Welcome and congratulations on reaching the Reviving Baseball in Inner Cities (RBI)™ World
Series®, hosted by Major League Baseball (MLB) and the Cincinnati Reds.
The World Series® Handbook is provided to assist in your planning and participation for the
Series. Make sure that you and your players are well versed with the RBI Fact Sheet on page 19.
Please also review the Airport Security Travel Tips on pages 13-14.

1) Tournament Information
1.1 ARRIVAL AND DEPARTURE
Most teams will be flying into the Greater Cincinnati
area on Wednesday, August 3rd (baseball teams) or
Thursday, August 11th (softball teams). Charter bus
service to and from the airport (if applicable) will be
provided to the hotel for participants and coaches.
Please look for the RBI representative when your flight
arrives. Your return home will likely be on Monday,
August 8th (baseball teams) or Tuesday, August 16th
(softball teams). Please see pages 13–14 regarding
additional air travel security procedures and tips.
1.2 FIELDS
Games will be played in the Greater Cincinnati area at
the Cincinnati Reds P&G Urban Youth Academy in
Roselawn(baseball and softball), Mason High School
Stadium and JV Field in Mason, OH(softball), Xavier
University (baseball), Miami University in Oxford, OH
(softball), and the home of the Cincinnati Reds, Great
American Ballpark in downtown Cincinnati (baseball).
1.6 HOTEL AND SITE CONDUCT
a.
Coaches must provide a credit card for
incidentals incurred beyond the room & tax
covered by MLB. This will apply to all rooms
in specific teams room block
b.
Telephones and in-room pay movies will be
turned off in all rooms.
c.
Players are not to leave sites or hotel without a
Major League Baseball authorized chaperone.
d.
Players with relatives in the Greater Cincinnati
area (either residing or visiting) will not be
permitted to visit or leave designated Series sites.
e.
No fraternizing at hotels with non-World Series
participants.
f.
While at the Series, teams will stay at the Kingsgate
Marriott Hotel. See page 11 for phone numbers and
address.
Players must wear their color - coded wristband
and/or RBI credential at all times.
g.
Any guests or relatives wishing to attend the World
Series please see page 11 regarding information for nonparticipants who wish to attend the event.
All players must be in their rooms by 10:30 pm or
immediately upon returning from an event,
whichever is later. Players are to sleep in their
assigned rooms only.
h.
Teams are responsible and will be billed for any
damage to hotel rooms, facilities, and grounds or
to any other Series site. All teams will be
required to present a $100 check.
i.
Gambling, the use of tobacco products or
alcoholic beverages of any kind will not be
permitted. Players may not enter any bar or club
where alcohol is being served.
j.
Players may not use swimming pools unless
accompanied by an adult.
k.
Weight and fitness rooms are off limits to players
at all times.
l.
The RBI World Series staff reserves the right to
disqualify and return all players, coaches and
teams to their home city for failure to adhere to
any of the above.
1.3 LODGING
1.4 HEADQUARTERS
The Kingsgate Marriott will serve as the headquarters
for the 2016 RBI World Series. The address is: 151
Goodman Drive, Cincinnati, OH 45219. The offices
are available for all RBI personnel, media and coaches.
The phone number is 212- 931-7415. Players are not
allowed in the MLB Staff offices.
1.5 MEALS
At least three (3) meals per day, with the exception of the
team’s arrival/departure day, will be provided to all
players and coaches. Concession areas may be open at or
near field locations.
Guests attending the Series are responsible for their
own meals.

1.7 SECURITY
Security will be provided at all games, events and hotels
by Major League Baseball’s Resident Security Agents.
This program also involves local law enforcement. These

