A summary of development proposals for european landfill sites www.sufalnet4.eu development proposals for european landfill sites 2 development proposals for european landfill sites INTRODUCTION SufalNet4EU has brought together 15 regional and local authorities from 10 EU Member States to transform former and abandoned landfill sites into city parks, music domes, sports facilities, renewable energy centres, industrial estates, business parks and even a pet wellness centre. This Interregional Cooperation Project has been funded by INTERREG IVC. This Programme, which is financed by the European Union’s Regional Development Fund, helps Regions of Europe work together to share experience and good practice in the areas of innovation, the knowledge economy, the environment and risk prevention. Over a two year period beginning in January 2010, SufalNet4EU has produced 15 Action Plans for 29 landfill sites covering more than 500 hectares and triggering an investment volume of at least € 160 million. Working closely and intensively together, Project Partners have exchanged ideas, analysed problems, proposed solutions and supported each other in creating their individual Action Plans. To deliver 15 Action Plans, Project Partners have worked in 3 thematic Working Groups focussing on: • Redevelopment on a Regional scale: Campania Region (Italy), South Transdanubian Environment and Water Directorate (Hungary), Marshall office of the Wielkopolska Region (Poland), Extremadura Region (Spain) and Province of Noord-Brabant (Netherlands). • Redevelopment of Nature&Landscape: Oldham Metropolitan Borough Council (United Kingdom), Municipality of Lavrio (Greece), County of Böblingen (Germany), Sicily Region (Italy) and City of Košice (Slovakia). • Redevelopment of Economic functions: NV Afvalzorg (Netherlands), Bistrita City Hall (Romania), Belfast City Council (United Kingdom), Málaga Provincial Council (Spain) and County of Ludwigsburg (Germany) In a 5-phased step-by-step approach, each adding a new ‘chapter’, the draft Action Plans evolved into their final version for delivery at our Final Conference. At every step, questions on critical issues were addressed by all Project Partners in papers and in presentations at four plenary Conferences and nine Working Group meetings. At the Launch Conference of SufalNet4EU on 27 & 28 April 2010 in ‘s-Hertogenbosch, (Netherlands) step 1 was presented and discussed in their Working Group. This was to identify and select the landfil sites for redevelopment and it resulted in identifying and selecting of 36 landfill sites covering more than 500 hectares. In September and October 2010 the three Working Groups focussed on land use planning and met as follows: • Working Group for Economic Functions met on 15 & 16 September 2010 in Ludwigsburg (Germany); • Working Group for Nature&Landscape met on 21 & 22 September 2010 in Košice (Slowakia); • Working Group for Regional scale met on 5 & 6 October 2010 in Poznan (Poland). 3 development proposals for european landfill sites On 8 & 9 December 2010 all Project Partners attended a coördination conference in Lavrio, Greece to present and discuss step 3 i.e. environmental issues and technical aspects of landfill redevelopment. In March and April 2011 a further round of Working Group meetings was held focussing on implementation aspects such as public engagement, financing and legal aspects. • Working Group for Economic Functions met on 15 & 16 March 2011 in Bistrita (Romania); • Working Group for Nature&Landscape met on 23 & 24 March 2011 in Palermo/Agrigento (Italy) • Working Group for Regional scale met on 7 & 8 April 2011 in Caceres (Spain). On 15 & 16 June 2011 a plenary Coördination Conference was held in Belfast (Northern Ireland, UK). Project Partners presented their first Draft Action Plan and displayed their landfill site development proposals on posters. Key note speakers spoke on European funding, the European Investment Bank and how best to attract private investment. In September and October 2011 the second draft Action Plans were presented and discussed at a further round of Working Group meetings. Thereafter, • Working Group for Regional scale met on 14 & 15 September 2011 in Pécs (Hungary); • Working Group for Nature&Landscape met on 26 & 27 September 2011 in Böblingen (Germany); • Working Group for Economic functions met on 5 & 6 October 2011 in Málaga (Spain). Finally, all Action Plans were delivered by the Project Partners and their political representatives at the Final Conference in Cava dei Tirreni (Italy) on 16 & 17 November 2011. The politicians signed a Political Statement seeking to have their Action Plan implemented and to continue interregional coöperation for European cofunding. SufalNet4EU was administered by the Province of Noord-Brabant, Netherlands as Leading Partner. The following summaries describe the current state and location of the sites ear-marked for redevelopment together with the Partner’s vision for the future and how this can be achieved. The contribution made by SufalNet4EU to the regeneration of Giant’s Park has been invaluable and the best practice principles enshrined in our