HIGHLIGHT Stetson University is seeking permission from the city to permit
SUMMARY
alcohol consumption for the Hatter Village area on South Alabama Avenue from Euclid to
Hubbard Avenue along with Hubbard and Euclid Avenues from Amelia Avenue to Woodland
Boulevard during all six home football games Hatter Village will be a part of the pregame
activities for attendees and will cease operation before the start of the game
In accordance with City policy Section 3 15 on any other city property other than parks an
applicant for the consumption of alcoholic beverages must have specific City Commission
approval
The area specified above will be properly signed monitored by Stetson University staff ensuring
compliance The area will have many trash receptacles to make it convenient for participants to
keep the area clean The DeLand Police Department has reviewed and approved this request

DISCUSSION
BACKGROUND
Stetson University staff has met with city staff several times working on logistics for Stetson
football home games at Spec Martin Stadium In addition to the tailgating logistics staff from
Stetson and the city have worked together in mapping out logistics for vehicular including bus
traffic pedestrian traffic in stadium spectator safety and player safety

Stetson University Department of Athletics requests a more expansive modification to the previously approved
alcohol policy within the permitted parking areas surrounding Spec Martin Stadium
Specifically it has come to our attention that alcohol consumption is not permitted between the lots and along the
stretch of Alabama Avenue that will be closed for the Hatter Village area
By expanding the areas where individuals are permitted to consume alcohol within the area surrounding Spec Martin
Stadium it will allow our fans access to other lots while meeting up with friends that may not be able to park in the
same lot In addition by expanding the area it will allow for both Stetson University and the Deland Police
Department to better patrol the area for safety and security by creating a tighter system of permissible walkways
and traffic flow around these areas
It should be noted that at this time Stetson University is not seeking permission to sell alcohol in the Hatter Village
area only consumption in this area along Alabama and between the previously approved parking lots
This will all be accomplished by
1 There will be a large number of police public safety officers and parking attendants present to limit jaywalking
and control flow of foot traffic near stadium and surrounding areas
Specifically there will be a strong police presence along with eight Stetson Public Safety Officers patrolling the lots
and Hatter Village area prior to the start of the football game Each lot will have at least three parking attendants on
staff that will be monitoring parking and adherence to the tailgating policies and procedures In addition for the
first game the Beverage Commission will be walking the lots as well in an effort to curb irresponsible consumption
2 Location of snow fenceroping near streets at edges of tailgating area intended to assist with control of traffic
limit number of individuals leaving stadium or surrounding area and entering non tailgating areas with alcohol or
open containers
Specifically we will have snow fencing along Woodland Blvd from the corner or Hubbard to the property line along
Woodland We will also run the snow fencing from the East of the entry point on Hubbard for the same lot up to the
corner of Alabama in order to move people towards the corner of Hubbard and Alabama This will push pedestrians
to controlled intersections that are patrolled by the Deland PD that will allow them to safely cross the street over
into either the South stadium parking lot Hatter Village area or into the stadium
3 Use of signs stating No Alcohol Beyond This Point
where appropriate
Locations of signs will be placed on the perimeters of each lot so that fans are aware that if they go past that point
with an alcoholic beverage they are subject to the open container law
4 Existence of Hatter Village as an attraction to fans before the game drawing them away from heavily traveled
roads and into safer vehicle free area closest to stadium
5 Presence of Healthy Tailgate educational outreach in Hatter Village delivering a responsible drinking message
There will be an on campus group promoting healthy alternatives to consuming alcohol during their pregame
activities in the Hatter Village area
6 Foot traffic will generally head in the direction of the stadium Three of four sides of the stadium roads are
completely or partially closed to vehicular traffic thereby limiting the risk of an intoxicated person thoughtlessly
wandering into traffic on Woodland or Amelia
