Dear powerboating friends,
Federation.
We all know that we are in an intense transitional phase and that there is a lot of work to be done to put the UIM
train on the right track in the interest of our sport.
CONTENTS
It fills me with great pride and honour to have been elected as President of the International Powerboating
I am committed to making sure that the UIM will focus on three main action points: integration, democracy and
reputation. The UIM will strengthen its position as:
– the Federation of Federations, acting as a true link between all National Authorities
– a Union governed by a democratically-inspired, decision-making process and serving its members with
integrity and transparency
– a point of reference for powerboating as one of the leading motor sports worldwide
Doing this we will have the chance to establish powerboating as a powerful sporting movement - and we will
achieve our short and midterm goals more successfully.
In the forthcoming season, which looks fascinating, we will focus on the development of young talent through
our Formula Future, the reinforcement of cooperation with the Olympic Committee and the promotion of
environmental awareness and environmentally-friendly technologies and fuels.
I am prepared to guide the UIM into the future and, by working together, we will succeed.
I wish you all a safe and successful powerboating season!

participating in offshore racing. Its brief is to study, draw up and enforce rules for
offshore competition, assist in compiling the racing calendar and defining
championship status, examine requests for record homologation and set up
specific technical working groups and sub-commissions as necessary.

International Medical & Safety Commission
The International Medical & Safety Commission convenes to consolidate all
aspects of safety in all disciplines of racing. It studies health in sport, newly
emerging sports medicines and treatments, aspects of personal and overall

improvement to Council. The Presidents of the four main Commissions are
automatically seconded to COMINSAFE.

The River Marathon Sub-Commission is responsible for coordinating meetings

of reaching the podium may never be
beaten. Only Cappellini is even somewhat
close enough to challenge this record with

Gillman’s four world titles are second only to
Cappellini’s nine. These were set in a little
over ten years of racing compared to
Guido’s eighteen seasons. Scott Gillman will
go down in this sport as one of the most
talented and gifted drivers ever to enter this

Over the last few years, F2000 class has
experienced very turbulent times and at the
outset it appeared that 2007 would be no
different.

However, things changed as soon as the UIM
decided to grant the organisational rights of the
UIM F2000 World Cup Series to three
distinguished gentlemen with extensive
experience in powerboating – Abdul Salam
Fairooz, Leif Ahlborg, and Modris Kalnciems. The
three quickly agreed on the action plan and
organisation of the series and the season was off
to a good start.
With this victory Colin set himself on the way to
become the overall World Cup title winner for the
second year in a row. Overall, the opening round
was a success and the series looks forward to
going back to Vila Real de Santo Antonio for many
more years.
As Kalnciems was responsible for the first two
rounds of the series, his team took the initiative to
create a new logo and a website for the Series.
The launch of both was at the opening round of
the series in Vila Real de Santo Antonio, Portugal
on May 26.
Over the course of the season, the new identity of the
series was widely accepted and appreciated by
spectators, fans, drivers, local organisers,
cooperation partners and the UIM. As a result, it was
decided that starting from 2008 the class will be
renamed from F2000 to F2 in order to become a more
competitive brand in the sporting events market.
As already mentioned, the opening round of the
series was held in the Portuguese Algarve. Overall
some sixteen drivers representing eleven nations
entered the race.
In the Speed Record competition, Ugis Gross
from Latvia reached a top speed of 175 kmh.
Gross was followed by Kuwaiti Yousef Al Rabayan
(170 kmh) and Owen Jelf of Great Britain. In the
Match Race competition, Rick Ivar Hakonsen of
Norway proved he has the biggest nerve in headto-head competition by beating Italian Alex
Carella in a nail-biting final. In the battle for third
place, Colin Jelf of Great Britain beat Al Rabayan.
In the Grand Prix of Portugal itself, all sixteen
boats were ready to fire-up. Al Rabayan had pole
position and, as he was looking to maintain the
lead while passing the first buoy, his boat collided
with that of Colin Jelf. Due to the damage, the
Kuwaiti completed only six laps and ended his
opening race with a spectacular barrel-roll.
After that, the whole race was led by Owen Jelf,
who was also the first past the chequered flag but
later received a one lap penalty and was pushed

