Abstract
The Westclox Factory in Peterborough, Ontario was a prominent part of the community’s
local history as it was a well-established employer during the time of its activity. The company
produced many Westclox products and had an impressive industrial operation and employee
payroll. In the early 1980’s, Canadian production of Westclox products stopped and in 2001, the
Westclox Company closed down around the world. It was around this time that Peterborough
Museum and Archives (PMA) acquired many of the local company’s records and documents.
Approximately 17 boxes of Westclox records are housed at the PMA with minimal
organization, making it difficult to find relevant information. To unify the records in a
comprehensive manner, a research guide was created in accordance to the Rules of Archival
Description (RAD), a set of rules meant to improve and facilitate research within the archives.
To start the process, an extensive and descriptive inventory was kept of all the
documents. The collection was then arranged in a simple and hierarchal manner. By assembling
the collection in such a way, the process of locating a specific document is simplified; everything
can be found by looking at the appropriate section of the guide. The creation of this guide
enables the records to become more accessible to the public, allowing all members of the
community to learn and discover more about Westclox’s history.

Key Research Terms
Rules for Archival Description (RAD) – A standardized set of rules that aids in the
organization and description of records in order to improve accessibility and efficiency of
research
Archival Description – A description of records that includes administrative history, custodial
history, and details regarding the scope and content of what is to be found in a particular
descriptive level
Administrative History – A history of the institution that compiled the records. This is usually
only found at the fonds level of description
Custodial History – A history of who had custody over the records. This is usually only found
at the fonds level of description.
Scope and Content – An explanation of what can be found at the particular level of description.
This is found on all levels of description.
Multilevel Description – A hierarchal level of description that begins from general information
to specific information. The four levels of description, from general to specific, are: fonds, series,
file, and item.
Fonds – A set of documents and materials that are “naturally” created by an institution or
persons; “naturally” meaning materials resulting from habitual and practical activity. In this case,
the fonds would be the entirety of the Westclox records.

Series – A set of records within the fonds that is grouped in relation to a particular activity.
Examples of different series would include financial records, meeting agendas, minute books,
etc.
File – A unit within a series that relates to the activity described by the series. For example,
within the minute books, there are specific dates in which the meetings took place. These
specific dates would be considered a file.
Item – The smallest level of description that describes a particular item within the file. For
example, within the specific date in the minute book, there can be a particular item, such as a
petition. The description of the petition would be considered an item.

Introduction
Westclox began as the United Clock Company of Peru, Illinois in 1885 by Charles
Stahlberg (1). After a series of bankruptcies and reorganizations, the company underwent
multiple name changes, some of them including the Western Clock Company and the General
Time Corporation (1). In 1936, the company merged with another clock company, Seth Thomas,
and become the Westclox Division of General Time Corporation (1).
The role of Westclox in Peterborough began in 1912, when the first Canadian sales office
opened in Toronto, Canada (1, 2). As demands for clocks in Canada began to increase, the need
for a Canadian based factory became apparent. A small factory was bought in Peterborough,
Ontario on Hunter Street in Ashburnham and operations began on January 20, 1920, with a
working task force of 20 people (1, 2). Production began to grow and a bigger factory was
needed. Fifteen acres of land was purchased and a new factory, four stories high and 160 feet
long, was built in addition to the original plant (1). The factory was occupied in late December,
1922 with an employee count of 180 people (1, 2). During the Second World War, the factory’s
payroll hit its highest at 800 employees (2). By the 1960s, Westclox had established its role in
the community as major and stable employer, boosting a complete industrial operation, including
design, manufacturing, accounting, and assembly (2). In the early 1980’s, Canadian production
of Westclox products stopped due to cheaper production costs offshore; however, most of the
original factory building still stands in its original location on Hunter Street (1, 3). In 2001, the
Westclox Company closed down around the world and it was during this time that Peterborough
Museum and Archives (PMA) acquired many of the local company’s records and documents (3).
The PMA, located at 300 Hunter Street East, is an institution dedicated to collecting and
preserving memories and artifacts that are representative of local Peterborough history (4). It

