Policy Analysis is the field of knowledge and expertise that provides
methods and tools to support decision makers in complex, multi-actor
settings. The section’s education concentrates on methods and approaches
for analysis and structuring of complex policy situations, in order to make
them more manageable. Our research goal is to advance the state of the
art, at both the level of theory and methodology and at the level of specific
tools. We therefore study and evaluate policy analysis activities in practice,
and develop and test innovative policy analytic concepts and techniques.

F O C U S
The discipline of policy analysis (PA) aims to provide support in solving
problems of a strategic/policy-oriented nature involving multiple stakeholders. These problems can arise in a range of fields, such as water
resource management, aviation policy, infrastructure planning and energy
policy. Policy analysis concentrates primarily on methods of support and on
the substantive side of the issues. It also examines how to match content
with decision making processes and studies procedures that offer
opportunities for participation by the relevant stakeholders (participative
policy analysis).
The section’s philosophy is that analysis must not be confined to technical/
physical aspects: since the decision making context and the configuration
of the stakeholders involved are part and parcel of the problem, analyzing
them as well can contribute to problem solving. After all, the decision
making process is a process by and for the stakeholders. The section also
recognizes that there are different styles of policy analysis and that a range
of aspects can be emphasized in the approach (for example, problem or
solution oriented) and that a wide range of methods and techniques are
available. Finding the most effective mix for each situation represents both
a practical and scientific challenge.
Teaching in the Systems Engineering, Policy Analysis and
Management (SEPAM) and Engineering and Policy Analysis
(EPA) curriculum
The courses offered by the section emphasize key concepts and procedures
for complex, multi-actor problem solving approaches. The section teaches
students many methodologies and techniques that can be applied in this
context to fill a range of functions: for instance, methods for structuring
and delineating problem situations, designing alternatives, future foresights, decision making support and selection of alternatives. The section
makes a major contribution to the core courses in System Engineering,
Policy Analysis and Management (SEPAM) and the International Masters’
course in Engineering and Policy Analysis (EPA). The section often works
in partnership with other faculty sections.
The section also contributes to courses specifically oriented to students
interested in water management. Some of the courses are offered in the
evening hours to accomodate students in the part-time programme.

Research
Research focuses on developing theories about and introducing innovations
to the field of policy analysis. Occasionally the section is also involved in
implementing policy analyses in practice, especially if this can contribute
to theory development and/or provide opportunities to test methodological
innovations.
Within the wide range of potential research subjects, the section focuses in
particular on:
■ developing and testing specific methods and techniques such as actor/
network analyses, quick scan methods, ICT-assisted support, use of
mapping, systems dynamics modelling.
■ theoretical principles and underlying concepts and procedures, in
particular to support interactive policy processes. This involves both
empirical research into the role of information in such processes and
topics such as a taxonomy of different policy analysis styles, design
principles for a policy analysis activity, and the development of research
frameworks in which to evaluate policy analysis activities in a multi-actor
context.

While the primary mission of the section is to develop methodologies that
can be used across a range of fields, we have chosen to focus specifically
on applications in infrastructure and related to technology. The areas of
application are the core areas of the faculty. Recent research projects have
addressed integrated water management, underground construction and
multiple use of space, transport.

The research is embedded in the faculty research programme entitled ‘MultiActor Systems: Analysis, Design and Management’. Some of the research is
conducted in cooperation with other sections of the faculty and the University (for instance in two Delft Interfaculty Research Centers and the Delft
Cluster). Research is financed from university funds and sponsoring from
a range of external sources - see section 4.

I R . B U Y U N G A G U S D I N A T A , PhD Student.
Finished his Bachelor degree in aerospace engineering at Bandung Institute
of Technology in Indonesia. Got a Master degree in the same field at Delft
University of Technology, at which he then worked as a teaching and
research staff for three years. Before joining the faculty, he worked as an
analyst at an Aerospace consultancy in The Netherlands. His particular
interests are on all aspects that can assist people to make better decisions
in the face of uncertainties.

