Community Days Over the years, Mundelein’s Community Days festival has earned the reputation of being one of the best community festivals in Lake County. A complete schedule of our upcoming Mundelein Community Days is in this newsletter. Every year this is our most attended event and a wonderful way to celebrate the 4th of July. I’ll be around the eating area some of the time each day and I look forward to seeing you there. New Arts Commission The new Mundelein Arts Commission will combine the vision and goals of the Human Relations Commission, the Utility Box Art Review Committee, and the Police Statue Planning Committee into a single broad-based arts commission. The group’s Mission Statement places a greater emphasis on the arts and using the arts to communicate Mundelein’s welcoming spirit. To be considered to serve on the Mundelein Arts Commission, applicants should have a background in the arts or marketing and should apply by July 8. Please visit the Mundelein website for the application or stop by the Village Hall. on July 1 at 10 a.m. at the Mundelein Police Station. This police officer tribute will serve as an enduring and powerful image concerning the selfless contributions made by those in law enforcement on a daily basis. I applaud Jack and Sue Forshaw and the Police Statue Committee for their efforts to ensure the success of this project. Shop Local. Shop Hawley. The $10 million Hawley Street reconstruction, the largest road construction project in Village history, is currently on schedule and on budget. This joint project between the Village and Lake County includes major utility repairs, water main replacement, spot sanitary sewer repair, storm sewer capacity increase on Garfield for improved storm water conveyance, road reconstruction and widening. Please continue to visit the Hawley Street businesses during this construction and rebuilding phase. Special thanks to Mundelein’s Tiemart for helping the Village to promote its “Shop Local. When complete, Hawley Street will be a beautiful gateway into Mundelein. There will be a new multi-use path constructed to facilitate pedestrian traffic to downtown district from the west and a new traffic signal at California for improved pedestrian safety near Washington School. Remember to shop Hawley Street businesses during construction. Given the scope of the project, some of the businesses on Hawley Street have seen a decrease in customers. Mayor Lentz and the Board of Trustees want to encourage Mundelein residents to continue to visit the Hawley Street businesses during this construction and rebuilding phase. Mundelein Trustees Hire Farr Associates for Next Phase of Downtown Planning The Village of Mundelein Board of Trustees recently approved the hiring of Farr Associates to provide a second phase of master planning in the downtown area. The study area can generally be described as north of Hawley Street and south of Route 176 described as the Station Area North Study Area. This project will lay the groundwork for a decade or more of sustained development activity in and around the downtown. The starting vision for the project is of a vibrant mixed-use place featuring new housing, restaurants, and amenities. This work also builds on the property acquisition already undertaken in the Study Area by Mundelein. “We are approaching the next phase of our downtown development plans from a strong strategic standpoint. Using the Comprehensive Plan of 2011 and the Downtown Master Redevelopment Implementation Plan of 2012 as building blocks, we would like to develop a detailed subarea plan for the area north of Hawley Street. Farr Associates, the team who authored the Downtown Master Redevelopment Implementation Plan, has been engaged and developed a scope of services to assist the Village with short and long-term planning for the Downtown,” explains Steve Lentz, Mayor. “The scope of this project is important on a multitude of levels, but a few reasons should be highlighted. Foremost, as negotiations progress with potential developers, it is necessary to be able to visualize all the components of a development. Clear visions lead to smoother entitlement and permitting processes for development,” explains Amanda Orenchuk, Acting Director, Community Development. 