Introduction
Worldwide
In 2012, global production of the appliance industry was 429.239 million
USD and by 2020 is expected to reach a production value amounting to 852.037 million USD with an
average annual growth of 8.9% for the period 2012 - 2020.
In 2012, the Asia-Pacific region produced most for this industry because it has three of the top producers in the world: China, Japan and South Korea. The European Union was the second most productive
region followed by North America.

Korea
The South Korean appliance industry is among the top 5 producers in the
world, only behind countries like China (world’s largest manufacturer of household appliances), USA,
Japan and Germany. Its industry was valued at over 16,000 million USD in 2012, representing 4% of
global production. There has been strong growth in this sector for the South Korean appliance industry,
over 15% compared to 2011, which has enabled it to replace Italy which occupied 5th position in 2011.
As for the internal structure in Korea, the household appliances market draws mostly from domestic
production, where we find two Korean companies dominating the domestic market, which are LG and
Samsung.

Internationalization
With regard to the international scene, the South Korean
household appliances industry must be said to be a sector with a really solid international presence
with good data related to international expansion in recent years.
In the first instance, this internationalization focused on mature markets in this sector, nearby countries
from Southeast Asia such as China, Japan or Thailand, or leading world powers such as: USA, Italy
and Germany. All this is shown in figures presented below and confirms the opening of this sector to
the outside world. The trade balance confirms that this is one of the countries with the most important
household appliances sector in the world.
It should be noted that they currently export nearly 50% of domestic production, which shows that this
is also an sector focused on exports in recent years, with the domestic market being saturated.

Mexico
We find another of the major appliance industries in Mexico, being the
main exporter in Latin America and the sixth worldwide above industry representative countries like
South Korea, Turkey and France.
The country has important national companies (Mabe, Koblenz, among others) and from abroad
(Whirlpool, LG, Samsung, etc.) which not only have invested in manufacturing plants but also in research
and development centers.

In 2012, Mexico had the second largest share of U.S. imports of these products. In the short term, the
Mexican appliance industry has good growth prospects for the coming years, with real growth rates
of 3.8% and 3.4% in 2012 and 2013 respectively.
We can also observe a widespread trend in Mexico concerning this sector; the majority of the great
world producers of household appliances have production facilities in Mexico, as is the case of Whirlpool, Electrolux, Samsung, LG or Daewoo, which may be due to:
- Low labour costs.
- Boarding tax exemption at the Mexican border.

Microenviroment
We now study the microenvironment of this sector in Mexico where we examine; the definition of the
sector; the supply analysis related to national production and imports in the sector; the demand analysis along with a study of sales and purchasing habits statistics; and finally the marketing analysis with
the study of the distribution channels and market access.
1. Definition of the sector
Electrical appliance can be defined as any device, tool or machine used at home that uses electricity
as an energy source. This industry can be split into two groups: bigger tools and smaller tools. The
bigger tools, also known as the “white goods”, are household appliances that are used in a stationary
manner since, by their size and weight, it is not possible to move them easily and they have a longer
useful life. On the other hand, the smaller the electrical household goods are, the easier they are to
move.
- Customs Clasifications
For the preparation of this market note, when conducting statistical studies, the following tariff headings
have been taken into account, according to the “Harmonized Commodity Description and Coding
System (HS)”.
Within what we have previously called “white goods” or bigger tools, we find the following:
- 84.15. Air-conditioning machines, comprising a motor-driven fan and elements for changing the temperature and humidity, including those machines in which the humidity cannot be separately regulated.
- 84.18. Refrigerators, freezers and other refrigerating or freezing equipment, electric or other; heat
pumps other than air-conditioning machines of heading 8415.
- 84.22. Dishwashing machines; machinery for cleaning or drying bottles or other containers; machinery for filling, closing, sealing or labelling bottles, cans, boxes, bags or other containers; machinery for
capsuling bottles, jars, tubes and similar containers; other packing or wrapping machinery (including
heat-shrink wrapping machinery); machinery for aerating beverages.
- 84.50. Household or laundry-type washing machines, including machines which both wash and dry.
- 84.51. Machinery (other than machines of heading 8450) for washing, cleaning, wringing, drying,
ironing, pressing (including fusing presses), bleaching, dyeing, dressing, finishing, coating or impregnating
textile yarns, fabrics or made-up textile articles and machines for applying the paste to the base fabric or other support used in the manufacture of floor coverings such as linoleum; machines for reeling,
unreeling, folding, cutting or pinking textile fabrics.

