Funding Approved for
Draper Cycle Park
As part of the 2014-15 Fiscal Year Budget, the
Draper City Council approved the funding for
the construction of an off-leash dog park. The
3 -acre dog park will be located at the storm
drainage detention basin located on the
southwest corner of 13400 South 300 East,
across the street from the Smith Fields Skate
Park. The project will include landscaping,
picnic shelters, fencing, parking lot, and a ¼
mile loop trail.
The Draper City Council recently approved
funding for the next phase of the Draper Cycle
Park. The funding will help supplement the inkind donations that the Cycle Park Committee is
able to secure.
This phase of the park will include a dirt trail
course for cyclocross and other race events
and new large pump track. We anticipate
construction to start this fall, and volunteers are
needed to help with construction. If you are
interested in being part of this project, please
contact the Draper Cycle Park Association

A public meeting to review of the project will
be presented at the Parks & Trails Committee
meeting on Wednesday October 1st at
7:00 p.m. at Draper City Hall. All who are

your convenience, this is a recreation league.
There is a max of 2comp./super league players

Controlling a combative suspect is not an easy
task for any officer. In the past, officers had very
limited options when meeting force with force.
Those incidents were highly volatile and frequently
resulted in
injury
to
both
the
officer and
the suspect.
Over
the
past
two
decades,
a
wide
variety of less lethal devices have been developed
and adopted by police departments. When used
properly, these devices aid an officer in stopping
threats and controlling hostile actions.
The Draper Police Department has equipped and
trained their officers in the use of several types of
less lethal devices. These devices include a baton,
pepper spray, kinetic energy device commonly
known as a taser, specialized shotguns that fire
beanbag projectiles and 40mm launchers which
fire rubber projectiles up to 100 feet.
Prior to the deployment of any of these tools,
officers must attend extensive training and
become certified on each device. As a part of
their training, the officer is required to evaluate
the actions of a suspect and then respond with a
reasonable amount of force to overcome
the resistance and affect an arrest. The
most useful tool officer’s use is their verbal
skills. Appropriate dialogue and interaction
with a suspect can bring about voluntary
compliance and eliminate the likelihood
of injury. However, not all suspects are
convinced by words alone. When verbal
de-escalation is ineffective, officers must
decide on the most appropriate tool to use
that will maximize safety to the officer, and
suspect while still being able to stop the
threat and affect an arrest.
The Draper Police Department manages a
comprehensive less lethal and use of force
program. The proper equipment is matched
with extensive training, best practice
policies and oversight. The members
of the department are well prepared to
assess circumstances and respond with the
appropriate action.

What Will Become of the Old Park School?
The question of what should happen to the old
Park School on Pioneer Road has been discussed,
off and on, for the last 15-plus years. This question is again being discussed by the current City
Council.
The building once served as city hall. After the
new city hall was constructed in 2004, the building housed the county library, classrooms for Salt
Lake Community College, and Draper Chamber
of Commerce offices. Over the past six years,
the building has sat unoccupied and has mainly
been used as a storage facility for theatre props
and sporting equipment for various organizations. In 2013 OSHA inspected the building and
told the city that it should not be used for any
reason without bringing the structure up to current building code. In early 2014 the city placed a
fence around the building with “No Trespassing”
signs.
The City Council is now discussing options of
what to do with the building. Basic maintenance
and utility costs to run the existing building have
been as high as $7,000 a month. Cost estimates
to restore the building and bring it up to current
safety standards are estimated to be anywhere
from $5 million to as high as $15 million dollars
depending on what the future use is and which
sections of the building are restored. The City
Council is also considering the option of demolishing the building.
Members of the City’s Historic Preservation
Commission and several residents expressed
interest in trying to develop a plan to restore the
school and the City Council gave until the end of
August for them to come up with a viable
plan for restoring the school along with the
necessary funding. So far no viable plan and
the needed funding to pay for the restoration and future maintenance costs for the
Park School have been presented that do not
require the use of taxpayer funds. Given the
many and diverse needs in the community
the City Council does not want to use taxpayer funds to preserve the building.
The City Council will likely render a decision
on whether or not to demolish the building
in an upcoming council meeting. If you are

The news media were taken on a tour to view
the work that has already begun and see the UFA
crews who are currently doing fuel mitigation by
removing the overgrowth of dry brush and trees in
the SunCrest area.

communities that were selected to receive
funding from the state. UFA received a grant
totaling $216,000 from the state. SunCrest was

to apply for the designatio for SunCrest to become
a Firewise Community, which will open the door
to funding and assistance to mitigate fire dangers
in SunCrest.

The summer has flown by and we are now
getting into one of my favorite seasons,
football season. In addition to the gridiron
games in our future, we are hosting
some tremendous concerts at the Draper
Amphitheater in September. It is a great way
for you to end the summer season, and you
won’t want to miss them.
There are others maps that will be coming soon,
such as Draper City Services. By entering your
address, you can pull up your garbage and recycle
days. This map will show the locations of fire

A Press Conference was held in August at the
Traverse Ridge Fire Station to share information
with the news media about the Firewise
Communities program and the work Unified Fire
Authority (UFA) has been doing to mitigate fire
danger in the SunCrest area.

Many of you have probably seen the
construction going on at City Hall. We are
adding a Police wing to the building because
we have outgrown the space in the current
building. Please be aware that the front
entrance to the parking lot on the south side
of city hall
is closed. If
you park in
the south
parking
lot,
you
will
need
to
enter
through
the
court
entrance to access the city hall lobby or police
department.
Draper City is currently in the process of refinancing
a portion of the city’s bonds issued in 2005 for the
purchase of Corner Canyon. Mayor Troy Walker,
Draper City Manager David Dobbins, and Finance
Director Bob Wylie, met with representatives of
S&P in San Francisco and gave a presentation about
the state of the city, the economic development
occurring in the city and the overall appeal of
Draper as one of the top cities in Utah. S&P looks
at a global view of cities from their budget process,
fund balance, council and mayor relationship with
the staff, etc. All of this information is taken to a
committee where they make a final rating. Draper
City will now be able to obtain lower interest rates
on refinanced bonds.

give you the address and indicate whether or not
there are restrooms at the trailhead.
3) Parcel Information – This interactive map
shows you the boundaries of Draper City; when
you zoom in and click on a parcel, a window will
pop up and tell you the parcel number, address,
subdivision, lot number, zoning, tax district,
parcel acreage and gives you a link to the Salt
Lake County Assessor’s page for that parcel.
4) Historic Sites Tour – This interactive map
has information on the historic homes and sites

business to Draper. They are able to view
documents, such as site plans, landscape

Memorial in Salt Lake City for a ceremony
honoring Utah’s fallen heroes. If you get
a chance, you should visit the memorial,
which contains a plaque for every Utah law
enforcement officer killed in the line of duty.
It is a sacred place. Two Utah officers who lost
their lives last year in the line of duty were
added to this wall, including the names of Sgt.
Derek Johnson from our very own Draper Police
Department and Sgt. Cory Wride from the Utah
County Sheriff’s Office. The fundraiser raised

There are not so many layers to confuse the
user. If you just want to look at zoning, it is
very clear.
I would like to officially thank all of the
volunteers who served on the Draper Days
Committee and those community members
who gave of their time to make Draper Days
the best event in the Salt Lake Valley. On
Saturday night as I looked out at all of people
who attended the evening concerts and
activities, I could not believe how popular this
community event has become. We are most
appreciative of the volunteers who work so
diligently to put this event on and make it such
a great experience for our kids and for the
adults as well. I would also like to thank those
who organized and ran the Draper Rodeo.
