Thailand Must Continue to Modernise
Armed Forces
Thailand must continue to modernise its
armed forces to be prepared for new multifaceted threats, said the Permanent Secretary for Defence Gen Sathian Permtongin.
As such, Gen Sathian said, despite the
trend of declining traditional threats, every
country must remain prudent and continue
to modernise their armed forces to be ready
for new forms of threats that are seemingly
increasing.

“All these threats affect people around
the world, one way or another, and can
happen at any time. They can be destructive
to lives, properties and even our freedom,”
he said.
In his speech opening the show on behalf of Defence Minister ACM Sukumpol
Suwanatat, Gen Sathian also spoke of the
threat of natural catasthrophes. ”We have
all realised the damaging consequences of
disasters such as earthquake, tsunami, and
even the flooding like which Thailand faced
last year. They are today’s real adversaries
of every country around the world.”
“In order to prepare for countering all
these threats to maintain peace and security,
we need to have the readiness of information, intelligence, technology, equipment,
and security measures that are suitable and
up-to-date,” he added. 
Thailand’s Defence Show Success
Despite All Odds
The latest edition of Defense & Security is
a success in its own way with a scores of
qualified and professional visitors marking
a presence not to mention a respectable
number of defence ministers, top defence
officials and top brass from the ASEAN
region and elsewhere. And, this despite
the postponement of the exhibition due the
massive floods that hit Thailand including
the kingdom’s capital last year.
“Nine years ago when Defense & Security opened its doors here at IMPACT,
few people gave the show much chance of
survival in a difficult and challenging arena.
They were wrong. Today, the exhibition is
one of the region’s leading military events
and every show since that first tentative
beginning has been better and more successful,” said Manu Leopairote, chairman
of GML Exhibition (Thailand).
“Preparedness is a key element for success in any endeavor and perhaps nowhere
more so than in the military. With the geopolitical situation making the world increasingly
precarious, being prepared is perhaps now
more essential than ever. Appropriately,
that idea provided the theme for Defense &
Security 2012–“Be Prepared”–which is why
I believe this year’s event is one of the most
important yet hel,” said M Gandhi, Managing Director, of GML Exhibition (Thailand).

The biennial international tri-service event
is hosting 212 world-class manufacturers
from 35 countries and covers 13,500 square
meters at the ultra modern IMPACT Exhibition Centre. The exhibition is 30% larger
than the 2009 show.

