A
dmiral robert j. papp, jr. assumed the duties of the 24th Commandant of the United
States Coast Guard on May 25, 2010. He leads the largest component of the Department
of Homeland Security (DHS), comprised of 42,000 active duty, 8,200 Reserve, 8,000
civilian and 31,000 volunteer Auxiliarists.
The Coast Guard is “Semper
Paratus” — Always Ready — to use
its distinctive blend of military,
humanitarian and law enforcement capabilities to save lives and
property at sea, protect and maintain our ports and maritime transportation system, secure our borders, respond to natural disasters,
protect our marine environment
and defend our nation.
The Coast Guard is also America’s oldest continuous seagoing
service and one of the nation’s five
armed services. We trace our history back to August 4, 1790, when the
first Congress authorized the construction of ten vessels
to enforce tariff and trade laws and to prevent smuggling. Our people are committed to the Coast Guard’s
core values of Honor, Respect and Devotion to Duty.
As a flag officer, Admiral Papp served as Commander, Coast Guard Atlantic Area, where he was operational commander for all U.S. Coast Guard missions within
the eastern half of the world and provided support to
the Department of Defense; as the Chief of Staff of the
Coast Guard and Commanding Officer of Coast Guard
Headquarters; as Commander, Ninth Coast Guard District, with responsibilities for Coast Guard missions on
the Great Lakes and Northern Border; and as Director
of Reserve and Training where he was responsible for

managing and supporting 13,000
Coast Guard Ready Reservists and
all Coast Guard Training Centers.
Admiral Papp has served in six
Coast Guard cutters, commanding
four of them: Red Beech, Papaw,
Forward, and the training barque
EAGLE. He also served as commander of a task unit during Operation Able Manner off the coast
of Haiti in 1994, enforcing United
Nations sanctions. Additionally,
his task unit augmented U.S. Naval
Forces during Operation Uphold
Democracy.
He is a 1975 graduate of the
United States Coast Guard Academy. Additionally, he
holds a Master of Arts in National Security and Strategic Studies from the United States Naval War College
and a Master of Science in Management from Salve
Regina College.
Admiral Papp is the 13th Gold Ancient Mariner of
the Coast Guard. The Gold Ancient Mariner is an honorary position held by an officer with over ten years of
cumulative sea duty who has held the qualification as a
Cutterman longer than any other officer.
Admiral Papp is a native of Norwich, Connecticut.
He is married to the former Linda Kapral of East Lyme,
Connecticut. Admiral and Mrs. Papp have three daughters, and one granddaughter.

ice admiral paul f. zukunft previously served as the Assistant Commandant for
Marine Safety, Security and Stewardship. His other Headquarters flag assignments
include the Director of Response Policy and the Assistant Commandant for Capability.
In 2010, Vice Admiral Zukunft
served as the Federal On-Scene
Coordinator for the Deepwater
Horizon Spill of National Significance, where he directed more
than 47,000 responders, 6,500 vessels and 120 aircraft during the
largest oil spill in U.S. history.
Vice Admiral Zukunft was
promoted to flag rank in 2006. His
previous flag assignments include
Commander, Eleventh Coast
Guard District and Director, Joint
Interagency Task Force West.
Vice Admiral Zukunft’s senior
staff assignments included Chief
of Operations, Coast Guard Pacific Area and Chief of
Operations Oversight, Coast Guard Atlantic Area where
he directly supervised all major cutter operations in the
Atlantic and Pacific theaters. He also served as Chief of
Staff, at the Fourteenth Coast Guard Districin Honolulu. He has commanded six units and served extensively
in the cutter fleet where he commanded the cutters
Cape Upright, Harriet Lane, and Rush.

Vice Admiral Zukunft graduated from the United States Coast
Guard Academy in 1977 with a
Bachelor of Science degree in Government; from Webster University
in 1988 with a Master of Arts degree
in Management, and from the U.S.
Naval War College in 1997 with a
Master of Arts degree in National
Security and Strategic Studies.
He is a graduate of the Asia
Pacific Center for Strategic Studies
Executive Seminar and Harvard’s
Kennedy School of Government
National Preparedness Leadership
Initiative course.
Vice Admiral Zukunft is a native of North Branford, Connecticut. He wears the permanent Cutterman
pin and is a certified NIMS ICS Type I Area Commander. His personal awards include the Department
of Homeland Security Distinguished Service Medal,
Defense Superior Service Medal, three Legions of Merit
and five Meritorious Service medals with “O” device,
among others.

