We went from floods in the Spring to hot and dry all summer and in just one week, from late summer to late fall. Did I say one week? It was really a 40 degree drop in 24 hours at the lake. We are suffering a little culture shock up here. Once again, we have had a busy summer, hot and dry though it was after the heavy rains. Reports on the Trade Route Celebration and fund raisers: Silent Auction, BBQ and Raffle can be found elsewhere in the newsletter as well as pictures of the events. We have also added a more detailed financial report in response to a request for more information about “where the money is going”. A big issue this year for all lake associations has been aquatic invasive species (AIS). Information and options continue to be gathered by various individual members of RALALA, as well as the other lake associations. (See the report of Ed Evans, chair of the Crooked Lake AIS Committee). With the guidance of new Board member Bob Lee, the By-Laws were reviewed this summer when we realized that they had not been revised since their initiation. Currently, we have learned that utilizing such new “modern” devices as conference calls or Skype types of communication were not possible by the board and that led to awareness of other constrictions and inconsistencies , so a complete revision of the Articles of Incorporation and ByLaws are under way. The Board will be considering a change in the By-Laws over the fall and at the next an- Membership is up again this year, meaning we are able to reach more and more lake area residents with news and updates. For those of you who have chosen not to give us email addresses, we would like you to reconsider providing an email address for emergency notices only. We have had two incidents this summer when we either gave email notice to the lake residents we had, or could have. One was earlier in the summer when the water was so high that docks and boats were floating free. We were able to warn those who were not here to get someone to check their property. The other occurred recently with an apparent incident on North Roosevelt when reportedly the township breached a beaver dam and (an unplanned for) wall of water endangered a cabin and washed a septic system into the lake. Finally, as you will see from the articles on AIS and the Sheriff Patrol, we are going to be looking for more volunteers next year to help keep our lakes clean and fun. See you in the spring. That way, the Legislature gets a broad based, consistent message, from many different parts of the state. It is hoped many RALALA volunteers will send these letters. See the “online” Ralala website for an example of the ‘Legislative Letter”. 2012 RALALA DONORS Thanks to the generous support of our members the year 2012 was a successful one for RALALA. This award is given to fifteen dedicated 3M employees and ten retirees who are devoted to improving and enriching their local communities. Ed has been a Volunteer with the Outing Volunteer Library (Treasurer) and the CLT Aquatic Invasive Species (AIS) Committee (Chairperson). The 3M Foundation will donate $1,000 to the nonprofit of Ed's choice as well as acknowledge his/her accomplishments with a local celebration. The donation will be split between the Outing Volunteer Library and RALALA. “Many thousands of hours are donated by 3M employees and retirees each year. We value the opportunity to salute those among us who share their time and talent to make a difference in our communities,” said Kimberly Price, vice president, 3M Community Affairs. "The 3M Community Volunteer Award allows us to thank those out-standing volunteers who go above and beyond for others.” In addition to the $1,000 donation, the 3M Volunteer Match program will donate $250 to a nonprofit organization at which the recipient volunteers. This program matches 3M employ-ees' minimum 20 volunteer hours and retirees' 25 volunteer hours, in a calendar year, with a $250 3M Foundation grant to the qualifying nonprofit organization where they volunteer. 4. At the July 31st Annual Meeting of the Crooked Lake Township the vote to add on to the town hall was 44-3. When the vote count was announced, there was spontaneous applause. Our township will lease space in that addition to the Outing Volunteer Library. There will be a connecting walkway from the town hall to the new space, so there will be access to restrooms! We had children for every storytime this summer except one so it was a very successful program. We received the remainder of the large print books and audio tapes from Haven Books in Crosslake which is going out of business. Once it is closed we will also be getting more easels for displaying books. Our summer raffle was the most successful yet. We offered special dinners for six featuring Danish, Italian, French, and a special family famous dinner of the Pierce’s. The winners were as follows: Danish – Aaron Lang, French – Fred Conrad, Italian – Karla Blevins, and Pierce’s famous family recipe—Carolyn Zachariason. Thank you to everyone who bought raffle tickets. The library participated in the Trade Route Celebration by selling Kim Zelinsky’s book The Woods (which is always for sale at the library for $15), a beautiful book on the