New York State has done away with its Annual
Reassessment Program (ARP), which required
participating municipalities to keep assessment

Join the Baldwinsville Public Library Friday Nov. 12
as they celebrate the opening of their public computing
center and business resource center. The library will host
an all day open house with refreshments beginning at
9:30 a.m. with a brief ribbon-cutting ceremony.
Baldwinsville Public Library was recently awarded a
$244,517 Public Computer Center grant as part of the
Broadbandexpress@your library project from the U.S.
Department of Commerce National Telecommunications and Information Administration (NTIA).
Guests are invited to see the expanded reference area,
training facility and the new business resource center.
Staff will be available throughout the day to give demonstrations and answer questions.
Baldwinsville Public Library was one of 30 libraries
across New York State to receive this federal stimulus
grant through the New York State Library. The grant
will provide more than 860 computers in 30 libraries
and five mobile training centers across 41 upstate New
York counties.

'Living with
Celiac Disease'

A free Celiac Disease informational seminar will
be presented at 7 p.m. Tuesday Oct. 26 at Community
Wesleyan Church in Baldwinsville.
Jill Hayes, a registered dietitian with Crouse Hospital, will present information about Celiac Disease
including strategies for managing this condition with
diet.
"The number of young children and older adults
diagnosed with Celiac Disease is increasing," Hayes
said. "Individuals with this condition must avoid gluten and other proteins found in common foods made
from wheat, barley, rye and oats. If the condition is
not managed with diet, the consequences can be life
threatening. People often ask how a person with Celiac
Disease can eat and live with this condition."
In response to these issues, Hayes will offer balanced, healthful eating plans to help those living
with Celiac Disease meet their daily requirements for
nutrients.

The Syracuse Home Auxiliary will host the annual festival from 10 a.m. to 4
p.m. Saturday Oct. 23. Sale items indude homemade jams and jellies, pickles,
pies, cakes, breads, brownies and other goodies. Auxiliary members will be
baking cookies at the nursing home and selling them fresh from the oven. In
addition to baked goods, arts, crafts and books, there will be a rummage sale
with dothing, household items, collectibles, toys, games and more. Syracuse

A good week to think about retirement savings
You may not see it posted on your
calendar, but this is National Save
for Retirement Week. This annual
event, endorsed by Congress, is designed to raise awareness about the
importance of saving for retirement
— so why not take some time this
week to review your own strategy
for achieving the retirement lifestyle
you've envisioned?
Of course, you may wonder why
we even need a National Save for
Retirement Week. Unfortunately,
it seems many Americans are not
doing a good job of saving and
planning for their retirement years.
Consider these figures, taken from
the Employee Benefit Research
Institute's 2010 Retirement Confidence Survey:
• Just 16 percent of survey respondents say they are very confident about having enough money
for a comfortable retirement.
• 54 percent of respondents say
the total value of their household's
savings and investments, excluding the value of their primary home
and any defined benefit plans (i.e.,
traditional pension plans), is less
than $25,000.
• Less than half of the respondents say they and/or their spouse
have tried to calculate how much
money they will need for a comfortable retirement.
These are obviously troubling
statistics — and they indicate that
most of us probably need to put
more thought and effort into our
retirement savings. What can you
do? Here are a few suggestions:
• Determine how much you'll
need in retirement. Try to define the
lifestyle you want during retirement.
Will you travel the world or stay
close to home? Will you work parttime or spend your hours volunteering or pursuing hobbies? Once you
know what your retirement might
look like, try to estimate how much
it might cost.
• Identify your sources of retirement income. Take into account
your IRA, 401(k) or other employersponsored retirement plan, Social
Security and other savings and
investments. How much income will
they provide? How much can you
withdraw from these vehicles each
year without depleting them?
• Calculate any retirement shortfall. Try to determine if your savings
and investments will be enough to
provide you with an income stream
that's adequate to meet your retirement needs. If it isn't, develop an
estimate of the size of the shortfall.
• Take steps to close any savings "gar If it doesn't look like
you'll have enough to meet your
retirement needs, you'll have to
adjust your savings and investment
strategy. You may have to contribute
more to your IRA, 401(k) and other
retirement accounts, adjust your
investment mix to provide more potential growth — or consider taking
both of these steps.
• Monitor your progress. Once
you've put your investment strategy
into place, you'll need to monitor
your progress to help ensure you're
on track toward achieving your
retirement savings goals. Along the
way, you may have to make adjustments in response to changes in the
markets, your objectives or your
family situation.
Taking these types of action can
be challenging, so you may want to
work with a professional financial
advisor who has the experience and
resources necessary to help you
identify and pursue your retirement
goals. In any case, though, take action soon — and National Save for
Retirement Week is a great time to
start.