I R . G E E R T J E B E K E B R E D E , Junior Lecturer.
D R . B E R T E N S E R I N K , Assistant Professor.
Graduated in Systems Engineering, Policy Analysis and Management
(SEPAM) from the TU Delft. Works three days a week contributing to SEPA
core curriculum courses taught by the policy analysis section (Continuous
modelling, project continuous modelling and decision modelling).
Studied agricultural technology at the University of Wageningen and
completed his PhD on the subject of public influence on technological
innovation processes at the University of Twente. His research interests are
in participative policy analysis, public participation, rapid appraisal and
quick scan methods and scenario analysis. Areas of application: spatial
planning, multiple use of space, river basin management and coastal zone
management.
D R . P I E T E R B O T S , Associate professor.
Studied information technology at the University of Leiden. His PhD at TU
Delft was on the design of decision supportive systems. Works mainly on
questions of strategic decision making and information provision, focusing
on methods for problem formulation and analysis and developing relevant
tailor-made computer applications. Is currently working on modelling to
support sustainable decision making in the building sector. He was also
faculty Director of Education.
I R . L I N D A C A R T O N , PhD student.
Graduated at the faculty of Geodesy at the TU Delft, and has worked in
the field of Geographic Information Systems (GIS). Her research focuses
on interactive policymaking and the use of spatial visualizations. She is
interested in the role of visualization as analytical, design and strategic
(argumentative) instrument in early phase of policymaking, when the
problem is being formulated and the policy agenda is being defined.
Her PhD-research exists of literature survey and case studies in the
fields of regional water management and strategic spatial planning.
D R . S C O T T C U N N I N G H A M , Assistant Professor.
Has been a member of the section starting February 2003. Studied
Engineering Science and Mechanics at Georgia Institute of Technology.
Received his DPhil in Science, Technology and Innovation Policy from
the University of Sussex in 1996. Before joining the faculty he worked in
the computer and software industry in California, specializing in the area of
databases and decision support. Is currently writing a book on competitive
intelligence for technology management.
D R . I R . E L S V A N D A A L E N , Assistant Professor.
Received her MSc in Mechanical Engineering in 1987 and wrote her PhD
dissertation (1993) on the topic of the validation of knowledge based
systems. She joined the Faculty of Technology, Policy and Management
in 1994, where she teaches systems modelling in general and System
Dynamics in particular. Her research interests include System Dynamics
and the use of models in policy making. She is also director of the bachelor
programme on Systems Engineering, Policy Analysis and Management.

I R . A L E X A N D E R D E H A A N , PhD student.
Has a background in Aerospace Engineering (Delft University of Technology
in The Netherlands) and Social & Organizational Psychology (Leiden University in The Netherlands). Since January 2000 he started his PhD research on
the topic of Sustainable Development in the Aviation sector. He also contributes to the TU Delft Airport Development Center, to projects related to
modelling and forecasting aviation issues for airports, airlines and aircraft
manufacturers. He co-teaches ‘Introduction to Policy Analysis (TPA1111)
and Strategic Planning for Airport Systems (TB9152)’.
I R . L E O N H E R M A N S , PhD student.
Graduated in SEPA from TU Delft and started PhD research in November
1999 into the use of actor-oriented analyses to support decision making
on integrated water management. Has conducted field research in Egypt,
North-Holland, Turkey and the Philippines.
I R . D I L L E K A M P S , Junior Lecturer.
Studied Systems Engineering, Policy Analysis and Management (SEPAM) at
the University of Technology in Delft. Graduated in September 2002 at the
PA section. Is conducting several external researches on the topic of water
management and public participation. Is also contributing to several
courses that are taught by PA.
I R . D R S . S O N J A K A R S T E N S , PhD Student.
Studied Technical Geosciences at TU Delft and environmental science at
the University of Utrecht. She is conducting PhD research into making and
handling scale choices in policy analysis processes on water management.
She also works one day a week in the Strategical Research Department at
Geo Delft.
D R S . T E L L I V A N D E R L E I , PhD Student.
Telli studied Science and Policy at the University of Utrecht and joined the
section as a PhD student in January 2004. She is drawn by the question

how social and institutional aspects can be quantitatively modelled in a
multi-actor systems setting. Therefore, she is currently investigating different models and theories; e. g. agent based models and game theory.
Her goal is to contribute to the policy maker's understanding of the
complex networks he is dealing with and, in that way, facilitate public
discourse and legislative action.
I R . M A C H T E L T M E I J E R , PhD Student.
Graduated in Systems Engineering, Policy Analysis and Management from
TU Delft and is conducting research under the DIOC infrastructures project,
focusing on dealing with uncertainties in the design process for drinking
water supply infrastructure.
IR. HERMAN VAN DER MOST.
Is on secondment to the section for one day a week from the WL/Delft
Hydraulics. Specializes in water management policy analysis.
D R . I R . T I N E K E R U I J G H - V A N D E R P L O E G , Assistant Professor.
Graduated in biology from the University of Wageningen and completed a
PhD in Fisheries and Allied Aquacultures at Auburn University, AL, USA.
Her main interest is in methods to support information provision in decision
making processes. Areas of application: regional and urban water management planning. She was appointed to the executive board of the Hoogheemraadschap Delfland (Water Board) in July 1999 being responsible
for water policy and water quality.
D R . J I L L S L I N G E R , Assistant Professor.
Graduated in Applied Mathematics from the University of Natal, South
Africa, and completed a PhD on modelling the physical dynamics of estuaries for management purposes while employed by the Council for Scientific
and Industrial Research. Following her involvement in developing policy for
the allocation of freshwater to South African rivers and estuaries, she was
seconded to Delft Hydraulics in the Netherlands. She subsequently joined
Resource Analysis, a consultancy bureau, where she was involved in participative process management for national and international water and
coastal projects. Her current research interests are directed at the role
of information in informing transboundary decision making for rivers and
coasts and the use of model typologies in choosing appropriate quantitative
methods for problem analysis.

