The site has good public transport, walking and cycling links and will serve pupils from a large catchment area. The completed site next to Northbrook college on the A24 in Broadwater will open in June 2016. The school will access the sports facilities at Manor Field via a pedestrian crossing over the A24 Broadwater Road. The school’s main entrance for cars is off the Broadwater Road where there are also two pedestrian access points. There is a further pedestrian access at the rear of the school from Queen Street car park. Queen Street car park is also the site for staff parking. 190 pupils will attend initially but the school will then grow year on year to around 900 pupils by September 2019 which is its capacity. The vast majority of students at the school live within the Borough of Worthing. Some staff also live in Worthing whilst others come from Brighton to the East, Chichester to the West and Mid Sussex to the North. The multiple access points will support pupil and staff access to the school and will lessen the impact on the local environment. The site does have a range of transport issues and the school will be working with WSCC and the local community to address these through a range of measures detailed within this travel plan. The school has 195 students and 24 staff and this has enabled us to learn lessons from our original travel plan. As part of opening and in response to a request from a local neighborhood group we asked parents to sign up to a home school agreement which included a statement of co-operation with our published travel plan and respectful parking in the local area for School set down and pick up. We also suggested a voluntary one way system approaching the school from Carnegie Road, Cortis Avenue and then either left or right onto Queen Street. Morning drop off has not significantly impacted on the surrounding area and we have a duty staff teacher in a in fluorescent jacket at the Queen Street entrance to help students across the road and supervise parental drop off. The same is true at the end of the day when we do at times experience some low level congestion with a small number of parents parking on double yellows on Queen Street due to the narrower time window. Duty staff make a point of asking them to move on and generally this goes smoothly. 4 https://modeshiftstars.org We have also provided a temporary car park next to the school with twenty spaces for local residents to use as a replacement for the loss of the overall car park. Monitoring of this shows that it has received very little use with on average three - six cars using it during the day or overnight. Visitors to the school during the day experience little problem finding local parking on the streets implying that the loss of the car park has had minimal impact. It is worth noting that included in this is the loss of parking for students attending Northbrook College and also parking used by the Local Audi dealership. We will be carrying out some Beats surveys in early December to more accurately quantify the availability of parking in the locality whilst Queen Street car park is out of use. 5 https://modeshiftstars.org Travel & Transport Infrastructure Facilities Description Numbers Staff parking spaces* 55 Visitors parking spaces* 6 Disabled parking spaces* 6 Covered Sheffield Stands 120 Sheffield Stands* 0 Cycle Pod / Mini Pod* 0 Other Cycle Spaces* 0 Total pupil cycle parking spaces* 110 Total staff cycle parking spaces* 10 Scooter Parking* Total Scooter Parking Spaces* 0 Storage Lockers* Number of storage lockers for equipment* 200 Showers available* Number of showers available* 13 Spaces for coaches to park* 2 Details of coach parking facilities 2 Car Park* Cycle Parking* Coach Parking* Transportation Links Buses* The school is well served by local bus routes with a stop on either side of the BRaodwater Road directly outside the main school gate: No.1 Worthing - Midhurst No.5 Worthing- Broadwater- Durrington No.7 Lancing - Sompting- Worthing No.11 Worthing South Street- Worthing College No.22 Crawley - Horsham - Worthing Rail* Nearest Station is Worthing Station which is 10mins south of the school by foot. This is part of the Soutch Coast line and has direct links westwards to Worthing West, Durrington, Goring by Sea, Angmering and all stops to Chichester. Eastward stations are East Worthing, Lancing, Shoreham by Sea and all stops to Brighton. 