
Short grant application period necessitated deferring
detailed building assessments to validate needs until after
grant approval

Detailed exploration uncovered serious building envelope
issues not detected by visual inspection

Key Referendum Regulations
 NJAC 6A:26-3.7 – Local support of school facilities projects
 All proposed work and corresponding local and state share must be listed
in referendum question(s).
 If construction costs are less than approved referendum budget,
additional work not identified in referendum cannot be added to the
project scope.
 Excess funds can only be used to offset shortages for other approved
work if specifically stated in referendum question.
 If bids are higher than estimated in the referendum question, approved
referendum work cannot be eliminated without another referendum.
 State closely monitors all bond proceeds to ensure proceeds are applied
to approved projects.

 Major system needs cannot be addressed in yearly budget without
breaking 2% cap
 Cannot wait to accumulate capital reserves to address most critical
needs
 No state aid funding available for projects funded from capital reserve
or operating budget (other than previously approved ROD grants)
 Debt service aid available for referendum projects to reduce tax burden

HVAC and Electrical
 Provide air-conditioning (self contained DX unit ventilators) in 14
areas (11 classrooms, 1st floor Faculty Room, and 2 Administration
offices), upgrading electrical distribution as required.
 Replace rooftop HVAC system at multi-purpose room and stage and
upgrade HVAC in art room.
 Replace classroom ventilation exhaust fans in 3 classrooms, Girls
Toilet Room, and Administration offices.
 Upgrades to boilers to maintain operations.
 Repair chimney masonry and clean and line flue.
 Install building automation system control upgrades to provide a
centralized management system to improve energy use.
 Improve electrical capacity in each classroom.

providing voicemail programming, retrieval systems, paging,
public mass messaging, emergency and alert capabilities.
