PRESIDENT’S MESSAGE
It is with great pleasure that I present to you the Football Association
of Singapore’s (FAS) Annual Report for Financial Year (FY) 2013/2014.
I am pleased to report that we have achieved good progress over the
past year, and have fulfilled several key footballing objectives as spelt
under the FAS Strategic Plan 2010-2015.
The past year has been rewarding for Singapore football, and FAS
continues to be recognised for its strengths in various areas including
management and leadership. Following our ranking as one of the
top three National Sports Associations (NSA) in 2012, FAS attained
a higher score in the latest NSA Organisational Development Review, which was conducted
by Sport Singapore (formerly known as Singapore Sports Council) and its appointed consultant.
FAS scored high marks in key categories including processes and governance. Among others,
the report also noted that FAS “has well-rounded strategic initiatives built into the Multi-Year
Sports Plan (MYSP)… (and that) the leadership appears to be very capable of continuing
to take Football to the next level, as the (General Secretary) has vast marketing experience
which is an asset that not many NSA’s have the pleasure of having.”
In addition, French Football Federation (FFF) Vice-President Bernard Desumer described
FAS as “one of Asia’s best football administrators” and also noted that our youth development
structure has “achieved much despite operating on a much smaller budget compared to other
countries in the region”. Youth development is a key component of our Strategic Plan and
the National Football Academy (NFA) and Junior Centre of Excellence (JCOE) are key
programmes which have achieved good progress in recent years. The launch of the revamped
Centre of Excellence programme in February 2014 has been well-received by parents and
the football fraternity, both in Singapore and overseas, including FC Metz’s Youth Academy
Director Denis Schaeffer, FIFA’s Senior Development Manager for Asia David Borja, and
Austrian Football Association’s Technical Director Willi Ruttensteiner. The results in terms of
players’ development, coupled with positive assessments by leading international officials, is
a clear indication that we have in place a strong youth development structure and strategy
although we need to secure more resources and maximise the potential of our players.
In 2013, FAS and Sport Singapore established a Football Task Force aimed at building on the
success of the FAS Strategic Plan and addressing key constraints and challenges facing
Singapore football. Captains of various industries with the necessary expertise and skillsets
have been invited to serve as members of the Task Force, and we will work hard to
turn our challenges into opportunities.

On the National ‘A’ Team, the major competition was the qualifiers for the 2015 Asian Football
Confederation (AFC) Asian Cup. Our national team scored a notable 2-1 win over 2012 West
Asian Football Federation winner Syria at the Jalan Besar Stadium in October 2013, but they
did not manage to qualify for the competition proper. Nonetheless, we are encouraged to note
that National Teams Head Coach Bernd Stange, who was appointed in May 2013, has handed
international debuts to more than 10 players – which is in line with our ongoing efforts to
prepare a team capable of competing in the qualifiers for the 2018 FIFA World Cup
and 2019 AFC Asian Cup.
Our National Under-23 Team put up a good performance at the 2013 SEA Games in Nay
Pyi Taw, Myanmar. The team lost to eventual champions Thailand in the semi-final but
clinched the bronze medal after overcoming the then-defending champions Malaysia in
the 3rd/4th placing match. I am confident that our Under-23 Team will build on the success
for the next edition of the SEA Games, which will be held in Singapore in June 2015.
Our LionsXII surpassed all odds to clinch the Malaysian Super League (MSL) title in only its
second season – an achievement which was also highlighted by Prime Minister Lee Hsien Loong
in his National Day Message and National Day Rally. Most notably, the team won the hearts
and minds of all Singaporeans with their spirited and courageous performances throughout
the 2013 season.
Following the resignation of LionsXII Head Coach V Sundramoorthy after the 2013 Malaysia
Cup campaign, we appointed former national captain Fandi Ahmad as the new Head Coach.
The appointment has been welcomed by the football fraternity, and we are confident in his
abilities and leadership to bring LionsXII to the next level.
I am also encouraged by the continued appointments of our referees in high-profile
matches and competitions, including the appointment of Ms Abirami Naidu as the fourth
official for four games at the FIFA Women’s Under-17 World Cup in Costa Rica in March
2014. Going forward, we will continue to work with our stakeholders to explore ways to
further develop our personnel, including players, coaches and referees.
Off the field, FAS signed three key Memorandum of Understandings (MOUs) with leading
football organisations including French Football Federation (FFF), Japan’s professional
football league, J-League, and La Liga giants Atletico Madrid. These collaborations create
opportunities to facilitate the development of our players and officials, and also enable us
to learn and exchange expertise and information on various key areas such as youth
development and coaches’ education.
During the past one year, FAS secured and welcomed new sponsors namely AirAsia, Epson,
Stamford Tyres, Halal Food International and PGK Media among others. We have also
renewed sponsorship deals with Great Eastern, YEO’s and RHB Bank. We are grateful for
their sponsorships and recognition of our hard work in developing and promoting football.

For instance, AirAsia CEO Tony Fernandes commented: “I got involved was (because of)
the passion shown by the FAS. I looked at the fact that we could help a group of guys
who were very passionate about local football.”
On the S.League, several new initiatives were introduced for the 2013 season, including a
new league format, fitness test, and marquee player scheme with its aim to raise the quality
of play and competitiveness. Through the hard work of our staff and the S.League clubs, the
average match attendances in 2013 increased significantly by almost 45 per cent. The 2013
S.League champions, Tampines Rovers, had also been granted a play-off spot to compete
in the 2014 AFC Champions League, after our relentless efforts in engaging AFC and
other Member Associations on the criteria weightage for participation. It is vital that we
continue to develop our domestic league as we strive towards excelling on the international stage.
We also remain committed to creating a positive impact on the community at large.
Amongst the many community-driven initiatives, I am proud to note that the second
annual executive football charity fundraiser, “Football with a Heart”, raised about $540,000
to benefit a variety of causes. The FAS Charity Golf raised a total of $230,000, and
the funds were channeled to the underprivileged young footballers at Care United. We
have also started an extensive collaboration with the Bone Marrow Donor Programme,
through our Courts Young Lions players, to raise awareness on bone marrow donation.
I would like to take this opportunity to thank the FAS management, staff and stakeholders
for their commitment and contributions to Singapore football. We will continue to persevere
and work around the constraints as we strive towards fulfilling our key objectives, and also
to strengthen community and social bonding through football. We are looking forward to the
opening of the new stadium at Kallang, and we will work closely with our partners to bring
back the “Kallang Roar” and “Kallang Wave” which have always been associated with the
Lions. FAS recognises the ability of football to fulfill social objectives and we will continue to
organise high-profile events aimed at bringing together Singaporeans from all walks of life.
One of the key events in 2014 is the AFF Suzuki Cup and as the co-hosts, our Lions will
certainly strive to put up a strong performance and do our best to defend the title. Apart from
the National ‘A’ Team, we are also preparing our Under-23 squad for the 2015 SEA Games
which will be held in Singapore next June.
On this note, I would like to express my gratitude to our stakeholders, including fans, volunteers, sponsors, media and government agencies, for their support and commitment towards
Singapore football. Let us continue to work together and further raise the standards
of this beautiful sport.