strives to make all aspects of heritage and culture accessible to the general public by providing
interactive exhibitions and guided access into the archives. It is in the archives where the
Westclox records are being stored. The entirety of the records contains approximately fifteen feet
of materials including documents regarding financial, customs, promotional, employee, and
product related information, as well as many photographs, photo slides, and a film reel.
Currently, all these records are housed in boxes or as bound items, with minimal organization
and order, making it difficult to efficiently locate specific records. Since all this information is
pertinent to local history, there is a need to organize the documents so that it is more easily
accessible to the public. To do this, the records need to be arranged and described according to
the Rules for Archival Description (RAD).
The RAD is a standardized set of rules that was created by the Bureau of Canadian
Archivists to aid in the arrangement and description of records in order to improve, standardize,
and increase efficiency of research within archives (5). The result of these rules is the creation of
a comprehensive and concise research guide that is tailored to the specific set of records (5). The
rules are based off on archival description; a systematic method of description that includes
administrative history, custodial history, and details regarding the scope and content found at a
particular descriptive level (5). The four hierarchal descriptive levels, from general to specific,
are fonds, series, file, and item. Administrative and custodial history are only required at the
fonds level of description, while scope and content is needed on fonds and series level (5).
The fonds level of description captures the entirety of the records, including all
documents and materials that are created by an institution through habitual and practical activity
(5). The fonds would be the whole of the Westclox records. The series level describes a set of
records within the fonds that is grouped in relation to a particular activity (5). Examples of

different series would include financial records, meetings agendas, and minute books. The file
level follows the series level and describes a particular activity within the series (5). For
example, within the minute book series, there are specific dates in which the meetings took
place. These specific dates would belong at the file level. The item level is the most specific
level of description that describes a particular item within a file (5). For example, within the
specific date in the minute book, there can be a particular item that was discussed at the date of
the meeting. This particular item would belong in the item level.
The four levels of description are meant to simplify the process of finding items within
the records; therefore, by applying the RAD to the Westclox records, a complete and succinct
guide can be created to aid with research. The guide will describe the fonds as a whole, list all
the series within the fonds, and list all the files and items within a particular series. By
organizing the records in this way, specific documents will be easier to locate and the connection
between the guide and the stored records will be more concrete. Since Westclox was such a
major part of Peterborough history and community, ease of access to the records could enrich
and promote knowledge and curiosity of Westclox in Peterborough, allowing members of the
public to discover more about the past and local heritage.

Methods
To optimize and facilitate the creation of the research guide, two questions were created
as guidelines to ensure maximum productivity. Since the guide needs to be properly arranged
and described by the rules set out by the RAD, the main question of the project is how the RAD
could be applied to the records so that the final product will be concise and simplistic to
understand but thorough enough to encompass all the material within the records. To answer this
question, an inventory of all documents and materials within the records was created. The
development of the inventory list and how it can be optimally organized so that analysis of the
records can be easily done was the second question that needs to be addressed. It was decided
that an electronic inventory list with specific headers was the best way to approach this question.
Tables in Microsoft Excel were created with the headers: accession number, item
description, location, year, and potential series/files/item. The accession number is 2001-018 for
all documents and materials because this is the accession number associated with all materials
under the Westclox records. The item description describes what kind of document/material the
item is, the location refers to which box the document was found in, the year refers to when the
document was dated, and the potential series/file/item column refers to where the document
could be potentially categorized. The information in the potential series/file/item column is
dependent on what type of document is being recorded; some items might only have a series
level of categorization while others might have all three levels of categorization. For example, if
the item is a programme pamphlet for the third meeting of the Westclox Quarter Century Club,
its potential series/file/item would be “member information/Westclox Quarter Century
Club/programme”. If the item is a Westclox clock catalogue, its potential series/file/item would