Ojibwe, and the Nicollet map showing his trade route through Roosevelt Lake. If you haven’t been in the library for a while, we have continued to receive terrific donations of books and have every available space filled, so come in and check us out. I will close with an inspiring quote by the V.P. of Baylor University: “In the past, libraries have often hidden their light beneath a bushel. Library managers have known about the positive impact their services have on children, student and academic success for years. Libraries make an enormous contribution to the education of our young people and the development of our communities. We should be both proud of these achievements and excited about showcasing them.” The Outing Volunteer Library will be open: Sat. 10:00 A.M. to 1:00 P.M. Mon. 10:00 A.M. to 2:00 P.M. Wed. 10:00 A.M. to 1:00 P.M. RALALA Donations to Local Fire and Rescue Services RALALA made community donations to area Fire and Rescue Services this fall. Pictured is John Rowell, Treasurer of RALALA, presenting checks to the Crooked Lake Volunteer Fire Department and Outing Quick Response and to the Emily First Responders. Accepting for the Outing Departments are Bob Dalsgaard and Chris Smith. Accepting for Emily are Ken Roden and Mariann Guentzil. Page 6 RALALA Lake Association RALALA Preliminary 2012 Financial Summary This year has been a successful one for RALALA fund raising efforts. The summary following is as of 15 September 2012. We have essentially realized all of our anticipated income for this calendar year. There are still some expenses to be paid, including: Newsletter printing, postage and community donations and web maintenance. It is projected that we will pay out an additional $500 to $600 for raffle ticket printing, registration and 3rd prize. We have set up our account with the Initiative Foundation with an initial payment of $10,000. This qualifies us for a match of $10,000 giving us a total of $20,000 and a funding capacity which will enable us to undertake projects of greater magnitude than could have previously been considered. 2012 Budget Actual to Date RALALA Memberships Lake Apparel Sales Donations to EQI Fund DNR AIS Grant Septic Inspection Reimbursement Raffle Silent Auction Barbeque 3M Volunteer Grant, Ed Evans Total Income EXPENSES 5500 0 4500 1000 2000 5000 2500 2000 0 22500 4775 60 3295 0 2576 5230 2926 1557 250 20669 Newsletter Printing Postage Community Donations Memberships/Website Maintenance Members Picnic Other Miscellaneous Bank Fees EQI Mailings/ PR Etc DNR Intern/Watercraft Inspector AIS Prevention Initiative Foundation Raffle Silent Auction Barbeque Trade Route Celebration Support Total Expenses 1300 800 1500 625 225 519 40 800 3650 1000 10000 2000 50 1300 300 24109 580 650 1200 325 168 152 33 0 0 0 10000 1300 8 739 300 15455 INCOME Page 7 RALALA Lake Association SILENT AUCTION and BBQ The 2012 RALALA Silent Auction and BBQ were held at the Village Inn, again as a part of the Historic Trade Route Celebration. This isn’t adequate. I want thank those who did sign up and get out on the water. Kirk Smith at Land O Lakes Marine has been decontaminating the boat after each use. The boat has been winterized and put into storage for the winter at Land O Lakes marine. I look forward to next year and improved numbers of trips on the lake. RALALA Lake Association Page 8 2012 Historic Trade Route Celebration Initiated in 2011 as a complementary civic event to serve and draw folks to Outing, the Historic Trade Route Celebration was a success (again). closer to points of interest, it also spread folks around more, and thus it was a different ‘street scene’ than in 2011. The 2012 event enjoyed a great day of weather, new artisans in birch bark, leather, and quill, as well as the return of the birch bark canoes, the ‘paddling into the past’ canoe tours, pottery making and flint knappers. Moreover, it was extended to incorporate new efforts to identify and pinpoint artifacts possessed by local citizens. While the better signage helped folks get RALALA Lake Association Page 9 2012 Historic Trade Route Celebration (cont’d) The crowd at the canoe arrival was apparently lighter than 2011, but shuttle service to move folks to The Village inn and back to the parking areas seemed to work well. The RALALA silent auction seemed to draw well also. This year, the event was coordinated under a committee comprised of folks from various sponsors: RALALA, Outing Area Chamber of Commerce, and the Outing Library Board, as well as the Laker Lions, Lake Washburn, Cass County Historical Society, and the Cuyuna Iron Range Heritage Network. Additional business sponsors included Itasca Leathergoods (of Crosslake and Lake George), The Village Inn and Pestelos. A new non-profit MN Corporation was founded for the celebration and after all the expenses are accounted for, it has a small balance of funds. A review is underway, and all input is welcome as to how this event could be made better. We would welcome your specific suggestions for items to consider including, changing or revising. Thanks to RALALA for its donation, support and coordination. We believe that this event helped draw folks to Outing, and helped add to the crowds for fund raising.