Thank school board
members
To the editor:
Governor David Paterson has
proclaimed Oct. 25 to 29 as School
Board Recognition Week in honor of
the many people in New York State
who serve their communities and
school districts as board of education members. In Baldwinsville, 10
people serve on the Board of Education of the Baldwinsville Central
School District.
The Baldwinsville Central School
District would like to say thank you
to: Victor Jenkins, president; Burrill Wells, vice president; Cynthia
Cronin; Kenneth Dwyer; James
Goulet; Colin Kahl; Mark Manning;
Joan Reeves; Steven Schweitzer; and
Elizabeth Ventura. These men and
women of various backgrounds and
different professions share a common trait - the desire to contribute
their time and talents, with no monetary compensation, to ensure that
the best interests of Baldwinsville's
students are served. This is no small
task, considering that almost 6,000
students attend the eight schools of
the district, which is the third-largest suburban public school system in
Onondaga County.
The members of the board of
education take care of today's business while planning for the future
needs of Baldwinsville's students.
They must anticipate the needs of
all students in the areas of curTiculum, technology, safety and
health and provide for the maintenance of district buildings, grounds
and equipment. Each year, board
members make the best interests
of the community their number
one priority, working diligently to
present a budget that maintains and
improves upon the district's quality
programs, curriculum and property,
while remaining fiscally responsible
to tax payers.
The members of the Board of
Education of the Baldwinsville Central School District are your neighbors. They have a vested interest in
our schools as does each community
member. They strive to provide the
district's students with a superior
education for the simple fact that all
children deserve one. Please join me
in thanking these men and women
for their service to our children and
to our community.

New ballot system takes effect this fall
Election season is upon us. There
have been several changes to the voting process this year, starting with a
new way to cast votes. The machines
have changed; our state has advanced to optical scanning devices.
Voters will use a paper ballot and
feed the ballot Into the scanning
device. These scanners have replaced
the old lever-style voting machines,
largely because of the pesky and
infamous "hanging chad debacle,
which occurred in Florida following

the Presidential election of 2000 and
held up federal election results.
Following this incident, federal
laws were changed and the coun-
try embarked on an expansive and
costly undertaking to replaee the
old voting machines. During the last
election, many voters began to see
the new machines as they were being
phased in. This year, all counties will
be equipped with the new optical
scanners.
As a result of the new machines,
polling sites for many voters have
changed. Counties have had to consolidate polling sites. In Onondaga

County Executive proposed tax levy $180M, County Legislature proposed tax levy $135M
The statement above says it all. At the
Onondaga County Legislature's budget
session on Oct. 12, we passed a budget
with a reduction in the county tax levy.
What this means, in real dollars, for this
area is as follows: for a $100,000 dollar
home, under the Executive's proposal,
would have resulted in about a $400 dollar increase in property taxes. Under the
Legislature's proposal, the same $100,000
house would result in about $128 dollar
increase. Furthermore, about $100 dollars of this increase is because the town
of Lysander chose to take all of their sale
tax revenues in cash this year, rather than
applying it to the county credit as they
have in the past. As they go through their
budget process now, if the town chooses
to use some of this money to apply to
the town levy that would result in a rate
reduction. The rest of the increase in
property taxes is contributed to the states
unfunded mandates that New York continues to pass on to the counties.
This Legislature reduced county
spending by millions. We had to prioritize spending and some things had to
be cut. I would like to commend Sheriff
Walsh, and his staff for meeting with the
legislature to work out a plan for Air One
and to save deputies' positions. For Air
One, the Sheriff will be required to set