6 https://modeshiftstars.org Transportation Links Roads* Broadwater Road is the major thoroughfare North South for Worthing and links to the A27 which runs East West towards the top of the town. There are a number of smaller roads around the school which act as minor arteries in the local area. Walking Routes* A number of park and stride points have been identified away form the main school with associated safe walking routes in. For students arriving by car or being picked up these are the areas we would expect parents to use: • Broadwater village shops 0.37miles • Bulkington Avenue, Carnegie Road 0.45 miles • Ye Olde House at Home/ The Elms Public Houses 0.5 miles • Offington Park Methodist Church/Alan Fletcher Hall. 0.5 miles • Broadwater Baptist Church 0.54 miles miles • Morrisons Newland Rd 0.62 miles • Worthing Pavilion Bowling Club, Pavilion Rd 0.67 Safe walking routes to school within 800m have also been identifed. Cycling Routes* There is a local cycle route to the west of the site which can be seen on the walking to school document. This also identifies safe routes for the last 800m to school down quieter roads. STARS Routes to School Audit The STARS Routes to School Audit has been designed to assist schools with identifying the sustainable travel and transport network that surrounds the school site. The audit is a great activity to conduct with your pupils and will count as evidence towards the ‘Consultation Initiatives’ in your Action Plan. You can use the audit below to identify any ‘Travel & Transport Issues’ that the school faces and begin to think about solutions that may need to be put in place to make it safer and easier for people to travel to your school. New travel / transport Issues Dates Details of Issue How the issue was identified Possible Solutions Resolution Pre-opening May 2016 Crossing A24 from East of the school School / WSCC Pedestrian Crossing to be built across A24. The crossing is essential to support safe route to the sports ground during the school day and pupils accessing the school from the east of the school site. Post opening Student Pedestrian Site Access through safe walking routes to school School Students have pedestrian access to the main school site through 3 points the North East corner by Northbrook, The pavement access by the main entrance and South East corner from Queen Street car park. Safe walking routes have been identified for up to 800m from school. Queen Street is a busy residential road that is also a “Rat Run” this area will need to be monitored to ensure a safe area for all users. School / WSCC/ Local Residents School drop off to be designated away from Queen Street car park entrance and safe walking routes identified Personal Safety Parents Queen Street drop off 14 https://modeshiftstars.org Post opening Parents dropping off students on the Broadwater Road outside school in the morning. When a full school of 900 we project this could be a maximum of 180 cars if we do not change from our current habits School/Local residents/WSCC Highways School gates to be opened 8:00-9:00 to allow parents in/out circulation and safe drop off on site. Parents also encouraged to use range of park and stride drop off areas identified away from school site. Site deliveries not to be allowed as this time. A variety of Park and stride locations to be promoted to parents. These allow parental drop off and pick up at designated safe places on the surrounding roads. These points have already been identified and will be trialed during 'free your feet' week in December 2015. Consultation with local premises owners and residents can then follow. The designated points will form part of our school transition pack for new intake students, Uploaded swept path analysis for a large car shows that at least 24 cars at a time can be accommodated for dropping off. This means the front can cope with morning drop off between 8:00- 8:40 even when the school is at capacity without causing queuing on Broadwater Road. Post opening Parents picking up at the end of school on Broadwater Road. This is projected to involve c. 180 cars when school is at capacity who cannot be allowed to stop on the A24. School/WSCC highways School gates not to open for pick up at 3:30. Parents and students directed to park and stride locations away from school site for pick up. The variety of these locations allows parental drop off and pick up at designated safe places on the surrounding roads. These points have already been identified and will be trialed during 'free your feet' week in December 2015. Consultation with local premises owner sand residents can then follow. The designated points will form part of our school transition pack for new intake students, Delivery lorries and Refuse collection causing a blockage on Broadwater Road due to turn in too short before gates. School/WSCC highways School gates to be left opened for regular deliveries/collection e.g. refuse. School policy of pulling over away from site and phoning ahead for other companies to be standard instruction on all deliveries involving vehicles greater than 10m in length. Swept path analysis shows that vehicles less than 10m can drive up to gate without protruding onto Broadwater Road. Further evidence of car drop off numbers possible on site to be added fro swept pathway diagrams. Road Safety Post opening 15 transport consultant diagrams to demonstrate swept pathway analysis for different vehicle sizes https://modeshiftstars.org Post opening School Coaches for trips and visits unable to turn in and clear Broadwater Road due