EXECUTIVE SUMMARY
1. IntRoduCtIon
1.1
2013 had been a great year for the Football Association of Singapore (FAS) both
on and off-the-pitch as we continue to fulfill several key footballing objectives spelt
out in the FAS Strategic Plan 2010-2015.
1.2
In May 2013, we appointed Mr Bernd Stange, who underwent a rigorous selection
process and was selected from a pool of more than 100 qualified applicants, as the
new National Teams Head Coach. Stange, who had previously coached the national
teams of East Germany, Belarus and Iraq, brings with him international experience,
ability and track record of building and managing successful teams despite the
constraints. As the Head Coach of Belarus, Stange achieved several remarkable
results, including victories over the Netherlands and France as well as draws against
traditional powerhouses Germany and Argentina. In 2011, Belarus was ranked 36th
in FIFA’s ranking, up from 90th spot in 2008. During his term as national coach of
Iraq, the team’s ranking rose from 74th to 40th place, and FIFA also presented the
2003 Presidential Award to the Iraqi football community – in recognition of their
energy and determination to drive forward the development of football despite the
difficult situation in the country at that time. His track record convinced us that he
is the best choice to build on our success and bring Singapore football to the next
level. Apart from overseeing the national teams, Stange has also been tasked to
groom and mentor local coaches, and enhance their knowledge and capabilities.
1.3
The major competition for the National ‘A’ Team in 2013 was the 2015 Asian Football
Confederation (AFC) Asian Cup qualifying matches, where we were grouped with
Asian and Middle-Eastern powerhouses Jordan, Oman and Syria. Our national team
scored a notable 2-1 win over 2012 West Asian Football Federation Championship
winner Syria at the Jalan Besar Stadium in October 2013. However, our national team
lost the remaining matches in the group stage and did not qualify for the competition
proper, which will be held in Australia in January 2015. Since his appointment, Stange
has handed international debuts to more than 10 players – which is in line with
our commitment towards preparing a team for upcoming competitions including
the qualifiers for the 2018 FIFA World Cup and 2019 AFC Asian Cup. The Lions’ FIFA
rankings have also improved under the tutelage of the internationally renowned coach.
1.4
Our National Under-23 Team, which comprised mainly players from the LionsXII
squad, clinched the bronze medal at the 2013 SEA Games, which was held in Nay
Pyi Taw, Myanmar. The team lost narrowly to eventual champions, Thailand, 1-0 in the

semi-finals before defeating the then-defending champions Malaysia 2-1 in the Bronze
Medal Match. We are confident that our Under-23 Team will build on the success for
the next edition of the SEA Games, which will be held in Singapore in June 2015.
1.5
On the field, our LionsXII clinched the Malaysian Super League (MSL) title on the
day we played our final home game, which was attended by a full-house crowd
including Prime Minister Lee Hsien Loong. FAS and the LionsXII appreciate the
staunch support of our stakeholders, including fans and sponsors, which helped us
clinch the league championship in only the second season since returning to the
MSL. Most notably, our team finished the entire MSL season undefeated at home at the
Jalan Besar Stadium, and also achieved the best defensive record in the MSL. Apart
from the on-the-pitch results, the team won the hearts and minds of all Singaporeans
with their spirited and courageous performances throughout the 2013 season.
1.6
Following the resignation of LionsXII Head Coach V Sundramoorthy at the end of the
2013 Malaysia Cup campaign, FAS appointed former national captain Fandi Ahmad
as the new Head Coach. Fandi, who had previously coached our Young Lions team
and also served as assistant national coach, brings with him a wealth of experience
both at the domestic and regional levels, including the Indonesian and Malaysian
football leagues. We are confident in his abilities to bring LionsXII to the next level,
and we look forward to the leadership he will provide both on and off-the-pitch.
The appointments of Bernd Stange and Fandi Ahmad have been welcomed by our
stakeholders, including the sponsors, fans and the media, and we will continue
to work with them to achieve more success for local football.
1.7
Off the field, we continued to implement several vital footballing programmes and
initiatives, in line with our Strategic Plan, aimed at improving the capability and capacity
of our players and officials. In terms of partnerships, FAS signed a Memorandum
of Understanding (MOU) with one of the world’s leading Football Associations, the
French Football Federation (FFF), on 1 October 2013. The partnership will create
additional opportunities for members of the local football family. It includes a platform
for FAS to learn and exchange expertise and information with FFF in key areas
including youth development, as well as coaches’ and referees’ education. In addition,
the partnership will also enable FAS to tap on the expertise of the FFF in the areas
of administration and management. We will also leverage on the partnership to create
opportunities to facilitate the development of our players and officials. For instance,
our Singapore National Under-23 Team, which included several players from the Asian
Games provisional squad, took on France’s Under-21 side in a friendly game that was
played in Reunion Island in June 2014. We will continue to explore more opportunities
for our players to compete against quality players on a regular basis.