His year’s Winner of tHe admiral joHn b. Hayes aWard for Unit Excellence is
the crew of the Cutter Bertholf, homeported in Alameda, California, which has
demonstrated the highest level of professionalism in carrying out its vital national
security mission.
The Cutter Bertholf is the vanguard of the Coast Guard’s persistent, capable and expanding reach of
maritime governance in the Pacific. In 2012, the crew began with an intensive maintenance and training
period in preparation for a 144-day deployment. The crew adopted new techniques for efficiency in training, which were ultimately adopted as best practices, establishing standards for sustained fleet maintenance models.

The Bertholf also served as a testing and evaluation platform for understanding the Coast Guard’s
capabilities and reach in offshore and coastal operating areas. Crew members were central in determining
the best of three competing designs.
In addition to these testing successes, the Bertholf participated in a daring search and rescue operation
in a deep Pacific gale to rescue two badly injured crewmembers of a British sailboat. The Bertholf safely
negotiated 20- to 25-foot seas for more than 400 nautical miles, averaging a remarkable 18 to 20 knots. Once
on scene, the Bertholf coordinated with two C-130s from Air Station Sacramento, and a helicopter from Air
Station San Diego, as well as onshore medical personnel, to safely retrieve the wounded individuals from
the sailboat.
The rescue proved on the world’s stage the type of heroism and essential services the brave men and
women of the Coast Guard provide on a daily basis, risking their lives to save others. Congratulations to the
crew of the Bertholf on the Admiral John B. Hayes Award.

etty officer stepHen j. cHopek, a first class aviation maintenance technician stationed in Kodiak, Alaska, is the 2013 winner of the Admiral James S. Gracey Award
for Professional Excellence in recognition of his superior performance of duty.
Chopek embodies the Coast Guard’s core values
of honor, respect and devotion duty, consistently
showcasing excellence and professionalism in all
aspects of his life, both on and off duty.
Chopek is being recognized for his on-duty work
during a search and rescue mission when the helicopter he was onboard experienced a mechanical
emergency, requiring immediately landing. The helicopter’s tail rotor endured high oil temperatures,
which, if not addressed right away, would cause the
aircraft to lose control.

procedures, preparing for the possibility of an at-sea
ditching, and ensured a mayday call was transmitted with an accurate location. With Chopek’s help, the
pilots landed safely among Kodiak’s mountainous terrain. As if being forced to make an emergency landing
weren’t dangerous enough, once on land, Chopek noticed a number of bears near the helicopter’s landing
zone. The crew quickly vacated the helicopter and made its way to shore, where a Coast Guard small boat
met them and took them to safety.
In addition to these actions, Chopek also serves as the chairman of Air Station Kodiak’s Enlisted Flight
Examining Board, where he conducted 18 flight mechanic and basic aircrew instructor flights, and 12 ground
phase sessions with aspiring helicopter crew members.
In his personal life, Chopek further embodies the Coast Guard’s core values. He is a coach for the
Kodiak Football League, where he led fundraising efforts to help buy equipment for those children who

could not afford it. Chopek also volunteers with the local wrestling club, and helped raise money for a local
martial arts tournament. He has also spent countless hours working at the Kodiak Christian School serving

Cutter Halibut, stationed in Los Angeles/Long Beach. The team, consisting of
BMCS Terrell Horne III, MK2 Jonathan D’Arcy, BM2 Michael I. Walker, and FS2
Brandon Langdon, demonstrated truly heroic actions the night of December 2, 2012, during a maritime law enforcement case.
During early morning hours, the Halibut noticed a suspicious unlit vessel among the rock shoreline of Santa Cruz
Island, so the cutter deployed the small boat crew to investigate. As the small boat crew approached the unlit vessel and
identified themselves as law enforcement, the suspicious boat
ignored commands to stop and charged directly at the Coast
Guard boat, crashing into them.
Prior to the collision, BM2 Walker had maneuvered the
small boat to minimize the crash. MK2 D’Arcy, demonstrating
superb composure and concentration, fired multiple rounds at
the suspect vessel in attempt to defend himself and his crewcgc Halibut.