Action Plan will provide guidance to all those involved in future landfill regeneration projects. MOSTON BROOK corridor Oldham, UNITED KINGDOM http://www.oldham.gov.uk/ Simon Papprill Email; simon.papprill@oldham.gov.uk SITE •70 hectares of semi naturalised woodland and open space within an urban area •Located on the boundary between Oldham and Manchester •The corridor comprises 5 distinct landfill sites •Landfilling closed in the 1990’s •Not all sites are properly capped and monitored. BENEFITS •Active involvement of local communities by various neighbourhood representatives, landowners and businesses in a multi-agency partnership of Manchester and Oldham •And € 4 million investment. MESSAGE VISION The Moston Brook Corridor will be regenerated into a Country Park and Forest in the City as a green network by improving waterquality and bio-diversity in and around the brook and by improving pedestrian and cycle routes. Through participation in SufalNet4EU also local authorities are able to access the E.U.’s Cohesion and Structural Funds. This has allowed Oldham Council to be at the forefront of access procedures benefitting the local community. MESSAGE VISION SufalNet4EU pushed this project so that it is ready for implementation. Just 1,5 year was needed from technical study to realisation of the photovoltaic plant. In order to return the landfill sites to the forest another testing area for reforestation was installed at the Böblingen landfill. Both photovoltaic plant and testing area for reforestation are very good results of the project. For the other landfills wind power and forestry recultivation will be continued. On the south facing slopes of the landfill solar panels will be installed. A variety of structural variants has been analysed and developed to ensure the stability of the panels on the steep slopes and the maintenance of surface sealing. After technical planning, economic analysis, planning permission and tender construction has begun in july 2011. So already during SufalNet4EU this Action Plan is being implemented. Over 30 years time the landfill will be reforestated and given back to the forest. VISION Currently this landfill is used for a paper sorting plant, a photo voltaic system with approx. 80 kWp on the roof of the sorting plant and for landfill gas extraction. Additionally more photo voltaic panels and wind power turbines will be installed. The recycling plant and sorting centre will be extended with composting of trees and hedge cuttings. Over 30 years time as post closure period the landfill will be reforestated and given back to nature. BENEFITS •A total capacity of about 650 kWp installed; •Sorting centre and chaffing place for tree and hedge cuttings; •And 24 hectares recultivated area as forestry and open vegetation. MESSAGE SufalNet4EU also pushed this project in order to have the surface sealing completed and recultivated. Permits and agreements are to be handed in and completed similar to the case of the Boblingen landfill. The application for the waste law permit for sealing the surface was handed in to the Regional Commission Stuttgart with a hearing of all of those responsible for public issues. The slopes are used as turnaround place for recyling materials. The landfill gas is used for generating electricity. Additionally photo voltaic panels and wind power turbines are planned. Autobahn/ Rennstrecke County of Böblingen, GERMANY http://www.irabb.de Wolfgang Bagin Email : w.bagin@Irabb.de SITE •7.3 million m3 has been landfilled with excavation and construction waste since 1986 till 2004 •25 hectares •Located in forest area, next to the motorway A8 (Munic-Karlsruhe) •Distant from housing area •Surface sealing completed and recultivated since 2006. BENEFITS • A total capacity of about 5-6 MW is considered probable •€ 15,3 million investment, including maintenance in 20 years •And a net yield in 20 years of € 2,2 million (= annual revenue of € 110.000,-). MESSAGE VISION As a second measure in SufalNet4EU project a feasability study for wind power on the landfills Leonberg, Sindelfingen and Autobahn/Rennstrecke was contracted. The study demonstrated that the landfill Autobahn / Rennstrecke has the best wind potential in accordance with the wind atlas of Baden-Wuertemberg. This study also confirmed that 2 wind turbines are technically and economically feasable. Over 30 years time the landfill will be reforestated and given back to the forest. The installation of wind power plants on landfills is basically unproblematic regarding stability, although conditions for the relatively complex foundation have to be explored and considered. As part of the aftercare of the landfills in the county of Böblingen the suitability of the closed landfills have been studied for the implementation of wind energy. It will be planted with fast growing trees for 3 – 5 times harvesting in 20 years for the growth of renewable biomass fuel. There will be spots for leisure activities too. A recultivation plan will be implemented. SITE •2,5 million m³ has been landfilled with demolition waste and soil since 1999 •Am Froshgraben is in operation since 1999 and will be closed in 2022. •41 hectares •Located 1 km northwest from the Municipality of Schwieberdingen in the middle of the County of Ludwigsburg • Basement layer for low contaminated mineral waste •Test field area of 2 hectares for a short rotation plantation. 