TAMPA, Fla. - The following preliminary timeline of the events surrounding the Iranian detainment of 10 Navy Sailors from Jan. 12-13 is based upon multiple operational reports received by Naval Forces Central Command (NAVCENT) in the first 24-48 hours after the incident. A Navy command investigation initiated Jan. 14, will provide a more complete accounting of events. On Jan. 12, two NAVCENT Riverine Command Boat (RCB) crews were tasked with the mission of relocating two RCBs from Kuwait to Bahrain, with a planned refueling en route alongside the U.S. Coast Guard Cutter Monomoy. The two RCBs were traveling together since they train and deploy in two-boat elements. They departed Kuwait at 9:23 a.m.(GMT). The planned transit path for the mission was down the middle of the Gulf and not through the territorial waters of any country other than Kuwait and Bahrain. The two RCBs were scheduled to conduct an underway refueling with Monomoy in international waters at approximately 2 p.m. (GMT). At approximately 2:10 p.m. (GMT), NAVCENT received a report that the RCBs were being queried by Iranians. At approximately 2:29 p.m., NAVCENT was advised of degraded communications with the RCBs. At 2:45 p.m., NAVCENT was notified of a total loss of communications with the RCBs. Immediately, NAVCENT initiated an intensive search and rescue operation using both air and naval assets including aircraft from USS Harry S. Truman and the Air Force, and Coast Guard, U.K. Royal Navy and Navy surface vessels. At the time of the incident, two carrier strike groups were operating nearby. Harry S. Truman carrier strike group was 45 miles southeast of Farsi Island and Charles de Gaulle carrier strike group was 40 miles north of Farsi Island. NAVCENT attempted to contact Iranian military units operating near Farsi Island by broadcasting information regarding their search and rescue effort over marine radio, and separately notified Iranian coast guard units via telephone about the search for their personnel. At 6:15 p.m., USS Anzio received a communication from the Iranians that the RCB Sailors were in Iranian custody and were “safe and healthy.” SAN DIEGO - Ships and units from the John C. Stennis Carrier Strike Group (JCSCSG) departed San Diego Jan. 19-20, marking the first Navy ships to be launched under the Great Green Fleet initiative. JCSCSG will deploy as the centerpiece of the Great Green Fleet, a year-long initiative highlighting the Navy’s efforts to transform its energy use to increase operational capability. The CSG will use energy efficiency measures, to include technologies and operational procedures, and alternative fuel in the course of its normal operations. John C. Stennis (CVN 74) departed Bremerton, Wash., Jan. 15 for a brief stop at NAS North Island to meet up with the other ships and units of the carrier strike group. JCSCSG participated in a kick-off event for “Great Green Fleet 2016” where Secretary of the Navy, Ray Mabus bid farewell to the strike group on Jan. 20. Carrier Air Wing 9, USS Mobile Bay, USS Stockdale, USS William P. Lawrence, and USS Chung-Hoon, are part of the strike group, along with embarked aviation squadrons. “The Sailors of this strike group are ready, willing and able to go wherever is necessary to protect American interests,” said Rear Adm. Ron Boxall, commander, JCSCSG. Licenses from 5 states banned at DoD bases by Jim Garamone WASHINGTON - Defense Department installations will no longer accept driver’s licenses from Minnesota, Illinois, Missouri, New Mexico and Washington as proof of identity, DoD officials said Jan. 20. The ban, which also includes licenses from American Samoa, is a consequence of the REAL ID Act of 2005. The REAL ID Act grew out of the Sept. 11, 2001, attacks - most of the terrorists involved had driver ’s licenses from Florida and Virginia. Congress tightened up issuance processes and documentation needed to get a driver’s license. Compliant cards must have specific security features to prevent tampering, counterfeiting or duplication of the document. The licenses also must present data in a common, machine-readable format. The REAL ID Act affects only access control policies where individuals are required to present an identification document for accessing federal facilities, entering nuclear power plants or boarding federally regulated commercial aircraft. 