, and fellowship with your colleagues. Curfew Curfew is listed in the program, and all student delegates are to abide by the curfew times. Security and advisers will be in the halls enforcing the curfew. 55th State Leadership Conference 9 OPEN COMPETITIVE EVENTS PROGRAM Pennsylvania FBLA is proud to offer “Open Competitive Events” to all members attending the State Conference. The guidelines are: 1. There will be eleven “open” competitive events offered at the 2006 State Leadership Conference. They are: • Current Events In this event, students will be tested on current news events since Labor Day, September 2005. • Cyber Security In this event, students will be tested on their knowledge of security issues related to technology, the Internet and electronic communications. • Digital Tools In this event, students will be tested on their knowledge of digital and electronic devices used in business and communications. • FBLA Creed/Code of Ethics In this event, students will be tested on their knowledge of the FBLA Creed and Code of Ethics as found in the PA FBLA Policy/Leadership Handbook. • FBLA Policies, Procedures, and More In this event, students will be tested on their knowledge of Pennsylvania FBLA based on content found in the PA FBLA Policy/Leadership Handbook, the PA FBLA Student Handbook, and the PA FBLA website. • HTML In this event, students will be tested on their knowledge of HTML and HTML related concepts. • Insurance In this event, students will be tested on their knowledge of insurance related concepts. • Investments In this event, students will be tested on their knowledge of investments and related concepts. • Management In this event, students will be tested on their knowledge of managerial related concepts. • The Internet In this event, students will be tested on their knowledge of basic Internet related concepts. • The Workplace In this event, students will be tested on their knowledge of the workplace and related concepts. 2. Any student already qualified to attend the 2006 State Leadership Conference may take these tests—even if he or she has already participated in these events. Chapters may not bring additional members to compete in these events. 10 PA FBLA – Unlock Your Potential OPEN COMPETITIVE EVENTS PROGRAM 3. There is no pre-registration for these events. They are offered on a first-come, first-serve basis. 4. These events will be offered between the hours of 12:00 p.m. and 2:30 p.m. on Thursday, April 20. All will be administered in the same room. 5. Students may take as many of these tests in this 2 1⁄2 hour period as they wish. All tests are machine graded multiple choice or true/false type tests. Students must bring their own #2 pencil. All tests are 50 or fewer questions. Students may have as much or as little time as necessary to complete any one test. 6. Certificates will be awarded to the Top 10 students in each event and their names will be flashed across the screen. The first place winner in each event will be recognized on stage. Certificates will be mailed after the conference. These events do not qualify a student to attend the National Leadership Conference. 7. In the event of a tie, the first tiebreaker will be the same tiebreaker procedure as is used in other written objective tests and found in the PA FBLA Policy/leadership Handbook. In the event the tie cannot be broken with the first tiebreaker, the tie will be broken by lottery as the second tiebreaker. Time is not a factor and will not be considered in breaking a tie. 8. There are no formal written guidelines for these events. The content of each event is listed above. 9. The contestants are required to comply with all dress code and name tag requirements. 10. The testing procedure shall be: a. At 12:00 p.m., the test administrators will open the door to the testing room (Red Room), which is capable of seating approximately 500 students. A line will form outside the Red Room. b. The test administrator will permit the first 500 students to enter the room and be seated. Once all seats are filled, the doors will be closed. Tests will be distributed to those seated (students may request any one of the eleven different tests.). c. The initial group of students will begin taking the test at the test administrator’s direction. d. As a student finishes a test, he or she will turn in the test to the test administrators and will then be required to leave the room. e. Once one student leaves a room, the test administrators will permit another student to enter the room and request a particular test. f. The process will continue for the 2 1⁄2 hour period of time. g. If a student wishes to take another test, he or she must leave the room and go to the back of the line to await entry. Students may take as many different tests in the 2 1⁄2 hour period as they can schedule, but they must leave the room each time and go to the back of the line. h. All testing will be stopped and papers collected promptly at 2:30 p.m., regardless of how much or how little time a student has had to work on the test he/she has in his/her possession. 