SUMMARYHIGHLIGHT Seat 1 on the DeLand Housing Authority is vacant due to the death
of Vann Rhodes Seat 3 is vacant due to the fact that Jan Fortner has served multiple terms and
is not
eligible
for
reappointment
Seat 4 has been held by Trude ColeHill but is the seat
reserved for a Section 8 recipient Ms ColeHill was advised at the time of her appointment that
should a Section 8 recipient apply she would be required to relinquish the seat

1 Appoint Hilma Blair Section 8 recipient to Seat 4 on the DeLand Housing Authority for
a partial term to expire 11 1 2014

Florida Statutes require that one member be a resident of the Housing Authority
Resolution 9052 requires that a majority of the membership be City residents 3 of the 5 members
This is the seat normally reserved for Housing Authority resident or Section 8 recipient After sending letters to all Section
8 recipients no applicant was found Thus Ms ColeHill was appointed to this seat with the understanding that D14A will
advertise at least once a year for a Section 8 applicant per the Federal rules and should one be found Ms ColeHill will be
required to relinquish the seat