Still on partnerships, FAS also inked two key MOUs in 2013, including an agreement
with La Liga giants Atletico Madrid, under which opportunities will be provided for
outstanding young footballers and coaches from Singapore to undergo attachment
programmes with the recently-crowned La Liga champions. In June 2013, FAS
and the Japan’s professional football league, J-League, signed an agreement
with the objective of improving the standards of local football, especially in areas
such as youth development and to increase international exposure for local players.
The MOU will also facilitate cultural understanding between the two countries
through exchange and attachment programmes.
1.9
A Football Task Force was set up after extensive discussions with Sport Singapore in
October 2013 to build upon the key successes of the FAS Strategic Plan, and also to
further strengthen the implementation of strategies aimed at enhancing the various key
aspects of the Strategic Plan. Captains of various industries with a myriad of expertise
and skill-sets were invited to serve as members of the Task Force and work closely
with FAS to address key issues and also to turn challenges into opportunities.
1.10 In early 2013, YEO’s, home-grown MNC and long-time partner of the S.League,
extended its sponsorship of the Great Eastern-YEO’s S.League for another three
years. Another sponsor which has been involved in the league, leading electrical
products, IT and furniture retailer Courts, also renewed its sponsorship of the Young
Lions team prior to the start of the 2013 season. During the past one year, FAS also
secured and welcomed new sponsors including AirAsia, Epson, Stamford Tyres,
Halal Food International and PGK Media. FAS is both encouraged and humbled
by AirAsia CEO Tony Fernandes’ comment that “I got involved was (because of)
the passion shown by the FAS”. Speaking at the press conference to announce
the sponsorship deal in July 2013, Mr Fernandes added: “I looked at the fact that
we could help a group of guys who were very passionate about local football.”
2. FOOTBALL MANAGEMENT - ENDORSEMENT OF FAS STRATEGIC PLAN
2.1 FAS continues to be recognised for its strengths in various areas including leadership
and management. For instance, FFF Vice-President Bernard Desumer described
FAS as “one of Asia’s best football administrators” and also noted that our youth
development structure has “achieved much despite operating on a much smaller
budget compared to other countries in the region”. More recently, Japan Football
Association (JFA) Vice-President Kohzo Tashima highlighted Singapore’s strength
in administration at a press conference where it was announced that FAS General
Secretary Winston Lee would head the Administration Committee – one of three
new committees formed by the from Asean Football Federation (AFF) and East
Asian Football Federation (EAFF) member associations. We are encouraged
and humbled by the positive assessments of both our personnel and footballing

programmes, and we will continue to tap on the expertise of leading Member
Associations (MAs) to further raise our standards in all aspects of football.
2.2
During the past one year, FAS welcomed several leading officials whom we had invited
to Singapore as part of our ongoing efforts to learn the best practices in world football
today, and we are encouraged by their positive assessments of our FAS Strategic
Plan and the various programmes. Mr Brian Eastick, former England Under-21 coach
was in Singapore in March 2014 to assess our youth development programmes.
He was “impressed with our players’ mentality, attitude and discipline” and noted that
“there are a lot of positive things in terms of playing the right way, and with the
real desire and passion to improve Singapore football”. We are also pleased to
note that the launch of the revamped Centre of Excellence in February 2014
has been well-received by parents and the football fraternity, both in Singapore
and overseas, including FC Metz’s Denis Schaeffer, David Borja from FIFA and
Austrian Football Association Technical Director Willi Ruttensteiner.
2.3
FAS attained a high score in the 2013 National Sports Association (NSA) Organisational
Development Review, which was conducted by Sport Singapore and its appointed
consultant, TSE Consultant. We are encouraged and yet humbled by the commendation
from TSE Principal Consultant, Mr Steve Raush, who noted that “FAS has a
comprehensive strategic plan”. Mr Raush had previously served four years as the
Chief of Sports Performance for the United States Olympic Committee including
the 2008 Olympic Games in Beijing.
The following are highlights of the reporting period: 1 April 2013 – 31 March 2014.
3. FOOTBALL EXCELLENCE – NATIONAL TEAMS
3.1
Following the National ‘A’ Team’s historic fourth AFF Suzuki Cup win in December
2012, our teams, including the LionsXII and National Under-23 Team, continued
a fine run of successes on-the-pitch through 2013. Our National ‘A’ Team secured
a memorable 2-1 victory over highly-ranked Syria in the 2015 AFC Asian Cup
qualifying campaign, but the team did not progress further from the group which
also included traditional Asian and Middle-Eastern giants Jordan and Oman.
3.2
Our National ‘A’ Team and LionsXII defender Safuwan Baharudin was named as The
Straits Times’ (ST) 2013 Athlete of the Year at a ceremony, which was held on 28
February 2014 at the Grand Copthorne Hotel. Safuwan overcame other illustrious
nominees such as Peter Gilchrist (Billiards), Dipna Lim-Prasad (Athletics) and Joseph
Schooling (Swimming) to clinch the award which was presented by then-Acting Minister for Community, Culture and Youth, Mr Lawrence Wong. Safuwan, who became
the first footballer to attain the top sporting honour, was also awarded the Meritorious

Award at the Singapore Sports Award, which was held on 7 June 2014.
3.3
In his comments made after he clinched the award, Safuwan acknowledged the role
played by FAS in his development to date, and also made reference to our youth
development system, as well as our continuous efforts to secure opportunities for him
to train and play overseas. Through his hard work as well as our concerted efforts and
support from our stakeholders, Safuwan has emerged to become one of the most
sought-after players in the region today. Safuwan is an inspiration to the young footballers
today, and his successes – both at the team and individual levels – have demonstrated the
importance of hard work, perseverance and team work. Going forward, we will continue
to work with our partners to support and develop our players and maximise their potential.
3.4
Our National Under-23 Team, which will participate in the 2015 SEA Games, underwent
a month-long European training camp in Antalya, Turkey in early 2014. The squad
trained twice a day under the supervision of Head Coach Aide Iskandar, and played six
games against top class opposition. Out of the six matches, the team achieved two wins
(against Austrian Under-18 and Danish club Neastved BK) and three draws (against
Denmark Under-21, Azerbaijan Under-21 and Turkish club Anatalaspor’s reserve
team). Under the next phase of preparations for the 2015 SEA Games, the bulk of our
Under-23 squad would play for Courts Young Lions in the S.League, and our National
Under-23 Team would also embark on a 16-day training tour to Austria in July 2014.
4. FOOTBALL EXCELLENCE - COACH EDUCATION
4.1
To complement and enhance the various coaching courses that FAS conduct annually,
FAS and Republic Polytechnic collaborated to offer the Asian Football Confederation
(AFC) ‘C’ Coaching License as part of the Diploma in Sports Coaching Course for the
Republic Polytechnic students in March 2014. The AFC ‘C’ certification will be offered
as an elective under the diploma. Successful applicants from the diploma course will
receive the AFC ‘C’ Coaching certification in addition to their diploma. This new
partnership with Republic Polytechnic provided a platform for the FAS to train
our coaches from a younger age and fulfil one of several objectives of coaches’
development, as spelt under our FAS Strategic Plan.
5. YOUTH DEVELOPMENT - NATIONAL FOOTBALL ACADEMY
5.1
Youth development is a key pillar of the FAS Strategic Plan and we are pleased to
report that our players continue to develop well under the various youth programmes. In
2013, FAS expanded the number of National Football Academy (NFA) teams to six with
the introduction of the NFA Under-13 and NFA Under-14 teams – with the objective of
providing platforms for younger players who have been identified from our various Junior

