To increase economic development activity and create jobs in Vermont, the State
Treasurer’s Office, in conjunction with the Local Investment Advisory Committee,
has the flexibility to commit up to 10% of the available cash to fund local investments.
Since 2012, $32 million has been invested in Vermont.
EXAMPLES OF NEW LOCAL INVESTMENTS
MADE TO DATE INCLUDE:
• Partnering with the Vermont Student Assistance Corporation to
reduce interest rates for Vermont parents and students to the lowest
rates ever offered;
• Increasing lending capacity with the Vermont Community Loan Fund
from $500,000 to $1,000,000;
•Supporting NeighborWorks of Western Vermont in their efforts to
help more Vermonters become homeowners and make energy efficient
home improvements.

LETTER FROM THE OFFICE OF
THE STATE TREASURER
Vermont’s “Buy Local” mentality is much more than a slogan. For Vermonters it’s a way of life
and a commitment to helping our neighbors through investing in our communities. That’s why
the Vermont State Treasurer’s Office and lawmakers have worked closely with stakeholders to
reauthorize and extend the work of the Local Investment Advisory Committee (LIAC) as well as
the lending capacity of the State Treasurer’s Office to invest up to 10% of the State’s average
cash balance for local investments in Vermont’s economy.
We have made significant investments since our efforts started in 2012—over $32 million has
been committed to local investments to date. Through the Vermont Economic Development
Authority (VEDA), the Vermont Housing Financing Agency (VHFA), NeighborWorks of Western
Vermont, the Vermont Student Assistance Corporation (VSAC), Champlain Housing Trust, and
other entities, millions of dollars have been invested in economic development, affordable housing
units, energy efficiency, and renewable energy projects that are good for Vermont’s future.
During the most recent legislative session, the Treasurer’s Office and the Vermont Community
Loan Fund worked together to increase the lending capacity of the State Treasurer’s Office with
the Loan Fund from $500,000 to $1 million to build off the successful investments to date.
Through a collaborative partnership and a commitment to working together we can continue
to improve our cities and towns by putting our money to work at the local level.

The Energy Co-op of Vermont is a member-owned cooperative, founded in 2001. Our vision is:
To act in the best interests of our members and the planet, and place efficiency and renewables
at the heart of our Cooperative business.
The Co-op supplies heating oil, wood pellets, home heating equipment and energy efficiency
services to over 2,000 members in northwestern and central Vermont. We believe that climate
change is caused, in large part, by our dependence on fossil fuels. But unlike other fuel dealers,
the Energy Co-op is focused on helping our members use less fossil fuel by making their homes
more energy efficient. We’ve made a good start. Our members’ annual oil use has gone down
by more than 20% over the past 15 years.
We supply made-in-Vermont wood pellets and first offered solar hot water heaters in 2012. Over
the past three years, we’ve installed dozens of cold-climate heat pumps, helping our members
to cut fossil fuel use by up to 70% and keep their homes warm in winter and cool in summer.
The Energy Co-op also offers additional services including price protection, monthly payment
