10th Anniversary Bi-Annual Report F i s c a l Years 2010 – 2011 At the the Chicago Children’s Advocacy Center, we are proud of our accomplishments. Our success is due entirely to our dedicated staff, partners and generous supporters. Dear Friends, As our 10th Anniversary draws to a close, we reflect with great pride on the impact the Chicago Children’s Advocacy Center has had on the lives of over 22,000 children who were victims of sexual or life-threatening physical abuse. These past two years are representative of our resolute determination to make Chicago a safer community tomorrow than it is today for its children. Our many accomplishments over the past two years are attributed to our focus on quality and our ability to identify problems, seek strong financial and programmatic partners, and implement solutions together with our partners. We are forever thankful to you and to all of our generous stakeholders, who have given us the resources necessary to remain focused on our mission. Now, more than ever, the CCAC remains focused on giving the children who come through our doors a voice, and on being the voice for the children in Chicago who continue to suffer in silence. Even though we have helped a staggering number of children, there are thousands more who are victims whose voices we have not heard. Research estimates that 60% of incidents of sexual abuse alone go unreported, and, for children with disabilities, this number is even higher. This terrible reality drives us every day to respond in innovative ways. You will see highlights in this report of the various initiatives in which we have engaged during the past two years to increase public awareness of the prevalence of child abuse and the need to report it; to educate the professional community in effective responses to abuse; to decrease mental health waiting lists and increase access to services for children; and to expand the impact of our services to physically injured children and to children with disabilities. We are proud to be the first responder and a lifeline for thousands of abused children each year, and remain focused on improving our community’s safety net for our most vulnerable citizens. Like our children, the Chicago Children’s Advocacy Center has remained resilient, celebrating strong fiscal health in the last two years amid economic turmoil. We have effectively utilized our resources to improve and expand our reach. As we look ahead, our mission and plans for the future require additional resources. I ask you – our partners and friends – to join us in pledging to make therapy accessible to every child, to ensuring children with disabilities are safe, to saving infants from death at the hands of caregivers, and to reaching the children who suffer in silence. Dodds Executive Director President, Board of Directors CCAC • 10th Anniversary Bi-Annual Report • Fiscal Years 2010 – 2011 In FY 2011, 37% of the CCAC’s services were funded by private sources. Programs and direct services accounted for 84% of expenses. Administration and Fundraising accounted for 16%. Case Coordination Program Mental Health Program • Coordinated 2,011 multidisciplinary investigations of reports of child sexual abuse and assault • Provided 6,180 hours of therapy to children and parents Multidisciplinary Pediatric Education and Evaluation Consortium (MPEEC) • Coordinated 592 multidisciplinary investigations into reports of severe child physical abuse • The Mental Health Program was chosen to participate in a learning collaborative for ChildParent Psychotherapy at the Erikson Institute. The team has implemented this new treatment model for children, age 0-5. • During FY 2010, MPEEC was responsible for the investigations of 28% of the reports of severe harm against children under the age of three in Illinois. This includes 33% of head injuries and 41% of bone fractures. • Clients discharged during the fiscal year achieved 90% of their treatment goals. • In FY 2011, MPEEC was responsible for the investigations of 25% of the reports of severe harm against children under the age of three in Illinois. This includes 35% of head injuries and 29% of bone fractures. • Conducted 2,011 interviews of children • Average time from abuse report received to child interviewed was 8 days • The Cook County Child Advocacy Center’s Advisory Board approved the digital visual recording of forensic interviews. The Cook County State’s Attorney’s Office provided funding for the equipment. Investigations often require children to be interviewed about the incident of abuse and sometimes receive a forensic medical exam. Case Coordinators contact parents to schedule appointments for the interview and medical exam, and coordinate the work of the many professionals who work at the CCAC. They also speak with each family about histories of domestic violence, medical and mental health problems, and needs related to language and disabilities. Our clinicians provide therapy, including art therapy, in individual and group settings for children and families. We specifically target children and families experiencing immediate and severe mental health problems who have difficulty accessing mental health services in their community. 