2 • www.armedforcesdispatch.com • THURSDAY, JANUARY 21, 2016 The federal REAL ID Act implementation rules allow for exceptions, officials noted. For example, they explained, life or safety issues such as medical emergencies, and situations in which physical access is necessary to apply for benefits are two exceptions. Those attempting to gain physical access to DoD installations must show an alternate form of identification, such as a passport, officials said. Service members, family members, DoD employees, and federal employees with the DoD common access card, DoD uniformed services identification and privileges cards, federal personal identification verification cards or transportation workers’ identification credentials are not affected, officials said, as these cards are authorized in DoD policy to facilitate physical access to installations. “All federal agencies including DoD must comply with the law regarding the use of REAL IDs for official purposes,” an official said. “For most DoD installations, an identification card or an installation pass is required to facilitate access. Hence, where an ID or an installation pass is used for physical access, DoD installations are prohibited from accepting driver’s licenses or state identification cards from states deemed non-REAL ID compliant. “DoD policy allows command- ers to waive the DoD access control requirements for special situations, circumstances, or emergencies,” the official said. “Therefore, installations may authorize other alternatives to facilitate installation access, such as a graduation ceremony guest list, escorts, etc.” Naval War College seeks papers on women, peace, security by Daniel S. Marciniak NEWPORT, R.I. - U.S. Naval War College (NWC) is issuing a ‘call for papers’ in preparation of its fourth annual Women, Peace and Security (WPS) Conference to be held at the college, May 17. In an effort to gather theoretical and practical ideas from a wider audience not normally represented in a limited conference format, the conference series chair is soliciting papers from academics, researchers, military personnel, non-governmental organizations and individuals who have an interest or experience in issues pertaining to WPS. “Conferences have limited room for participants,” said Mary Raum, NWC professor and chair of the WPS Conference series. “To have available, online and in the networked world, some quality thoughts on components of WPS from thinkers and practitioners who have a direct tie to the subjects being discussed is an invaluable resource. “This call for papers will allow for a broader reach in exchanging ideas and enable us to network on a global scale - a first step for formalizing the sharing of ideas allied with conference precepts.” Since the inception of the U.S. National Action Plan on WPS in 2011, NWC has been at the forefront of exploration into national and international issues involving WPS, working toward the goal of empowering women in conflict prevention and peace. John Richardson released his strategic guidance, A Design for Maintaining Maritime Superiority, Jan. 5, which will guide Navy behavior and investments both now and into the future. Here are the five initiatives to help “end the scourge of sexual assault” in our Navy: 1) A Shipmate is not a “bystander.” If you see something wrong, do something right. It is every Sailor’s responsibility to “step up and step in” to help their shipmate when they observe or become aware of undesired and destructive behavior. In 2015, Navy adopted a new training approach, shifting from traditional lecture-style training to a more dynamic program called “Chart the Course.” Chart the Course moves beyond the “bystander” approach and combines scenario-based videos with facilitator-led discussions to achieve an interactive learning experience. John F. Kelly reflects on 45 years of service by Sgt. Eric Keenan ASHINGTON -- With tears in his eyes and a quiver of his lip, Gen. John F. Kelly said, “I never quite understood the definition of bravery until watching young men and women do things that were absolutely crazy to do because they were well trained and they had the capability to do their jobs.” W He was referring to the most memorable aspect of his time in the Corps - leading Marines in Iraq and throughout his career. Kelly, who relinquished command of United States Southern Command Jan. 14, 2016, will soon retire after more than 45 years of service. The general, a Boston, Massachusetts native, was an adventurous person from a young age. He hitch-hiked across the country a couple of times and rode a freight train from Seattle to Chicago in an empty boxcar by his 16th birthday. I also went into the Merchant Marines for a year and my first time overseas was taking 10,000 tons of beer to Vietnam, he said. Soon after, a new adventure was calling him. “In the America I grew up in, every male was a veteran; my dad, my uncles and all the people on the block,” said Kelly. “So, with that kind of background and the draft, you assumed you were going to go into the service when your time came.” In my neighborhood you joined the Marines, he said. He enlisted in the Marine Corps in 1970 and served as an infantryman with the 2nd Marine Division, at Marine Corps Base Camp Lejeune, North Carolina, until his discharge as a sergeant in 1972. “I wasn’t