Collaborated daily with the mayor, commissioners, city administrators and all city departments as well
as outside businesses, tourist attractions, and developers ensuring both the city and the public’s best
interest were served related to public safety, code enforcement, strategic planning, sustainable
businesses and economic development. As a direct report, also oversaw emergency management and
the city’s arson bomb squad, a dual sworn police unit responsible for all arson investigations, bomb
and suspicious package responses, and internal affairs investigations.
Managed a 24/7 emergency service organization with approximately 600 employees, an $85+ million
dollar budget, 19 facilities, and a fleet of over 50 emergency response and support vehicles, covering
approximately 120 square miles with a residential population of 220,000 and a surge population over
one half million daily.
Oversaw a $41 million dollar capital improvement budget used to expand services adding four new
fire stations, replacing and relocating two others including a new 60,000 square foot headquarters in
downtown Orlando. This included adding 75 new positions and required working with developers
and major stakeholders in the community to acquire land and ensure the community buy-in to the
location and design of each station in different areas of town. All six stations are LEED certified,
two at gold level.

Negotiated and oversaw service contracts for supplies and major equipment purchases, including
vehicles and large apparatus, contracts with a national private ambulance company for emergency
transport services, labor contracts, and contracts for professional services such as medical direction,
facilities maintenance and occupational health for all six hundred employees.
Accomplishments:
 Achieved a Property Protection Classification of 1 from the Insurance Services Organization
(ISO) making Orlando only the 55th municipality out of 44,000 to achieve that rating. This
put the city in the top 1/10 of 1% in the nation, which lowered insurance rates for
commercial properties and was utilized as an economic development tool. 2010
 Drafted legislation and lobbied the legislature to pass state law which changed the code and
created a uniform fire service key to control and operate elevators during an emergency.
Signed by Governor Bush in 2005.
 Operated under budget each year, provided a plan to cut the department budget by 4.6
million without compromising the ISO rating.
 Collaborated with the State of Florida, and Orange and Seminole counties to form a
consortium Urban Search and Rescue Team (CFTF4) made up of 120 members from region
5, encompassing nine counties. Initial funding was provided by the State of Florida through
the State Homeland Security Grant Program, (SHSGP). CFTF4 continues to operate under a
consortium agreement between the Orlando City Council and the Orange and Seminole
County Commissions. Funding has continued through the UASI, SHSGP grants. Team has
been deployed multiple times by the state. Served on executive oversight board.
 Represented the City of Orlando working directly with the Orange County Consolidation
Commission assisting them with all phases of an 18-month consolidation study.
Commission voted against consolidation.
 Managed and oversaw the largest organizational expansion in our 125 year history.
 Oversaw grant process for a number of grants including UASI, SHSGP, AFG, and local
business partnership grants.
 Implemented National Incident Management System (NIMS) for daily operations.
 Utilized an FDOT grant to upgrade the city’s opticom (traffic light control) system switching
from a strobe operated system to GPS operated system and adding many new intersections.
Coordinated with public works-transportation engineering division.
 Worked with the city to successfully negotiate multiple labor agreements on both sides,
management and labor, earlier in my career.
 Established performance based measures for operational responses, station and resource
allocation, community based preparedness programs and EMS service delivery using GIS.
 Standardized all specifications for apparatus and equipment, resulting in cost efficient
purchasing practices, maintenance efficiencies, reduced cost for training, apparatus
operation, and equipment operations.
 Interviewed, hired, and trained several hundred personnel due to growth, attrition, and
normal retirements
 Researched and implemented an operational change that nearly eliminated a common
workplace injury.
 As a citizen, lead the charge to annex the area southwest of Michigan and Orange Ave into
the City of Orlando in order to annex the northeast end of Lake Holden. This annex
resulted in better collaboration with the city and county on lake issues, provided enhanced
services for the residents, and was a huge economic development opportunity for the city.

Fifteen years experience with Lake Advisory Boards and Orange County EPD:
Lake Holden Property Owners Association – 1997 to 2006. Elected by the residents to work
closely with the Lake Holden Advisory Board and Orange County Environmental Protection
Lake Anderson Advisory Board, 2010-2015, Chairman 2013 to 2015.
Appointed by Orange County Mayor Teresa Jacobs and the Orange County Commission.
Worked with the Orange County Environmental Protection Division to evaluate, prevent,
and implement remediation measures. Our work lead to commitment of OCC to fund
treatment system for the lake and ongoing maintenance.