Teams must bring their own uniforms and equipment
(bats, catcher’s equipment, practice balls, etc.) MLB
will supply game balls and batting helmets.
a) Buses will be used to transport teams to and
from the airport and to and from games and
events.
1.11 MEDIA
b) Departure times to and from hotels, events and
games will be strictly enforced. Coaches and
players not at buses or vans at the designated
departure time will be left behind. Any player
left behind at an event may be immediately
returned home.
1.12 CLOTHING
c) Guests attending the Series are responsible for
their own transportation. Players must travel
with teams and will not be permitted to arrive
at the Series prior to the event with family or
friends or depart the event early.
1.9 EVENING ACTIVITIES
Planned evening trips include: a welcome dinner, a
Major League game, and a closing luncheon (for
softball). Major League Baseball will pay admission for
all participants (players and coaches) in the World
Series to all events. Once in an attraction, players or
coaches wishing to purchase anything additional (food
or souvenirs) must do so with their own funds. At
these events, players must wear either their World
Series t-shirt or cap in addition to their wristband
and/or ID cards.
Due to space restrictions, guests will not be
permitted at the welcome banquet, but may
purchase tickets in advance for closing banquets. All
tickets must be purchased at the Urban Youth
Academy during pool play games. NO ONE
SHOULD COME TO THE STAFF OFFICE TO
PURCHASE TICKETS.
1.10 EQUIPMENT
Daily recaps of your team’s results will be forwarded to
your local papers.
Proper attire is expected for the opening and closing
banquets for baseball and softball. For the baseball
opening banquet players are expected to wear collard
golf shirts and appropriate khaki shorts. For the
baseball closing banquet players are expected to wear
collard dress or golf shirts with khaki pants (no
sneakers allowed for either banquet). For the softball
dress code girls should be dressed in their Sunday best
or business casual and the middle finger rule should be
applied for measuring length of apparel (flats are
recommended, no sneakers allowed).
1.13 LAUNDRY
RBI will provide laundry service for the uniforms of
participating teams. Items that will be laundered
include: Jersey or polo shirt (coaches), Baseball pants,
Pair of socks, One undershirt, One pair of sliding shorts
Each team will be provided with two laundry bags that
will have their league name/city marked on it. Laundry
bags will be picked up and dropped off at Longhorn A,
located on the convention center side on the lower
level. If you miss the scheduled pick-up time you will
be responsible for your team’s laundry.

2) Tournament Play and Team Information
2.1 ROSTERS
Rosters are limited to fifteen (15) players and four (4)
coaches. All accommodations, entry to events and
complimentary items are based on this number. Bat or
ball boys or girls are not permitted.
2.2 DOCUMENTATION
The following are due prior to the tournament and
teams should carry copies with them at all times:

proofs of birth*
● Proof of Insurance
● Completed Player Information Forms with photos
● Hotel Rooming List
● RBI Workout Day Event Form
● Code of Conduct Pledge
● Coaches Background Check Authorizations
*Only birth certificates, passports, and Alien
Registration Cards are acceptable.
2.3 ELIGIBILITY
a) All participants must have signed consent from their
parents or legal guardian(s) in order to participate in
the World Series.
b) Softball: For players ages 15-18 who have not reached
their 19th birthday by January 1, 2016
c) Junior Division: For players ages 13-15 who have not
reached their 16th birthday by May 1, 2016.
d) Senior Division: For players ages 16-18 who have not
reached their 19th birthday by May 1, 2016.
e) No player may play on more than one team.
f) No player may play under an assumed name.
g) An offending team will forfeit any game in which an
ineligible player has been used.
2.4 SCOREKEEPING/STATISTICS
There will be an official scorekeeper at all games.
Cumulative statistics will be available each evening to
all coaches and series personnel.
2.5 PATTERN OF PLAY
Teams will be placed in a four (4) team bracket and will
play a round robin schedule against the teams in their
bracket. There will then be an inter-bracket playoff.
The top playoff winners from the two brackets will meet
in the championship game on Monday, August 8
(baseball) or Tuesday, August 16 (softball). All teams

are scheduled to play a minimum of four games. The
two teams that reach the Championship will play at
least five or six games, weather permitting.

completed due to weather, darkness, or power
failure or otherwise, shall be a suspended game
and play resumed from the point of suspension.
2.6 PLAYING RULES
a) A combination of the 2016 High School Baseball
Rules published by the National Federation of
State High School Associations, the 2016 Official
Playing Rules of Major League Baseball and the
2016 ASA Girls 18 and Under Fast Pitch Rules
c) At any level of tournament play, if inclement
weather forces drastic schedule changes, teams
may be scheduled to play three (3) games in one
day, but such games will be limited to five (5)
innings.