committed to a career, but I wanted to go to college and come back and be an officer,” said Kelly. After graduating from the University of Massachusetts Boston in 1976, Kelly attended Officer Candidate School at Marine Corps Base Quantico, Virginia and was commissioned as a second lieutenant. He returned to 2nd Marine Division, where he served a s a p l a t o o n c o m m a n d e r, company executive officer, assistant operations officer and then an infantry company commander. Kelly learned what he truly loved about the Corps during this time of leading troops as an officer at the lowest level. “One of the worst things about getting promoted as an officer is that you get further and further away from day-to-day contact with young Marines,” Kelly said. Kelly learned the best thing you could do as a leader is look out for your Marines and let them know someone has got their back. He modeled his entire career around this concept, he said. “My whole last tour in Iraq, I was always on the road,” Kelly said. “To show up to a [forward operating base] in the middle of nowhere or at a convoy that’s broken down and talk to [Marines] as they’re changing the tire is the only way to do business.” Navy League Foundation scholarships The Navy League Foundation awards scholarships to high school seniors who will attend college in the fall. Official urges families to learn about veteran burial honors by Terri Moon Cronk WASHINGTON - Planning funerals for military veterans and retirees can be overwhelming for their families, and the Defense Department’s director of casualty and mortuary affairs wants family members to familiarize themselves in advance when possible to know what to expect with military funeral honors. Deborah S. Skillman said families should learn about military funeral honors eligibility ahead of time to know what choices are available. She also recommends that family members should ensure they have access to the veteran’s discharge papers, also called DD Form 214, to prove eligibility. It’s also critical for family members who want military funeral honors to tell their funeral director, who can make the request for them, she said. The honors are not automatic, and must be requested through the veteran’s branch of service, she noted. the honors are requested,” Skillman added. DoD policy is mandated by law to provide a minimum of a two-person uniformed detail to present the core elements of the funeral honors ceremony, and one service member must represent the veteran’s branch of service, she said. Burials with military funeral honors can be conducted at national, veterans’ or private cemeteries, she said. Stateside commissary benefit review The House Armed Services, Military Personnel Subcommittee held a hearing on the value of the stateside commissary benefit and efforts to reform it. FRA signed on to a statement from The Military Coalition that stated that the stateside commissary benefit is an important benefit for active duty and retirees. DoD has been searching for budget-driven budget cuts, and reduction and/or elimination of the stateside commissary benefit have been considered in the past. Some ideas being considered include increasing prices and cutting store hours. FRA advocates that active duty and retiree families who regularly shop at the commissary save as much as 30 percent over civilian grocery stores. However, the Armed Forces Marketing Council claimed that a five percent increase in prices could cause a 20 percent reduction in Commissary traffic. The Subcommittee is committed to maintaining the benefit while seeking to reduce its dependence on appropriations. Bill Moran, chief of naval personnel, released a naval administrative (NAVADMIN) message Jan. 7 to encourage Sailors in the fleet to consider becoming a recruit division commander (RDC) for their next shore duty assignment. Along with highlighting unique leadership opportunities, NAVADMIN 008/16 specifically lists benefits that RDCs receive while assigned to Recruit Training Command (RTC) as an RDC such as special duty assignment pay, an additional annual clothing allowance, an opportunity to earn a master training specialist (MTS) qualification, college credits toward a bachelor’s degree through the American Council on Education (ACE) program, and choice of follow-on coast assignment. While these benefits may be enough to entice Sailors into becoming RDCs, Command Master Chief (SW/AW/IDW) Shawn Isbell, a prior RDC at RTC, said he believes the quality of life has vastly improved for RDCs over the years. “The RDCs from when I pushed 12 to 15 years ago worked longer hours and had less time for personal improvement and family time,” said Isbell. “With the changes to the base and the adjusted master training schedule, we have RDCs completing their degrees and balancing family time along with the rigorous