20 BENEFITS MESSAGE •Revenues are in total about 28,500 € per hectare after 20 years •Integration of the site harmoniously in the surrounding area •Providing biodiversity as a soil habitat for flora and fauna •Feeding local demand of biomass for energy production. Our SufalNet activities included the basic evaluation for the development of a short rotation plantation on landfills. The scientific findings and technical expertises will be implemented in our recultivation plan. This information is available for local and regional public authorities to assess the feasibility of such options for their landfills in Europe. As after use of the landfill various sports facilities will be planned such as for skating, archery, climbing, minigolf, tennis, petanque and playground. •The landfill is located in the “Dehesilla de Mérida” •Located 4 kilometers south of the city center of Mérida, and 2 kilometers east of the city center of Calamonte •It is estimated that the landfill received about 671.000 tons of waste •Landfill closed in 2002, and sealed in 2003. •Capping and gas abstraction implemented. VISION At the surface of the landfill a solar photovoltaic plant connected to the grid will be installed. The building already on site will be modified to be redeveloped into an awareness centre and environmental classroom to inform the public about alternative energies, waste management and nature conservation. Furthermore the landscape will be regenerated with native flora for having it integrated in the natural surroundings and species. MESSAGE Main results of SufalNet4EU for Málaga’s County Council are: • The rehabilitation of two closed landfills: Ronda and La Viñuela. • High level of participation of local and regional institutions: Ronda and La Viñuela town councils, Government of Andalusia, Andalusian Energy Agency, University of Malaga, etc. • Possibility of European funds to finance the Action Plan. The project RECONVER (Programme POCTEFEX – ERDF) has approved to finance the environmental recovery of the landfills. MESSAGE The city of Pécs is committed to establish a sustainable city, based on local natural, economic and human resources - but not exploiting it - and to secure the basic human needs and the dignity for its citizens and next generations. Pécs has gladly participated in the SufalNet4EU programme that targeted the recultivation and utilization of industrial landfills and would like to apply the gained knowledge in the development of its sustainable city. SIGNATURE János Kővári, Member of Parliament, president of the Committee for Development of Natural and Human Resources of the Municipality of Pécs 25 development proposals for european landfill sites 13.Myslava City of Košice, SLOVAKIA http://www.kosice.sk/ Andrea Gizicka Email: Gizicka.andrea@kosice.sk SITE VISION •2 million m3 / 1,2 million tonnes of waste stored •Around 18 hectares and a height of 40 metres at is highest •Waste dumped since the 1950’s and landfilled until 207 •Landfill is located in the western part of the city in close proximity of residential area •It is situated on the northern bank of the Baška brook in a hilly and forested area •Myslava is classified as a likely environmental burden and has received a grant for remediation of the site bank of the Baška brook in a hilly and forested area. Because of residential neighbourhoods, surface water and forest nearby public health and environment have to be protected against the impacts of the landfill. The area of the landfill is to be recultivated in order to give access to the forests and fields around. Pursuant to the completed re-cultivation project for the Myslava landfill, the site should be returned to a grassy surface immediately following re-cultivation with no additional redevelopment during this phase while the site will be used in the same manner as other forest meadows (clearings). 26 BENEFITS • R ebuilding the value of the land - the value of the existing landfill is zero, while the value of the grass-covered land can be expressed in positive numbers • Elimination of environmental and health risks - despite the fact that it is difficult to explicitly define these benefits, they are clearly present and are indisputable. With the approach of SufalNet4EU, it will be possible thanks to the photovoltaic system to generate revenue and to reduce by more than 50% public funding necessary to the reclamation of the site. This result represents a significant achievement, especially considering that the site has a low financial value to the potential reuse of the area because of a number of constraints and to the small surface of the area (1.3 hectares). For future use the landfill is to be remediated and reshaped. 