d) No inning may start after two hours and fifteen
minutes have elapsed from the start of the game
(NOTE: In the event of a tie after seven (7)
innings in the preliminary round, games will
continue until one team is ahead or the time
limit is reached. This means that preliminary
games could end in a tie.)
e) Baseball: a ten (10) run mercy rule will be in
effect after five (5) innings, fifteen (15) runs after
three (3) innings. Softball: an eight (8) run
mercy rule shall be in effect after five (5)
innings, fifteen (15) runs after three (3) innings.

b) All games are seven (7) innings. However, a
game is legally complete after five (5) innings if

Only players who have not participated in the game,
outside of being a courtesy runner, are eligible to be
a courtesy runner.

At any time, the team at bat may use courtesy
runners for the pitcher and/or the catcher. In the
event that the offensive team bats around, the
pitcher and/or catcher who had a courtesy
runner inserted on their behalf may bat in their
normal position in the batting order.
The same individual runner may not be used for
both positions (pitcher and catcher) during the
game.
Neither the pitcher nor the catcher will be
required to leave the game under such
circumstances.

Players who have participated in the game in
any other capacity are ineligible to serves as
courtesy runners.
A player may not run as a courtesy runner for
the pitcher or the catcher and then be used as a
substitute for another player in that half inning.
If an injury, illness, or ejection occurs and no
other runners are available, the courtesy runner
may be used as a substitute.
The umpire-in-chief shall record courtesy
runner participation and also announce it to the
scorer.
A player who violates the courtesy-runner rule
is considered to be an illegal substitute.
a. Should an injury, illness, or ejection
occur to the courtesy runner, another
courtesy runner for the pitcher or
catcher may run.
j) Use of the EH (Extra Hitter) is not permitted
during tournament play.
k) No protests shall ever be permitted on
judgment decisions by an umpire.

l) No forfeit will be granted due to a team’s late
arrival.
m) Any team failing to appear for a tournament
game or leaving the field before a game has been
completed risk the penalty of being barred from
further tournament play. All decisions on this
issue will be determined only by MLB
personnel.
n) Only coaches and players are allowed on the
field.
p) Tie-breaking procedures: head-to-head (two
teams, unless one team has beaten all others
they are tied with), followed by runs allowed
(divided by defensive innings to determine
average per 7 innings), followed by coin toss.
q) Note face mask requirement rules (Girls
Softball).
r) Metal spikes are permitted in softball
o) Any player or coach who is ejected for
unsportsmanlike conduct is suspended for
his/her team's next game.
2.7 GAME RULES OF CONDUCT
All games must be played in the spirit of the rules outlined in the RBI Administrative Handbook. Specifically, the
following rules will be strictly enforced:
a) Teams must always be accompanied by at least three (3) adult coaches.
b) Smoking and/or the use of tobacco products is prohibited at all games and practices (C5).
c) The use of alcoholic beverages and/or drugs is prohibited at all games, practices, and off-site (C7).
d) No swearing, taunting or ethnic slurs will be tolerated (C2, C6, C13).
e) No gang signs, slogans or paraphernalia (WS-14).
f) No jewelry, except medical identification, is to be worn during games (G-27).
2.8 AWARDS
A team trophy will be presented to the team champions in each respective division (John Young Trophy-Junior
Baseball, Larry Doby Trophy-Senior Baseball, Dolly Vardens Trophy-softball). Individual awards will be presented
to all championship game participants.