only be “product records/catalogues” because the item level of description would not be
applicable.
Since most of the documents are stored as bound items or in boxes, all bound items were
listed under one table named “Bound Items” and each box had its own table. There were 17
boxes of records in total, each previously labelled with a specific number or name. Each table
was named in correspondence to how the boxes were named. For example, if a box was labelled
“4/14”, its table would be named “4/14” as well. To keep things less cluttered, each box and its
corresponding table were given its own tab. A tab on Excel can be described as a completely
separate spreadsheet. Each tab was labelled with the appropriate box name or number. A master
tab was also created that contained all items from every box and all the bound items. The items
on the master tab were organized by the potential series/files/items column, allowing me to see
how many items are categorized in a particular series, file, and/or item. This will crucial when
creating the different series sections for the guide.
Once all materials and documents in the boxes and bound items were recorded, Mary
Charles, the archivist and supervisor for this project, was consulted to ensure all items had been
categorized under the proper series, file, and item level. Once everything had been assigned a
level, the creation of the guide started.
The guide was organized in concordance with the RAD. The first section of the guide
was titled “Fonds Level Description” and included administrative history, custodial history, and
details regarding the scope and content of what is to be found within the fonds. Administrative
history was acquired through museum records, documents within the Westclox records
themselves, and the internet. Custodial history was obtained from Mary. The scope and content

describes all the series within the fonds; all the series listed in the inventory are mentioned in the
scope and content section.
After the fonds description, each series was described along with its corresponding files
and items descriptions. At the beginning of each series section, there is a brief description as to
what can be found within each section including temporary location of the records, the dates the
records span, the physical description, and what can be found in each series.
Files and items will be listed in table format within its corresponding series section. For
example, if the series section is “Financial Records”, the scope and content description will be:
“A series containing various financial records including financial statements, accounting
schedules, and payroll records. The dates of these records spans from 1920 to 1987.” After the
scope and content, there will be files listed as “financial statements”, “accounting schedules”, or
“payroll records” along with a brief description of the file, the date at which it was made, and
where to find it. Since all of this information was already recorded in the inventory list, it was
only be a matter of copying and pasting information in an organized manner.

Results
The complete inventory list of all the materials in the Westclox fonds was used to create
the final research guide. The list was arranged by the potential series/files/items column so each
individual item and its associated series/file/item could be easily identified to facilitate
arrangement and creation of the different series sections within the guide. There were
approximately 1686 items within the records.
After careful examination of each item on the list, it became apparent that there were ten
distinctive series levels. These series levels were: agreements and contracts, correspondence,
customs information, ephemera, financial records, member information/employee recognition,
minute books, product records, external and internal communication, and the Tick Talk
Collection. Within each series level, there were different file and item levels. Each series were
described with physical descriptions, dates, and a brief explanation of the contents at each level.
Within the agreements and contracts series, there were 3 file levels: group annuity
contracts, group pension contract, and guaranty bonds. There were two group annuity contracts
which included government annuities between Westclox and the Canadian government. There
was one group pension contract from the Western Clock Company to General Time. Two
guaranty bonds regarding roofing contracts were also in this series. There were no item levels of
description within this series.
In the correspondence series, there were no file or series level. This series contained 20
different memos and letters in both English and French between Westclox and dealers regarding
special deals and dealer confidential information. There were some letters from dealers to
Westclox asking about merchandise specifications as well.

For the custom information series, there were 3 file levels: correspondence, item/stock
information, and legal acts and regulations/memorandums. Within the item/stock information
level, there was 1 item level which was described as item/stock information specific to tariff
information. In total, there were 47 files involving correspondence between different parties
regarding the sale of products, 20 files outlining legal acts and regulations regarding the
classification and import of products, and 45 files regarding general inquiry about item and stock
information. Within the 45 files of general inquiry, there were 28 files specific to queries about
tariffs; these were the files described at the item level.
In the ephemera series level, there was no file or item level of description. This series
contained 13 newspaper clippings from various local Peterborough newspaper companies. Most
clippings were about special events that occurred at the Westclox factory and new product
releases. There were also some articles regarding Westclox’s economic status and the Westclox
softball team.
The financial records level was one of the more extensive series, consisting of 9 file level
descriptions. The 9 levels were: year-end accounting schedules, financial statements, blank forms
for financial purposes, requisition for purchasing, ledgers, payrolls, renegotiation data, tax
records, and premium plans. The financial statement and accounting schedule file level contained
documents such as balance sheets, statement of operations and retained earnings, fluctuation
analyses, intercompany receivables, payables, and sales, foreign exchange losses or gains,
accrued expenses, and other non-current liabilities. The blank forms level included one blank
expense report and the requisition for purchasing level included printing consumer price lists and
catalogues. In the payroll file level, there were miscellaneous employee deduction worksheets.
Corporation tax act forms (C-17 and C-18), tax return forms, and annual returns can be found in