to school gate School/WSCC/Highways Swept path analysis shows that a coach stopped at the gate would protrude onto Broadwater Road. Therefore the School will have a policy of coaches pulling over away from site and phoning ahead for gates to be opened. This will be communicated when booking to all coach companies and to visiting schools that might arrive by coach. We will also know when coaches for our own trips are due and can have gates opened in readiness. transport consultant diagrams to demonstrate swept pathway analysis for different vehicle sizes Staff and visitor parking spaces School/WSCC Permission applied for 52 spaces in Queen Street Car park to be designated and barrier controlled for Bohunt School staff and visitors during school hours. There are 6 visitor spaces at the front of the school and 6 disabled parking bays. awaiting planning permission decision Safe road use by students cycling to school. School School to engage with the WSCC promoted Bikeability scheme and provide student training opportunities Safe cycle routes have been identified for up to 800m from school. There is also a designated North South cycle route to the West of the Site. School/WSCC BSW will start school day 20 minutes earlier than Northbrook to avoid traffic congestion and finish at an earlier time Parking Pre opening Cycling Once open Local Community Once open Conflict with existing Northbrook College timings and access routes. 16 https://modeshiftstars.org Actions Planned Actions Partnerships Actions P6 School has achieved Eco School status Person Responsible Target Completion School to complete internal eco schools audit then address actions required to obtain Bronze eco school standard Mr T Bateup June 2016 CU8 Pupils use school travel survey data from STARS in lessons Person Responsible Target Completion School Modeshift stars data used in Y7 Maths for data display and analysis work Mr P Harding, Ms C Cooper teachers March 2016 CU13 School collects postcode data Person Responsible Target Completion Students complete detailed school survey and then analysis matched to postcode areas and shared with students and parents to promote sustainable methods of transport to school Mr T Pearson April 2015 W2 Living Streets Free Your Feet / Citizenship Challenge campaign delivered Person Responsible Target Completion w/c 7th December is Free Your Feet Week Led by 16 students, promotional assembly and work in tutor time Mr T Pearson teacher Ms K Hampson Living Streets December 2015 W6 Walk to school week Person Responsible Target Completion Walk to school week to celebrate opening of new school Mr A Whitehead June 2016 Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Curriculum Actions Walking & Scooting Actions Road Safety Actions 17 https://modeshiftstars.org R1 Cycle training for pupils (e.g. Bikeability) Person Responsible Target Completion to provide a training as after school activity Mr A Whitehead July 2016 R10 Be Bright Be Seen activities Person Responsible Target Completion Promotion of correct clothing, lights and reflectors for cyclists Mr A Whitehead January 2016 R13 Use of transition resources Person Responsible Target Completion Parent transition pack to include school travel plan park and stride initiatives, plan your route website, etc Mr A Whitehead July 2016 C2 Cycle parking installed Person Responsible Target Completion 120 cycle storage places to be installed on main school site Mr A Whitehead May 2016 PT4 Private coaches for school trips pick up and set down in safe / accessible places Person Responsible Target Completion Front of school construction and Policy and Systems in place on Main site for school trips that allows Coaches to allow safe pick up and disembarkation Mr A Whitehead June 2016 PT5 School promotes young person's travel card scheme Person Responsible Target Completion Article in BSW news to promote 3 in 1 card Mrs L Day February 2016 SD4 Park & Walk/Stride scheme Person Responsible Target Completion School promotes park and stride pick up for end of school day in line with travel plan Mr A Whitehead June 2016 Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Reporting Completion date Funding acquired Uploads Cycling Actions Public Transportation Actions Smarter Driving Actions 18 https://modeshiftstars.org Completed Actions Promotion Actions PR16 Letter from Head Teacher to parents Person Responsible Target Completion Reporting Completion date Car drop off and collection Email sent to parents to remind them of our community respect commitment in terms of local roads Mr A Whitehead October 2015 email to parents re pick up and drop off safety and consideration 23-10-2015 R9 Road safety assembly/presentation Person Responsible Target Completion Reporting Completion date Fire Service Road Safety Assembly Delivered 5th November to whole school Ms G Ayling Achievement Coordinator and West Sussex Fire Service November 2015 15 minute assembly delivered by member of the Fire Service on road safety -
