SEPTEMBER 2013 3 Members and Community ‘A Great Day for Kaua‘i’ Work Starts on $40 Million Solar Array By Jim Kelly On a bright November morning on Kaua‘i’s south shore, a blessing and groundbreaking was held for a $40 million solar facility that will be Hawaii’s largest when completed in September 2014. Owned by Kaua‘i Island Utility Cooperative, the 12-megawatt array will generate about 5 percent of Kaua‘i’s power—enough to provide electricity to 4,000 homes. Kaua‘i Mayor Bernard P. Carvalho Jr. and other local officials, including representatives of Gov. Neil 4 KIUC CURRENTS Abercrombie and U.S. Rep. Tulsi Gabbard, joined members of the KIUC Board of Directors and staff in the groundbreaking ceremony, which was led by kumu Sabra Kauka of Island School. Kauka noted the location below the ridge of Haupu and the area’s long history as a place of sustenance, where taro was grown in lush loi fed by the region’s abundant rainfall. The area became home to Hawaii’s first commercially viable sugar plantation in 1835. “These are the kinds of examples that remind us of how important connections are on Kaua‘i—connections to the land and the sun and the sea and connections to each other,” Carvalho said. “We’re bridging, connecting with technology—and Kaua‘i is at the forefront, again.” David Bissell, president and CEO of KIUC, told the group that the solar array will produce electricity at between 10 and 13 cents per kilowatt-hour. That is less than half the cost of using imported oil. “Right now, this is the cheapest renewable energy project in the islands,” Bissell said. “This is a great day for Kaua‘i, a great day for KIUC and a great day for our members.” The photovoltaic project is being built on 67 acres of former sugar cane fields KIUC is leasing from Līhu‘e-based Grove Farm Co. Inc. near Kōloa. It is adjacent to the old Kōloa Mill just off the bypass road to Poipu. The system—which will consist of 45,000 panels—is being built SolarCity, a national leader in clean energy services, with local operations in Mililani, O‘ahu. The project will be the second utility-scale solar facility built on Kaua‘i. The first, owned by Alexander & Baldwin Co. Inc. at Port Allen, opened in 2012. Two smaller systems—a 1-megawatt array in Kapaa and a 300-kilowatt array in Omao— also provide power to the grid. When the Kōloa project is completed, the four utility-scale solar arrays will generate 19 MW during the day. That is enough power to meet nearly 30 percent of Kaua‘i’s daytime electrical demand. The project is being developed by a subsidiary of KIUC, which will enable it to qualify for state and federal tax credits. Because it is a member-owned cooperative, not an investor-owned utility, KIUC can finance the project through the National Rural Utilities Cooperative Finance Corp., which is also a cooperative. “By owning this project, the benefits of cheap, clean solar are shared by all of our customers, not just those who can afford to install their own PV systems,” said Allan A. Smith, chairman of the board of directors of KIUC. “Using this system saves us from importing about 1.7 million gallons of oil annually.” The project is expected to create about 125 construction jobs. A 1.5-MW battery storage system already is in use at KIUC’s nearby Kōloa Substation, and a 2-MW battery storage unit will be added. The project is a key part of KIUC’s strategy to use renewable resources to generate at least 50 percent of Kaua‘i’s electricity by 2023. KIUC also is planning a 12-MW solar array on land leased from the Department of Hawaiian Homelands in Anahola. The Hawaiian Homes Commission voted September 24 to accept the environmental review for the 55-acre project site. The review found the project would not have a significant environmental impact on the site. It is anticipated construction of the project could begin in the first half of 2014 if the lease is approved by the Hawaiian Homes Commission. When operational, the $50 million project will displace 1.7 million gallons of oil annually. Homeowners and businesses also are doing their part to reduce Kaua‘i’s use of imported oil to make electricity. Since 2002, PV systems have been installed on nearly 2,000 Kaua‘i homes and business. Spurred by state and federal tax credits, the number of business and residential systems on Kaua‘i has risen more than 500 percent during the past three years. This past year was the busiest yet. As of mid-November, KIUC had received 811 PV interconnection applications from customers, up from 540 in 2012—a 50 percent increase. KIUC, Bissell Recognized For Leadership in Solar David Bissell, president and CEO of Kaua‘i Island Utility Cooperative, was honored by the Solar Electric Power Association as its 2013 Utility CEO of the Year in recognition of KIUC’s accomplishments in integrating solar electric power into its renewable energy portfolio. “David has taken a creative approach to bringing utility-scale solar to the island of Kaua‘i and developing projects that not only promote greater reliance on renewable resources, but are a laboratory for innovation in engineering and utility finance,” said SEPA President and CEO Julia Hamm. “We are proud to honor David for his long-term vision, and his accomplishments in driving down costs and bringing the benefits of solar to all residents of Kaua‘i.” Based