up a not-for-profit foundation, which will
accept donations to the program. Additionally, the Sheriff will seek approval
from the FAA to be able to charge for
medical transport flights. If these things
are accomplished by July 1, Air One will
continue to operate. Sheriff Walsh will
pursue these avenues over the next few
months and report back to the Public
Safety committee. Lastly, Sheriff Walsh
was able to reach the legislature's goal of
reductions, without laying-off deputies. I
personally did not want to see road patrol
officers positions reduced, but budget
deficits were outrageous this year, and
every option had to be explored.
Another topic facing the Legislature
this year was funding for some of the arts
organizations. The question is should
county taxpayers be supplementing the
arts budgets if these organizations cannot
survive on their own attendance? Last
year, the legislature re-established the
Cultural Resources Trust. The Cultural
Resources Trust is an organization, put
in place by the Executive and the Legislature, which collects fees by acting as the
"borrower" for not-for-profit organizations in the community. In 2009, at the
presentation of re-establishing this Trust,
the comments from the Executive's Office were that this Trust would or could
offset the arts dependency on the county
budget. Therefore, the Legislature has
chosen to use the Trust for this purpose.
We respectfully request that the Cultural
Resources Trust fund these arts organizations, thereby removing this funding
from the property taxpayer rolls.
The last matter about this budget that
has received criticism is the use of fund
balance and increasing revenue projections. For the 2010 budget, the Legislature
used fund balance to the tune of $8 million, and we had no problem replenishing
that amount. For 2011, the Legislature
authorized the use of $12 million of fund
balance. That leaves a balance of over $66
million dollars! Why should we tax for
money to put into our savings when we
have more than enough in our savings to
begin with? It doesn't make sense and it
is not good government. I would like to
further defend the increasing of revenue

n times like these, we need to build up our communities
by investing in public education, rejecting election-year
gimmicks that hurt students and challenging naysayers who
lack the facts.
A recent poll showed what we already knew: New Yorke
overwhelmingly support their schools. Working together
can face the challenges ahead, give our kids a brighter
and build stronger communities.

projections: the Executive's proposal
projected sales tax revenues at a 1.1-percent increase over last year. Currently, we
have been running at about a 6-percent
increase for the last three quarters. The
Legislature simply believes this projection
is overly conservative, so we raised the
revenue projection to a still conservative
3-percent increase. I believe we could
have gone higher, but under the advisement of our comptroller, it was in our
best interest to not over project, so we set
the sales tax projection at an amount that
is attainable.
This budget passed with a 15-to-3
vote. If the Executive were to veto any of
the increases over her budget proposal
it would then come back to the Legislature for an override vote. The Legislature
would need a 2/3 majority or 13 votes to
override. The point I want to leave you
with is this: Any veto that is not successfully overridden will result in a tax
increase. My hope is that the executive
will do her best to work with this budget
as adopted, and that she does not attempt
to raise taxes anymore.

Students' taste buds tour U.S.
Family and consumer sciences students at Baker High
School are taking their taste buds on a tour of the United
States as they learn about and prepare regional specialties
from all over the country.
"It's social studies meets food:' said teacher Christina
Rode, as her students took homemade bagels out of the
ovens in her classroom.
Her classes began their tasty trip and study of regional
foods, culture and history with foods from New York City
including pickles they made themselves.
Next on the menu? Rode will have them cooking up clam
chowder before they whip up potato pancakes and pretzels
from Pennsylvania Dutch Country, cheesy grits and greens
from the south, and sour dough bread from the west coast
over the course of the 10-week marking period.

of Workmanship Awards Dinner
held Monday Sept. 27 at Tabatha's
Family Tree Restaurant.