He was assistant professor at the University of Virginia (USA) and head of
the Policy Analysis Unit for Rijkswaterstaat (Directorate General for Public
Works and Water Management) before becoming involved in setting up
and implementing the SEPAM- course at TU Delft. As head of the section
he is interested in further developing policy analysis in general terms, and
in particular for integrated water management, infrastructure and transport
and sustainability.
D R . W A R R E N E . W A L K E R , Professor.
Has a PhD in operations research from Cornell University (Ithaca, New
York). He is currently also a Senior Policy Analyst at RAND Europe in
Leiden. He has 30 years of experience, applying quantitative analysis to
public policy problems at the local, regional, national and international
level. Many of the projects he has led involve cost-effectiveness analyses
of complex problems with multiple stakeholders in which a range of impacts of alternative policies are assessed and tradeoffs are made among
the environmental, economic, and social impacts. He is involved in research
on transport policy, decision support systems, and dealing with uncertainty
in policy analysis and policymaking.
D R . I R . I V O W E N Z L E R , senior research scientist.
Ivo Wentzler holds a masters degree in Architecture and a PhD in
simulation and gaming. In addition to his part-time appointment at TU
Delft, he is a senior consultant with Accenture in Amsterdam. His research
interest concentrates on simulation, gaming and other forms of strategic
decision support.

Studied Physics Engineering at TU Eindhoven and completed his PhD in

General Highlights
The section organised the dutch System Dynamics networkday in April.
It attracted about 50 participants and included presentations from Atrive,
Minase and TNO/Telecom and a participative workshop organised by
Accenture.
The cooperation with the internationally renowned ‘Stockholm Environment
Institute (SEI)’ was continued. As part of the cooperation, Mans Nilsson,
project leader at SEI, is working towards a PhD in Policy Analysis with the
PA section. He concentrates on studying the role of knowledge and institutions in environmental Policy Integration, taking Swedish energy policy as
a case.
Funding was obtained from NWO-NOVEM for a 4-year cooperative research
programme on ‘Dealing with Uncertainties in Transitions towards Sustainability in the Netherland’s Energy Infrastructure’. Partners will be research
groups in Science and Society, and in Innovation Sciences (Utrecht University), and the section on Public Management of TPM. One senior-researcher,
and two PhD researchers will work on the programme.
The section’s scientific staff had a productive 2-day outing in Brabant including work sessions concentrating on research issues in Policy Analysis,
as well as cultural and out-door activities.
The faculty’s teaching and research programmes were evaluated by two
VSNU visitation Committees.
The SEPA programme to which the section contributes significantly was
evaluated positively; the preliminary judgement of the Multi-Actor Systems
research programme was ‘very good’.
Personal Highlights
SCOTT CUNNINGHAM
A co-authored book on technology mining was accepted for publication by
Wiley (expected to appear in 2004).
B E R T E N S E R I N K co-organised a successful stream of 30 papers on
public participation at the Annual Conference of the International Association on Impact Assessment in Marakech.
Co-developed, in close cooperation with Mrs. Loes Witteveen from
Larenstein University Deventer and Dr. A. Ramachandran from Cochin
University (Kerala, India), the Visual Problem Appraisal ‘Kerala's Coast’,
consisting of 23 filmed interviews with stakeholders, a facilitator's guide
and a workbook. The VPA will be used in professional education, diploma
courses and international MSc programmes.
WIL THISSEN
Co-edited a book on ‘Critical Infrastructures’ with Paulien Herder (E&I
section); the book was published by Kluwer Academic and appeared in
September, 2003.
Received the ‘Outstanding Contribution Award’ from the IEEE Systems, Man,
and Cybernetics Society, for outstanding service on the IEEE SMC Board of
Governors and Executive Committee.
Was invited as key-note lecturer for the International Course on Strategic
Environmental Assessment with focus on Spatial Planning, Policies and the
Aarhus Convention. Roskilde University, Denmark, 18-21 September, 2003.
Was invited to become a member of the editorial board of ‘Technological
Forecasting and Social Change’.
The section established participation in the newly established TU Delft
interfaculty research centers (‘speerpunten’) on Infrastructures, and on
Water. Similarly, participation was established in several national research
consortia bidding for so-called BSIK subsidies, notably in the ‘Next Generation Infrastructures’ and the ‘Knowledge network on System Innovations’
consortia.