Separately, any other appliances or smaller tools, which would be those included in the following
chapters:
- 85.08. Vacuum cleaners.
- 85.09. Electromechanical domestic appliances, with self-contained electric motor, other than vacuum
cleaners of heading 8508.
- 85.10. Shavers, hair clippers and hair-removing appliances, with self-contained electric motor.
- 85.16. Electric instantaneous or storage water heaters and immersion heaters; electric space-heating
apparatus and soil-heating apparatus; electrothermic hairdressing apparatus (for example, hairdryers, hair curlers, curling tong heaters) and hand dryers; electric smoothing irons; other electrothermic
appliances of a kind used for domestic purposes; electric heating resistors, other than those of heading 8545.
2. Supply analysis
In this section we will study the current offer and the trend of household appliances in Mexico, being
composed, on the one hand, of domestic production and, on the other, of imports of these products
that Mexico carries out.
2.1 Domestic Production
The production of household appliances in Mexico has shown a very strong growth trend over the past
years. In fact, in 2012 the total production of appliances in Mexico was 6.690 million dollars, the highest
figure in the last 6 years, as you can see on the graph below:

As seen in the above chart, and as we have already mentioned, the production of household appliances in Mexico has had good growth rates over the years 2010-2012, recovering from the great market contraction suffered in 2009 caused by the global economic crisis, which caused a significant drop
in demand. Because home appliances are durable consumer goods and with credit restrictions, this
led to a drop in demand. The coming into force the following year of the “Replacement of Household
Appliances to Save Energy” program by SENER in 2010 could have also contributed to this decline in
demand. This could have caused many consumers to wait for the start of this program in order to purchase a new electrical appliance. On the other hand, very impressive sustained growth is expected for
the coming years until 2020, according to ProMéxico, with an annual growth rate of 7.3% on average,
which would reach figures that more than double the current amount by 2020.

- Main household appliances companies in Mexico
In the entire country of Mexico, about 269 appliance production centers coexist, according to ProMéxico surveys, State of Jalisco, the State of Mexico and the Federal District being the states with the most
production units. At the same time, Jalisco is the State with the most centers.
With regard to multinational companies present in Mexico, the ones standing out are Whirlpool (USA),
LG (Republic of Korea), Mabe (Mexico), Samsung (Republic of Korea) and General Electric (USA). Plus
many others, as can be seen on the next illustration.
With regard to domestic production centers in Mexico, in addition to the aforementioned transnational
Mabe, we find the following:

- Factors to consider as strengths for the sector in Mexico:
• Competitive costs. Mexico stands out as the country with the lowest operating costs of America in
processes involved in the manufacture of appliances, according to a KPMG study; this is mainly due to
relatively low labor costs and more simplified and short supply chains.
• Logistical access. There are significant benefits derived from proximity to the U.S. market.
• Resource capacity. The appliance sector in Mexico has capacity for the provision of some processes
and consumable goods required for manufacturing, such as:

- Federal programs to support the sector
Import Tax Refund to Exporters. In case of companies importing consumable goods which are incorporated into export goods, we offer the return of import taxes incurred by the purchase of such supplies.
Sector Promotion Programs. For importers of consumable goods which are incorporated into export
merchandise, the program allows importing these inputs with ad-valorem rate.
Manufacturing Industry, “Maquiladoras” and Export Services. It involves simplifying procedures for
companies that already have a structured trading plan. It allows them to temporarily import goods or
services used in an industrial process whose purpose is the production, processing or repair of goods
imported from abroad.
2.2 Imports of appliances
In this section we will study the trends shown by Mexican imports of household appliances. To do this
we rely on an analysis of imported products as well as of the main suppliers.
As seen in the following table as well as in the charts, the trend has been increasing (44.48%) throughout the study period, 2005-2012, except for 2009 when there is a drastic fall of these imports, because it had been a sector affected a lot by the global recession of those years. This is definitely the
case of Mexico, with a major fall in GDP that year of 19.09%.
By product categories, we notice a growth trend in all of them, the category 84.15 (Air-conditioning
machines, comprising a motor-driven fan and elements for changing the temperature and humidity,
including those machines in which the humidity cannot be separately regulated), with a rate of 26%
of total imports of these products, the category 84.18 (Refrigerators, freezers and other refrigerating
or freezing equipment, electric or other; heat pumps other than air-conditioning machines of heading
8415) with a rate of 22%, and the category 84.22 (Dishwashing machines; machinery for cleaning or
drying bottles or other containers; machinery for filling, closing, sealing or labelling bottles, cans, boxes, bags or other containers; machinery for capsuling bottles, jars, tubes and similar containers; other
packing or wrapping machinery (including heat-shrink wrapping machinery); machinery for aerating
beverages) with 16% being the appliances categories most in demand in Mexico, all corresponding to
the household appliances category “white goods”.
Imports from category 85.10 (Shavers, hair clippers and hair-removing appliances, with self-contained
electric motor), and from category 84.15 (Air-conditioning machines, comprising a motor-driven fan
and elements for changing the temperature and humidity, including those machines in which the humidity cannot be separately regulated), show higher growth rates with increases of 200% and 66%
respectively.