2 THE BOARD OF TRUSTEES HAS GIVEN FARR ASSOCIATES A DETAILED LIST OF DELIVERABLES INCLUDING: 1. Review market changes and provide an overview; 2. Review of the “Bank Triangle;” 3. Conceptual design of a pedestrian overpass that connects the residents on the east side of the railroad tracks with the Plaza and Metra station; 4. Analyze parcels adjacent to the railroad tracks; 5. Evaluate locations for a performing arts center; 6. Examine land uses and building forms for properties along east Hawley Street; 7. Provide route recommendations for the Millennium Trail Bike Path and the North Shore Bike Path; 8. Recommend locations for parking and parking ratios; and 9. Provide conceptual drawings for the East Hawley Street corridor improvements, taking into account the needs of the business along the corridor and the pedestrians’ use of the space. Ron Bernardi will provide the Calliope in the Mundelein Community Days Parade. 3 MundeleinINSIDER MUNICIPAL AGGREGATION UPDATE ComEd Electrical Rates Trending Lower—Residents May Want to Consider Switching Back to Com Ed for Best Rates In early May, ComEd set new electric rates for the next 12 months—June 2016 to May 2017. The new ComEd rate will be 6.195¢ per Kilowatt Hour (KWh) for the four summer months, followed by 6.315¢ for the following eight months. When blended over the 12 month period the rate is 6.195 cents/KWh. By law Com Ed is allowed to adjust the rate monthly up, or down, .5 cents. This monthly adjustment is referred to as the Purchased Energy Adjustment (PEA). The PEA is intended to adjust for fluctuations in the cost of energy, which now tends to rise and fall rapidly. This means he ComEd rate can change each month due to the floating PEA adjustment. It can range from 5.695¢ to 6.815¢ per kWh during the next year. A history of Com Ed’s monthly PEA rates is available on line. The adjustments for the first 6 months of 2016 have been: January 2016 (-.500) February 2016 (-.475) March 2016 (-.357) April 2016 (-.441) May 2016 (-.189) June 2016 +.007 The new low Com Ed rate reflects the significant drop in the power market, much like the drop that has occurred in the price of gasoline and other commodities over the last year. The uncertainty of the Com Ed rates because of the midyear adjustment, and the PEA calculation, was one of the reasons the Village went with aggregation. As it turned out, the mid-year price change was able to take advantage of the good energy market. As a result, the Village pricing for its aggregation program, 6.781¢/KWh, may no longer be the best price available to Village residents. We say “may no longer be best” because if the full .5 cent PEA is added to the Com Ed monthly, the aggregated rate would be slightly lower. However, the track record of the PEA tends to trend lower. In the interest of good communications, we want residents to be aware of this change so they can make an informed decision on whether or not they want to switch back to Com Ed. It appears that residents likely will be better served by switching back to ComEd for the duration of the Village aggregation program (October 2016). The Village aggregation program has no early termination fee. I you want to move to the lower ComEd rate may do so with no penalty by calling the Village’s current supplier, Dynegy, at 1-844-351-7691. (Neither the Village nor ComEd can switch your account, only Dynegy can.) Residents should have their ComEd account number on hand when they call. In September 2015 the Village re-entered the Municipal Aggregation program and secured a guaranteed 12 month rate of 6.781 cents per KWh for Mundelein residents. The aggregated rate is not subject to the energy adjustment. Message From the Mayor (cont.) High School Sports Recently, our local high schools, Mundelein High School and Carmel Catholic High School, made quite an impression at the State level! I am very proud that the Mundelein High School Boys Varsity Baseball Team took second place at the State Tournament. At Carmel Catholic High School, the Varsity Girls’ Softball team took fourth place in State. On behalf of the Village and the Board of Trustees, I want to congratulate both teams and the respective coaching staffs for their stellar performances. We applaud their efforts and thank them for representing Mundelein in such a fine manner. We are Mundelein Proud! Craft Beer Festival Mundelein’s Fourth Annual Craft Beer Festival was another great success. Despite a rainy, stormy day, the event drew over 2,000 people, our largest crowd to date! Mundelein has earned the reputation of hosting one of the finest craft beer festivals in the area and we look forward to this event every year. Special thanks to Bruce Dir of Tighthead Brewery and our own Mundelein Community Connection for all they did to ensure the event’s success. You make us proud! Steve Lentz Mayor 4 SUMMER 2016 19th Annual Cops N’ Bobbers Fishing Derby Planned The Mundelein