in Washington, D.C., SEPA is a nonprofit educational organization dedicated to increasing utilities’ use of solar energy for power generation. “Our success with solar energy is built on teamwork: internally with our highly engaged board of directors and talented staff and externally with our supportive community partners,” Bissell said. “Pursuing utility-scale solar that benefits all of our customers is a key strategy to reach our ambitious renewable energy goals.” Bissell earned the 2013 Utility CEO of the Year honor through his leadership in developing creative financing plans that leveraged federal stimulus money and tax credits to bring the cost of utility-scale solar from $200 per megawatt-hour in 2011 closer to $100 per MWh for two 12megawatt projects now in development. Bissell, who has a background in utility finance, was the cooperative’s chief financial officer before being named president and CEO in 2011. His honor was just one of several received by KIUC this year in recognition of its leadership in developing solar. SEPA earlier named KIUC one of the nation’s Top 10 utilities for delivery of solar energy to its customers. KIUC ranked No. 2 in the list of electric utilities in the U.S. that added the most new solar power to their systems on a watts-per-customer basis in 2012. KIUC is ranked highest among electric utilities in Hawai‘i for adding new solar on a watts-per-customer basis. It is first among U.S. electrical cooperatives included in the SEPA rankings for adding new solar. With the addition of the Port Allen facility and hundreds of customer-sited photovoltaic systems, KIUC added 282 watts of solar per customer on the grid in 2012. That is the equivalent of about one solar panel installed last year for each one of the cooperative’s 28,000 residential customers. SEPTEMBER 2013 5 Inside Members KIUC and Community From the Board of Directors At one of our strategic planning meetings a few weeks back, one man observed that because fewer than 10 people had turned out, it must mean the members were generally satisfied with the performance of the cooperative. While it is tempting to agree, we also know it is perilous to make that assumption. Silence does not suggest approval any more than the complaints of one person suggest widespread dissatisfaction. What it mostly suggests is people are busy with their lives and on any given night, they have more pressing obligations than driving out to a meeting with the people who run their electric cooperative. But as we wrap up 2013, we would like to take just a moment to acknowledge the possibility that there is a lot for our members to be satisfied about. We will finish this year with 15 percent of our electricity being produced by renewable resources—everything from the McBryde solar array at Port Allen to our hydroelectric plants at Waiahi to your neighbor’s photovoltaic panels. 6 KIUC CURRENTS That is a remarkable achievement when you consider that renewables were only producing about 5 percent of our power four years ago. Last month, we participated in the blessing and groundbreaking of our 12-megawatt solar project near the old Kōloa Mill. When it comes online next year, we can stop importing 1.7 million gallons of oil that we are now using to generate electricity. We will be able to cut our oil consumption even more dramatically next year when the Green Energy Team biomass plant goes into operation. Burning locally grown wood chips instead of imported petroleum, Green Energy will provide 12 percent of this island’s power. With these projects and others, we expect to be close to 40 percent renewable energy by 2015. While that will be a great milestone to celebrate, you should know we already are working on ideas for using renewables and cheaper, cleaner fuels to cover the other 60 percent. We are looking at hydropower, liquefied natural gas, locally produced biofuels and even a high-tech, high-capacity battery storage system that could feed the grid not just for a few minutes, but for hours during our peak demand. All of these efforts are aimed at making Kaua‘i more sustainable, putting more money back into the local economy and into your pocket. That is why the first goal in our new 2013-2025 strategic action plan is to reduce the average bill by at least 10 percent during the next 10 years. We are proud of our accomplishments in 2013 and look forward to an even more productive 2014. The board of directors is expected to discuss decoupling at its Dec. 17 meeting and may vote on whether to proceed with seeking the approval of the state Public Utilities Commission, which has the final say on any rate issue. “With decoupling, the Public Utilities Commission and the Consumer Advocate continue their oversight of our finances and they can require hearings or even a full rate case at any time,” said KIUC President and CEO David Bissell. “Keep in mind that any time we’re ‘overcollecting’ money, it is going to be returned to the members. Also, there’s a strong disincentive to take in more money than we need because we end up paying tax on that revenue. We have an elected nine-member board that meets every month and is fully accountable to the members.” Overview of the KIUC decoupling plan • By lowering the margin required by its lenders, KIUC can reduce the amount of revenue it needs