As for the origin of these imports, the main supplier of home appliances in the Aztec country is its
neighbor United States, due to being, amongst other reasons, a member of NAFTA, which means import / export of duty free goods among its members, and because of the depreciation of the Mexican
peso against the U.S. dollar in recent years. This represents almost half of these imports (45%) with a
figure over USD 1,500 million, followed in the second place by China with a figure of around 970 million
USD (28%). The Republic of Korea is the third largest exporter of appliances to Mexico with a sales
figure in this country of 185 million USD (5%) in 2012.
As for increase rates of home appliances imports to Mexico, the majority of them are not very high and
all have a positive rate. Exports from China stand out, showing an increased rate of 210%. The others
remain in similar figures throughout the study period.

The main home appliances exported by U.S. and China coincide mostly in general terms with those
imported by Mexico, which are “machinery for air conditioning”, “refrigerators, freezers and other machines or devices for cooling” and “warming machine or electrical equipment” .

As can be seen, Mexico presents an attractive market for imported household appliances. It experienced a growth rate of 44% for six years, having weakened since 2008 with percentages of 7.3%.
The increase since 2008 is homogeneous and continues to the present day without major changes. It
reveals a consolidated market which has not stopped from growing.

3. Demand analysis
When it comes to approaching the analysis of the demand for electrical appliances in Mexico, we will
analyze this by looking at the evolution of the consumption of electrical appliances in recent years, as
well as a description of what are the most common patterns when purchasing electrical appliances in
Mexico.
3.1 Local consumption
In 2011, the electrical appliances consumption in Mexico was 3.426 million USD and according to
publications of specialized Chambers of Commerce in the market, such as ProMéxico, a bright future
was predicted by early 2012 for the household appliances market in the Aztec country in the following
years with an average growth rate of 8.9%. This would lead to household appliances consumption
figures of 6,600 thousand dollars in Mexico by the end of 2020, doubling the figures of 2011.

In 2012 the constant growth rate predicted from ProMéxico had not occurred due to a shrinking market
that has arrived at a consumption of 2,035 thousand USD. This pattern is similar to previous occasions
after the completion of programs that stimulate consumption and is followed by an immediate increase
in sales at the beginning of the next program. The start of a new program is currently being negotiated
between the Government and the leading producers. Therefore, the average annual growth rate is
not expected to vary in the following years due in particular to:

Program for the “Replacement of Household Appliances to Save Energy” by SENER of the Secretary
of Energy of Mexico (2010). This program was initiated with the aim of stimulating sales in the sector in
2010 and consisted in consumers being able to change their “old” electrical appliance for a new one
with an incentive of 2,000 pesos plus the financing of the new product.
This explains why consumption increased in that year and since then it has made many consumers
decide to purchase a new appliance without the previous (“old”) appliance completing its entire life
cycle. So in 2012, with the Sener program closed, consumption is suffering because the consumer that
should have changed his appliance has already done so, plus those who didn’t need to change have
also done so.
Depreciation of the peso against the dollar. This caused much distrust for consumers since it lost 10% of
its value against the U.S. currency, which means that the consumer thought twice when applying for a
loan for the purchase of a non-essential product.
2012, the year of general elections for the presidency of Mexico. This led to general uncertainty
amongst consumers until the election of a candidate as president.
For all these reasons, the decline suffered in 2012 in terms of electrical appliances consumption in
Mexico is not expected to continue and it will regain good growth rates forecast by ProMéxico in the
following years until 2020
3.2 Consumption patterns
Globally, the household appliances market has been led mainly by developed countries where the
demand for these products is driven by the “replacement cycle” of the old appliance with a new one.
As for “emerging countries” like the case of Mexico, this is different, because urbanization, per capita
income growth and growth of the middle class stimulate a change in patterns of consumption of these
products. In addition, there are “new consumers” in these countries that want appliances for the first
time.
- Consumer preferences
When deciding on one appliance or another, technology is the main deciding factor. This sector is in
continuous development and presents an evolution along with the consumers’ lifestyle. Besides this,
there are other factors that determine the choice by consumers:
In recent years, there has been consumer concern for the energy use of each electrical appliance, that
can even be applied to any device, so that it causes the lowest environmental impact possible, both in
its use and at the time of disposal. This is due to both global warming and the rapid rise of fuel prices.
On the other hand, there is an increasingly popular trend in household appliances due to urbanization and lack of space. Families demand appliances that can be placed in tight spaces which have
two or more functions inwith an appealing design. In this respect, two functions are highly demanded:
auto-cleaning and shorter cycles.
We can also see that household appliances currently have more and more additional safety measures
that prevent accidents during use. Some measures that may be mentioned in this regard are: washing
machines securing their door when they are in the process of spin or stoves that have childproof locks.

Finally, there is an increasingly strong trend among consumers to demand smart appliances which include functions such as: automatic food purchases, automatic alerts to technical service centers when
there is a malfunction, remote programming from a computer or mobile phone, reporting and control
of electricity consumption.

4. Commercialization analysis
4.1 Distributions Channels
In Mexico, many different channels coexist when it comes to bring a product to market;direct importers,
representative agents, sales agents, distributors, retailers, as well as subsidiary companies of foreign
exporters.
Before entering the Mexican market it is important to take into account to the high distribution costs
mainly caused by high distribution margins applied by intermediaries.
MARKETING STRUCTURE
The marketing scheme used by manufacturers of electrical appliances is through representatives or
wholesalers, who are in charge of bringing the product to the final consumer.
Sometimes, the foreign manufacturer has to find representatives in Mexico or set up a warehouse with
their products as some department store chains and self-service companies require the provider to
have an office of the foreign company in Mexico for product warranty management purposes.

Of the above appliances distributors, most of them have a large trade flow in terms of imported products as all of them, Specialty Stores, Self-service Stores and Department Stores have the possibility of
importing products directly.
Self-service and specialty stores are those that have a larger market share because they have a network of stores in most of the Aztec country and handle a wide range of prices and models.
Also noteworthy is that of above distributors, “Viana, Electra and Famsa” are those with a higher degree of specialization, as divisions per type of household appliance and brand can be found in their
stores. This means that customers identify these stores as more suitable to find the type of appliance
they are looking for.

4.2 Market access
Mexico is the country with the largest number of Free Trade Agreements in force with other countries.
In particular, the country has 12 FTAs with 44 countries in force and, apart from being a member of
LAIA (Latin American Association of Integration), has been a member of the GATT / WTO since 1986.
As discussed in previous sections, the main country of origin of the products is the United States of
America. The Free Trade Agreement (NAFTA), conducted between Canada, Mexico and the United
States, has a total exemption of tariffs on these products. In this regard, we should mention that there is
currently no FTA in force between Mexico and the Republic of Korea although negotiations have been
taking place in recent years towards the signing of an agreement between the two countries, which
would improve and increase trade relations between both of them.
Similarly, the regulation regarding standards and non-tariff barriers in general is very incipient. This
chapter presents an overview of the general requirements for imports, rules that must be adhered to
by the importer, and regulation and tariff and non-tariff restrictions applied to products imported from
the Republic of Korea.
- Entry Requirements for Appliances in Mexico
When appliances enter Mexico, a number of requirements must be met for the marketing of these
products:
1. Be enrolled in the Register of importers under the Tax Administration Service.
2. Meet the rules set. In Mexico this is done through the issuance of rules, which are of three main types:
Mexican Official Standards (NOM), the Mexican Standards (NMX’S) and the Standards of reference,
which are developed by entities from the public administration in order to apply them to goods or
services purchased, leases and contracts when Mexican or international standards do not cover the
requirements or specifications become obsolete or inapplicable.
NOMs are mandatory technical regulations issued by the competent agencies and are aimed at
regulating the products, processes or services where they can be a real risk to the safety or health of
humans, animals and plants and the environment in general. Their purpose is to set the terminology,
classification, characteristics, attributes, measures, and technical specifications that products must have.
With regard to the present note, the NOMs concerning us are:
NOM-003-SCFI-2000. Safety specifications for electrical products. With the purpose of preventing
and eliminating the danger of users’ bodily harm. it is applicable to apparatus used for AC power and
/ or direct current.
NOM-015-ENER-2002. Specifications for energy efficiency of refrigerators and freezers. Limits, test
methods and labeling. It establishes maximum energy consumption limits for refrigerators and freezers
operated by hermetic compressors, establishes test methods for determining such energy consumption,
calculates the total refrigerated volume and specifies the power consumption and label content.
PROY-NOM-015-ENER-2011. Energy efficiency of refrigerators and freezers. Limits, test methods and
labeling. This has been a result of technological advances, national and international market conditions.

