PURPOSE:
Variance request submitted by D.R. Horton for a side yard setback encroachment of 0.9 ft at 315
Connor Court, further described as LCTM-Parcel 033C-069.
BACKGROUND:
This property is located in Liberty Park, Independence, which is zoned PUD. The required side yard
setback is 5 ft. A small portion of the East side of the house is encroaching by 0.9 ft into the required
5 ft side yard setback. The house was originally laid out without a fireplace. When the fireplace was
added later, the firewall foundation encroached slightly into required the side yard setback.

BACKGROUND:
This property was rezoned in 2010 to C-3 (Highway Commercial District) in conjunction with a
Special Permit Use to operate a church. One of the original conditions was that if another church
would want to use the location, the applicant had to come back. Originally, the Covenant of the
Torch was at this location. They have outgrown that facility. Faith Temple of Heavenly Praises
Ministries would now like to take over the same space.

PURPOSE:
Present results of the Hinesville/Ft Stewart Wastewater Treatment
Plant Emergency Generator Equipment and Installation Bid
BACKGROUND:
• The equipment was bid to be purchased direct form the supplier to save on
mark up and sales tax, with a separate bid for the installation.
• Two bid packages for each were distributed:
 Cummins South and Caterpillar on the equipment
 Y-Delta, Inc and McLendon Enterprises on the installation
• Only one bid was received for the equipment ; from Cummins South
• Two bids were received on the installation, but the McLendon Enterprises bid
failed to include a bid bond so it was deemed non-responsive.
FUNDING: GEFA loan amendment to the Veterans Parkway Widening Utility
Relocation Project. Amendment was for $400,000
RECOMMENDATION:
• Award Cummins South the Generator Equipment for $312,135.63.
• Award Y-Delta, Inc. the installation of the generator equipment for $58,000.00.
• Total Contract package = $370,135.63