3) Weather and Safety Information
3.1
IN THE EVENT OF RAIN OR OTHER WEATHER CONDITIONS:
a) If there is visible lighting or any lighting in a three-mile radius of any field, play will stop until the condition has
cleared.
b) At the direction of tournament staff, teams will be directed from the field to the nearest shelter. Cleated shoes
or spikes may not be permitted in sheltered locations.
c) In the event of an extended delay, if games have completed five innings (or 4 1/2 with the home team ahead), a
completed game may be declared to keep the tournament on schedule.
d) If less than five innings were completed at the time of the delay, we will attempt to complete the game through
(at least) five innings, and possibly delay the start of the following game. Subsequent games may be limited to
five innings, and the evening activity schedule altered.
e) In accordance with RBI rules, any game not completed due to weather, darkness, power failure or otherwise,
may be a suspended game and play may be resumed from the point of suspension; if inclement weather forces
drastic schedule changes, teams may be scheduled to play three (3) games in one day, but such games will be
limited to five (5) innings.
f) If the final game(s) of the day is (are) delayed, every attempt will be made to complete the game(s) by midnight.
g) In the event of an extended delay, alternate activities may be scheduled (e.g.: movies)
3.2
ATHLETIC TRAINING SERVICE FAST FACTS
a) Athletic training services will be provided by the host club, Cincinnati Reds.
b) Operating Hours
Athletic trainers will arrive approximately one-half hour before competition, unless otherwise requested, and
will depart one half hour after completion ends or when the last athlete has been attended to and departed.
c) Operations
The athletic training staff will provide prevention, recognition, evaluation, and assessment of athletic injuries for
participating players and coaches.
d) Athletic training services will be provided for all athletes, under the guidelines of a certified athletic trainer.
e) Direct assistance will be provided to the athlete when and if it becomes necessary for additional care.
f) Items included and not exclusive: management taping, on-site recognition of injury, evaluation of injuries,
heating pads and ice, stretching, muscle massage, and other matters which may arise at a particular event.
3.3
CONCUSSIONS
League representatives are strongly encouraged to educate themselves on protection of the health and safety of young
athletes, including being fully familiar with approved protocol for dealing with actual or potential concussions in young
athletes (see, for example, the Center for Disease Control website www.cdc.gov/concussion/). Coaches should be fully
familiar and comply with all applicable laws and regulations, both in its home state and in any state in which it plays
games, including those relating to concussions in young athletes.

4) Field and Venue Information
4.1
FIELD VENUE RULES AND REGULATIONS
The following Rules and Regulations (“Rules”) shall
apply to the use and operation of all field venues and all
of the facilities and premises thereof:
A) Access. Major League Baseball shall have the
right to remove or exclude from or to restrain
(or take legal action to do so) any unauthorized
person from entering or remaining at the fields,
or any portion thereof, for violation of any law
and/or these Rules, or for other reasons that
Major League Baseball shall deem appropriate.
B) Prohibited Activities. Unless otherwise
explicitly agreed to in writing, Patrons shall
not engage in any of the following activities
upon or within the Fields:
i) use, or permit to be used, any sidewalks or
other portions of the fields for solicitation or
for the sale or display of any merchandise or for
any other business, occupation or undertaking,
or for outdoor public meetings, promotions or
other entertainment of any kind;
ii) use, or permit to be used, any sound
broadcasting or amplifying device which is
disruptive to another venue or which can be
heard outside the fields;
iii) use, or permit to be used, any flashing, beacon,
strobe, chaser or other form of special
attention-getting lighting, unless otherwise
specifically permitted by Major League
Baseball;
iv) park any trailer, truck or other vehicle at the
fields at any time for the purpose of advertising
or promoting business without prior approval
of Major League Baseball;
v) engage in any conduct that might tend to
interfere with or impede the use of any portion
of the fields, by any customer, business invitee,
employee or other Patrons of the fields;
vi) create a disturbance; attract attention; or
harass, annoy, disparage, or be detrimental to
the interest of any of the business or activities
(including the competitive events) at the fields;
vii) deface, damage, alter or demolish any sign, light
standard or fixture, landscaping material, or
other improvement within the fields, or the
property of any patrons, customers, business
invitees or employees situated within the fields;
viii)smoke inside

indoor or outdoor seating areas;
ix) throw any objects, other than as part of an
event or authorized activity;
x) obstruct any sidewalks, passages, exits, aisles,

xi) exceed any posted speed limits on roadways,
driveways or parking lots;
xii) photography, videography or audio taping for
commercial purposes, unless expressly
authorized by Major League Baseball.
C) Prohibited Items. Patrons are not permitted to
bring the following items:
i) banners or flags, except for banners or flags
that include team names, or as expressly
authorized by Major League Baseball;
ii) weapons of any kind;
iii) video cameras into any event which is televised.
If a camera is brought into an event, the owner
will be asked to kindly refrain from
videotaping. If they continue to do so, the
owner will be given the option of returning the
camera to their vehicle or having Major League
Baseball hold onto it for them at the RBI World
Series office.
iv) spectators may be prohibited from bringing
coolers, backpacks and large bags into RBI
World Series sites. Small bags may be
subject to inspection.
v) food or drink (event participants and
spectators may be permitted an exception upon
approval of the fields management).