Centres of Excellence (JCOEs) to be part of the FAS youth development programmes.
FAS also introduced a joint selection process with the Singapore Sports School in 2013
to ensure that the players shortlisted from the various primary schools for enrollment
at the Singapore Sports School will also be part of the NFA Under-13 programme.
5.2
In August 2013, our NFA Under-14 team participated at the second edition of the
Asian Youth Games in Nanjing, China. They have benefitted from the experience while
playing against Asian powerhouses South Korea, Iraq and Kuwait in the group stage.
Despite the difference in standards, our team showed tremendous perseverance
and hard work throughout the tournament. Then-Acting Minister Tan Chuan-Jin, who
attended the match between Singapore and South Korea, praised the performance
of our boys despite losing to the Asian giant. He posted the following message on his
Facebook wall: “We may have lost 0-4 but I’m glad that we have these young men
flying our flag…I watched them fight all the way... And they showed me their pledge
and a robust heartfelt cheer for their team and Singapore when I went down to
talk to them…Proud of our young fighters. Go Singapore!”
6. YOUTH DEVELOPMENT - 25th CANON LION CITY CUP
6.1
The FAS, in collaboration with the Red Card Pte Ltd, organised in June 2013 the 25th
Canon Lion City Cup – a key competition which aims to expose our young players
against top quality opponents from Europe and South America. Singapore was
represented by the NFA Under-15 and NFA Under-16 Teams. The other teams
participating in the competition were Arsenal from England, Corinthians from Brazil,
Eintracht Frankfurt from Germany and PSV Eindhoven from Holland.
6.2
The 25th Lion City Cup was telecast ‘LIVE’ on Eurosport globally and matches were
also broadcasted ‘LIVE’ on both StarHub’s SuperSport Channel and delayed
broadcasts on various MediaCorp platforms.
6.3
The participation of the top teams from Europe in the 2013 Lion City Cup led to a
competitive tournament. Despite both our teams having missed out on reaching
the semi-finals due to goal differences, our players benefitted from taking on quality
players who were much stronger and tougher than them. Some of the more notable
results include our NFA Under-16 team defeating German outfit Eintracht Frankfurt 2-1
and our NFA Under-15 team drawing 0-0 with eventual runners-up PSV Eindhoven.
7. YOUTH DEVELOPMENT – OVERSEAS ATTACHMENTS
7.1
Gareth Low Jun Kit and Muhd Hami Syahin bin Said were voted the Most Valuable

Players for the NFA Under-16 and Under-15 teams respectively at the 2013 Canon
Lion City Cup, and they earned the opportunity to undergo a training attachment with
Eintracht Frankfurt Youth Academy in March 2014. This initiative was started by the
co-organisers of the Lion City Cup, the Red Card Pte Ltd, and was sponsored by
Canon. However, as Gareth Low sustained a serious injury and was unable to travel,
he was replaced by Amiruldin Ashraf, who was nominated to take his place for the trip.
7.2
During the same month, the 2012 and 2013 Award Winners for The New Paper-Dollah
Kassim Youth Award, R Aaravin and Mohd Hazim Faiz, underwent a 10-day training
attachment with French second division side FC Metz. Both of them were reunited
with former NFA teammate Adam Swandi, who had been training and playing for the
French club’s youth side since February 2013. R Aaravin, who was quoted in The
New Paper, noted the similarities in the youth development programmes at FAS and
FC Metz. He said: “The training sessions in France are not too dissimilar from what
we do here (in Singapore)…I don’t think our football is that far off. We could use
more time to focus on football and perhaps have stricter regimes that watch over
our aspects like diet and overall wellbeing. However, I will always remember what
the Metz coaches told me – to continue to work hard in order to make it to the top.”
7.3
As part of our partnership with AirAsia, three players from our National Football
Academy (NFA) were selected to partake in a week-long attachment with the Queen’s
Park Rangers (QPR) Youth Academy in March 2014. The three NFA players were
Muhd Syafiq Irawan, Andin Addie Djayady and Muhammad Saifullah Akbar. A
fourth player who participated in the attachment programme, Shanthana Bartha,
was selected from the SSC SportsCare Programme.
7.4
The four young players were picked based on their performances at the previous
QPR Coaching Clinic arranged by AirAsia. The clinic also featured participants from
the Singapore Sports School and SportCares initiative. Going forward, the FAS
will continue to develop collaborative partnerships with our partners to systematically
groom our youth players, and at the same time, provide an opportunity for our coaches
to learn from the best youth coaches and clubs around the world.
8. S.LEAGUE’S CLUB CENTRE OF EXCELLENCE
8.1
One key decision implemented during the first quarter of 2014, in consultation with
club chairmen, was the revamp of the Clubs’ Centres of Excellence (COE), which
was first launched in 2000 and has since become a key component of our youth
development structure. Under the previous system, eight local S.League clubs each
had three age-group teams – the Under-14, Under-16 and Under-18 – which compete
in the COE leagues. With a key focus on players of higher quality rather than quantity,