100 94% 88% 80 60 40 20 1500 0 1200 Client Satisfaction 900 Outreach Program 600 • Presented to over 2,000 people about child abuse, its signs and symptoms, and the CCAC 300 0 Client Felt Helped FY10 FY11 FY10 FY11 FY10 FY11 Advocacy Clients Forensic Interviews Mental Health Clients Advocacy Program • Provided advocacy and case management services to 3,197 children and their parents/ caregivers. • Provided 5,414 service referrals to families. • The Advocacy team began use of a new psycho-social assessment process in identifying family needs in order to make more accurate service referrals and better measure impact of their work. Advocates work on behalf of the children and families who come to the Center. They explain and guide parents through the investigation and legal process, assess each family’s needs, provide emotional support and crisis counseling, and refer children and caretakers to other needed services in the family’s community or at the Center. • Hosted visitors from Australia, Brazil, Canada, England, Germany, Ireland, Japan, Korea, Serbia, the Ukraine, Detroit, Philadelphia, and San Francisco who are interested in learning from and applying the CCAC’s multidisciplinary model. Child abuse remains a taboo and stigmatized subject, but is a harsh reality for many children and families. The Outreach Program works in the community as well as with other non-profit and government agencies to promote awareness of sexual abuse. Every April – Child Abuse Prevention Month – the CCAC also executes a city-wide public awareness campaign in conjunction with several media and corporate partners. • Seven of the pediatricians who work within MPEEC became Board certified in the fall of 2009 as Child Abuse Pediatricians, a new sub-specialty of Pediatrics. Chicago has the highest concentration of Child Abuse Pediatricians in the nation. MPEEC is a collaboration between the CCAC and three Chicago hospitals – Children’s Memorial Hospital, University of Chicago Comer Children’s Hospital, and John H. Stroger, Jr. Hospital of Cook County. MPEEC coordinates a medicallyfocused multidisciplinary response to reports of child physical abuse in Chicago involving children, age 0-3, with burns, bone fractures, head trauma and internal injuries. Support Services • Provided child life services to 3,709 children • Provided 7,155 rides to families Child Life Specialists provide child care services while families are at the CCAC, which allows parents and caretakers to meet with Advocates and Therapists while knowing that their children are being well cared for. They also observe children for signs of stress, anxiety or depression possibly related to the abuse. Families from every neighborhood in Chicago come to the CCAC. Over 80% require transportation. Our Drivers and small fleet of vans perpetually carry families to and from the CCAC for interview, therapy and medical exam appointments. They provide safe, comfortable rides and are trained to respond to crisis situations. Data provided on this page represents cumulative totals from FY10 and FY11, unless otherwise indicated. CCAC • 10th Anniversary Bi-Annual Report • Fiscal Years 2010 – 2011 Advancing Collaborations Largest Healthcare Foundation in U.S. Joins Local Funders in Support of CCAC During Fiscal Year 2010, the CCAC started a dynamic new project that aims to improve access for children and families to mental health services throughout Chicago. Despite the best efforts of the CCAC and its Network of Treatment Providers (NTP), many children still wait up to six months before receiving critical mental health services due to limited resources and budget cuts. In partnership with the 13 members of the NTP and several local foundations, the CCAC initiated the PATHH Collaboration (Providing Access Toward Hope and Healing) to address this problem. The five-year project began on July 1, 2010 and has the following components: Triage: Children with the highest level of need are identified and referred for treatment based on the priority for services. Hope and Healing Groups: These psychoeducational and skills-building groups, located throughout Chicago, allow children and caregivers to learn coping skills, understand symptoms of abuse, and learn to intervene with troublesome behavioral and emotional symptoms while they wait for individual therapy. Tracking and Coordination: A centralized case coordination and waiting list system for the NTP agencies ensures that children are matched to the needed level of service as soon as possible. Project and System Analysis: A full project evaluation by the Juvenile Protective Association will assess the success of the project by analyzing increases in the NTP’s capacity to provide treatment, engagement by families in the groups and in longterm treatment, and the time between referral and treatment, among other things. The PATHH Collaboration is an unprecedented partnership between mental health service providers and funders. In 2011, the Local Funding Partnerships Initiative of the Robert Wood Johnson Foundation, the nation’s largest healthcare foundation, awarded the CCAC and the Network of Treatment Providers a four year, $500,000 grant supporting the PATHH Collaboration. This grant – the single largest grant in the CCAC’s history – joins grants from ten of Chicago leading foundations: • Lloyd A. Fry Foundation • Chicago Community Trust • Chicago Tribune Charities, a fund of the McCormick Foundation • Crown Family Philanthropies • The Field Foundation of Illinois • Michael Reese Health Trust • Polk Bros. Foundation • Ravenswood Health Care Foundation • VNA Foundation • Anonymous Family Foundation “The Chicago Children’s Advocacy Center and the PATHH Collaboration was one of only 10 programs selected out of a highly competitive field of 181 applicants nationwide for the 2011 Local Funding Partnerships grants given by the Robert Wood Johnson Foundation,” said Leticia Peguero, Deputy Director, Robert Wood Johnson Foundation Local Funding Partnerships. “We recognized the potential of this community program to help the victims of sexual abuse receive the critical mental health services they need for healing.” Members of the NTP participating in the PATHH Collaboration include: • Alternative Behavior Treatment Centers (ABTC) • Advocate Child Trauma Treatment Program • Catholic Charities • Chicago Children’s Advocacy Center (CCAC) • Children’s Memorial Hospital • Children’s Research Triangle • Center for Contextual Change • Community Counseling Centers of Illinois (C4) • Jewish Children and Family Services (JCFS) • Juvenile Protective