D) Parking. All motor vehicles shall be parked in
an orderly manner within designated parking
spaces. Field management shall have the right
to tow away any vehicle, at owner’s expense,
which is improperly parked in violation of
these rules.
E) Deliveries/Loading/Unloading. All deliveries
to the field and loading and unloading of goods
shall be done only at such locations, in such
manner and at such times as may be designated
by Fields management.

If it is determined that Event participants,
through its use, caused any breakage, stoppage
or damage to any restroom facility at the field,
Event participants will be responsible for the
cost to repair such damage.
H) Signs. No signs shall be erected, placed or
installed by Event participants without Major
League Baseball’s prior written consent.
F) Facilities. The entire facilities contained
within the field shall not be used for any
purpose other than that for which they were
constructed. If it is reasonably determined in
the opinion of Major League Baseball that
Event participants, through its use, caused any
breakage or damage to any facility at the field,
Event participants will be responsible for the
cost to repair such damage.
I) Competition Rules. The competition rules of
the RBI World Series or sport’s governing body
sanctioning the event shall apply to all
competitions held at the field. This includes
RBI World Series rules of competitor conduct.
Major League Baseball will assist in the strict
enforcement of the authority of umpires and
other officials to govern the competition and in
the enforcement of rules of RBI or sport’s
governing body.
G) Restrooms. The restrooms, toilets, urinals,
wash bowls, locker room and other bathroom
facilities and apparatus shall not be used for
any purpose other than that for which they

patrons and other users of invitees of the field
agree to be bound by and will adhere to these
rules.
K) P&G Cincinnati MLB Urban Youth Academy: is the sixth facility to join Major League Baseball's Urban
Youth Academy movement. The Reds Community Fund began providing a fall and winter Academy curriculum
in 2009 and featured attendance of more than 5,600 in 2013-2014. Major League Baseball's Urban Youth
Academy program aims to set the standard for baseball and softball instruction, teach and educate in Urban
America, and enhance the quality of life in the surrounding communities.
L) William Mason High School Stadium: is a softball park located at William Mason High School in Mason, OH
and the home of the Mason High School Comets 2016 Regional Champions softball team.
M) J. Page Hayden Field at Xavier University: Hayden Field is the home of Xavier University Baseball. Located
on Victory Parkway next to the O'Connor Sports Center, Hayden Field, named after J. Page Hayden (18981979), is the home of the Xavier Musketeers baseball team. The Musketeers have played at the same on-campus
site since the 1920's, when then St. Xavier University purchased the Avondale Athletic Club in Evanston.
Present day Hayden Field was dedicated in 1982 when money donated in Hayden's name was used to fund the
renovation of XU's baseball field.
N) Miami Oxford Softball Complex: Located between Yager Stadium and Millett Hall, the Miami Softball
Stadium ranks as one of the finest softball facilities in the nation and is the home of the Miami RedHawks
softball team.
O) Great American Ballpark: Located on the winding banks of the Ohio River in downtown Cincinnati, Great
American Ball Park serves as the home of the Cincinnati Reds, baseball's first professional franchise. The
ballpark officially opened for the 2003 season, making 2016 its 14th big-league season.

INFORMATION FOR PARENTS AND GUESTS ATTENDING THE SERIES
A) ALL FAMILY, FRIENDS, AND GUESTS ATTENDING THE RBI WORLD SERIES® ARE RESPONSIBLE
FOR THEIR OWN MEALS, ADMISSION TO EVENTS AND ATTRACTIONS, LODGING AND
TRANSPORTATION TO AND FROM LOCATIONS IN THE GREATER CINCINNATI AREA.