FAS decided to reduce the number of centres from eight to three. In addition, the new
model will see an increase in the number of age-group teams, from three – Under-14,
U-16 and U-18 – to six – U-13, U-14, U-15, U-16, U-17 and U-18. Following the
introduction of the new structure, three S.League clubs, namely Balestier Khalsa,
Home United and Warriors FC, were selected to oversee the development of six
age-group teams – at every age-group level from Under-13 to Under-18 – of 25
players each in the respective COE Leagues, at the U-14, U-16 and U-18 levels.
The National Football Academy (NFA) teams also participate in the COE Leagues.
8.2
The three clubs – which were selected after FAS was convinced that they
have fulfilled the stringent criteria – will receive enhanced support and additional
resources in terms of facilities, specialist coaches/staff, sports science and medicine
support, among others. For instance, each club will appoint a fitness coach who will
help plan and implement appropriate programmes, and monitor the players’ progress
during the season. The appointments of other key full-time support staff, including
sports trainersand goalkeeping coaches, will ensure that the three clubs operating
the revamped programme are in a stronger and better position to fulfill the
objectives of the COE.
8.3
Prior to the launch of the revamped programme, FAS worked closely with the three
clubs in various aspects, including the shortlisting and selection of coaches – with
the aim of ensuring that we appoint the best available personnel including coaches.
Going forward, FAS will continue to work closely with the clubs to implement our
programmes and fulfill our footballing objectives. The likes of current national
team players Zulfahmi Arifin, Faris Ramli and Sahil Suhaimi are all notable examples
of players who have developed and progressed from the Club COE programme.
Ultimately, the new COE format is aimed at enhancing the technical, tactical,
mental and physical development of our young players, and is a key component
of our youth development structure, which includes other platforms such as the
National Football Academy (NFA), Courts Young Lions and LionsXII.
9. FAS JunIoR CEntRES oF EXCELLEnCE
9.1
The FAS started the Junior Centres of Excellence (JCOE) programmes in 2009 as
part of the long-term development pathway and to start nurturing players from a young
age. Apart from providing Singapore with a larger pool of talented players for the various
age-group teams, the JCOE programmes also aim to enhance the level of community
participation amongst the young generation of Singaporeans today. There are currently
nine centres operating the JCOE programmes, including Choa Chu Kang Secondary
School which was secured recently as a venue where the programmes and
activities are held.

9.2
The 2014 JCOE programmes began on 8 February 2014 and will be conducted over
40 weeks. In addition to regular training and playing sessions, our JCOE players also
have the opportunity to meet their favourite players as part of the programme under
which they would be selected as player escorts for the LionsXII’s and Courts Young
Lions’ home games. The players, aged between six and 12, are also involved in other
high-profile activities, including the S.League fanfare and the formation of
“Our S.League” logo campaign, which was held in February 2014 at the Jalan
Besar Stadium.
9.3
The FAS introduced a new specialised JCOE, namely Elite Under-12, in early 2014.
Trials were conducted for the Elite Under-12 team and a total of 44 players were
shortlisted. They are currently based at Queensway Secondary School. These elite
JCOE players formed the basis of our selection for our National Football Academy
(NFA) which starts at the NFA Under-13 age-group level. These top players are
identified for enrolment at the Singapore Sports School where they will be closely
monitored and developed systematically by our NFA coaches.
10. WOMEN’S FOOTBALL
10.1 As part of our ongoing efforts to expand the interest and participation rate in
women’s/girls’ football as well as to develop the footballing skills of girls from a young
age, we established a Girls’ Junior Centre of Excellence (JCOE) in early 2014. Trials
for 10-year-old and 11-year-old girls were held in February 2014. Currently,
there are 33 girls who attend the weekly training session held every Saturday.
10.2 At a higher-age group level, the National Under-14 Girls’ and Under-19 Women’s
Teams are now preparing for their international assignments, including the
corresponding AFC and AFF championships in June and August 2014 respectively.
We will prepare our teams to the best of our abilities as we strive to enhance the
popularity of football among girls and women.
11. FOOTBALL SCIENCE AND MEDICINE
11.1 FAS continues to make progress in advancing the state of sport science and medicine
in local football. In November 2013, FAS organised the FIFA 11+ “Train the Trainers”
programme, which has proven to be able to reduce the rates of players’ injuries by 30
to 50 percent. The organisation of the programme is in line with our three-year Football
Science and Medicine plan aimed at empowering every certified coach in Singapore
with the relevant knowledge to implement the FIFA 11+ in the course of their work.

11.2 Apart from the courses, we have also implemented new initiatives and programmes
aimed at enhancing the well-being of our players. The introduction of the Injury
Surveillance Program has helped to keep the LionsXII’s injury rate low as well as
in reducing cases of injury recurrence in the first half of the 2014 Malaysian Super
League (MSL) season. As part of our ongoing efforts to enhance the physical and
psychological well-being of our players in the lead-up to key competitions such as
the 2014 AFF Suzuki Cup and 2015 SEA Games, our players in the National ‘A’
Team, LionsXII and Courts Young Lions will continue to undergo a series of fitness
tests which include endurance test, speed test and Fat Percentage Measurement.
12. FootBALL REFEREES
12.1 Our FIFA referees and assistant referees, who are highly regarded in Asia today,
continue to perform well during the past one year. Many of them were appointed to
officiate in the 2014 FIFA World Cup Asian Qualifiers, 2015 AFC Asian Cup
Qualifiers, 2013 AFC Champions League matches, as well as many international
friendly matches played in Asia.
12.2 Our AFC Elite match officials, namely Abdul Malik, Leow Thiam Hoe, Sukhbir Singh,
Muhammad Taqi, Edwin Lee Tzu Liang, Jeffrey Goh Gek Pheng, Tang Yew Mun,
Lim Kok Heng and Ronnie Koh Min Kiat, were involved in several 2013 AFC Champions
League matches. Abdul Malik and his team, consisting Jeffrey Goh, Tang Yew Mun
and Muhammad Taqi, also officiated at the 2013 AFC Cup Final in Kuwait. Non-Elite
referees Muhd Yazeen and Ahmad A’Qashah, and assistant referee K Surindranath,
were also appointed for the 2013 AFC Cup and 2014 AFC Challenge Cup
matches played across Asia.
12.3 We are also pleased to note that Singapore match officials continue to gain recognition
at the top level – with Abdul Malik and Tang Yew Mun clinching the Referee of the
Year (Men) and Assistant Referee of the Year (Men) accolades respectively
at the inaugural Asean Football Federation (AFF) Awards in April 2013.
12.4 In addition, three men’s referees, namely Irwan Samsuddin, Syarqawi Buharai and
Nathan Chan, and one instructor namely John Chia, were nominated to attend the
prestigious UEFA’s Centre of Refereeing Excellence (CORE) programme in
Switzerland over two phases in April and October 2013. It was the first time FAS
had been invited to nominate its officials to attend the programme, which is an
introductory course with the aim of developing the skills and fitness of promising
European international referees of the future. The participation of our officials
at the course is in line with our goal of maximising the development of our
referees and assistant referees.

