The Board is asked to authorize the President to sign a new lease
for three class rooms in th~Ciotbam Avenue Elementary School,
Elmont, to house BOCES Transitional School Program. The term
of the agreement is for one year, commenc:in~ September 1. 1975,
and terminating June 30, 1976, at an annual rental of SS, 358. 00.
The lease has been approved by Counsel. Backup information was
furnished with the June 4, 1975, Board material.

District
The Board i8 asked to authorize th~ President to sign a new leasc
(or two classrooms at tho Herricks Junior HiJ;th School and two
classrooms at the Herricka Senior High School. to house BOCES
Deaf and Hard of Hearing Pr0ltram. The term of the a.~rccment
is (or ten months, commencing th., first day of ScptcmbtH" 1975,
and ending on the thi rtieth day of June 1976, at an annual rental
o( $9. 600. 00. The lease haa the approval of Counsel. Backup
information was furnished with the June 4. 1975, Board material.

t am pleased to inform the Members of the Board that Mrs. Mary
Morris, Executive Administrator in Occupational Education (adult
programs). has recently been appointed by the Board of Directors
of the American Vocational Association (A VA) as Region t Vice
President.
Mrs. Morris has for a long time been an active member and leader
of various professional education aIJ.ociations. and is currently
serving as President of the New York State Occupational Education
Association, the State AVA aCtiHate which is an umbrella orJ{ani1.ation for virtually all of the profes.ional vocational education groups
acti ve in New York State.
A VA membership Region 1 includes Connecticul, Delaware, ~1ainc,
Maryland. Massachusetts. ~iichiJUlnt New Hampshi ref New.Jersey.
New York, Ohio, P.:nnsylvanla, Rhode Island. Vermont. Wesl
Virginia, and the District of Columbia.

Student Honor
One of our students, Judy Pele, compcl~d and won ~ccond prhr.t,\ at
the New York State Vocational Industrial Clubs of America (VICA)
Convention held recently at the Concord Hotel.

Judy has been a student in the Program for H(~arint: Impaired since
she was fivc:~ years old. This is her second year in the commercial
art course at the Northwest Center of BOCES. Her averat:c at the
Center haa been between 95 and 98.
This is the first time that any student from BOCES commercial art
department has won a prize in the New York State competition. This
certainly attests to the positive results of the total program being
offered to a handicapped student with the interaction between special
education and occupational education.

Preschool. Emotionall¥ Disturbed Children
It is a pleasure to announce to Members of the Board of Education
that we have received a grant which will allow us to provide an out ..
door education experience this summer for handicapped preschool
youngsters. These youngsters are currently in attendance at our
Title Vl-B program for the multiplihandicapped.

This grant is related in large measure to the efforts of Dr. Phoebe
Lazarus as she continues to seek to provide enhanced experiences
for preschool handicapped youngsters, an endeavor which she refers

to as an "uncommon cause".

It is with truly mixed emotions that 1 report the intended retirement
oC Alexander S. Modderno, Supervisor of Occupational Education.
Alex's work in occupational education is known throughout the State
and beyond and he has served this BOCES with great distinction in a
variety of capacUies, not the least of which was as Regional Planner.
Alex will be sorely missed.

Mrs. Norma Frank. President. and Mrs. Sylvia Kramer. Vice
PreSident, or the Primary Program PTA. will give an overview of
the Special Friends Project, a big brother/big sister program. and
will introduce a parent and several volunteer teenage participants •

1975/76 Property/Casualty Insurance Coverage
Dear Bill.
As you may know, the current Nassau BOCES' property/casualty
insurance coverages expire on June 30, 1975. Although the New York
State General i'.'lunicipal Law does not require competitive bids (since
insurance is recognized to be Q service and not a commodity), the
Nassau BOCES has been active with other Nassau-Suffolk Boards of
Education in exploring the feasibility of Cooperative insurance Purchasing
through the Fireman's Fund as managed by the brokerage firm of Frank
B. Hall and Company.
•
The tlacid test't for this cooperative purchnsinf! concept regarding
Nassau BOCES was at stake and on April 11, 1975 the Nassau BOCES
insurance specifications and invitations to bid were mnned to nine insurance firms with n return due date of 1\Itay 27. 1975. Two of the nine firms
included Frank B. Hnll and Company (Managing Broker of the Cooperative
Insurance concept), and School Insurance Brokerage (our current insurance broker). The results of the informal "bidding" aloe shown on the
attached schedule ..
The attached schedule indicates that School Insurance Broker·agc's
1975/76 pr·oposal is substantially lower ($ 73.927 per year) than the competitions' in cost. The fact that School Insurance Brokeragets renewal
quotation is $32.214 lower than their current (1974/75) cost is attributable
to (1) a change in insurance carriers from the Federal Insurance Company
to the Utica National Group, and (2) a commission arrangement based
solely upon the dividend performance of the Safety GI~OUp (if no dividend is
declared, then no fee is due the broker).

Brokerage based upon both their competitive low bid and upon their excellent pat:lt service rendered to the Nassau BOCES.
