Well known for its fishing, skiing and boating on its deep clean waters, the lake consists of two major rivers and numerous creeks. It extends 56 miles up the Powell River and 73 miles into the Clinch River. Since the lake is not fed by another major dam, the water is cleaner and once the sun begins to warm the water in spring, it tends to maintain a steady warm temperature until fall. Recreational use of Norris Lake exceeds that of any other TVA tributary lake. At normal summer pool, with the lake level at 1020 (sea level), there are over 34,000 acres of surface water. Endless fun-filled activities await including boating, watersports, fishing, swimming, scuba diving and relaxing. Norris Lake has over 56 species of fish and is well known for its striper fishing. An abundance of wildlife can be seen around the lake including deer, turkey, great blue herons and eagles, along with cows and horses grazing around the shoreline in some places. Along the 809 miles of shoreline, many activities can be enjoyed like golfing, hiking, horseback riding, rock climbing, cliff jumping and camping. The shoreline includes over 50 miles of islands, numerous picnic areas, caves, cliffs, beaches and gradual sloping shorelines. With hundreds of secluded coves, 3 state parks, 2 wildlife management areas and 59 public access sites, it’s no wonder Norris Lake has become a favorite vacation destination. The marinas of Norris Lake offer all kinds of boat rentals, accommodations; including on the lake, lake front and lake view, a great selection of food at their restaurants, groceries, snacks and supplies to make your vacation complete. Some marinas have live bands, karaoke and theme parties on the weekends, along with party rooms available for reunions, weddings and business functions. Don’t miss all the marinas’ firework shows around the 4th of July, the Crownline and Malibu gatherings, holiday parties and get-togethers on the lake. Make Norris Lake “Your Vacation Paradise”. 4 Norris Dam Area The Norris Dam Area encompasses the Clinch River from the dam to the 19 day marker at Loyston Point, along with Big Creek and Cove Creek. The Norris Dam Marina overlooks the lake where Cove Creek meets the Clinch River at the dam. Cove Creek flows from Cove Lake State Park to the dam. Along Cove Creek there are two marinas, Twin Cove Marina and Mountain Lake Marina. The Norris Dam State Park and the Cove Creek Wildlife area border Cove Creek where it meets the Clinch River. The Norris Dam State Park also borders the Clinch River up past Big Creek before you get to Sequoyah Marina. Farther up is the Anderson County Park located where the Clinch and Powell Rivers merge. Stardust Marina is just around the corner from the merge on the Clinch River (day marker 9). Big Creek flows from before the Campbell County Park just outside of LaFollette to the Clinch River. Indian River Marina and Whitman Hollow Marina are both located on Big Creek. Norris Dam, the first project built by the Tennessee Valley Authority (TVA), was started in 1933. Named for George W. Norris, a U.S. Senator from Nebraska who was the author of the legislation that created the TVA. The dam was completed in 1936 and the lake was filled by 1937. At 265 feet tall and 1,860 feet long, Norris Dam provides flood control and recreation; generates hydroelectricity and helps improve navigation of the Tennessee River. The waters of Norris Lake have over 800 miles of shoreline including dozens of islands. With a surface area of more than 34,000 acres and depths over 200 feet, Norris Lake holds about 830 billion gallons of water. The dam has two turbine hydroelectric generators that can produce up to 100,800 kilowatts of electric.The spill waters offer great trout fishing, and eventually flow into the Ohio River. Norris Dam State Park surrounds the dam with many facilities and activities including hiking trails, playgrounds, tennis courts, swimming pools and recreational programs. Campgrounds, picnic areas and cabin rentals are also available. There is a visitors center on one side of the dam and an overlook on the other side that provides a great vista for photos. Famous for its trophy-size stripers, walleye and catches of black crappie, Norris Lake has become a favorite destination for anglers across the country. License Information A Tennessee fishing license is required if you take fish or attempt to take fish (including crayfish) by any method or if you assist someone else to do so. Non-residents have a choice of annual, 10-day or 3-day fishing license, for either all fish or no trout. If you are under 13, you do not need a license. Annual fishing licenses go on sale February 18, the start of prime fishing and are valid until the last day of February the following year. Licenses are available by phone, on the web, by mail or from the county court clerks, some sporting goods stores, hardware stores and marinas. Creel and Size