12.5 We are also encouraged by the regular appointments of our women’s referees
for high-profile matches and competitions, including the appointment of FIFA referee
Ms Abirami Naidu as the fourth official for four games at the FIFA Women’s
Under-17 World Cup in Costa Rica in March 2014. She also attended a FIFA Seminar
in Zurich, Switzerland from 13 to 17 May 2013, which was conducted for shortlisted
candidates for the FIFA Women’s World Cup 2015 which will be held in Canada. Going
forward, FAS will continue to work with various stakeholders to further develop the
capabilities and capacities of our referees who play an important role in the
football eco-system.
13. FootBALL FACILItIES
13.1 The need to secure facilities, both in terms of quality and quantity, is a perennial
challenge for us. We are pleased that the returfing of Jalan Besar Stadium,
through the FIFA Goal Project, was successfully completed in late January 2014.
In addition, FIFA and Sport Singapore have given their funding support to salvage
the previous set of synthetic grass at Jalan Besar Stadium by installing it at
Serangoon Stadium. These projects will facilitate our efforts to further increase
football participation rates and enhance the competitiveness of our teams.
13.2 Singapore, along with Sweden, Finland and Azerbaijan, is one of the four
countries selected to benefit from the pilot “Pitch Improvement Programme”, under
which FIFA will render assistance and support to help member associations improve
the quality of their pitches. The phases of the programme include pitch testings
and recommendations, and seminars and agronomy sessions for groundsmen.
13.3 FAS is also working with Sport Singapore on the refurbishment of the Geylang
Field so as to better meet the training requirements of our various teams. FAS is
continuing discussions with key stakeholders on plans to build a National
Training Centre, which will incorporate sports facilities and support services
to develop the next generation of footballers in Singapore, as well as position
Singapore as an international training hub for world-renowned sports teams.
14. GRASSROOTS AND COMMUNITY FOOTBALL
14.1 Apart from competitive football, FAS also places much emphasis on the promotion
of grassroots and community football. The inaugural FAS Kids Camp on 11 September
2013 was organised in conjunction with the AFC Grassroots Year 2013, which was
celebrated throughout Asia. The three-day Kids Camp involved 144 young players,
aged 10 and 11 years old, from the FAS Junior Centre of Excellence (JCOE) teams.

14.2 The participants of the camp were also trained by National Teams Head Coach Bernd
Stange, along with several national team players and backroom staff. The young
players were also given autographed cards of the national team and Nebo NTUC
memberships, which were sponsored by Volkswagen and NTUC respectively.
15. CORPORATE SOCIAL RESPONSIBILITY
15.1 With the support of its Chief Executive, Mr Tan Soo Nan, Singapore Pools, together
with Sport Singapore and FAS, organised the second annual executive football charity
fundraiser, “Football with a Heart” (FWAH), on 25 June 2013. Mr Teo Ser Luck,
Minister of State for Trade and Industry, was the Guest-of-Honour at the launch event.
15.2 FWAH, an executive football charity fundraiser, reinforces the commitment of
Singapore’s major companies to sports in consonance with Sport Singapore’s Vision
2030, and also seeks to raise much-needed funds for youths-at-risk, persons with
special needs and the aged sick. FWAH raised $540,000 to benefit the nine chosen
beneficiaries, exceeding the initial target amount of $400,000. The FWAH executive
football tournament also saw the participation of 700 footballers from over 40
organisations playing 201 matches during nine hours of competition.
15.3 The beneficiaries of the fundraiser include President’s Challenge 2013, AIN Society,
Apex Harmony Lodge, Care United, Caring Fleet, Singapore Children’s Society,
Society for the Aged Sick, Society for the Physically Disabled and SportCares
Foundation. President Dr Tony Tan Keng Yam was the Guest-Of-Honour for the
FWAH Networking Dinner event on 24 August 2013.
15.4 The annual FAS Charity Golf Fundraiser event raised a total of $230,000.
The proceeds of these funds were channelled to Care United, whose recipients
were underprivileged young footballers.
15.5 In conjunction with IG, the organisers of the 2013 English Premier League (EPL) Masters
and FAS hosted the EPL Masters Football Clinic for 20 participants from three
of our chosen beneficiaries. In addition, $4,550 was donated to these beneficiaries
by the event organisers.
15.6 As we seek to expand our Corporate Social Responsibility efforts, FAS started an
extensive collaboration with the Bone Marrow Donor Programme (BMDP) in 2013
to raise awareness on bone marrow donation. Courts Young Lions (CYL) captain,
Shamil Sharif, is one of the ambassadors of the BMDP, and he actively sought to
promote bone marrow donation through his participation in the “Match for Life”
campaign. The partnership kicked off at the first CYL game of the season at the Jalan
Besar Stadium on 23 February 2014. A partnership video was subsequently played

twice at every S.League match, prior to the match and at half-time. It features key
players in action, with sobering statistics on the blood cancers and diseases in Singapore.
16. FOOTBALL STARS’ VISIT TO SINGAPORE
16.1 In May 2013, FAS – through the Singapore Olympic Foundation – hosted the visit of
2013 Copa del Rey champions and La Liga giants Atletico Madrid. During the threeday trip to Singapore, the team conducted a coaching clinic for our youth players
and also played a friendly match against a Singapore Selection side coached by the
then-LionsXII Head Coach, V. Sundramoorthy. Though our Singapore Selection
team lost 2-0, ourplayers put up a good performance in front of a full-capacity
crowd at the Jalan Besar Stadium.
16.2 Through a collaboration with Unilever, FAS hosted a meet-and-greet session
with former Manchester United star Andy Cole for our young National Football
Academy (NFA) players in June 2013. The sharing session enabled our young
players to understand from the former England striker the hard work and sacrifices
that he went through in his journey towards becoming a top professional player.
Unilever donated $5,000 to FAS following the meet-and-greet session.
16.3 Through our partnership with Courts, another former Manchester United star,
Paul Scholes, met and shared his experiences with our Courts Young Lions (CYL)
players at the Jalan Besar Stadium in March 2014. This was followed by a coaching
session which involved Scholes, CYL Head Coach Aide Iskandar as well as
the CYL players.
17. COMMUNICATIONS
17.1 FAS continues to work with various news agencies and media platforms to profile our
teams, players, officials and several footballing programmes and activities including
the Great Eastern YEO’s S.League and the LionsXII’s participation in the Malaysian
Super League (MSL), as well as our collaborations with sponsors, corporate partners
and other stakeholders.
17.2 Social media remains a key fan engagement platform for FAS and S.League,
where we provide real-time match updates, as well as share match reports, photos
and videos of our National Teams and S.League clubs on a regular basis. Currently,
we have four websites, four Facebook pages and four Twitter accounts separately
for our main footballing properties namely, FAS, S.League, LionsXII and
Courts Young Lions.