schedule of training recruits. Also, the volunteer hours donated by our service members at Recruit Training Command to our local community is astounding.” RTC has traditionally exceeded the fleet average in advancement rates. Many Sailors in the past have indeed benefitted from their work as an RDC during their advancement boards. Senior Chief Information Systems Technician Amy Oliva re- ported to RTC in August of 2012 as a first class petty officer. During her tour in Great Lakes, Oliva graduated, or “pushed” 12 divisions and also served in a number of leadership roles. In November of 2015, Oliva detached RTC as a senior chief petty officer. Oliva, currently assigned to Joint Communications Support Element at MacDill Air Force Base in Tampa, Florida, gives credit to RTC’s diverse nature for her advancement success. “Usually, you’re only around people with the same rate,” said Oliva. “At RTC, you are working with literally every rate in the Navy. Everybody has a different perspective on things and new ideas for how they would handle different situations. The lab there sent more than 180 questionable samples to labs in all 50 states and nine countries. “We did find through evidence that a combination of events including gaps in science, institutional issues and personal accountability when taken together The Army uses small amounts of anthrax to test U.S. equipment designed to detect or defeat biological organisms, said Army Lt. Gen. Thomas W. Spoehr, who commands the Army’s Biological Select Agents and Toxins Task Force. Spoehr said his task force has made recommendations that will benefit the entire program, not just address the problems at Dugway. The recommendations will be implemented as quickly as pos- sible. The first recommendation is to establish a DoD executive agent, that will perform technical review, harmonization of procedures and integrate the inspections for this program. The Army Surgeon General Office has been named the executive agent. “We will establish a standing DoD biological safety review panel, consisting of prominent scientists from both within and outside of the Department of Defense, and that review panel will review and validate procedures for working with biological select agents and toxins,” Spoehr said. DoD will also put in place a process to screen and validate all requests for biological products from outside DoD to see if they are valid and to see if a less-dangerous product can be substituted for what has been requested, the general said. The department also will put in place a central process “to track and monitor all requests and transfers,” Spoehr said. This, he added, includes a new Feeling Fit Club: All gain means less pain For some older adults, San Diego County’s Feeling Fit Clubs can be a place to get a little exercise and socialize with fellow seniors. But for some, like Ruby Griffin, the exercise classes are literally transformational and vital to their quality of life. “Since I’ve been in here Patty has taught me to take care of myself. It’s not just exercise; it’s taking care of the whole body – your mind, your spirit,” she said. “She works on all of that with us and I really enjoy it.” Ruby Griffin has lost 75 pounds since she started coming to the Feeling Fit Club. Griffin said the club is like a family and it keeps her from being depressed and down because of the energy level and new friends she’s been able to meet. There are about 25 regular participants every class. Griffin, who turns 69 later this month, has completely turned her life around after discovering the exercise classes held three times a week at the Gary and Mary West Center in downtown San Diego. 8 • www.armedforcesdispatch.com • THURSDAY, JANUARY 21, 2016 “I’ve been coming here for four years and I’ve lost 75 pounds, so the exercise is good for me,” she said. “The exercise keeps me from being in pain.” She used to suffer from knee and back pain, and it was a struggle to even walk before she stopped by the center one day inquiring about exercise classes. She credits instructor Patty Frisby with helping her to turn her life around. Griffin probably feels like a youngster as well. Her friend and fellow Feeling Fit Club participant is 96-year-old Agnes Haddox. Haddox can do all the same exercises the youngest members of the club, which is for older adults over 60 years old. “I’ve been coming here for about two years after I heard about it from my neighbors,” she said. “I grew up chasing jackrabbits so I always concentrated on speed and strength, but Patty has taught me alignment and posture as well and I can do so much more now.” The goals of the club are to offer a safe and comfortable environment for older adults to develop and maintain their physical fitness. The program was started 15 years ago and is led by exercise physiologist Gretchen Vurbeff. Some classes