Maligayang bati sa inyong lahat sa ika-30 taong anibersaryo ng
PhilRice!
Hindi matatawaran ang mga nagawa ng PhilRice upang patuloy
na mapaunlad ang industriya ng bigas sa ating bansa. Sa
pamamagitan ng masusing pananaliksik at pagbabahagi ng mga
makabagong teknolohiya at kaalaman, patuloy na tumataas ang
kalidad ng ani at kita ng ating mga magsasaka.
Ang inyong tuluy-tuloy na pagpapalahi ng mga rice varieties,
pagbuo ng mga makinarya at iba pang angkop na teknolohiya
ay mahalagang bahagi ng ating paghahanda at serbisyo sa mga
magsasaka. Akmang-akma ito sa ating pagharap sa mga hamon
ng pagbabago ng klima at sa buong kaganapan ng ASEAN
economic integration.
Mahalaga na ang ating mga magsasaka ay magkaroon ng kakayahang makipag-kumpetensya
sa mga bansang bahagi ng ASEAN at maging sa ibang bansa sa kalakalan ng mataas na kalidad
ng bigas sa tamang halaga.
Napakalaking bagay ang inyung kontribusyon sa ating narating na mula sa pagiging world’s
number 1 rice importer patungo sa pagkilala ng USDA noong taong 2014 bilang nangunguna
sa pagpapadami ng bigas sa buong mundo, at taon-taong record high ang harvest ng ating
magsasaka.
Nawa’y magsilbing inspirasyon sa inyong lahat ang nakaraang 30 taon at mas malayo pa ang
inyong marating sa pagtuklas ng mga mabisa at mahusay na pamamaraan at teknolohiya para
sa mga magsasakang Pilipino. Hinihikayat ko kayo na higit na pagsisikap pa ang ating gawin
upang matamasa natin ang gantimpalang siksik, liglig at umaapaw.
Sa ngalan ng PhilRice Board of Trustees, ako’y nagpupugay at nagpapasalamat sa inyong
pakikiisa sa mga programa ng Kagawaran ng Pagsasaka. Kami ay patuloy na sumusuporta sa

I am delighted to extend my sincere congratulations to the Philippine Rice Research
Institute (PhilRice) on the joyous occasion of its 30th Anniversary.
The Provincial Government of Nueva Ecija values your outstanding work in national
agricultural research, development, and extension which positively complements our
continuing efforts to boost agricultural productivity towards the attainment of food
security and rural development in the Province of Nueva Ecija.
Over the years, we have seen our dynamic and fruitful collaboration in promoting the
application of agricultural technologies yield to improved farm practices throughout the
province. Looking forward, we expect and hope for many more practical, efficient, and
useful scientific innovations from PhilRice that will continue to be at the nucleus of our
efforts to build the resiliency of our farming systems and to fortify our province’s position
as the Rice Granary of the Philippines.
On behalf of the provincial government and the people of Nueva Ecija, I take this
opportunity to commend you for outstanding service and to pledge our support for
continued collaboration and engagement in raising impact of agricultural R&D for the

My warmest greetings and congratulations to the Philippine
Rice Research Institute in celebration of your 30th
Anniversary on November 5-6, 2015!
PhilRice is among the major pillars of the Science City
of Muñoz. Its prominence is not out of nothing. It is the
leader in rice R&D in the whole country.
Muñoz is privileged to host PhilRice. Along the national
highway, one cannot not notice the proliferation of rice
seed centers, making the Science City a major rice seeds
hub in the Philippines. This certainly creates a domino
effect in terms of livelihood creation from people manning
the ricefields, sales agents, to the many of input dealers
in the City. Our rice seeds reach the ricefields in far-flung
provinces in Southern Luzon, the Visayas, and Mindanao. PhilRice, we know, has something
to do with it.
We thank PhilRice as it has significantly contributed to increasing diversity in the Science
City of Muñoz. The City, through PhilRice, has welcomed hundreds of highly schooled
researchers from all over the country and many parts of the world. We are also aware of the
excellent work PhilRice is doing in collaborating with knowledge and learning institutions
abroad, contributing to enriching the culture of science in Muñoz.
We are ready for the years ahead—with PhilRice. The people of the Science City of Muñoz,
particularly our farmers, anticipate the exciting things to come—new high-yielding varieties,
state-of-the-art rice farming technologies, and long-lasting friendship with the present and
future leaders and personnel of PhilRice.

MESSAGE
I would like to congratulate PhilRice on its 30th anniversary
and am deeply honored to be given the opportunity to lead
the country’s finest rice R&D institute.
For the past three decades, PhilRice has taken on the
important role of providing a strong and innovative science
and technology-based approach in helping increase the
productivity and profitability of our country’s rice farmers.
Not a simple task by any means. And not something we can
accomplish without working together with both government
and private entities.
Through the years, PhilRice has been renowned for
developing yield-enhancing and cost-reducing technologies.
It has collected various awards and citations for its
achievements both locally and internationally. It has conducted numerous activities to
promote rice technologies and information. Its publications, campaigns, and other
contributions to rice science given due recognition. But let us not forget what made all
these possible; the hard work and dedication of the men and women who made this
institute what it is today. This milestone, this celebration, was made possible by all of you.
The foundation of this institute is not made of steel and stone. It was made by the efforts
of all the men and women within this institute who tirelessly and unselfishly dedicated their
lives to help our rice farmers.
Despite all these remarkable accomplishments, we must remain vigilant amid the constant
challenge of providing rice to millions of Filipinos and the betterment of the quality of life
of our rice farmers. Let us not rest on our proverbial laurels but continue to strive to outdo
ourselves to help our clients and stakeholders and continue to invest in groundbreaking
R&D, new rice-based technologies and most importantly, invest in our staff.
Once more, I wish to congratulate everyone at PhilRice on our 30th anniversary. Let us
continue to make headway towards making a reality of the vision of abundant food on the
plate of every Filipino family.