6.1 Airport Security Travel Tips
A) Trip Preparation

You are allowed to have one carry-on bag and one
personal item (such as purse or briefcase).

Be prepared to remove your laptop from its travel
case so that it can be x-rayed separately.

Policies on liquids: 3-1-1 for carry-ons = 3 ounce
bottle or less; 1 quart-sized, clear, plastic, zip-top
bag; 1 bag per passenger placed in screening bin.
One-quart bag per person limits the total liquid
volume each traveler can bring. 3 oz. container size
is a security measure.

Limit metal objects worn on your person or
clothing. All hand-carried items, including coats,
cell phones, keys, change, food, etc. must be
screened through the x-ray machine.

7) RBI Workout Day
Professional baseball scouts will conduct the RBI Workout Day. The workout consists of six skill events and a Major
League tryout. The following is a description of each event:
1. 60 Yard Dash
Coaches will select a maximum of four (4) players to race 60 yards against the clock.
2. Outfield
Coaches will select a maximum of four (4) players to throw for distance.
• 4 balls will be hit to each left fielder to throw 2 to second base and 2 to home
• 4 balls will be hit to each center fielder to throw 2 to second base and 2 to home
• 4 balls will be hit to each right fielder to throw 2 to second base and 2 to home
3. Catcher’s Accuracy Throw
Each coach will select up to two (2) catchers to throw from home plate to second base.
4. Infield
Each coach selects a complete infield (6)
• Infielders will go to their position and setup at deepest position
• Each infielder will get 2 (deep) ground ball to throw to first base
• Each infielder will get one with throw coming back from the catcher
• Each infielder will get a ground ball to turn two
First to third place finishers in each event will receive medals.

RBI on-site public relations involve notifying the media of issues and/or events related to the RBI World
Series. In order to get the information to the media, we will need your assistance.
Should you have any stories regarding a team, individual player, or anything newsworthy occurring at the
tournament, please let us know. This story can be about something that occurred leading up to the World
Series or anything of interest that may happen during the event.
All public relations efforts will be coordinated through Major League Baseball on-site PR staff during the
entire event. We can be reached in person on the fields or in the office, which is located at the Kingsgate
Marriott Convention Center.
We will be updating local and national media daily with results and standings as well as any newsworthy

About Reviving Baseball in Inner Cities (RBI)

Reviving Baseball in Inner Cities (RBI) is a youth outreach program designed to:
1) Increase participation and interest in baseball and softball
2) Encourage academic participation and achievement
3) Increase number of talented athletes prepared to play in college and minor leagues
4) Promote greater inclusion of minorities into the mainstream of the game
5) Teach the value of teamwork

RBI programs have been started in more than 200 cities worldwide, and annually provide more than 200,000
boys and girls the opportunity to play baseball and softball. The Jr. RBI playing divisions for baseball and
softball players
ages 5-12, has over 135,000 younger boys & girls participating in the RBI program.

MLB and its Clubs have designated more than $30 million worth of resources to the RBI program and all 30
Major League Baseball Clubs support RBI programs, and 24 directly operate or are actively involved in local
programs.

Since the inception of the RBI program in 1989, MLB Clubs have drafted more than 180 RBI participants,
including 13 players selected overall in 2016.

RBI alumni on MLB rosters during the 2016 season include: Carl Crawford (Dodgers), Covelli “Coco” Crisp
(Athletics), James Loney (Mets), CC Sabathia (Yankees), Yovani Gallardo (Orioles), Manny Machado
(Orioles), and Justin Upton (Tigers)

The RBI program features educational and life skills components. Local RBI programs have the opportunity to
conduct a variety of courses, including:
o Breaking Barriers: In Sports, in Life, a multicultural character education program developed by Major
League Baseball
o The Partnership @ Drugfree Kids programming such as Time to Talk, Play Healthy, and Not in my House,
character education programs aimed at preventing and handling drug and alcohol abuse
o Taylor Hooton Foundation’ Hoot’s Chalk Talk raises awareness and provides education on the subject of
the use of Appearance and Performance Enhancing Drugs (APEDs).
o The RBI for RBI Scholarship program has provided over sixty $20,000 scholarships for college-bound
high school seniors that participate in RBI programs