have grown to as many as 60 participants. The hope is older adults will be able to have better balance, have fewer falls, increased strength and be more resistant to chronic illnesses. The program also encourages social interaction, builds self-esteem and provides health and fitness education. “An older adult joining the Feeling Fit Club can expect to improve their strength, endurance, balance and flexibility while socializing with others in a fun environment,” said Kari Carmody, a health promotion manager with AIS. “Staying socially active is beneficial for mood, memory, and being connected which are all important aspects of staying engaged as we age.” Lily Chu, 62, says she has never been healthier her entire life. She was born premature and was a skinny youngster. She recently wrote a column for a Chinese magazine about her experience joining the Feeling Fit Club and encouraging others to participate. “I feel I have more energy and I’m brighter,” she said. In fact, “the world’s brighter and I’m more cheerful since coming here.” The San Diego County Health and Human Services Agency’s Aging and Independence Services has Feeling Fit Clubs at nearly three dozen locations across the region. The newest classes began this week at the Otay Recreation Center, 3554 Main Street in Chula Vista and will meet on Mondays and Wednesdays from 9 to 10 a.m. A Feeling Fit Club program can also be seen twice a day on County News Center TV. Compared to other Navy platforms, the littoral combat ship has a relatively small crew. Routine maintenance outside the scope of ship’s force ability is conducted during a PMAV, where labor and technical support is supplemented by civilian contractors who perform much of the preventive maintenance work in port. The maintenance period included more than 500 preventative maintenance checks including 30 in combat systems, 497 in engineering, and 16 in operations. “It’s really a joint effort between contractors and Fort Worth’s crew to come together and get the maintenance done,” said Lt. Brian Newcomb, LCS Crew 101 chief engineer. “Without contractor support it would take an entire department about three weeks to complete the maintenance checks that we completed together in roughly seven days.” In addition to preventative maintenance, Fort Worth also has a window of opportunity to receive corrective maintenance, according to Lt. The pilot then lifts the weight with the aircraft and makes a lap around the landing pad before coming back down, where the HST detach the high beam, and repeat the process again numerous times for accuracy and efficiency. During the exercise, Marines with CLB-11 attach large, steel beams that simulate cargo called high beams, to the aircraft. The high beams attach from slings to the pendants on the aircraft. Marines from both units ensured they were taking the proper safety precautions to conduct the training. The crew chiefs observed the ground Marines from the aircraft while a safety observer watched the Marines from the ground. The pilots cannot see beneath or behind the aircraft; these blind spots create hazards that require the safety observer and crew chiefs to be in place to help prevent accidents. “We use high beams for practice but in reality, we pick up Humvees, M777 Howitzers, or packages of MREs; whatever we need to take out,” said Sgt. Randy Burgosbonilla, a crew chief for HMH-465, and a Providence, Rhode Island, native. “We were picking up loads underneath the aircraft by single-point and dualpoint slings.” The Helicopter Support Team with CLB-11 prepares the high beams that are going to be lifted, attaching the slings securely to the weights. SECNAV names ESB ship Divers complete work on Stockdale Makin Island completes 2015 PMA WASHINGTON - Secretary of the Navy Ray Mabus announced the Navy’s newest Expeditionary Sea Base (ESB) ship, T-ESB 4, will be named USNS Hershel “Woody” Williams. Hershel “Woody” Williams, the ship’s namesake, was born in West Virginia and joined the Marine Corps following the attack on Pearl Harbor. In 1944, after serving in Guadalcanal and Guam, he joined the campaign in Iwo Jima. Two days after arriving on the island, Williams picked up a 70-pound flamethrower and walked ahead of his infantry’s tanks for four hours clearing their path of enemy machine gun fire. President Harry S. Truman awarded him the Medal of Honor two years later for his actions. Williams served during the Battle of Iwo Jima until he was wounded in March of 1945. He returned to the United States, was awarded a Purple Heart and released from active duty. Later, he served in the Marine Corps Reserves for 17 years. Williams is the last surviving Medal of Honor recipient from the Battle of Iwo Jima. The ship will be constructed by San Diego. SAN DIEGO - Southwest Regional Maintenance Center divers recently completed the replacement