Limits Largemouth/Smallmouth Bass 5 per day in combination, no length limit Crappie (all species) 15 per day in combination, 10 inch minimum length limit Catfish (all species) No harvest limit for fish under 34 inches in length, only one catfish over 34 inches in length may be harvested per day. Striped Bass 2 per day, 15 inch minimum length limit White Bass 15 per day, no length limit Walleye and Sauger 5 per day in combination, 15 inch minimum length limit Rock Bass 20 per day, no length limit Redear Sunfish 20 per day, no length limit Muskellunge 1 per day, 36 inch minimum length limit Yellow Bass, Bluegill, Warmouth and other sunfishes no limits on size or number per day Basic Fishing Laws • Stocking of any fish into public waters is strictly prohibited. • Explosives, chemicals and electrical shocking devices are strictly forbidden. Their use carries heavy penalties. • Shooting in the water with any type of firearm to injure or take fish or turtles is prohibited. 10 Norris Lake Fishing Tips Thanks to www.anglerguide.com Largemouth bass Use Crankbaits, top water lures, Flukes, Bass Assassins, spinners, and Carolinarigged lizards during April, May, and early June. Crappie Quality angling is best in the back of major embayments such as Big Sycamore Creek, Davis Creek and Big Creek. Upper river sections above Point 15 (Powell) and Point 31 (Clinch) are also good. Fish close to the brush piles or downed trees in the winter, early spring or late fall months. Small minnows, plastic grubs, flies tipped with minnows, and small crankbaits work best. Smallmouth bass Good lures for Norris smallmouth are Silver Buddies, 1/4 oz (or smaller) doll flies, doll flies tipped with minnows, float-and-fly rigs, and large shiners. On windy days in late winter, cast small crankbaits to wind-swept, rocky banks. In early spring smallmouth spawn on gravel points which reach out into the main channels. Spinners or pig’n jigs fished at night on steep, boulder-strewn banks catch good smallmouth year-‘round. Walleye During river runs, troll or jig with minnowtipped doll flies, Sparkle Tails, AC Shiners, Rapalas, or Shad Raps. In late spring, night anglers cast crankbaits into flooded weeds. Trolling with Jet Lures tipped with night crawlers, spinner-and-night crawler rigs, or with deep running Long-Billed Rebels and Model 911 RedFins is popular by the end of May on the lower end. Night fishing with jigging spoons, alewife or shad accounts for good catches in the summer. Spotted bass Small white spinners, plastic grubs on leadhead jigs, doll flies, and crawfish crankbaits are all excellent. Norris Lake Fish Habitat Enhancement The TWRA and volunteers from the public sector, have worked to improve fish habitat in Norris Lake for many years. More than 21,000 structures have been placed in the lake since 1992. A wide variety of fish attractors have been used in an attempt to concentrate fish for anglers. These include brush piles which are used by many game fish, and stake beds which are primarily for concentrating crappie. These attractors work well, but must continually be refurbished. Bald cypress and black willow trees have been planted in drawdown areas to create additional, long lasting habitat. Shoreline seeding of grasses during the winter drawdown has the potential of creating spawning habitat and cover for young fish. Inconsistent water levels, however, have rendered any shoreline seeding projects impractical. It meets the Clinch River about 10 miles northeast of the dam around Anderson County Park at day marker 9. It extends 56 miles northeastward eventually flowing under 25E just south of Cumberland Gap. The Powell River offers scenic views of the Cumberland Mountains to the northwest and the Chuck Swan Wildlife Management Area to the southeast. The Powell River offers many full service marinas offering everything you need from lodging and restaurants to boat rentals and repairs. Shanghai Resort is located at day marker 10, not far from where Cedar Creek meets the Powell River. Between day markers 10 and 11 is Deerfield Resort, Deerfield Cove Marina and The Tiki Club where you can enjoy a drink and a bite to eat. Just around the next corner is Springs Dock Resort. Flat Hollow Marina Resort and Blue Springs Dock are both a little further down on the Powell River around day marker 14. The Powell River continues over 25 more miles past a car ferry and through a lot of undisturbed areas, great for skiing. There are two major creeks that feed into the Powell River, Cedar Creek and Davis Creek. Sugar Hollow Marina is the only dock on Cedar Creek and is close to the Cedar Creek Bridge. Davis Creek enters the Powell River at day marker 12 behind an Island where it is easy to miss. Powell Valley Resort is located at day marker 13 on Davis Creek where Doakes Creek splits off. The view of the Cumberland Mountains from Davis Creek is awesome. There are many secluded coves