the tax records file level. Lastly, the premium plan file level contained a file folder containing
details about a middle management premium plan.
The next series is the member information/employee recognition level. This series
contained 3 file levels: employee rosters, the Westclox Quarter Century Club, and
announcements. In the employee roster file, there were 24 roster lists that included members who
had been at the company for 25 and 35 years, plant seniority lists (female and male), supervisory
groups (retirements and birthdays), list of hourly rated employees, list of employees by
department, executive members, and executive members of different departments. In the
Westclox Quarter Century Club, there were 22 programmes for annual meetings. These
programmes contained information such as the menu and itinerary for the evening event and
member recognition, commemorating all employees who have served at Westclox for more than
25 years.
The minute book series did not have a file or item level and only contained 12 bound
minute books. These items were previously bound and described by another individual;
therefore, the description used for this series is based off of whoever had analyzed them
beforehand. The minute books contained minutes from meetings hosted by the Western Clock
Company, Westclox, and G.T Investment.
The product records series was the second biggest level of description. The file levels
within this series included: catalogues, order forms, price lists, and product listings. There were
113 catalogues in total, including catalogues from Westclox and Seth Thomas. The order forms
level contained 4 blank order forms for the purchase of Westclox products. There were 277 price
lists in the price list level, including wholesaler, licensed wholesaler, supplement, Seth Thomas,

dealer and consumer, retailers, unbranded, advertised, and private label prices. Within the
product listings level, there were 25 descriptive write-ups for specific Westclox products such as
The Kool Kat and The Enterprise.
External and internal communication series was the biggest level of description as it
contained the most items. This level contained photographic, print, and film material. There were
3 file levels in this series. They included: film slides, photographs, and promotional material. In
the photograph level, there were 9 levels of item description including corporate buildings,
interior factory, exterior factory, employees working, machines, group photos, portraits,
products, and negatives. In the promotional material level, there were 7 item levels of
description: advertisements and posters, contests, flyers, blank letterheads, pamphlets, magazines
and a film reel.
There were 5 boxes of film slides; slides included images of Westclox employees
working in the factory, products, the interior/exterior of the Westclox factory, statistics on clock
sales, and some slides showing textures and patterns, ceramics, and furnished rooms. There were
523 photos in total; there were 4 photos of corporate buildings, 49 photos of exterior building, 33
group photos, 18 photos of interior building, 4 photos of machines, 270 portraits, 6 photos of
products, 97 photos of employees working at machines, and 38 files of negatives. Most of the
negatives corresponded to the developed photos.
In the promotional material file, there were 30 advertisements and posters, 11 contest
rules, 310 flyers, 2 blank letterheads, 5 pamphlets, 5 magazines, and 1 film reel. Advertisement
and posters included ads in various magazines and newspapers about new products and ongoing
contests. The contest level included blank forms to enter contests and information as to what the

contest entailed. Within the flyer level of description, there were many flyers that were
distributed to dealers regarding new products, product information, and contracts specific to
dealers. The pamphlet level included pamphlets regarding history and information on Westclox
and its associated products. The magazine level contained excerpts from various local magazines
regarding advertisements for Westclox products and articles about the Westclox company. In the
film reel level, there was one film reel that contained a motion picture on the history of
Westclox.
The last series is the Tick Talk collection. This level contained 22 books belonging to
Tick Talk, a club created by members within the Westclox community. Volumes 1-12, 17-28,
and 30 were in this collection. These books contained monthly updates on events at Westclox,
along with other articles that were pertinent to Westclox itself.
With the series, file, and item levels established, the specifics and the full description of
each item at each level was arranged according to where they belong. Since each item was
already described in the inventory list, placing each item in their respective place will only be a
matter of copying and pasting from the list. For additional organization and ease of research, all
items within their levels were chronologically arranged in order of oldest to newest. Some files
did not have any dates, and therefore, placed at the very end of the list with the date description
of “DATE UNKNOWN”. Refer to Appendix 1 for the complete research guide for the Westclox
records.