55th State Leadership Conference 11 FOCUS TRAINING UNLOCK YOUR POTENTIAL “Leaders make people believe in them, but truly great leaders make people believe in themselves.” As a leader, your role involves not only guiding others, but inspiring and motivating them as well. To truly “Unlock Your Potential,” you must approach your leadership role with energy and an understanding of many skills. Each dimension of leadership is equally important, and all are skills that can be learned and honed through practice. These workshops are specifically designed to help you, the FBLA member, reach your highest performance level. By doing this, you will be able to overcome any challenge that you may face as a leader in FBLA. You will have four key skills to concentrate on during these sessions. 1. Professionalism 2. Effective Communication 3. Teamwork 4. Vision With each session you attend, you will improve your leadership skills and get one step closer to being able to “Unlock Your Potential.” Not only will you be a more effective leader but you will be making your FBLA chapter stronger and improving its chances to succeed. Magnolia C-D In this intense competition to complete the best-designed bridge, which team will overcome limits of time, resources, and communication? As employees of Bridge Builders, Inc. participants will have to use strategic problem solving to achieve victory for their team. Presented by: AJ Watson and Lyndsey Redding, FOCUS Training Can FBLA Work As a Class? Advisers: Thursday, April 20, 2:00p-3:00p. Tower Suite 2 Pleasant Valley FBLA Adviser, Melissa Ruschak, will show you how to sell FBLA as a class to your administration, implement FBLA as a curriculum, highlight fun leadership activities, and help you to bring FBLA to a new level in your school! Presented by: Melissa Ruschak, Pleasant Valley FBLA Adviser Chain Gang Members: Thursday, April 20, 8:15a-9:00a; 9:15a-10:00a. Great American Hall—Blue Room Teams will be challenged to create the longest paper-chain bridge they can with the supplies they are given. Working as a team, they must overcome some challenging obstacles in order to build the longest chain in the amount of time given. Presented by: Mel McGarry and Mike Tack, FOCUS Training Divided Members: Thursday, April 20, 10:15a-11:00a; 11:15a-12:00n. Great American Hall—Blue Room Each team member has been divided on each side of a deep chasm. You must work together somehow to reconstruct the shattered equipment and call for rescue. Innovation required! Presented by: Mel McGarry and Mike Tack, FOCUS Training Effective Design Members: Thursday, April 20, 1:15p-2:00p. Empire C This workshop is directly aimed to those interested in pursuing a profession in multimedia/web design, e-commerce, online marketing, or becoming an Internet entrepreneur. The session will focus on the concept of having a “Call to Action.” Participants will have a chance to look at some dos and don’ts for making a website successful on both a marketing and usability level. In addition, there will be an interactive productive forum between the instructor and participants to answer various questions of relevance to effective design. Presented by: Neil J. Harner, Interactive Designer, Fast Track Systems Etiquette Experts Members: Thursday, April 20, 1:15p-2:00p; 2:15p-3:00p. Magnolia A-B Which fork do I use? Can I wear this to work? Is my handshake too hard? The details of business etiquette needn’t be intimidating. This session will teach useful tips and guidelines for professional behavior and appearance. Officers will need to carefully coordinate efforts with a partner to help the team succeed. Grid Walk emphasizes the importance of taking risks, effective communication and teamwork. Empire C Today’s business world demands a workforce of Internet savvy employees and leaders. Although many of today’s best and brightest were raised with a keyboard at their fingertips, for them the primary purpose of the Internet has been for entertainment and communicating socially. One of today’s biggest challenges of young professionals is making the transition from a social Internet communicator to a professional Internet communicator. This workshop will focus on the modern aspects of 1994’s “Netiquette” (written by Virginia Shea) and “Internet Prejudice.” Presented by: Neil Harner, Interactive Designer, Fast Track Systems Life after FBLA Members: Thursday, April 20, 2:15p-3:00p. Tower Suite 3 As graduation gets closer and closer, I’m sure you have many questions about the future. I know I did. . . If you find yourself asking questions like these, this workshop will give you answers to help you prepare for life after FBLA. Cocoa Suite 6 Learn terrific tips and tricks that will help you and your students work more efficiently with MS Office. Sharon, a former Business Education teacher at the secondary and post-secondary levels and computer education author, guarantees you will walk out of the session with something new.