in the Chuck Swan Wildlife Management Area that borders a lot of The Powell River. For an exciting day, hike into the Chuck Swan Wildlife Management Area and discover the lookout tower (GPS 36.37210,-83.89310) or Panther Cave. It’s a good idea to take a gps so you don’t get lost. The Powell River has a lot of wildlife if you keep your eyes open. Along the shores watch out for deer, great blue heron, bald eagles and turkeys. Sharps Fort was one of the first settlements, west of the Appalachia. Its original location is in Big Ridge State Park. Big Ridge State Park Nestled on 3,400 acres on the shores of Norris Lake with cabins and campground, hiking trails and Historic Grist Mill on site. Hike Sharp's Station Trail to the one of the two first settlements founded in 1780 west of the Appalachians. During the Civil War, Eastern Tennessee was the heart of many battles, victories, and defeats. During the war this area was bitterly split between The Union and The Confederacy which lead to families and friends fighting against each other in the war. The Wilderness Road in the Cumberland Gap was turned, held by the Union twice and the South twice during the Civil war. Cumberland Gap National Historical Park Rich in American Indian, early pioneer and Civil War history, offering 70 miles of trails, tours of the historic Hensley Settlement, cave tours and camping. The Visitor Center includes a museum, dramatic films, crafts and bookstore. Spectacular overlooks, unique rock formations, cascading waterfalls, and an extensive trail system can be found in the park's 24,000 acres. The Appalachian Mountains are a rich source of coal and with mining comes history. The Norris Highlands also has a history of the impact of coal mining on its families and communities such as the Coal Creek War which involved mine owners replacing striking free miners with “convict lease prisoners.” Fly Fish on the Clinch River Many experienced anglers consider the Clinch tail waters that flows 13 miles from Norris Dam, to be the finest trout fisheries in the Country. The clear, shallow, slowmoving Clinch demands a stealthy approach, delicate presentation, small flies and draf-free drifts. To consistently catch its wild, wary rainbow and brown trout requires concentration, careful execution and patience. Lower Clinch River The Lower Clinch River Watershed is located in East Tennessee and includes parts of Anderson, Campbell, Grainger, Knox, Loudon, Morgan, Roane, and Union Counties. Legend has it that settlers named the waterway “Clinch” based on stories that a Native American was chasing a white man across the river and "clenched" the native, drowning him. Alternative explanations include an early explorer falling off his raft yelling “Clench me.” There are numerous historical references to the Clinch’s River and the Pellissippi River (the Native American name meaning “winding waters”). For more Information, visit www.NorrisHighlands.org 39 Norris Highlands LMU Museum Located in Harrogate on the beautiful campus of Lincoln Memorial University, the Abraham Lincoln Library and Museum houses one of the most diverse Lincoln and Civil War collections in the country with many rare items, books and artifacts. Approximately 30,000 books, manuscripts, pamphlets, photographs, paintings and sculptures tell the story of President Lincoln and the Civil War period. The museum is open on the major summer holidays and is closed for Thanksgiving, Christmas and New Year's Day. The Library and Archives are open by appointment. A New Deal: Norris Lake was the first TVA Lake which, although providing jobs and electricity to the area, displaced multiple families and forever lost the communities of Loyston and Lost Creek into the depths of the lake. The Civilian Conservation Core camps, which housed the workers dot the lake as living history of the impact on the communities can be seen at Big Ridge State Park, Hickory Star Marina, and the town of Norris. In 1939, Albert Einstein urged President Roosevelt to develop the capability to create atomic bombs and weapons that would ensure America's victory in WW II. Oak Ridge, the “The Secret City” began to be a thriving community with a sustainable impact on national and international affairs. The Museum of Science and Energy, offers many exhibits and displays of the “Secret City” and the atomic bomb. The Green McAdoo Cultural Center is a tribute to the young men and women who were the first students to desegregate a state-supported high school in the south and created a significant impact in advancing Civil Rights. 