Discussion
The Research Questions
The ultimate goal for this project was to arrange and describe the Westclox fonds in
accordance to the RAD to make the records more organized and accessible to the public. The
process was long and tedious due to the sheer size of the records; however, with the two research
questions guiding the creation process, measures were taken to ensure everything progressed
smoothly and that the final product was as comprehensive and concise as possible.
The main research question addressed how the RAD could be applied to the records so
that the final product would be user-friendly yet thorough enough to encompass the entirety of
the records. The question was satisfied because of the creation of the inventory list on Excel. All
the pertinent information including the item description, the location of the item, the date the
item was created, and the potential series/file/item level were recorded for every item in the
records. Since every item in the records was accounted for and was described with the
appropriate amount of detail, the integrity and totality of the records as a whole was not lost, and
each item’s importance and context was preserved as well. The RAD is based on a hierarchal
organizational system, so the column for the potential series/file/item proved helpful because it
was a constant reminder that each item had to be sorted in accordance to the RAD; every item
was placed in a potential level at the same time as it was being described, thus, making the
descriptive process more efficient.
The second question was related to how the inventory list could be arranged so the
analysis and arrangement of the items was as easy as possible. The use of Excel was of great
advantage for several reasons. Since the records were previously organized in boxes, each box
could be assigned a specific worksheet, making things less cluttered and allowing easier

navigation. A master tab was created containing all the items and the “sort” function in excel was
extremely useful because items could be sorted based on a specific column; for example, if the
one wanted to sort the items in chronological order, the “sort” function would arrange all the
items in descending or ascending dates. Since the focus was on the potential series/file/item
column, all items in the master tab was sorted based on this column. All items with the same
series, file, and/or item were grouped together, thus, making it visually capable to see how many
different series there were and how many items were grouped in the same file or item level. The
“count” function on Excel was also of great use because the number of items within a particular
level could be counted with ease, simply by highlighting all the relevant cells. With this function,
the quantification of items was done easily and efficiently.
In conclusion, the two research questions and the careful organization of the inventory
list made the assembly of the guide much easier. The two questions helped maintain a sense of
purpose throughout the descriptive process and acted as a constant reminder that the RAD should
be strictly adhered to in order to properly represent the Westclox records. The organization of the
inventory list was crucial because it helped group together different series sections, provided
insight as to how many different series, file, and item levels there were, and allowed for the
logical arrangement of items to fit the different levels of description. Without the list, rearranging
the materials in the records would have been impossible.
Benefits of the Research Guide
There are many reasons why the guide is so important to the Westclox records. Firstly,
the search for specific items is simplified because all related items are grouped together in
manageable levels that are thoroughly described to provide the user with a general idea of what

is located in each section. Secondly, since all relevant items are grouped within their own
categories, more connections can be made within and outside of the records. Lastly, the
rearrangement of the records allows for a visualization of Westclox’s chronological history,
allowing research into the company to be more effective and extensive.
The purpose of grouping materials into different series section is so that items within the
records could be found with efficiency and specificity. For example, if someone had a relative
that worked in Westclox in 1945, he or she could consult the member information/employee
recognition series section and look under the file level that is described employee roster. If the
relative had worked at Westclox for more than 25 years, the Westclox Quarter Century Club file
level could be consulted as well, since this file level contains programmes that commemorate
employees who had been with Westclox for 25 years. Another option would be to look at the
external and internal communication series and see if there are any portraits of the relative in the
photo file level. This example clearly illustrates the utility of the guide and efficacy of the
hierarchical method of arrangement, as finding specific materials is made easier when there is a
coherent organization and specific, descriptive sections within the records.
Another reason why the guide is beneficial is because connections can be made within
and outside the records. For example, when I was looking through the different volumes of the
Tick Talk collection, I found an article that listed Westclox employees who had been conscripted
for World War Two. In the volume of year 1940, Edmund Downing had been declared missing.
In a later volume of year 1942, there was an article stating the Edmund Downing had been found
and was safe. This connection is very interesting as it provides a piece of sentimental history and
attests to the importance of careful organization within the records so that such connections can
be made.