Indoor soccer season begins

Centre Youth Soccer Fall/
Winter Indoor league will
begin training Oct. 25 and
games will start Oct. 30.
This will be the third season of the program, which
is geared towards youth
soccer players at a variety
of levels.
"Many players want to
continue to play soccer
during the winter months;
said CNYFSC manager and
former player at Syracuse
University Jeff Knittel, who
heads the program. "Indoor
soccer is fast, fun and can
help players improve their
overall game!'
The program accepts
individual or group registrations. Age groups range
from U6 to U15 boys and
girls.
"We see a lot of the players transition from the outdoor youth soccer organizations such as Baldwinsville
Youth Soccer Association
(BYSA) and play CNYFSC
Youth Soccer during fall,
winter and spring months!'
Knittel said. "We will take
individuals and place them
onto teams. Players are also
beginning to sign up as
groups if they have friends
in the program!'
The first session consists of nine games and 13
training sessions. United
States Soccer Federation
(USSF) licensed professional coaches, as well as
many standout college and
high school players, will
coach the players.
On Sept. 15, 2005, Kim
Bermel's husband died by
suicide and her life ended
as she knew it. When she
finally found HOPE for
Bereaved five months later,
her life began again.
"My husband committed suicide. It was pretty
unexpected," Bermel said.
"Even though I should have
known what to do and how
to feel, I really did not have
any idea of how I was supposed to live, so I had to try
and figure out how I was
going to get through."
Bermel went on the Internet and found HOPE for
Bereaved, a not-for-profit
organization dedicated to
aldwinsville Youth Soccer Association
BYSA) has helped thousands of local players get their start in soccer over the past 16
years. Now BYS/Vs reach goes far beyond Baldwinsville
- half way around the world to Zimbabwe in southern
Africa.
This summer, BYSA teamed up with Liverpool's
St. Paul's Lutheran Church and its "Walking with
Makuva" program to provide soccer equipment to
the children of Makuva Parish, a small, poor parish
in rural Zimbabwe. BYSA sent full uniform kits, soccer balls and pumps. Since soccer balls especially are
at a scarce and expensive in Zimbabwe, the children
treasure them.
After receiving all the equipment, one child could
be seen falling asleep holding a ball, while the look
on an older boy's face said it all, "Let's get outside .
and play!'
Seven years ago, St. Paul's Lutheran Church of
Liverpool
created "Walking with Makuva" to provide
_
needed funds and supplies to Makuva Parish, a small,
poor parish in rural Zimbabwe. A little bit goes a long
way in Zimbabwe.
"We can pay a primary school child's tuition for
an entire school year, which in Zimbabwe consists
of three terms for $15; said Maxine Arjomand of St.
Paul's. She and member Sharon Jerge personally delivered a substantial collection of school, health supplies,
children's clothing and the soccer equipment donated
by BYSA to Makuva Parish.
Over the years, through fundraising events such
as bake sales and sauerbraten dinners, St. Paul's has
raised enough funds for "Walking with Makuva" to
help Makuva's community build a grinding mill. Donated funds have also been used to purchase school

Corso goal pushes field hockey Bees past Liverpool

Even though they might
be careening toward another confrontation in the
Section III Class A playoffs
a few weeks from now, the
Baldwinsville and Liverpool field hockey teams still
had a chance to measure
each other once more in the
regular season.
The two neighbors met
Thursday night at LHS Stadium - and despite playing
defense for much of the
night, the Bees still came
out on top over the Warriors, 1-0, on Paige Corso's
rebound goal late in the
second half.
They had first played
Sept. 20, at Baldwinsville's
grass home field, with the
Bees prevailing 2-0 and
rarely giving Liverpool any
kind of scoring opportunity. It figured to be different on the Warriors' fast
artificial surface, and the
Bees, following road losses
to Rome Free Academy and
Vestal, needed to show it
could win a tough game on
a faster track.
Both teams started slowly after Liverpool's Senior
Night festivities, but the
Bees were spending most
of the time in its own end,
forcing coach James Hanley
to spend a time-out just
four minutes into the contest. G:adually, B'ville got
more runs, but it never took
a shot in the entire half.
Thus, defenders like Liz
Ventura, Laura Passamnote,
Nicole Piontkowski and
Emily Brissenden took on
a larger role, turning away
the likes of Emma Lamison
when they charged into
the Bees' end. And goalie
Lindsay Farrell came 15
yards out of the net to make
a crucial save at the 10-minute mark.
So it was 0-0 at halftime,
and as the second half
started B'ville became more
organized, even getting a
handful of penalty corners,
though none of them got
converted. At the same
time, Liverpool's attacks
were more sporadic, and it
was apparent that one goal
would decide matters.
Just after the Warriors
took a time-out with 7:24
to play, the Bees attacked
and forced a penalty corner. With 6:59 left, Natalie
Lynch took a hard shot
from the point and, though
Tess Tracy stopped it, Corso
was right there to put the
rebound into the cage.
Liverpool fought to the
last moments, getting a pair
of penalty corners, but was
unable to even get on shot
on either of them as the
clock ran out.
Two days later, when the
Bees visited FayettevilleManlius, it dominated the
flow of play, yet still took a
1-0 loss to the Hornets.
Most of the time, B'ville
attacked F-M, setting itself
in front of the cage and
shooting away. Every time,
though, Hornets goalie
Abby Cunningham kicked
it away, eventually gaining
25 saves for the afternoon.
The Bees could not convert
despite 18 penalty corners.
Rarely did F-M try to
counter - but it forced a
penalty corner midway
through the first half and,