Man-portable Anti-tank Missile System

high-precision weapon.
The SKDB “LUCH’’ does
its best in order to offer
to the potential customer
proven, reliable and stateof-the-art production.
Hence, the SKIF manportable anti-tank missile
system—developed in
2006 and being massproduced—is not only in the armoury of the
Armed Forces of Ukraine and delivered to
the numerous countries by the State Company for Export and Import of Military and
Special Products and Services Ukrspecexport, but is constantly upgrading.
The system’s baseline version consists of
a launcher on a tripod, a guided missile in
a transport and launching container, a guidance device and a remote control.
The SKIF man-portable anti-tank missile
system is intended to engage a wide range
of stationary and moving ground targets,
ranging from modern armoured vehicles with
explosive reactive armour (ERA) to defensive structures, low-flying helicopters and
small-sized vessels. The SKIF reliably works
in different operating conditions (operating
temperature is from -40 to +60ºC), ensures
effective firing on any lay of the ground, soil
and cover under adverse weather conditions
at any time of the day or night, subject to
visibility of a target in the sight.
The SKIF’s semi-active guidance system
is jam-resistant to natural and enemy organised passive and active jamming. That is
achieved due to position of missile onboard
photodetector which receives laser channel
control signal. This photodetector is turned
in the opposite from the enemy’s direction.
The guidance device has TV with narrow
and wide field of view (for observation and
guidance) and laser (for control) channels.
Nowadays, this man-portable antitank
system can be supplied in variant with a
thermal imager that ensures possibility of
firing at night.
The SKIF is supplied with the РК-2С
anti-tank guided missile of 130mm calibre
in transporting and launching container. The
РК-2С is fitted with tandem shaped charge
warhead that ensures armour penetration of
no less than 800mm behind ERA. There is a
possibility of delivery of missiles with highexplosive fragmentation or fuel-air explosive
warheads as well.
The РК-2С missile is guided by laser
beam in manual (gunner has to keep sight
aiming cross on a target until missile impact) or autotracking mode (when a target
is locked-in, the launcher tracks the target
automatically) and hit probability by one
missile is 85%. The autotracking mode is
preferable for aerial targets destruction.
The РК-2С missile can be used in the
Barrier vehicle-carried anti-tank missile
system. For this purpose, it is necessary to
mount guidance device on a combat vehicle
(ICV or APC).
Missile with enlarged motor is integrated
on the Mi-17 and Mi-24 helicopters in order
to upgrade this aircraft with modern high
precision weapon with range of fire up to
7.5km. The Barrier-V is the name of the
helicopter anti-tank missile system.
The SKIF man-portable anti-tank missile
system maximum destruction range is 5km.
Missile flight time to the maximum range
is 23 seconds. It should be noted that the
missile flights above line of sight and converges to it several seconds before hitting its
target. According to the developers (SKDB
“LUCH’’) this prevents the missile detection
by a target and increases the missile jamming immunity.
One of the SKIF’s advantages is presence
of a remote control, which enables the operator to be at a significant distance (up to
50m) from the launcher and to enhance his
security. The system can be used both in enclosed space and at open sites. It is easy to
transport the SKIF system to hard-to-reach
areas (canyons, top of the mountains, and
etc.) by a crew of three persons.
For the past ten years, the SKDB “LUCH’’
has developed and manufactured a number
of 100, 105, 115 and 125mm guided anti-
tank gun launched missiles. Guidance of these
missiles is performed with the help of guidance
devices, mounted directly on self-propelled vehicles
or placed next to artillery systems.
Anti-tank missile system and guided missiles,
which the SKDB “LUCH’’ develops and manufactures, are state-of-the-art and reliable ammunition;
correspond to the best world standards and even excel them in some performance characteristics.

it does not swell or hydrolyse in water,
seawater or moisture.

DSM Dyneema will be focusing on soft
ballistic and hard ballistic product grades
and solutions for both personal and vehicle
protection at Defense & Security 2012 in
Bangkok, Thailand.
Under personal protection, DSM
Dyneema will be focusing on SB51 soft
ballistic product grade that is developed
for Asia Pacific needs, as well as the latest SB71 ballistic product grade which is
lighter and stronger. Some of the solutions
that will be showcased are helmets (HB26,
HB50, HB80, BT10), vests (SB 51, SB71)
and inserts (HB50).
For vehicle protection, we are showcasing hard ballistic product grade for HB26
and BT10 which includes vehicle armouring panels and also test-shot panels as
evidence of effective protection with lighter

DSME–The Korean Ship Building Giant
Bangkok: South Korea’s Daewoo Shipbuilding and Marine Engineering (DSME)
made its presence felt in Defense & Security
2012 by showcasing its range of shipbuilding skills and technologies. DSME is at the
Bangkok show to propose its latest frigate
design to the Thai Royal Navy. The vessel
proposed is a DW 3000H with 3,000 tonnes
displacement and 114 metres in length.
DSME is very active especially in the AsiaPacific. Last year the Korean giant signed an
agreement with the Royal Malaysian Navy to
build three training vessels and currently in
negotiations with the RMN to build at least
two Dokdo-class multi-purpose ship around
20,000 tonnage. DSME recently won the bid
in the Indonesian submarine programme
when the shipyard is contracted to build
three diesel-electric submarines.
DSME hit another big contract in the European market last February. The Korean
shipbuilder has won a £452 million ($715.2
million) deal to equip Britain’s Royal Fleet
Auxiliary (RFA) with new naval tankers.
DSME was to build four 37,000 tonnes
auxiliary oilers using a design from lead-
ing British naval consultants BMT Defence
Services in South Korea. Sang-Tae Nam,
the president and executive of Daewoo
Shipbuilding, said: “This significant win in
the UK, coupled with our recent Indonesian

submarine order, helps to further broaden