Police Department’s 19th annual Cops ‘n’ Bobbers Fishing Derby is scheduled to be held on Saturday, July 16, 2016 from 8:00 am until 12:30 pm at St. Mary’s of the Lake Seminary. Parents bring your kids ages 5–13 and their fishing poles and spend the morning fishing and having fun. The derby is a great chance for families to have an enjoyable day and interact with Mundelein Police Department officers. The pond will be stocked with sun fish. Bait will be provided by the Country Corner store and ILDNR will have a few fishing poles to use if you do not have your own. There will be a raffle drawing and prizes for the biggest fish, smallest fish, and the most fish caught. The event is free and the first 100 children will get a free T-Shirt. Food and non-alcoholic beverages are allowed in the park so feel free to bring a picnic lunch. An adult must accompany all participants. Drawing on inspiration from the Skokie Festival of Cultures—one of the premier ethnic festivals in Illinois—Mundelein’s One World Festival is a celebration of cultures from around the world through live music, dance, food, beverages, games, art, and history. It is also an exciting and vibrant reflection of Mundelein’s unique community. Currently, the One World Festival Committee is seeking artists, vendors, exhibitors, or anyone that has an interest in sharing culture to host culturally-themed booths at the festival. In order for the One World Festival to be successful, it requires additional funding from corporate sponsorships. Your tax-deductible contribution not only helps to fund the Festival, but also provides a platform for you to indicate your support of Mundelein and its cultural diversity. The Mundelein STAND-UP Student Task Force Parents are the greatest influence in preventing teen drug use. Research shows teens are less likely to use alcohol and other drugs if: • They receive high levels of love and support from their family • They have open and positive communication with their parents or guardian • Know the risks of drug use • Have a clear understanding of family rules regarding not using alcohol or other drugs Parents have the power to prevent teen drug use by having short and frequent conversations with their child about not using drugs. Get tips on talking to your child at wwwmundeleinstandup.org. 6 SUMMER 2016 2016 MUNDELEIN COMMUNITY DAYS— Celebrating the Best of Mundelein Mundelein Community Days opens at Noon, Friday, July 1st and ends after the fireworks, Monday, July 4th. As in past years, the Mundelein Community Days Committee has worked diligently over the past year to ensure that 2016 is sure to be THE BEST EVER! There is something for everyone at Mundelein Days—carnival, fireworks (July 4th), parade (July 3rd), food, music, games, contests, demonstrations, displays and lots of kids activities. You can’t spend the night, but, the days are packed with all kinds of activities. Don’t miss the fun! The big change this year will be the new parade route on Sunday, July 3rd. Because of the Hawley construction work, the parade will use Division Street instead of Hawley. The parade will form in the Metra station parking lot not on McKinley Street. The parade will exit the Metra station on Division Street, proceed west to Midlothian, north to Hawley, and west to Mundelein High School. The reviewing stand will be set up on the southeast corner of Division Street and Lincoln Ave. Organizing the parade in the Metra parking lot has challenges and will require more volunteers. Anyone interested in serving as a volunteer, please contact Tami Schafernak at 847-949-3223. The Miss Mundelein, Junior Miss and Little Miss Mundelein Pageants will be held in the auditorium at Mundelein High School, 1350 W. Hawley Street on Sunday June 26 at 6:30 p.m. Admission to the pageants is $4 per person, $2 for children under 12. As usual, Mundelein Community Days features popular musical acts from around the Chicagoland area covering all musical styles including Soul (R-Gang), Rock/Funk (Samadhi Vibe), Latin (Contrabanda), Blues (Howard and the White Boys), Roots Rock (Adam Ezra Group), Top 40 (Final Say), Acoustic (John Metzger & Two Easy), Country (Back Country Roads), and Country Rock (Bella Cain). The finale on Monday night, July 4th by Bella Cain is sure to be a showstopper. Mundelein Outlines Mosquito Control Plan Spraying is done for the entire community, we are not able to spray single neighborhoods. The nuisance mosquito levels around town will vary. Heavily wooded or marshy areas, especially on the west side of town are more prone to mosquito activity. Typically, the