the second round of the 2007 World Cup Series
on the River Daugava flanked by two bridges and
with the old city on one side of the course.
In total, seventeen drivers entered the race
representing eleven countries. Al Rabayan with
178 kmh won the Speed Record competition
followed by Owen Jelf (174 kmh) and Italian
Gianni Manici (169 kmh). The local crowd cheered
on Uvis Slakteris as he beat the flying Frenchman
Jean Baptist Thomas in the Match Race final. Ivar
Hakonsen managed to take third by beating Al
Rabayan.
Out of seventeen boats entered, only fifteen were
able to start the Grand Prix of Latvia. Young Italian
Alex Carella had pole position and he allowed no
room for the others to pass him throughout the
entire race earning his first ever F2000 World Cup
event victory.
There was very fierce competition for second place
between Ivar Hakonsen and the local favourite
Gross who managed to pass his local rival
Slakteris to push him off the podium. Nevertheless,
Ivar Hakonsen managed to hold his position and
finished second leaving Gross in third.
The race in Riga is part of the annual Riga City
Festival, which receives wide public attention.
This year’s event received a special honour when
the newly elected president of Latvia, Valdis
Zatlers, took his place on the pace boat during
the parade lap prior to the Grand Prix itself.
After the race in Riga, the teams headed off to the
Middle East for the third round in Jeddah, Saudi
Arabia. Overall sixteen boats were at the line up,
although Speed Record was cancelled due to
technical issues. Match Race was won by Ivar
Hakonsen beating Slakteris in the final.
Third in the Match Race was Gross who managed
to beat Colin Jelf, who also won the Grand Prix
race and, thus, came very close to winning the
overall 2007 World Cup classification. Arif Al
Zafeen (UAE) was second and was followed by
Jean Baptist Thomas.
The final round of the UIM F2000 World Cup
Series was held in Kota Kinabalu, Sabah located
on the Malaysian part of Borneo Island – home of
the Orangutan and Proboscis monkey.
In all eighteen drivers entered the race and with a
speed of 156 kmh Al Rabayan won the speed
record and left two Latvians behind him –
Slakteris (150 kmh) and Gross (147 kmh). Match
Race was canceled due to weather conditions,
while the Grand Prix of Malaysia was started on
Sunday afternoon but then stopped and
postponed to Monday morning, which offered
much better conditions for reigning champion
Colin Jelf who won the race and earned a second
consecutive World Cup title. He was followed by
his brother Owen and Ivar Hakonsen. The local
organiser of the event in Kota Kinabalu did an
excellent job and the series is keen to have more
rounds in this beautiful location.
The 2007 season can be considered a success as
the series managed to organise four World Cup
events. In addition, a professional TV programme
was produced and broadcast over various
international channels for all of the events.
Organisers are keen on continuing the
development of the UIM F2 World Cup Series and
hope that 2008 will bring many more positivity to
the F2 class and powerboating in general.

In Malaysia eighteen contracted drivers from
eleven countries started as Spanish and
Brunei pilots joined the race in Sabah. It
started promisingly enough for Frode
Sundsdal with his Baba boat but after Rick
Ivar Hakonsen’s crash on the second lap, the
race was stopped.

The weather conditions were merciless
which resulted in a difficult decision for sports
commissioner Gordon Sutherland to
postpone the race by 24 hours, despite the
presence of 100,000 spectators, a live TV
broadcast and the attendance of some very
important guests.
Some it helped, some it didn’t but the
Monday morning arrived with calm water, no
wind and great deal of spectator interest. As

Scandinavia stages the UIM F2000 European Cup
The 2007 Scandinavian Formula 2000 series
was, for the first time, allocated the title UIM
F2000 European Cup with six events
including one in Finland, two in Norway and
three in Sweden. All were televised and
broadcast on the largest sports channel in
Northern Europe, Viasat Sport and watched
by some 10–20,000 spectators.
Nora
The first round was organised in Nora,
Sweden where a total of fourteen boats put
on a great show in the Grand Final with
Norwegian Rick Ivar Hakonsen in top form
winning in front of Uvis Slakteris and Ugis
Gross, both representing Latvia.
Ekenas
Ekenas, a new venue in the south of
Finland’s archipelago, was the host for round
two. Despite a delay due to bad weather, the
Grand Final eventually got under way with
Finland’s Anders Forsstrom penalised for
jumping the gun.
Gross took the chequered flag after the OOD
decided to stop the final after 70% of the
race, due to the bad weather conditions.
Second was Finland’s Olle Martin with third
going to Marit Stromoy of Norway, the only
female driver in the class.
Karlshamn
For the third round of the European Cup and
Mercury Grand Prix Tour, the teams went to
Karlshamn in southern Sweden.