Association (JPA) • La Rabida Children’s Hospital – Chicago Child Trauma Center • YWCA RISE Children’s Center • UCAN Services and Awareness of Abuse to Children with Disabilities In January 2011, the CCAC formed the new Coalition Against Sexual Abuse of Children with Disabilities (CASACD). This coalition was reconstituted from the former Metro Coalition on Abuse and Disabilities, a group founded by Advisory Board Member Father Joseph Mulcrone, Director of the Office of the Deaf for the Archdiocese of Chicago. CASACD’s mission is to create an effective body of advocates, service providers, and policy makers capable of: • Making thoughtful and inclusive decisions that affect Chicago’s systemic response to cases of sexual abuse involving children with disabilities. • Engaging the community about the prevalence of the problem and actions that can be taken to prevent and/or combat it. In 2011, CASACD is forming goals and a strategic plan. Organizations that have joined CASACD to date include: • Archdiocese of Chicago (Office of the Deaf) • Anixter Center • The Autism Project • Children’s Advocacy Center of North & Northwest Cook County • Clearbrook • Illinois Attorney General’s Office • Illinois Department of Children and Family Services • Mayor’s Office for People with Disabilities • Mental Health and Deafness Resources, Inc. • Misericordia • Prevent Child Abuse Illinois • Project Reach Illinois • Seguin Services CCAC • 10th Anniversary Bi-Annual Report • Fiscal Years 2010 – 2011 Accolades & Recognition Broadening our Reach Char Rivette Honored and Appointed Executive Director, Char Rivette, received a 2011 SAGE Award from former Mayor Richard M. Daley and the Chicago Commission on Human Relations Advisory Council on Tuesday, March 8th. The SAGE Awards are presented annually to women from diverse backgrounds for leadership in mentoring, workplace and community advocacy, and local and global human rights initiatives. Nominated by founding Advisory Board Member Merri Dee, Char was one of six women honored this year and was recognized for excellence and leadership in serving women and children who are victims. CCAC Staff Present Nationally Advocacy Manager Ana Correa and Mental Health Manager Ana Nunez collaborated to develop a workshop entitled “Providing Culturally Sensitive Services to Latino Families Who are Survivors of Sexual Abuse.” The workshop is designed to address: 1) Characteristics that shape Latino families “la familia” and how this may impact sexual abuse in this community, 2) What the research shows, and 3) Culturally sensitive prevention, advocacy and treatment approaches for the Latino community. Awareness building efforts extended well beyond The Resiliency Project to include a multi-media print and video campaign, Innocent Bystanders, developed pro-bono by advertising agency Downtown Partners Chicago in conjunction with the CCAC and Slattery Design Group. The presentation has been in high-demand throughout the country: August 2010: 11th National Conference on Child Sexual Abuse and Exploitation Prevention, New Orleans, LA Char’s leadership in the field of children’s welfare was also recognized when the Illinois Department of Children and Family Services (DCFS) appointed her in March to the Illinois Children’s Justice Task Force, a statewide body of child advocates working to counsel and advise DCFS on best practices and system improvements. The exhibit garnered significant media attention, which also supported our goal of broadened awareness. March 2011: 27th National Symposium on Child Abuse, National Children’s Advocacy Center, Huntsville, AL June 2011: National Children’s Alliance Leadership Conference 2011, Washington, DC July 2011: 19th Annual Colloquium, American Professional Society on the Abuse of Children, Philadelphia, PA CCAC an Invest for Kids Beneficiary July 2011: DCFS Lan 75 Action Team, Chicago, IL The CCAC was selected to be one of five children’s agencies from a field of 50 to be a beneficiary of the 2nd Annual Invest for Kids event. Invest for Kids was created in 2009 by financiers Ron Levin and Ben Kovler to benefit children’s non-profit agencies. The CCAC received $160,000 in proceeds from the November 3rd, 2010 event. September 2011: 16th International Conference on Violence, Abuse and Trauma, San Diego, CA The objective of the Innocent Bystanders campaign was to bring a broader awareness to the general public about the plight of child sexual abuse and the CCAC as a public resource. The campaign included: • 400 bus shelter ads throughout Chicago – 325 in English and 75 in Spanish • 20 backlit diorama’s at Midway and O’Hare Airports • Print ads in Chicago Parent and Streetwise magazines • Elevator Captivate Screens in office buildings throughout downtown Chicago • Digital Billboard on the I-55 Stevenson Expressway • PSA ran on ABC, NBC, and CBS per availability in schedule 10th Anniversary Brings Opportunity for Heightened Awareness On March 31, 2011, the CCAC staged a Public Art Exhibit in Daley Plaza titled The Resiliency Project from sunrise to sunset. The day’s activities included a press conference featuring Cook County Sheriff and CCAC Advisory Board Member Tom Dart. The exhibit, visited by approximately 2,500 people, featured 1,000 children’s desks and chairs divided into two sections. One section contained 400 chairs (40%) with blue ribbons and name tags symbolizing the 2,000 incidents of child sexual abuse each year in Chicago that are reported. The other section contained 600 chairs (60%) symbolizing the 3,000+ incidents of child sexual abuse that go unreported each year in Chicago. Chairs in this section had no name tag and no blue ribbon. The campaign produced results. Between March 31st and June 30th, the CCAC experienced a: • 31% increase in Facebook Friends • 300% increase over last year in both general inquiry calls, and requests to volunteer or support the agency.