of a damaged control pitch propeller blade and the grooming of another blade on USS Stockdale (DDG 106) Jan. 3 at Naval Base San Diego. The source of the damage to the blades is unknown and was noticed during a routine cleaning and inspection by a local contractor. “We’re requested to complete the replacement [of #1 blade] and grooming [of #5 blade] in support of the ship’s upcoming deployment schedule in January,” said Navy Diver 2nd Class Eric J. Stephenson, diving supervisor and diver for this job. “Normally these jobs are completed in dry dock, but there was no time to wait and our team can complete the job much cheaper and faster than dry docking.” With no time to spare, SWRMC divers immediately began coordinating with Naval Sea Systems Command. Colon By MC3 Somers Steelman SAN DIEGO - Amphibious assault ship USS America (LHA 6) reached its 75 percent completion milestone during post-shakedown availability (PSA) January 14. America is currently undergoing a PSA phase in which the ship’s crew and assigned contractors make improvements to the ship’s design. PSA began in the summer of 2015 and is scheduled to wrap up in March. “One of the big challenges with LHA 6 is that it is the first of its class. Even with its similarities to the LHD class, there has been nothing like it before,” said the post-delivery hull manager Michael Galecki. Eighty percent of the ship’s upgrades will consist of adapting the flight deck for the F-35 Joint Strike Fighter (JSF). The ship will better handle the aircraft’s thrust, reduce heat sent to the decks below, and allow for longer periods between flight deck maintenance. “A major improvement done is the back-fitting of JSF upgrades to allow the ship to support these aircraft in future deployments,” said Galecki. “The upgrades consist of the complete overhaul of the flight deck’s non-skid and the addition of a thermal coating called thermion.” Along with flight deck renovations, maintenance capabilities in the hangar bay will significantly improve. Sailors will be able to more effectively work on deployed aircraft such as the JSF, tilt-rotor Osprey, Seahawk helicopter and the AV8B Harrier. “The high beam modifications will allow aircraft like the Osprey to fully extend its blades, while the lowered platforms will be at an ideal height for maintenance to be performed,” said Cmdr. Michael W. Smith Jr., America’s post-delivery manager. Another significant improvement is to the cargo and weapons elevator, bringing its safety and operational effectiveness up to the standards of the fleet. They were not up to standard in the original design due to changes in safety since the ship was contracted. “When ships are originally contracted, it’s a few years until they actually reach the fleet. During that time the Navy is constantly improving its safety and operational standards,” said Smith. The improvements made to America during the PSA period will allow the crew to work safer, more efficiently and longer at sea, supporting its crew and allies during times of war or peace. That happened to me when I was visiting my daughter who lives in L.A. driveway; on the roadway side of a parked vehicle (double-parking); in a bus stop, in a tunnel or upon a bridge; for more than 72 hours in any one spot without moving your vehicle; in an alley, except for the purpose of unloading goods or passengers; a heavy-duty commercial vehicle in a residential area, unless the vehicle is loading or unloading goods or has a service call in the immediate vicinity; an unattached semi-trailer on any street, except for trailers used for carrying personal property or for recreational purposes; or if the parked vehicle would create a safety issue. Parking zones throughout the city feature color coordinated curbs and/or signs to help drivers quickly identify general parking rules for the area. Red curbs mean no stopping at any time. When signs are used in place of a red curb, the prohibition is in effect on the days and times specified on the sign. If any part of your vehicle extends into a red zone, you may be ticketed. Where you wish to park, there might be several signs containing different messages that severely restrict parking so, to avoid getting a ticket, look up and down the full length of the street before leaving your car. Also, in dogs, diabetes might occur more often in old age.” Dogs and cats don’t get diabetes from eating too much sugar. Diabetes melitus is caused by the body suffering from either an absolute shortage of insulin (Type I), or from an incorrect response from the cells to the insulin that is being produced, a condition termed insulin resistance (Type II). Both of these conditions will prevent the muscles and organs from converting glucose to energy, and will result in excessive amounts of glucose in the blood, which is also referred to as hyperglycemia.