Gross again showed his skill by taking the
title. Slakteris was second with Stromoy
again in third. Unfortunately, Josef Robayan
failed to start the final, despite presenting
the first Formula 2000 boat with crash boxes

Tonsberg.
Round Four was organised by former F1
driver Thomas Guttormsen in Tonsberg
Norway. Unfortunately, home favourite
Haakonsen blew his engine during
qualifying. In the final, Gross was the first to
the chequered flag but hitting the start buoy
resulted in a one lap penalty. It meant the
winner of the Tonsberg Grand Final became
Slakteris in front of Martin and Jonas
Andersson.
Drammen
Around 10,000 fans gathered at a new race
site in the centre of Drammen for a hectic
race on the 1,350m course.
Although the low number of drivers was due
to a World Championship round in Riga the
same day, the ten pilots presented lap times
down to 33 seconds. Gross was the only
international driver racing in Drammen on
the Saturday and in Riga the following day.
Gross had pole and kept his position all the
way to the chequered flag. Martin was

second home before Stromoy, Stark, Fors
and Osterberg. But there was a dramatic
twist when chief scrutineer Peter Widmer
decided to disqualify Gross for using an
illegal engine.
Stockholm
The final round at a new race site in the Port
of Stockholm saw Stromoy take the Grand
Final win ahead of Gross, Fors, Slakteris and
Gennady Tuchkov of Latvia. After the Grand
Final, Gross was crowned winner of the UIM
F2000 European Cup for 2007 and awarded
the UIM gold medal with Slakteris taking
silver and Stromoy the bronze at the
traditional Awards Banquet held at the Hilton
Hotel in central Stockholm.

Arlaut triumphed in the Runabout and Ski
Divisions respectively.
The 2008 season will be opened as usual with
the Guadalupa Rallyjet World Championship,
while the Classpro World Championship will
be hosted in Cyprus. St Petersburg and Spain
will organise and stage European titles for
both Classpro and Rallyjet.
Due to the rough sea conditions, local pilot
David Vaitilingon caused an upset by seeing
off the challenges of the leading riders on
their factory aquabikes in the Runabout
category. In the Ski Division, it was Croatia’s
Slaven Ivancic who stormed to victory and
first place on the podium.
The Classpro European Championship was
held in San Rafael de Los Angeles, Spain at
the end of July with titles handed out to both
men and women, while August saw the
Aquabike Women’s World Championship
staged in the French town of Golfe-Juan.
The event boasted incredible scenery, a VIP
tent and spectator grandstands built on the
rocks of the port pier, which offered perfect
viewing points of the competition.
Italian pilot Alessia Ida clinched both
Slalom and Ski Division categories, while in
the Runabout division Monaco pilot Laure
Hummel took it down to the wire by
beating the title-holder Karine Paturel over
the last few laps. Wrapping up the
proceedings, the Freestyle Category was
won by Austria’s Eva Maria Antensteiner

A total of 154 images came under scrutiny from an international
jury led by award-winning photographer James Wright who
judged on creativity, technical quality, composition and subject
matter with the total points scored deciding the winners.
Competition between the best of the best was particularly tight
giving the three-man jury – comprising Wright, UIM Yearbook
editor Alan Ewens and Belgium-based photographer Matthias
Verstraete – a difficult task in selecting the overall winners.
In the end, Paul Lakatos (Circuit), Peter Ohlsson (Offshore),
Peter Piovarcsy (Endurance) and Jan Miskovic (Retouched)
took first place in each of their classes, while Italy’s Vittorio
Ubertone enjoyed a hat trick of success winning both
Atmosphere and Aquabike classes and claiming the second
Image Of The Year award for his winning aquabike shot of

first ever race on August 1, 1904, which