18. GREAT EASTERN YEO’S S.LEAGUE
18.1 Several new initiatives were introduced for the 2013 Great Eastern YEO’s S.League,
including the implementation of a new league format which comprised two-and-a-half
rounds and a new fitness test for the S.League players. Another new initiative was
to increase the number of foreign players that the S.League clubs could sign; from
four to five per club, and with no age restrictions. The aim was to raise the quality of
play and competitiveness in the S.League.
18.2 The S.League also provided additional subsidies to clubs who are keen on
signing marquee players for the 2013 season. This initiative led to the signing of
four marquee players, including Lee Kwan Woo (South Korea) for Home United FC,
Kayuzuki Toda (Japan) for Warriors FC, Martin Wagner (Argentina) for Tampines
Rovers FC and Monsef Zerka (Morocco) for Tanjong Pagar United FC.
18.3 At the end of the 27-match 2013 S.League season, Tampines Rovers FC successfully
defended the S.League Championship for a third consecutive time since 2011, while
Home United FC and Albirex Niigata FC finished second and third respectively.
18.4 2013 S.League champions Tampines Rovers were subsequently granted a play-off
spot for a place in the 2014 Asian Football Confederation (AFC) Champions League.
This comes after FAS’ relentless efforts in engaging AFC and other Member
Associations on the criteria weightage for participation in the region’s most elite and
prestigious club competition.
18.5 Among other partnerships, Great Eastern renewed its sponsorship as the Co-Title
Sponsor of the S.League for another year while Kopitiam came on board to provide
support by screening ‘LIVE’ telecasts of S.League matches on MediaCorp’s Okto channel at all their outlets every Friday night. Among other initiatives aimed at increasing
match attendances, cash incentives were awarded to S.League clubs which
put in more effort to draw the crowds to their stadiums. As a result, the average
attendances in 2013 increased significantly by 44.5 per cent, from 876 in 2012
to 1,266 in 2013. We will continue to expand the outreach of the S.League,
as we seek to increase both match-day attendances and home viewerships.
19. GREAT EASTERN YEO’S S.LEAGUE, RHB SINGAPORE CUP AND LEAGUE CUP
2013 RESuLtS
19.1 Home United FC won a record sixth RHB Singapore Cup title when they defeated
Tanjong Pagar United FC 4-1 in the final on 8 November 2013 at the Jalan Besar
Stadium. We appreciate the strong support from RHB Bank which has renewed its

sponsorship for the Singapore Cup competition for another three years,
starting from 2014.
19.2 We also appreciate StarHub’s decision to continue as the League Cup sponsor for
the second year running in 2013. The sponsorship of the StarHub League Cup was an
added boost to the S.League, with an increase in the prize money as well as having
two games of the StarHub League Cup shown ‘LIVE’ on the StarHub Channel – one
semi-final and the final itself.
19.3 For the first time, a National Football League (NFL) team was invited to play in the
StarHub League Cup. Admiralty FC won the right to represent the NFL when they
emerged triumphant in the NFL playoffs. Balestier Khalsa FC maintained their early
season form and were deserving winners of the 2013 StarHub League Cup when they
defeated Brunei DPMM FC 4-0 in the final which was played on 23 June 2013 at the
Jalan Besar Stadium. This was Balestier Khalsa’s first major piece of silverware in
the club’s history. The Plate competition was won by Harimau Muda which defeated
Courts Young Lions 1-0.
20. NATIONAL FOOTBALL LEAGUES
20.1 In line with one of our key goals as spelt out in the Strategic Plan, we embarked on a
review of the National Football League (NFL) and took into account various inputs and
feedback to raise the level of competition from the organisational perspective as well
as to improve the profile and quality of our amateur clubs. For a start, we introduced
in January 2013 the NFL Club Licensing Criteria which assesses the eligibility
and readiness of clubs to compete in the 2013 NFL season. The Licensing Criteria
sets out the mandatory minimum standards that clubs must comply with, in areas
such as club administration, management and technical staff. To help bridge the
gap and create a link between the NFL and the S.League, selected NFL clubs were
given the opportunity to participate in the 2013 StarHub League Cup competition.
20.2 Police Sports Association was crowned the 2013 NFL Division 1 Champion
while Singapore Recreation Club clinched the runners-up position. Singapore
Khalsa Association emerged the champion of the NFL Division 2 while Pioneer
CSC came in second. In the NFL Division 3, Starlight Soccerites FC emerged
as the Champion and Tampines Vipers FC secured the runners-up position.
21. SINGAPORE POOLS FA CUP
21.1 Home United FC’s Prime League team defeated Sporting Westlake FC 4-1 in the
final of the Singapore Pools FA Cup.