first spraying is done in late June. It is difficult to provide advance notice of spraying. But, depending on the amount of advance notice we receive, we will use the Village website, Facebook page or the Friday e-newsletter to notify the community. For mosquito control throughout Mundelein, the Village contracts with Clarke Environmental, Inc. Much of the control activity is focused on “prehatch” treatment, killing the mosquito larvae before they hatch. These activities include: treating wetlands breeding areas, using public and private catch basin applications, releasing mosquito fish into select lakes, and monitoring of mosquito levels from light traps. Residents who would like to be notified in advance of a scheduled treatment, or would like to have the spray turned off in front of their house, are asked to call the Clarke Mosquito Hotline at 1-800-942-2555. If you think you may have a mosquito breeding area on your property, please contact the hotline. They will send someone out to check the area and treat the site if breeding mosquitos are found. In spite of the efforts to reduce mosquito larvae, when conditions are right, mosquitos will reach nuisance levels. When that occurs, the Village schedules a community-wide spraying to control the adult mosquito population. Three community-wide sprays are budgeted for the year. The decision to spray is Curfew Ordinance Now In Place Now that schools are out for the summer, please heed this reminder about Mundelein’s Curfew Ordinance. Curfew hours for children under 17 years old are Sunday-Thursday from 11 p.m. to 6 a.m. and Saturday and Sunday from Midnight to 6 a.m. In addition, drivers under 18 may not operate a motor vehicle between the hours of 10 p.m. and 6 a.m. Sunday through Thursday, and between 11 p.m. and 6 a.m. on Friday and Saturday. Neighborhood Watch Meetings The Mundelein Police Department is setting up Neighborhood Watch Meetings for the summer and fall months. Please call 847-968-4600 and ask for the Crime Prevention Office if you are interested in hosting or attending. Important Security Reminders The Mundelein Police Department encourages residents to be mindful of important security measures to be taken in neighborhoods, homes, and automobiles. Residents must be diligent in locking up cars, garages, and residences. Do not leave laptops, cell phones, and other expensive equipment in your automobile which would be visible to the passerby. Be sure to report any suspicious behavior or people in your neighborhood. The non-emergency phone number to the Police Department is 847-968-4600 and call 911 in an emergency. MPD Provides Tips to Combat Recent Scams PROBLEM–Residents are receiving telephone calls from someone claiming to be from the internal revenue Service (IRS) threatening to have them arrested, deported, or revoking their business and/or driver’s license if immediate payment is not made. PROBLEM–Law Enforcement Solicitation of Money (i.e. Fraternal Order of Police) – Residents may receive a telephone call from someone claiming to be from the Fraternal Order of Police, or another law enforcement agency, soliciting funds. SOLUTION–Never wire money to anyone, person or business, unless their identity has been confirmed and it is not unordinary. When in doubt, contact the Mundelein Police Department. SOLUTION–Call the local police department and verify its legitimacy. Never provide social security numbers, credit card or banking information over the phone. 12 SUMMER 2016 Mundelein Police Department to Participate in National Night Out Celebration! The Mundelein Police Department invites you to join forces with thousands of communities nationwide for the “33rd Annual National Night Out” crime and drug prevention event on August 2, 2016 from 6:30 p.m. to 9:30 p.m. in the Santa Maria Del Popolo parking lot located at the corner of Seymour and Courtland. At the event kids can participate in tie-dye t-shirt making, fire engine rides provided by the MFD and other games hosted by Target. At 7:30 p.m. there will be a K-9 demonstration with Titan. Later in the evening, concessions will be available and families can begin to take their places on the lawn. Upon dark, the feature movie, Zootopia, will be played on a 45-foot screen. ADOPT-A-HIGHWAY—Adopt-a-Highway is now available to residents for local Village roads contact Public Works 847-949-3270 for more information WATER CONSERVATION—Water conservation is in effect; outdoor water use should be used appropriately (even-odd east-west of Route 45). 