Meena of Rajasthan A. STATE: RAIASTHAN 2. A brief presentation was made by NRRDA on the status of the response from the states regarding the definition of habitations adopted by them while finalizing the core network. It was brought out that: I. A letter was sent to the States asking them to intimate whether revenue villages were taken as unit for providing road connectivity for the purpose of PMGSY and iJ due to this criteria any eligible habitation has been left out. I In response, Bihar, Madhya Pradesh, Manipur and Rajasthan have informed that revenue village has been taken as unit for providing road connectivity under PMGSY. In Bihar, Core Network has not yet been finalized. Madhya Pradesh has informed that there would be no change in the Core-network of the State. Manipur has indicated that as core-network was based on villages, there might be some habitations not rl in it. Rajasthan had informed that about 5,325 eligible habitations remain unconnected. covered ItrI. No information has been received from Goa, Gujara! Haryana, Jamrnu & Kashmir, Karnataka, Kerala, L4eghalaya, ry. V. Punjab and Tamil Nadu" Other States have informed that they have identified habitations as per criteria given in the guidelines. Besides, Maharashtra and Orissa have informed that they had not counted the cluster definition while considering the eligibility correctly and hence some eligible habitations have been left out. ]harkhand, Sikkim, Uttarakhand and West Bengal have intimated that some habitations have been left out while finalizing the Core Network due to omissions, though they had identified habitations as per criteria given in the guidelines. 3. Principal Secretary, Government of Rajasthan inJormed that they have worked out the eligible habitations as per population in 2001 census, as per records available with the Government of Rajasthan. He also informed that as per this change in criteria, the cost of construction of roads for such habitations which have become ineligible under PMGSY would be borne by the State Government. 4. It was also mentioned by them that a team of experts from NRRDA had worked with the officers of Rajasthan and worked out details of habitations which would need to be included in the core network due to change in definition to habitation as per guidelines and also the details of habitations which would need to be excluded from the core network. He added that they had also visited some districts of Rajasthan and test checked these findings. 5. This exercise is yet to be carried out in Manipur as the State Government has not yet identified the habitations that are likely to be added due to change in criteria. 6. This issue was discussed in details. After discussions, it emerged that in case of Manipur and Rajasthan, the increase in number of habitations is due to change in the definition which was taken as village instead of habitation. Thus, definition adopted by these States 2l earlier was not as Per the definition given in the guidelines'- l{ence subject to these States may be permitted to revise their Core Network following conditions: (i) The State Government should certi{y from records and irrefutable evidence that the habitations claimed for inclusionintheCoreNetwotkexistedinyear200landthat the sum of population of habitations in 2001 matches population of the concerned village' The village population lf (i0 2OOr should be as published by Registrar General of India' A team will visit and make sample verification of the claim' and exclusion of habitations will be (iii) ' Only inclusion the Core Network. No change in through .on"id"red in route status would be permitted and consequenfly no claim for upgradation of roads as a result of this revision of Core Network would be considered' (iv) If any other State also makes a similar claim due to village taken as a unit instead of habitatiory it may send them with the certificates and evidences based on 2001 Census by Registrar General of India which would be examined in the Unnpe before it is brought for the consideration of the Empowered Committee. B The state of Assam has requested for approval for the use of cold Mix Technology for some of the roads already sanctioned with Hot Mix TechnologY. NRRDA, in its presentation, apprised the comrnittee that the performance of roads using Cold Mix Technology is reported satisfactory by I.I.T., Guwahati and about CRRI',s certification that the li{e of OGi'C using Cold Mix Technology is same to that of Hot Mix' Further, the committee was informed that this item of work is already included in the Ministry of Rural Developments Book of Specifications is environment friendly, energy efficient and and this technology -ti.n". The cost di{ference is very rnarginal for the results in saving of two technologies (Only Rs. 300 per km at the current SoR of Assam)' II 3l The committee was informed about the benefits of using Cold Mix Technology. The committee recommended that the state of Assam be permitted to take up oniy 500 km out of roads sanctioned earlier, with Cold Mix Technology in place of Hot Mix Technology.