FS2 Langdon and BMCS Horne were both thrown from the boat into the water, with Horne suffering grievous injuries in the process.
The crew’s training kicked in, and MK2 D’Arcy shifted into his role of EMT, exhibiting remarkable skill
and professionalism while he treated Horne. Despite the small boat being severely damaged in the crash,
BM2 Walker was able to pilot the boat back to the Halibut, ensuring the best chances of a medical evacuation for BMCS Horne.
MK2 D’Arcy’s and FS2 Langdon’s ardent first aid efforts kept BMCS Horne alive during this transport,
but tragically, BMCS Horne succumbed to his injuries as the Halibut arrived in Port Hueneme. These crewmen, despite immense personal danger and grave circumstances displayed fortitude and dedication during an exceptionally difficult case.

I
t was with a heavy heart that the Coast Guard Foundation said goodbye to one of its
founding fathers and most ardent supporters recently. CAPT Carlton E. “Gene” Russell,
USCGR (Ret.), passed away on April 9 in his hometown of Costa Mesa, California.
Gene, who was a partner at the law firm Russell, Mirkovich & Morrow, served as
a director of the Foundation from 1984 to 2010, after which he was conferred Trustee
Emeritus status. Gene was with the Foundation as it transformed from the Coast Guard
Academy Foundation, which served the cadets of the Coast Guard Academy, to the Coast
Guard Foundation. During Gene’s tenure the Foundation expanded its mission to serve
the enlisted corps and their families.
CAPT Russell was instrumental in getting the Coast Guard Foundation’s Southern California Scholarship Golf Tournament off the ground, and led the organizing efforts for many
years. Since its inception in 1992, the tournament has raised $813,000 for scholarship funds
for the children of enlisted Coast Guard members. In addition he supported the Pacific Area
Awards Dinner, the Family Disaster Relief Fund, and other Foundation initiatives.
Gene graduated from the United States Coast Guard Academy in 1952. After several
years of sea duty in the Coast Guard, he received his Juris Doctorate, with Honors, from
George Washington University Law School, where served as Legislation Editor of the
George Washington University Law Review, Captain of the National Moot Court Team and
was elected to Order of Coif.
Following an assignment as legal officer for the 11th Coast Guard District in Long
Beach, California, Gene returned to sea until 1965, when he entered the private practice of
law. He remained in the Coast Guard Reserves, retiring as a Captain.

What is the coast guard foundation?
The Coast Guard Foundation is a 501(c)(3) non-profit organization founded in 1969.
It was initially created to provide funds for academic, athletic, and morale needs of
the Coast Guard Academy and its cadets which were not covered by federal operational
funding. In 1986, the Foundation expanded its charter to support projects that enhance
the education, welfare and morale of all Coast Guard members and their families.
The Foundation is governed by a Board of 100 Trustees from all parts of the country.
The Trustees elect from their members a 30-person Board of Directors to oversee
the management of the Foundation. Located in Stonington, Connecticut,
the Foundation employs a staff of 12 civilians responsible for meeting the
Foundation’s objectives and working closely with the Coast Guard on all issues.
What does the coast guard foundation do?
The Coast Guard Foundation is a national nonprofit organization dedicated to enhancing
the lives of the men and women of the Coast Guard and their families. The Coast Guard
Foundation provides education, support and relief for the brave men and women, who
enforce maritime law, protect our homeland and preserve the environment. The Coast
Guard Foundation aims to strengthen their service to our nation by encouraging them to
excel on- and off-duty. The Foundation supports numerous programs and projects through
donations from individuals, corporations and through grants and special fundraising events.
The Foundation also supports academic, athletic, and leadership excellence for cadets
at the Academy; provides college scholarships to dependents of enlisted personnel;
funds recreational and family-oriented facilities; and supports educational and morale
programs at bases, on cutters around the nation; as well as hundreds of smaller projects.