DR. EDNA M. BALURAN
Academic Dean
Heart for the World School of Pastors
Mandaluyong City
Dr. Baluran is an educator, and a woman of faith. She
radiates dedication and passion in teaching, discipling, and
equipping church leaders and workers.
She graduated Magna Cum Laude in Bachelor of Arts in Psychology from the
Philippine Christian University. She obtained her Master’s in Christian Education at
Asian Theological Seminary and her doctorate degree in Biblical Counseling from the
International School of Divinity at Evansville, Indiana, USA.
Currently, she is the Academic Dean of the Heart for the World School of Pastors; she
also serves as the Director of Tehillah Worship Institute in Mandaluyong City and Board of
Trustees Treasurer at Jesus Loves You Ministries International.
Among her special trainings are the following: Scriptwriting for Television and Film at
Communication for Asia; Strategic Planning and Control at MBA Stewardship Christian
Management; Inner Healing and Social Transformation at Asian Theological Lay Institute;
Teachers’ Training at World Technology International; and How to Manage a Preschool at
Technology and Livelihood Resource Center.
Dr. Baluran is often invited as speaker, both national and international, for topics on
leadership, teambuilding, equipping equippers, curriculum design, inner healing and
transformation, and levels of relationship.

DR. EDGARDO D. GOMEZ
Professor Emeritus (Marine Biology)
Marine Science Institute
University of the Philippines Diliman
Dr. Gomez is a Filipino biologist who was conferred the rank of National Scientist in 2014
for his research and conservation efforts in invertebrate biology and ecology.
He obtained his bachelor’s degree in education, major in English and Social Science
(summa cum laude) from De La Salle University, his master’s degree in Biology as a
Fulbright Travel Grantee from St. Mary’s University of Minnesota, and doctorate degree in
Marine Biology from University of California in San Diego.
Dr. Gomez broke new grounds in the 1970s upon the inception of the Marine Sciences
Center of UP Diliman with him as the founding director. With assets amounting to no
more than two sheets of paper, he developed it into what is known today as the UPMarine Science Institute (UP-MSI) by recruiting staff that embodied the same virtues
that he deemed important—honesty, openness, and collegiality. Furthermore, his
optimism, determination, and self-confidence were crucial in overcoming the usual
hurdles that accompany the task of institution-building. After two decades of hard work,
UP-MSI was recognized as the National Center of Excellence in the Marine Sciences and
subsequently as the first and only Center of Excellence (COE) in Marine Science under
the Commission on Higher Education (CHED) COE scheme of promoting and rewarding
scientific excellence.
By 1998, the institute had produced 20 ISI-indexed publications yearly, averaging 1.2 per
senior staff. One of the institute’s strengths was its ability to draw research funding from
national and international sources. Dr. Gomez’s vision, patience, and dedication helped
put the Philippines on the center stage of marine science research.
He has received numerous awards, both before and after becoming a member of the
National Academy of Science and Technology, among them the UNEP Global 500 Roll
of Honor, the Presidential Lingkod Bayan Award, and the UP Concepcion Dadulfalza
Award for Distinguished Achievement. These awards are testimonials to his outstanding
leadership in the MSI and the Filipino scientific community.

Speaker’s Profile
LENI ROBREDO
Representative, Third District of Camarines Sur
Human rights lawyer, Maria Leonor Gerona-Robredo, emerged in
the public eye with the loss of her husband, former Naga Mayor and
Department of Interior and Local Government Secretary Jesse Robredo in
2012.
She was at the time already a veteran public attorney at the Public
Attorney’s Office, working with civil society organizations and defended
cases of the poor, which she worked mostly pro bono.
Leni Robredo became the representative of the Third District of Camarines Sur in 2013 after she was
persuaded to consider the political life, with a continuing commitment to her three daughters to
remain the caring mother she set out to be at the start of her married life.
Her record in Congress demonstrates a consistent focus on empowerment, across a wide range
of concerns, from systematizing citizens’ organizing to delivery of basic services to the poor and
addressing structural inequality.
Some of the bills she filed in the House of Representatives are: National Food Security Bill of
2015, Anti-discrimination Bill of 2013, People’s Participation in Budget Deliberation Bill, People
Empowerment Bill of 2014, Full Disclosure Bill, and the Freedom of Information Bill.
She also serves as Senior Vice Chair of the Committee on Revision of Laws and Vice Chair of the
Committee on Good Government and Public Accountability. She is an active member of the
Appropriations, Human Rights, Local Government, People’s Participation, Public Information, Rural
Development, Suffrage and Electoral Reforms, Welfare of Children, Women and Gender Equality, Bicol
Recovery and Economic Development, and Land Use committees.
Leni Robredo graduated from the University of the Philippines School of Economics in 1986, before she
took up her degree in Law from the University of Nueva Caceres in 1990.
During her term as coordinator of Sentro ng Alternatibong Lingap Panligal (SALIGAN) in Naga City
in 2007, the office was awarded the Kabalikat ng Bayan Award for its exemplary efforts to achieve
sustained growth and development through paralegal education and networking. The Volunteer
Against Crime and Corruption, a non-government organization working to eradicate crime and
corruption in the country, recognized her as the Most Outstanding Private Prosecutor in 2009.
Leni Robredo remains one and the same person in her various dimensions as public servant, advocate,
public defender, and mother. She is a nation-builder concentrating on the fundamentals: the
grassroots, women and children, and the poor.