28 After this reclamation 2 hectares will be reforestated, 4 hectares will be used as a garden park of touch, scents, colours and sounds, 1 hectare will be installed with solar panels for 500 kW and 2 hectares wil be planned for a health center for animals. SIGNATURE George Avram, Vice Mayor of Bistrita City Hall BENEFITS VISION • O ne of the most important benefits of the participation of Bistrita as a partner in the SufalNet4EU Project is the chance to create a Local Action Plan for the redevelopment of the former Zavoaie Landfill; • The exchange of good practices was also an advantage for Bistrita as all the other partners have already closed their sites and began the redevelopment of the landfills so that Bistrita could learn and take advantage of the partners’ ideas in order to adapt those ideas to Bistrita’s needs; • Working with professionals and dedicated people was also a benefit and Bistrita’s project team had a lot to learn from them in order to attend future projects that involve partnerships between EU members; • A total investment of € 6 million. Preferred option is a city park comprising four elements: skateboard park, outdoor fitness area, children’s play area and an interpretative centre. Linkage to the city via a river walkway is an important element in this vision. Continued political support and stakeholder engagement will be a continuing requirement especially from decision makers and funders. MESSAGE It is a great honour for Bistrita to be a pioneer in this kind of project in Romania. Bistrita is the first city in Romania that closes its landfill site and starts a redevelopment plan. After consultation with the local community recreational functions are adopted for redevelopment. A public park has been designed with ponds located in the western part of the area, cycling roads, playground for children, luge track and landscape view point. MESSAGE The cost of the landfill closure and rehabilitation (€ 1,065 million) is a big burden for the community. Granowo is a small (5000 inhabitants) agricultural community and its budget is just 3,2 million yearly. Without additional European co-funding Gronowo can not afford the rehabilitation of the landfill. A leisure estate is being developed within a landscape and ecological framework of 325 hectares with golf course, Animal Kingdom, outdoor event area, bungalow park, crêperie, amphitheater, midget-golf, wellness farm, play ground, bicycle route, fitness track, large garden center and ecological zones (65 ha). The design and architectural principles are partly based on the famous painter Van Gogh who lived in Nuenen. VISION The City Council’s ambition is to clean up all waste and contaminated soils within one generation. Within the projects masterplan 1300 residential homes are planned. Bergen op Zoom wants to bring about a balanced connection between buildings for housing, employment and amenities, green areas and cultural history. The former Nedalco area and the fortifications on the waterfront are the cultural-historical places within the area. The fortifications on the waterfront will be restored and the adjoining canals and old harbor will be opened up. This has demonstrated that the DIC is financially feasible. The total investment volume will be about € 80 million. € 7 million will be used for transforming the landfill in industrial area. Due to a dike breach of the Meuse in the past a so called dikebreach hole arose at that spot •The depth of the wheel is 4 meters. It was used to dump household and industrial waste in the period between 1960 and 1973. The height of the landfill to the surrounding area is 1 to 2 meters. The site is located outside the dike in an agricultural area and is currently in use as pasture, grazed by sheep. •An integrated area development of 32 hectares that include residential area, waterretention and restoration of cultural values in typical hedges (Maasheggen) •Environmentally controlled landfill as a public park in residential area •a total investment of € 500.000 for remediation and redevelopment costs of the landfill. Because of climate change high flood waves are to be expected. As a consequence the river could be polluted by the waste dumped in the landfill. Therefore the municipality wants to start an integrated area development (32 hectare) in the floodplain of the river Meuse with neighbourhood park, water retention, restoration of typical hedge forms, sport facilities and residential area’s on new dike along with floating homes. MESSAGE VISION The town council has started a project to regenerate the area and to have a new community centre replacing the existing centre that is in a poor condition. The most suitable location for this new centre would be the open space of the former landfill in the middle of the Padbroek area. 2 primary schools and a child care facility should be integrated in this new building. Because of concerns for public health risks community’s acceptance is crucial in this redevelopmentplan Our aim is to create an open atmosphere where all stakeholders are free to express their concerns and to empower the commmunity in public participation. This is not a formal consultation process but the views of the stakeholders are decisive in the implementation of the plan. Social acceptance is a key implementation aspect for having landfills succesfully redeveloped.