to take in. Reducing TIER— Times Interest Earned Ratio—from 2.0 to 1.8 would result in a decrease in KIUC’s targeted margins of 10 percent. • Instead of issuing patronage capital credits once a year, any revenue beyond the TIER requirement would be returned in the form of a lower monthly bill. • Lowering the amount of revenue collected will reduce the amount of revenue taxes paid to the state and county, resulting in more savings. • Incentives that “pay” KIUC to run its plants at peak efficiency will be eliminated, with savings rolled into the rate. • Revenue will be “trued up” and adjusted on a quarterly basis. • Consumer Advocate and Public Utilities Commission maintain their oversight on rates. They will regularly review KIUC’s finances and can require hearings on rates. • Decoupling replaces the traditional rate case as the only way for the utility to increase revenue to cover its costs. Rate cases are costly, time-consuming and adversarial exercises. KIUC has had only one rate case in the past 10 years. What decoupling doesn’t do • Eliminate regulatory oversight. • Guarantee lower rates. Kaua‘i is still heavily dependent on imported oil and will be affected by price volatility. If revenue drops significantly, rates will be adjusted upward to cover expenses. • Guarantee higher rates. Rates can only adjust to cover operations cost and TIER requirement. Excess goes to the members. If oil prices remain stable and more renewables come online, rates will fall. • Solve the “balloon squeeze” issue of fixed-cost recovery with declining sales. WHITEAKER, KAREN M YAMAUCHI, RACHEL SEPTEMBER 2013 13 Members and Community Merlin Helps KIUC Track Threatened and Endangered Seabirds By Shelley Paik When the 2013 Save Our Shearwaters season began, KIUC got help from its new Merlin Avian Radar System. According to Carey Koide, KIUC’s transmission and distribution manager, this technology will help the co-op understand the flight patterns of the shearwaters. Earlier this year, KIUC purchased the $380,000 system, which can track the birds’ flight. As the bird enters the area covered by the radar, it shows up as a series of blips on the screen. This hightech radar unit also has processing software that digitizes each series of targets and assigns it a flight tracking number. Koide likened the radar to that used by an air traffic controller to track airplanes. With the aid of Merlin’s software, these blips are turned into individual numbered tracks. The data is collected and can be plotted for the biologists who study the birds, which reduces errors and time spent on data input. “This new gadget is remarkable,” Koide said. “I hope that this technology can soon replace conventional radars and the use of transparencies by biologists to plot their flight paths. To collect all of the data and plot the points where the birds were seen is tedious work. Biologists would sit for long hours in the back of their SUVs with radar on the roof at various points around the island, watch the radar and manually plot where the birds were flying.” Merlin, which is mounted on a trailer, was developed by DeTect Inc. specifically to detect and continuously track birds. More than 100 of the systems are in use at airports to reduce the potential for bird-aircraft collisions. Koide, who is responsible for KIUC’s participation in the SOS program and its Habitat Conservation Plan, said the new technology will help KIUC understand the flight patterns of the shearwaters. The radar will identify flight corridors, the times when birds are most active and flight variations throughout the season. Koide said he hopes the radar also will reveal how low cloud cover and bad weather affects flight. The radar picks up both the horizontal and vertical flight characteristics of seabirds using only 170 watts of power, which is low power compared to traditional radar. “It’s important for us to know how high they’re flying relative to our lines,” Koide said. In cases where lines are interfering with bird flight, such as the area near Kealia Beach, KIUC has moved lines underground, lowered them or reconfigured their design so collisions are less likely. Over time, Merlin has the potential to save the cooperative money by taking the guesswork out of determining high risk flyways and focusing reconfiguration efforts in those areas. Fledglings leave their nests for the first time between midSeptember and mid-December. Guided out to sea by the light of the moon, many shearwater fledglings become disoriented by artificial lights, most often during nights with low moonlight. This year, fewer birds have been collected because the peak fledging is taking place during the full moon, which results in fewer fallouts. Shearwaters brought to aid stations around the island are rehabilitated by the SOS program at the Kaua‘i Humane Society. When strong enough, they are released. In October, Brooke McFarland of the Kaua‘i Endangered Seabird Recovery Project and the SOS staff coordinated the annual Newell’s shearwater release event, E Ho’opomaika Ia Na Manu ‘A’o, to raise awareness about the shearwaters, and educate students about conservation and how to help protect the species. Despite efforts to save these seabirds, their populations appear to be steadily declining. Threats include predators such as cats, rats, pigs and