Connections can be made outside of the records as well. In the external and internal
communication series, there were many flyers advertising different Westclox products. The
PMA has a wide collection of Westclox clocks and there were some clocks in the collection that
could be found in some flyers. This connection is crucial because a definite relationship is
established between print materials and physical artifacts, making the value of both the records
and the artifacts that much stronger.
The last reason why the guide is so important is because it puts all the items into a better
context for potential research to be done on the records. For example, the Westclox Company
went through a series of bankruptcies during their time of activity. If someone wanted to conduct
research on why there were such bankruptcies, he or she could look at the financial records series
and analyse all the balance sheets and accounting schedules to determine the cause of financial
difficulty. Another example would be if someone wanted to look at the evolution of clocks and
watches through time. Since all the catalogues, price lists, and flyers are all listed by date of
creation, one could easily look at the product records and the external and internal
communication series and examine how timekeeping as changed through time.
The rearrangement of the Westclox records into one complete guide is beneficial in many
ways; the records are divided into specifically described and convenient sections to facilitate the
search process, connections can be established easier due to the structural organization of the
guide, and better research of Westclox can be conducted since all items and materials are
rationally and chronologically arranged.

Recommendations for Further Organization
Even though the guide encompasses all the materials within the records, the physical
items are still unorganized within their boxes. To further improve the collection, the physical
items should be organized to work in conjunction with the guide. For example, all related
information should be relocated to their own boxes instead of having flyers in the same box as
custom related information. The photographs within the records can be further organized by
grouping all the pictures based on what the images are. For example, all pictures of employees
working should be placed in one envelope, all interior building photos should be placed in
another envelope, and so forth. Another recommendation to improve the collection would be to
input all the items on the inventory list into the museum’s computer database to allow for faster
search possibilities.
Conclusion
In conclusion, the process of creating the research guide for the Westclox records was a
long journey; however, with the right organizational skills and the appropriate application of the
RAD, this was made feasible. The guide will be a useful tool for the Westclox records as
searching for specific items will be easier and can aid in potential research opportunities. With
the rearrangement of the records, more connections can be made and the history of Westclox can
be better understood as well.

Administrative History:
Westclox began as the United Clock Company of Peru, Illinois in 1885 by Charles Stahlberg.
After a series of bankruptcies and reorganizations, the company underwent multiple name
changes, some of them including the Western Clock Company and the General Time Corporation.
In 1936, the company merged with another clock company, Seth Thomas, and become the
Westclox Division of General Time Corporation
.
The role of Westclox in Peterborough began in 1912, when the first Canadian sales office
opened in Toronto, Canada. As demands for clocks in Canada began to increase, the need for a
Canadian based factory became apparent. A small factory was bought in Peterborough, Ontario
on Hunter Street in Ashburnham and operations began on January 20, 1920, with a working task
force of 20 people. Production began to grow and a bigger factory was needed. Fifteen acres of
land was purchased and a new factory, four stories high and 160 feet long, was built in addition to
the original plant. The factory was occupied in late December, 1922 with an employee count of
180 people. During the Second World War, the factory’s payroll hit its highest at 800 employees.
By the 1960s, Westclox had established its role in the community as major and stable employer,
boosting a complete industrial operation, including design, manufacturing, accounting, and
assembly. In the early 1980’s, Canadian production of Westclox products stopped due to cheaper
production costs offshore; however, most of the original factory building still stands in its original
location on Hunter Street. In 2001, the Westclox Company closed down around the world and it
was during this time that Peterborough Museum and Archives (PMA) acquired many of the local
company’s records and documents.