General remark
In 2003, TU Delft has introduced the Batchelor/Masters system in the
organization curriculum. Therefore, compared to previous years, the
courses taught by the Policy Analysis Staff have new numbers and some
courses have been replaced, notably in the Masters program.

This course is intended for international students who have completed a
BSc. The module is a combination of spm2310 (Continuous Systems

about System Dynamics modelling and the use of Powersim.

INTRODUCTION TO SYSTEM ENGINEERING AND POLICY

This is a first-year introductory course on problem solving. The course has

MINI PROJECTS IN SYSTEMS ENGINEERING, POLICY
ANALYSIS AND MANAGEMENT
This is the first project module within the curriculum (both full-time and
part-time). This year the module included case studies entitled ‘The Venice
lagoon’ and ‘Safety at Schiphol Airport’. Some 12 groups of six students

ANALYSIS OF COMPLEX ENVIRONMENTS
This module teaches students how to analyse and choose an appropriate
scope for problems in a complex, multi-actor environment. Students are
taught to structure and analyse these problems using methods and techniques such as causal analysis, analysis of objectives, actor analysis, network analysis etc. Students then draw up a proposal for further action and
research.

STRATEGIC PLANNING FOR AIRPORT SYSTEMS
An introductory course on the issues of management of an airport.
Several issues are taught, including: Policy Analysis for Airport Management, Demand generation modelling, land and airside capacity and economics.

CONTINUOUS MODELLING
ELECTIVE TB951I
This second-year module focuses on mathematical systems modelling using
continuous differential equations. Part of the course concentrates on the
System Dynamics method. Students are also taught to use VisSim and
Powersim software for continuous modelling and calculation purposes.

FRENCH FRAMEWORK FOR WATER MANAGEMENT
This course aims to give students the opportunity to learn about different
aspects of water management in France, in the company of French students. Students travel to Montpellier to join a group of graduate students

CONTINUOUS MODELLING PROJECT
SPM4353
This is a required module for second year students. Students work in pairs
on a case study which takes them through the whole modelling cycle.
The aim is to build a System Dynamics model for the case, carry out
experiments with the model and write a modelling report.

DESIGN OF WATER MANAGEMENT SYSTEMS
DTB2938
This new master’s level course focusses on different aspects of (re)designing water management systems. This course focuses on water management
systems from the perspective of design as a multi-stakeholder decisionmaking process. Objective analysis, guiding principles for design, and
(quantitative) performance evaluation receive specific attention. The course
focuses on Dutch water management but within the context of Europe and
the transboundary character of our river basins and the North Sea.
QUANTITATIVE DYNAMIC SYSTEMS MODELLING
This module is meant for part-time students holding a BSc. It combines
the modules SPM2310 (Continuous Systems Modelling), SPM2320 (Discrete
Systems Modelling), SPM2931 (Continuous Modelling Project) and SPM2932
(Discrete Modelling Project).
The module is divided into four blocks: theory of continuous modelling,
focusing on System Dynamics; continuous modelling project; theory of
discrete systems modelling; discrete modelling project.

CASE STUDIES IN DECISION SUPPORT
There were five lectures in section, as lecture participants from energy and
industry, ICT and systems engineering. There were also guest lectures from

DESIGN OF GEOGRAPHIC INFORMATION SYSTEMS FOR

BUSINESS APPLICATIONS
Gives an overview and introduction in Geographic Information Systems
(GIS) and how this technology is/can be used in the practice of public and
private businesses. The course consists of lectures, practical work with
software ArcGIS and issue paper assignments. It is aimed to get students
acquainted with the nature of geo-information and the organization and
technology of GIS.
The course is taught by Ajantha Dahanayake, Zoran Stojanovic (section
Systems Engineering), Linda Carton (section Policy Analysis), Mathias
Lemmens (section GIS-technology) and Bert Vermeij (ESRI Nederland,
GIS firm)

Members of the section are also involved in a number of other courses

Understanding map visualization as a tool in
interactive policymaking
Working title: ‘Speaking the language of maps: The role of spatial visualization in policy design’.
This research studies the role of (policy) maps in participatory policymaking
settings. Policy maps play an important role in the policy design process.
With the graphic visualization of the landscape in structured and abstract
patterns (groups, borders, differentiations, etc) maps describe the analysis
of a region, possible policy options and consequences at one glance.
They assist groups of participants in exploring spatial relations, in making
trade-offs between spatial dilemma’s and in explicating a common vocabulary across disciplines, scales, and professional backgrounds. But maps can
also lead to polarized discussions on borders and locations. How does this
work? This thesis tries to answer the question how maps or ‘mapping activities’ can be used effectively and efficiently as supportive tool in interactive
policymaking.