barn owls. Involved with SOS since the late 1990s, KIUC has been the primary funding source for the program since 2003. KIUC spends $2 million a year to protect endangered wildlife, including power line and lighting reconfiguration, habitat restoration and predator control, research and injured bird rehabilitation. KIUC has developed partnerships with the Kaua‘i Humane Society, state DLNR Division of Forestry and Wildlife, Kaua‘i Seabird Habitat Conservation Program, Kaua‘i Endangered Seabird Recovery Project, U.S. Fish and Wildlife Service, Hawai‘i Wildlife Center and Kaua‘i Veterinary Clinic. August 27 meeting Board unanimously approved a one-time service charge for customers seeking replacement of a standard meter (smart meter) with any non-standard meter. Board unanimously approved adoption of the final 2013-2025 strategic plan. Board unanimously approved borrowing $41 million for the Koloa solar project. September 24 meeting Board unanimously approved appointment of 2014 director nominating committee members Rosa Flores, Max Graham, Eugene Jimenez and Val Tsuchiya. Board unanimously approved acceptance of the 2012 depreciation study to be submitted to the Rural Utilities Service. Board unanimously approved acceptance of the 2013 Equity Management Plan. Board Policy No. 33 Board Policy No. 33, adopted on Oct. 25, 2011, describes the process by which the members of KIUC can call a special meeting of the members. Under the policy, petitioners must present the valid signatures of at least 250 active members of KIUC on a Notice of Demand for Member Called Special Meetings of KIUC Members. The Notice of Demand must state the specific purpose for which the meeting has been called. Once the Notice of Demand has been validated by KIUC, the board of directors will hold a special meeting of the members. No other business except that specified in the Notice of Demand may be conducted. Even with the slight increase in sales volume, KIUC is doing everything it can, while maintaining safety and reliability, to reduce costs to operate efficiently and effectively, and continue to maintain a strong financial position. Revenues, expenses and net margins totaled $155.1 million, $145.4 million and $9.7 million, respectively, for the 10-month period ending October 31. As is the case for all electric utilities, the cost of power generation is the largest expense, totaling $96.4 million or 62.1 percent of revenues. Commodities, which are fuel and purchased power costs, are the largest component of power generation, totaling $84.3 million or 54.3 percent of revenues. Currently, fossil fuel is the largest component of commodities, totaling $76.2 million or 49.2 percent of revenues. Other commodities include hydro power, totaling $4.0 million or 2.5 percent of revenues and solar power, totaling $4.1 million or 2.6 percent of revenues. The remaining $12.1 million or 7.8 percent of revenues represents the cost of operating and maintaining the generating units. The cost of operating and maintaining the electric lines totaled $4.6 million or 3.0 percent of total revenues. The cost of servicing members totaled $2.7 million or 1.8 percent of revenues. SEPTEMBER 2013 19 Recipes Recipes for the Holidays Sweet Peppers Stuffed With Herbed Goat Cheese 20 sweet peppers 1 block fresh creamy goat cheese 1 tablespoon fresh thyme, minced 1 tablespoon fresh oregano, minced 1 clove garlic, minced 2 tablespoons olive oil 1 gallon plastic bag Combine the thyme, oregano, garlic and olive oil; let sit for about an hour. While waiting, cut off the tops of the sweet peppers and remove the seeds. Pour the herb oil mixture into the plastic bag and add the goat cheese. Mix well. Cut off the corner of the plastic bag and squeeze the goat cheese mixture into the peppers. You can eat them raw or place the peppers on a baking sheet and broil in the oven, turning when the tops start to blister. Spiced Cauliflower 1 head of cauliflower, chopped 1 block butter 3 tablespoons olive oil 4 cloves garlic, minced 2 teaspoons cumin 1 teaspoon cayenne pepper ½ cup Parmesan cheese In a pan, sauté the garlic in the butter and olive oil; add the cauliflower, cumin and cayenne. Lower heat and cook cauliflower for 10 minutes. Stir in Parmesan cheese before serving. 20 KIUC CURRENTS Guava Baked Brie 1 sheet puff pastry 1 wheel Brie cheese 1 jar guava jam Slice Brie in half so you have two round layers. Put jam in the middle layer and close so it looks like a sandwich. Roll out puff pastry. Place a circle of jam on the pastry the size of the Brie. Place Brie on the pastry and cover the Brie with guava jam. Fold up the corners of the pastry so the Brie is completely wrapped. Bake Brie at 400 degrees for 20 minutes, or until the pastry is browned. Serve with your favorite cracker. Cranberry Pineapple Citrus Sauce 3 cups fresh cranberries 1 cup chopped pineapple ½ cup white sugar ½ cup brown sugar 1 lemon, zested and juiced 1 orange, zested and juiced 1 cup water Place ingredients in a pot and bring to a boil. Lower heat when the cranberries start “popping” and simmer for 20 minutes, or until the mixture thickens. Feta Spread 1 cup crumbled feta cheese ½ cup green olives stuffed with garlic or pimiento, coarsely chopped ½ cup coarsely chopped sundried tomatoes in olive oil Mix the feta, olives and sundried tomatoes.