NOM-024-SCFI-1998. Commercial information for packaging, instructions and guarantees of electronic, electrical and household appliances. It aims to set business requirements information that must be
displayed on packaging, instructions and warranties for electronics, electrical, household appliances,
accessories and consumables intended for final consumers when they are marketed in the territory of
the United Mexican States.
- Import Taxation
Some of the contributions that are applied in the import process include the following:
General import tax (tariff). At present, the Republic of Korea has no free trade agreement in force
signed with Mexico. Therefore, Mexico tariffs for these products tend to vary between 5% and 15% for
the majority of items pertaining to appliances, but also giving an import duty exemption for many items.

Value Added Tax (VAT). VAT is applied to imports and is calculated by applying a rate of 16%. For imported tangible goods, we take the value used for the purposes of the general import tax plus the amount
of the latter charge and others that have to be paid in connection with the importation.
The rate in the border regions has been 11% so far but the Mexican tax reform proposes to bring this
in line with the rate of the rest of the territory.
Customs Formality Right (CFR). It is generated as a result of customs operations which are carried out
by using a relevant customs document under the terms of the Customs Law.
Right to storage. The Port Terminal grants a temporary period of 5 calendar days in cases of import
and after finishing unloading the ship.
Import Operations, such as:
- Review-prior.
- Container delivery.
- Empty equipment reception.
- Normal washing.

5. Conclusion
To conclude, we will show the most determinant aspects, both statistical and qualitative, for the Mexican appliances market:
Globally, it is an industry in the process of international expansion, being valued in 2012 at about USD
430,000 million.
The South Korean household electrical appliance industry is in the “top 5” of global producers, this
being a fully consolidated sector in the international market, which exports 50% of national production.

- Major global producers have offices in Mexico.
- The Mexican domestic production of appliances is recovering from the great depression suffered in
2009 caused by the global recession, exceeding the production prior to this recession.
- Mexican imports of household appliances mainly belong to “Machinery and apparatus for air conditioning”, “Refrigerators and freezers”, “Dishwashing machines” y “Water electric heaters”.
Four categories represent 80% of total

- Total imports of household appliances have increased by 45%, with the fastest growing items being:
“Shavers and hair cutting machines” with an increase of 200%; and “Machinery and apparatus for air
conditioning” with a rate of 66%.

South Korean exports to Mexico are those with more stable figures for the period 2005-12.

have grown by 48%.
Appliances demand in Mexico:
- Despite the decline in the consumption of household appliances in 2012, which was only of 2,035
thousand USD, an average annual growth rate of 8.9% is still expected.

- The Mexican market is one of the most interesting in the world as it has one of the largest number of
potential consumers.
- The main aspects to be considered by the Mexican consumer are: technology, energy use of each
appliance, compactness, safety measures during use, and “smart appliances”.
As can be observed in the table and chart below, trade relations regarding household appliances
between South Korea and Mexico are historically in favor of the Asian country, even with the decline
in South Korean exports in the latter year 2012.

Household appliances distribution channels in Mexico is remarkable because specialty and self-service stores cover a greater market share.
Over the last years, negotiations have been taking place between the governments of South Korea
and Mexico in order to sign a Free Trade Agreement which would lead to improved trade relations
thanks to the reduction / elimination of tariffs.