Intertwining uncertainty analysis and the
drinking water infrastructure design process
This project - which is part of the DIOC programme on Infrastructures aims at developing specific recommendations to drinking water companies
for the organization and structuring of design processes. The process
design will be improved with respect to the development and selection
of strategies to deal with the uncertainties about the future. The focus is
on the first or strategic phase of the design process.
The project developed a theoretical framework for empirical research
during the first two years of the project. During 2001 and 2002, three case
studies were carried out to validate, improve and expand this framework.

Actors and network analysis methods for
integrated water management
(Delft Cluster, Integrated water management theme)
The project examines the relationship between the systems analysis
approach of existing decision making methods in water management and

the social and institutional aspects which are the major factors in policy
acceptance and implementation. The aim of the research is to gain understanding of the opportunities to incorporate social and institutional aspects
as a more explicit element of analysis and decision-making, thereby increasing the chances of successful implementation. Actor analysis methods
will be applied to a number of cases, including planning processes in Egypt,
North-Holland, Turkey and the Philippines.

How to make and handle scale choices
in policy analysis processes on water
management
(DIOC Waterworks and watermanagement)
In this research scale choices (in time, space, actor levels and amount of
detail) in policy analysis processes on water management are the key
object of study. The selection of scale always involves a trade-off because
no perfect scale exists. A good example of a scale related dilemma is the
choice between long term and short term interests which may be conflicting, for example economic considerations on short term versus ecological
concerns on the long term.
This example shows that different stakeholders involved in policy analysis
studies may have different interests and therefore different opinions on
what scale choices should be selected in the study. Scale choices are
important because scale plays an important role in determining the
problems to be addressed and the solutions to be found. Scale is not
politically neutral and has a strategic value: the selection of scale may
privilege certain stakeholders.
Therefore important questions that are investigated are: how are scale
choices made, what consequences do they have and how are they handled
during the process?

Options for a Sustainable Reduction of
Aviation’s Gas-Emissions by Technological
Innovations
This research project focuses on three main issues:
1. What does a ‘Sustainable solution for aviation’ means in measurable
proxies?
2. What technological options are promising in bringing this sustainable
solution closer?
3. What elements can be identified that enhance the implementation of
these promising technologies and prevents them from being abused
unsustainably?
The research contains operationilizations of the concept Sustainable
Development, a detailed description of some new aeronautical designs
and some existing designs from the literature, a modeling of the future
(up to 2070) demand for air travel, a policy analysis (base case and new
situation with the promising technologies ideally implemented) and a
multi actor system study.

Development of a quantitative approach to
coping with deep uncertainty
The research focuses on the use and improvement of exploratory modeling
for long-term policy problems. The basic idea of exploratory modeling is to
include as broad future as it is useful to problems that are characterized by
deep uncertainties. The project challenges will be on developing conceptual
and computational model in dealing with both parametric and structural
uncertainties. In addition, there is a requirement for a tool for navigating
through and visualizing of the multi-dimensional problem space, which will
be huge as the consequence of deep uncertainty. Two case studies will be
investigated, namely the strategic planning for infrastructure in the aviation
and energy sector.

Toward sustainable aviation by technologically reducing air craft emissions
The project focusses on the relation between technological innovations in
aviation and sustainability for the sector. Several ‘engineering’ solutions are
designed and their influence is analysed in a policy analysis framework.
Special interest is paid to what the enhancing and opposing factors are
for implementing promising innovations.

How values conflict: a comparison of
rational models of decision-making and
empirical evidence from the Dutch
electricity system
Public values are much debated; policy makers are expected to safeguard
societies interests and values. In doing so choices are made. Choices about
values are made explicitly or implicitly. The results of these choices affect

our infrastructure and its organization. The role of the analyst is to facilitate
the policy maker in his decision process. For this, the policy analyst uses a
different array of models. This research tries to understand the discrepancies between rational models of decision-making, used by analysts, and
empirical evidence from the Dutch electricity system.