2016 Road Program This year, the Village’s annual road improvement program will be focused in the Loch Lomond subdivision. The roads targeted for improvement include the following: • Lomond Dr. (Killarney Pass-Beach) • Lucerne Ct. (Lomond Loop) • Dublin Dr. (Firth-Highland) • Raleigh Rd. (Firth-Highland) • Firth Rd. (Lomond-Raleigh) In addition to these rehabilitation projects, the Village has also allocated funding toward resurfacing of various roads throughout the Village to address issues with the pavement surface. SUMMER 2016 Village of Mundelein Board of Trustees Approve FY 17 Budget At the April 25, 2016 Board Meeting, the Mundelein Board of Trustees approved the Fiscal Year 2017 $55 million budget. The proposed revenue for FY2017 is $44 million compared to a $43 million budgeted revenue for FY16. Budgeted expenditures for FY17 are $55 million. The approved budget is about $2 million less than last fiscal year. The additional money spent for capital items will originate from planned use of reserves. General Fund expenditures are budgeted to be $26 million—$1 million increase from the past year budgeted expenditures of $25,000,000. There will be no increase in property tax revenue for the fifth consecutive year. In other words, no additional tax dollars will be collected than in fiscal year 2013. General Fund is referred to the operating fund because all salaries and operating expenses – commodities (not capital expenditures) are accounted for in the General Fund for all departments of the Village except for the Water and Sewer Divisions. “I want to acknowledge Village Administrator John Lobaito and Chief Financial Officer Doug Haywood for the effort they put into the budget process. While I am pleased to present a balanced budget to the Board, the $2.5 million in unfunded requests, that needed to be made in order to get to a balanced budget, is not sustainable over the long term. Eventually, these reductions will negatively impact our infrastructure and level of service,” explains Steve Lentz, Mayor. Some of the unfunded requests include: Downtown Beautification ($50,000 reduction), LED Streetlights ($650,000), Gateway Signage ($125,000 reduction), Personnel Requests: Battalion Chief, Patrol Officer, Firefighter/paramedic, Firefighter/paramedic Contract Employee ($425,000 reduction). The Village of Mundelein will increase Water/Sewer rates with an effective date for bills issued on June 1. There will be a .60 increase to the unit price, adding $22 annually for the minimum water user (6 units). Mundelein bills water in units and not gallons. The water rate increase is part of a planned increase to generate necessary revenue to fund capital improvements to the system. The rate increase is as follows: Proposed minimum water user $50.32 per bi-monthly bill ($49.44 in summer, $50.64 in non-summer); Current minimum user $46.80 per bimonthly bill ($45.84 in summer, $47.04 in non-summer). Current annualized rate $7.80 per 750 gallons ($7.64 summer, $7.84 non-summer), proposed $8.40 annualized ($8.24 summer, $8.44 non-summer). “Mundelein’s proposed budget addresses the most pressing needs of the community—improving public infrastructure and maintaining excellent service delivery to the community. The management team has a strong sense of fiscal accountability to the taxpayers and the proposed budget was drafted with no new property taxes. Much credit is owed to the staff for their diligence and responsible approach with the FY17 budget,” said John Lobaito, Village Administrator. “With each budget cycle, our goal is to look for ways to minimize increases in property taxes and fees for our residents and businesses, as much as possible. Over the last decade, the Village’s spending has increased annually less than 2% due to ongoing productivity and efficiency efforts. As some revenues have declined since 2008, Mundelein officials have worked diligently to help keep operating spending down and cut capital expenditures wherever possible,” Lobaito added. Some of the $15 million budgeted for capital improvements will be utilized for the following projects: o Route 60/83/176 intersection improvements ($4 million) o West Hawley utility improvements ($1.5 million-VOM Share) o $4.1 million 2017 Street Program o New Gateway signage for the community ($200 K) to reflect the Village’s new brand o Continued spending to improve downtown o New hires planned: 1-Community Service Officer-MPD o $100,000 for Business Incentive Grant (BIG) program. o Infrastructure improvements in the downtown to include sidewalk replacement, curb repairs, landscaping, and streetscape improvements o $300,000 budgeted for forestry activities.
