Bowen the Committee receive the minutes of the Arts Development Committee meeting held April 4, 2014, as presented. CARRIED. 3. Reports 3.1 Arts Development Past Funding Mr. R. Steven, Culture and Heritage Manager, provided a report reviewing the effectiveness of past grant funding and options for alternative approaches to Arts Development Funding. Mr. Steven distributed information regarding the funding from its inception as a legacy from the 1995 Canada Winter Games to the present day status. It was noted that the overall spending for the Arts Development Funding per capita has decreased by 47% from 2002 – 2012. Mr. Steven noted that the legacy of the 1995 Canada Winter Games and levels of funding were set to equal the funds available. The legacy funds have since been exhausted and the levels of funding are provided by City operating funds. The Committee discussed various options to distribute the Arts Development Funding and noted that moving to an independent board would not be viable at this time. Mr. Steven noted that festival funding applications were in most part the same groups each year and questioned if the intent of the grants was for seed funding or operating funding. The Committee discussed the possibility of these groups at some point operating on their own and how many years would it take for these festivals to be sustainable. When the choir was active, this event was financially supported from the profits of their annual spring concert. Because the choir is inactive, this source of funding is not available. In order to host the event, outside sourcing of funding is required. GP Singers wishes to preserve its small cash reserve with the idea that the choir will become an actively operating organization in the near future. It has been hosted, by either the GPRC Chorus or the GP Singers, continuously, except for one year, since that time. The purpose of the Festival was threefold: • Provide an opportunity for the citizens of the City of Grande Prairie and nearby areas to celebrate the Christmas season in music. • Provide an opportunity for local and regional choirs to share their talents and to learn from each other. • Provide an opportunity for the greater community to share their wellbeing with the less fortunate through donations to the Salvation Army Christmas Appeal. In 2013 the festival was hosted at St. Joseph Church on December 2nd and 3rd. Twelve church, community and high school choirs, a handbell choir and a chamber group participated from Grande Prairie and area, involving more than 220 singers, conductors, accompanists and musicians. As well, more than a dozen individuals were engaged as greeters, site set-up technicians, master of ceremonies and prelude musicians. All participants are volunteers and are involved for the joy of sharing music and for the cultural and social contributions that they can make to their community. Festival of Carols performances are open to the general public, at no charge. In 2013 more than 1400 individuals attended the Festival of Carols over the course of both evenings. Attendees are encouraged to contribute to the annual Salvation Army Christmas Appeal through the donation of cash or non-perishable food items. The Salvation Army attends each evening to man the donation kettles and to provide a short explanation about the scope of the need within our community. All donations are collected directly by the Salvation Army and the GP Singers have no contact with these monies, nor is there a request of the Salvation Army to cover operating expenses. In 2013, approximately $3,600.00, in cash and food, was donated over the two evenings of music. Purpose of GP Singers The GP Singers was established in 1989, by a group of community minded individuals, to promote choral music, especially for adults. The organization is registered as not-for-profit in the province of Alberta. Since its inception the choir has annually hosted and performed at the Festival Carols, a spring concert and various community and private functions such the Alberta Farm Women’s Conference, weddings and nursing homes and senior citizens’ residence concerts. Since 2008, GP Singers has been seeking a conductor and, for this reason, has been unable to establish a regular practice and performance schedule. However, due to popular demand, the choir has continued to organize, host and fund the annual Festival of Carols with the benefactor and its objective to promote choral music in mind.
