New Year’s Jam Youth Basketball Tournament Rules

1. Missouri High School Activities Association rules will be followed with the following exceptions:
a. 20 minute running clock except for the last 2 minutes of the 2nd half, unless one team is
ahead by 20 points or more. In addition, the clock will stop on all technical fouls. Clock
does not restart until it would in a normal dead ball situation.
b. Teams are not allowed to press over half court with a 20 point or more lead. The first
violation will be a warning, if it continues a technical foul may be assessed to the bench if
the officials deem it intentional.
c. 4th grade boys will use a 28.5 (girl’s) basketball. 5-8th boys will use a boy’s ball.
d. 5-minute half time and 5 minute pre-game warm-up.
e. Game time is forfeit time.
f. Jerseys need only have a number on the back with no number restrictions.
g. 4 time-outs per game which will be 1 minute, no 30-second time-outs.
h. Overtimes will be 2 minutes in length with regular clock operation. The clock stops on all dead
balls. 1 additional time-out will be given for each overtime.
2. There will be 2 teams in each division that will play in the championship game. The teams will be determined by:
1) best record 2) head-to-head 3) “total points allowed”. If this cannot determine the 2 teams then a coin flip will be
used among those tied.
3. Individual awards for 1st and 2nd place winners
4. Players may play on only 1 team within a tournament age group. Players may play “up” in an older age group.
This could mean a 5th grade player plays in the 5th grade tournament and in the 6th grade tournament. But they
cannot play on 2 teams in either the 5th or 6th grade tournament.
5. All roster changes should be made to the National Office in writing at least 48 hours before the
start of the tournament. The roster you list in your scorebook for the first game of each
tournament is your roster for the weekend. Make sure to include on this list any player who for
any reason is not playing the first game, but intends to play following games.
6. For 4th Grade divisions, free throw shooters will shoot from a designated line approximately 24 inches inside the
regulation free throw line. Free throw shooters in these divisions will not be penalized for jumping over the line on a
free throw attempt.
7. Inappropriate behavior will not be tolerated!!! A referee may remove players from the game
for inappropriate behavior. Any player or coach ejected from a game will not be allowed to participate in the next
game. Any fan ejected from a game will not be admitted to any more games in the tournament.
8. Doors will open at each gym 30 minutes prior to the first scheduled game on Friday and Saturday.
9. For clubs with 2 teams in the same division: Teams who earn a #1 Seed coming out of pool play will be given an
opportunity to pass on the #1 seed and take the #2 if, and only if, it means they will be able to avoid playing their
other club team. Please note the spirit of this rule. The tournament director has the authority to override this
request if it is deemed that the request has been made for the wrong motives.
10. No food or drinks are allowed in tournament facilities, except for players who may bring water or Gatorade.
11. Each team needs to provide a clock operator or score keeper for each game.
12. Each team will be allowed to have 2 representatives that get in free. This is generally the head coach and an
assistant coach or score keeper.
13. All-tournament passes will cost $7 for adults and $5 for youth age 18 and under (kids ages 5 and under will be
admitted free). This pass will good at all gyms all tournament, both Saturday and Sunday. This includes all pool
play games and championship games.
