Box 150, Nespelem, WA 99155 Colville Tribal Program Graphic Design Logo Development Request for Proposal General Information Posted Date: Closing Date: Bid Opening Date: February 20, 2015 March 19, 2015 at 2 p.m. March 19, 2015 at 2 p.m. at the Purchasing Program Introduction The Confederated Tribes of the Colville Reservation is a Sovereign Nation. Presidential Executive Order established the Colville Indian Reservation in 1872, with a land base of 1.4 million aces, located in North Central Washington State. The Administrative Headquarters are located at the Colville Indian Agency Campus, approximately 2 miles south of Nespelem, WA with offices located throughout our reservation. Description The Colville Confederated Tribes is seeking proposals from qualified graphic artists for design for 87 logos (listing of programs identified below), to be standardized with the background of the Colville Reservation. Once selected and purchased, Colville Confederated Tribes owns copyright and trademark of the logos. The selected bidder will be required to sign a Colville Tribes consultant contract within 5 days of acceptance of the project. Proposal Requirements: 1. The Colville Tribes will only accept proposals in hard copy format. 2. Proposals are to be in a sealed package with the bidder name and “RFP Tribune Graphic Design” 3. Contractor will take one border concept (attached) and create all logos within it, providing conceptual color design options. 4. Proposal must be in writing, business information including company name, address, phone number and email address, three current client references, signed proposal with a total proposal amount for the project. Must include sample of previous work. 5. Costs for developing proposals in response to the RFP are entirely the obligation of the Contractor and shall not be chargeable in any manner to the Colville Tribes. Evaluation All responsive proposals will be opened, reviewed and rated based upon the following evaluation factors: § 40 % - Experience and/or past performance § 30 % - Compliance with solicitation requirements § 20 % - Price § 10 % - Indian Preference (If claiming Indian Preference and TERO certified you must provide documented proof). An award will be made to a responsible Indian Bidder if within 10% of the lowest non Indian Proposal Price and defined experience. Negotiations of Award In the event only one (1) responsive proposal is received the Colville Tribes reserves the right to negotiate the award for the services with bidder submitting the proposal in lieu of accepting the proposal as is. Rights Reserved: The Colville Tribes reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the Colville Tribes. Safety All applicable regulations pertaining to safety, including Tribal Occupational Safety and Health Act (TOSHA) standards and regulations shall be strictly adhered to by the contractor. TERO The Colville Tribal Employment Rights Ordinance (TERO), including the 5% TERO fee, shall apply to this Contract to the extent any of the work to be performed under this Contract is performed on or near the Colville Reservation. No work shall take place until a TERO Utilization Plan has been signed, approved, and filed with the TERO Office. The 5% TERO fee applies to all contracts over $5000 where the consultant is not a preference-certified entity. Debarred Selected consultant must sign a Certification Regarding Debarment and Suspension.