just ahead of Corey McCollister (17:57). Ronnie May

The Baldwinsville girls swim team fell
below the .500 mark on Thursday night, its
record standing at 2-3 following a 52-42 loss
to Fayetteville-Manlius.
Though the Bees had high finishes in
most of the events, it only broke through
once in the early going, as Elena Margrey
sped through the 50 freestyle in a top time of
27.15 seconds.
Later in the meet, Amy Sidoralos earned
first place in the 100 backstroke in 1:09.70.
In the 400 freestyle relay, Sidorakis, Margrey,
Margaret Courtois and Kaitlyn Martin got
together and earned a top time of 4:04.18.
For the victorious Hornets, Hadley Cameron Carter won twice, in the 200 individual
medley (2:25.69) and 500 freestyle (5:38.61),
and helped her side prevail in both the 200
medley relay (1:58.98) and 200 freestyle relay

Baldwinsville girls soccer beats Liverpool again

Though it would much
rather have that honor at
season's end, the Baldwinsville girls soccer team had
to be proud of the fact that
it rose to the top spot in the
Faith Baptist Church

Sunday, October 24th

state Class AA rankings.
That honor arrived just
before the Bees' most important regular-season trip,
as it went to Liverpool
Friday in search of the outright CNY Counties League
National division regularseason title.
And the Bees would get
it, fighting past the rain and
the wind to hold off the Warriors 2-1 - the exact same
margin by which B'ville
prevailed in the first meeting
between the two neighbors
back on Sept. 17.
In that first meeting at
Pelcher-Arcaro Stadium, the
Bees pulled it out on Emma
Firenze's goal late in regulation. So the Bees knew that
Warriors would pose a
real challenge, regardless of
the conditions.
With all the precipitation in the air, and the gusty
winds, B'ville had a difficult
time in the first 20 minutes,
rarely attacking and forced
to work in its own end.
All that changed, though,
when the Bees forced a free
kick in the 21st minute.

Maurice H. "Moe" Rumpus, 77, of Baldwinsville,
died Monday Oct. 4, 2010,
at his home. He was born in
Oswego and lived in B-ville
since 1975. He retired from
Carrier Corp. TR3 in 1996
after 32 years of service.
Bumpy was a veteran of the
U.S. Navy and was a member of the VFW Post 2320

in 1929.
Joe was a career
veteran of the Army &
U.S.A.F. from 1946 to
1972. He was the owner
and operator of H.O.W.
Hardware Store on Co.
Rt. 57, Moyers Corners,
from 1972 until 1999. He
was also a communicant
of St. Stephen's Church,
Phoenix and a member of
the Knights of Columbus
in Baldwinsville and VFW
Post 951 in Clay.
Surviving are his loving
wife of 57 years, Johanna;
two sons, Carl (Cynthia)
of Baldwinsville, and John
( Shirley) of Mattydale;
one daughter, Dorothy
Biggs of Liverpool; five
grandchildren, Sara Biggs,
Cara Castagna, Gregory
Biggs, Andrew Biggs,
William Castagna; four
great-grandchildren.

The New York Public Service Commission will hold public statement hearings concerning a
proposal by Niagara Mohawk Power Corporation d/b/a National Grid to increase electric rates. The
Company has proposed to increase its revenues by $390.6 million per year Under the Company's
proposal, customers would not experience an immediate increase in their hills. however, customers
would continue to pay the Competitive Transition Charge (CTC) beyond the end of 2011, when this
charge would have otherwise expired. The Commission may grant, deny or modify any portion of
the Company's rate proposals. Public statement hearings will be held as follows:
The public will have an opportunity to present their comments at the hearing before an
Administrative Law Judge assigned by the Commission to this case. A verbatim transcript of the
hearing will be made for inclusion in the record of this proceeding.