40 Heritage and Culture: Norris Highlands is rich in the traditions of Appalachian culture. The Museum of Appalachia is a living history museum of pioneers, mountain and early artifacts of Southern Appalachia. His name appeared so frequently on trees in the valley of this river that later explorers and early pioneers came to call the stream "Powell's River" and the valley "Powell's Valley". Loyston Sea Loyston was located in the Clinch/Powell river valley in Union County. When the valley was inundated by the closing of the dam to create Norris Lake, Loyston was lost to the depths of the water. The town was built by John Loy in the early 19th century and was an important trading center for local farmers. By the 1930s, Loyston had a population of about 70 residents, and consisted of a post office and several small businesses when Norris Dam construction began. Loyston Sea is located in a 1 mile wide section of the lake along the shores of Big Ridge State Park. 42 of East Tennessee There are archery and shooting ranges at several of the Wildlife Management Areas, as well as a 3D archery and tournaments held at the Union County Archery Range. Tazewell Speedway is open for speed and fun Saturday Nights from April to late September. The dirt track offers a unique type of racing with many classes of cars. Sharp”s Fort- Big Ridge In 1761, a group of long hunters hunted in the Clinch and Powell valleys from a station camp in southwestern Virginia. The long hunting expeditions of the 1760s were followed by a flood of settlers in the 1770s and 1780s. In the waning years of the American Revolution, small forts sprang up throughout the Tennessee Valley to provide migrants with rest stops and protect local settlers from hostile Cherokee attacks. In the 1780s, a German pioneer named Henry Sharp established Sharp's Station on the banks of the Clinch in what is now the northern section of Big Ridge State Park. Peter Graves, a settler living at Sharp's Station, was ambushed and killed atop Big Ridge while turkey hunting in November of 1794. Sharp's Station itself was attacked the following month, although the settlers successfully fought off the attackers. On the big open lake up Mill Creek you will find Waterside Marina to the southwest. Along the northwestern shore the Chuck Swan Wildlife Management Area borders the lake. In this part of the lake, there are over a dozen islands to be found. Be careful, there is also a lot of shallow areas especially up Lost Creek past Sunset Bay, just watch the channel. Big Ridge State Park is almost completely surrounded by Norris Lake between day markers 21 and 22 with many secluded and protective coves. The Big Ridge Dam overflows the parks lake into Norris Lake. Going up the Clinch River just past the big open lake through a small passage and close to even more islands, Hickory Star Marina sits on the southern shore. Lakeview Marina, and Beach Island Marina are further up a few miles around day markers 27 and the 33 bridge. Again watch the channel through these areas to keep safe. Stop in at Bubba Brew Sports Bar and Grill at Beach Island Marina to catch the game or for good food and drinks. Bubba is one of the few places on the lake that serves liquor. Past the 33 bridge is Cedar Grove Marina by day marker 28. Straight Creek Dock is just around the corner before you get to Lone Mountain Shores. Lone Mountain Boat Dock is between day marker 30 and 31 close to Big Sycamore Creek. Woodlake Golfcourse and Norris Lake Landing is also close to Lone Mountain Boat Dock. Norris Lake continues to wind back and forth up the Clinch River for over 15 more undisturbed miles till it flows under 25E where it becomes too shallow to navigate. On some shores you may see cows and horses grazing the fields and wadding in the lake. 50 Norris Lake has become a favorite among waterskiers, wake boarders, kneeboarders and jet skiers. Thanks to an abundance of coves and corners to break the wind, the lake provides mile after mile of smooth water. Some of the best ski water anywhere, referred to as “glass”, can be found on the lake along with ski courses for those looking for a challenge. If you or your kids like to be pulled behind a boat on a tube or other inflatables, you can always find an open part of the lake to have fun. Most marinas rent ski boats, personal water crafts, pontoon boats, skis, wakeboards and towable tubes for that great day on the lake. On Fathers’ Day every year one family (husband, wife and 3 kids) all ski at the same time behind one boat. One of the best thrills as a boater is to get someone up on waterskis or on a wakeboard for the first time. To see the expression on a kids face, or even an adults who just learned to ski is a site to see. If you do not know how to ski, ask someone at the dock. Many of the marinas have these for rent by the hour or for a full day. This is a great way to explore the lake. Most PWC’s are powerful enough to pull a skier. With a very little wake to cross behind a PWC, it can be easy and a lot of fun to go back and forth. If you have never ridden one, make sure you get proper driving and safety instructions before you leave the dock. They can be a lot of fun, but if you do not know how to operate them properly, they can be very dangerous.