22.1 Yishun Sentek Mariners finished top of the 2013 Islandwide League and Kembangan
United secured the runners-up spot.
23. ConCLuSIon
23.1 Football has the ability to enhance social and community bonding, and hence it
is important for us to work with our partners and bring Singaporeans from all
walks of life closer and foster greater social cohesion. As Dr Tony Tan, President
of the Republic of Singapore, noted, football “brings together Singaporeans from
all walks of life, across generations and races”. In his 2013 New Year’s Message,
Prime Minister Lee Hsien Loong said: “When the Lions overcame the odds to
clinch the ASEAN Football Federation Suzuki Cup for a record 4th time, our entire
nation cheered as one people. We stick together in difficulty and rejoice together
when Team Singapore makes history. That is the Singapore Spirit.”
23.2 In September 2013, FAS president Zainudin Nordin shared at the Annual General
Meeting (AGM) that FAS is exploring the possibility of making a bid to host the FIFA
Youth World Cup in 2019, which we believe will be a game-changer for football and
the sporting industry in Singapore. At the same time, it will provide a common focal
point for people to rally around – especially since 2019 marks the 200th anniversary
of the nation’s founding. We are encouraged by the positive response and feedback
from our stakeholders. FAS has since established a Standing Committee, led by
Vice-President Edwin Tong, which is tasked to spearhead efforts in undertaking the
various scope of work related to the potential bid for the 2019 FIFA
Under-17 World Cup.
23.3 While we are both encouraged and humbled by the leading football officials’
positive assessments of our ongoing programmes and track record in fulfilling our
goals despite budget constraints, we realistically acknowledge that there remains much
hard work ahead if we are to maximise our potential.
23.4 We will continue to work hard and closely with our stakeholders including ExCo and
Council members as we strive towards more footballing success, both on and
off-the-pitch, in key areas as spelt out in the Strategic Plan. In addition,
we must also continue to make improvements in the areas we are lacking,
and further raise our standards in all aspects.

S.LEAGUE REVIEW
1. IntRoduCtIon
1.1
The S.League marked its 18th season in 2013 and continues to be a vital platform
for local football talents to hone their skills and prepare for international football.
It remains the only domestic professional sports league in Singapore.
1.2
It was a good campaign for last season as S.League was marked by intense
competition amongst the clubs, and we also witnessed an increase in average match
attendance of 44.5 percent from the previous season. Overall, the S.League in 2013
attracted over 165,000 fans to the stadiums and 42 million television viewers
(based on OCTAGON brand audit 2013).
1.3
Several new initiatives were introduced in 2013 to make the S.League more exciting
and interesting. These include a new fitness test, a marquee player scheme and a
new competition format. The improved quality of play and fitness generated a greater
level of excitement and there were a number of memorable matches and goals.
2. GENERAL
2.1
Participating Teams
The 2013 S.League season featured 12 teams. There were eight local clubs namely
Balestier Khalsa FC, Geylang International FC, Home United FC, Hougang
United FC, Tampines Rovers FC, Tanjong Pagar United FC, Warriors FC
(formerly known as Singapore Armed Forces FC), and Woodlands Wellington FC,
as well as Courts Young Lions and three foreign teams (Albirex Niigata FC (S)),
Brunei DPMM FC and Harimau Muda B from Malaysia.
2.2
Foreign Players
The number of foreign players was increased from four to five per club with no age
restrictions. The aim was to raise the quality of play and competitiveness in the League.
2.3
Marquee Players
In addition, clubs were allowed to sign a marquee player with financial subsidy from
S.League. In all, four Marquee Players were signed: Lee Kwan Woo (South Korea) for

Home United FC, Kayuzuki Toda (Japan) for Warriors FC, Martin Wagner (Argentina)
for Tampines Rovers FC and Monsef Zerka (Morocco) for Tanjong Pagar United FC.
2.4
Competition Format
A new competition format, comprising 2.5 rounds, was introduced with the aim of
increasing the quality and competitiveness of the League. In this new format, all 12
teams played the usual home and away matches in the first two rounds. At the end
of the second round, the teams were divided into two groups with the top six in Tier 1,
and the bottom six in Tier 2. Each team played another 5 matches in their respective
tiers. The total points from all 2.5 rounds were computed for the final ranking positions
within their groups.
2.5
Fitness test
A new fitness test, the 2.4km run, was introduced for S.League and Prime League
players.It replaced the Beep Test and, for the first time, goalkeepers were also
required to take and pass the fitness test. The passing time was 10 minutes
15 seconds for all S.League outfield players and 12 minutes for all goalkeepers.
In all, 97 percent of S.League players passed the test, with 30 percent achieving
monetary incentives for running times below nine minutes. For the Prime
League, 99 percent passed the test (below 10:45) with 12 percent achieving
monetary incentives. All goalkeepers also passed the fitness test.
2.6
Prime League
In 2013, the Prime League was amended to an Under-21 Competition. However, to
facilitate a smoother transition, a maximum of five over-aged players was allowed for
each team. This would be reduced to three over-aged players for the 2014 season.
2.7
Prize Money
The overall prize money for the three major competitions, namely the S.League,
Singapore Cup and League Cup, was increased by 35 percent in 2013 from 2012.
The aim was to raise the competitiveness of the teams in all competitions at stake.
2.8
Match Attendance
In 2013, cash incentives were awarded to clubs based on their Key Performance
Indicator (KPI) achievements for home match attendances. In turn, clubs put in more
effort to draw the crowd to their stadiums. As a result, S.League’s average attendances
in 2013 increased significantly by 44.5 percent, from 876 in 2012 to 1,266 in 2013.

2.9
Best Practices Seminars
To improve the knowledge and expertise of club officials and technical staff,
two Best Practices seminars were organised on 26 January 2013 and 20
July 2013. The topics included Youth Development, Clubhouse Operations,
Community Outreach Programmes, Fitness and Media Management.
2.10 FAS Club Licensing Scheme
In line with Asian Football Confederation’s (AFC) Club Licensing Regulations,
the FAS Club Licensing Scheme (CLS) was introduced for the first time. All local
S.League clubs (excluding the Courts Young Lions) met the minimum criteria in
all areas such as Sporting, Infrastructure, Personnel and Administration, Legal
and Finance as a requirement for their participation in the S.League competition.
2.11 AFC SMT Inspection Visit
The Special Missions Team (SMT) from AFC visited Singapore and conducted an
inspection of all S.League clubs from 19 to 23 August 2013. The visit was to determine
the status of Singapore’s participation in the prestigious AFC Champions League.
Following the inspection, FAS successfully applied for Tampines Rovers FC,
the 2013 S.League Champions, to be granted a play-off spot in the 2014
AFC Champions League. This comes after FAS’ relentless efforts in engaging
AFC and other Member Associations on the criteria weightage for participation
in the region’s most elite and prestigious club competition.
2.12 MOU with Brunei DPMM FC
A Memorandum of Understanding (MOU) was signed between the S.League and
Brunei DPMM FC to extend the latter’s participation in the S.League for another
two years from 2014 to 2015.
2.13 S.League Officials’ Visit to Thailand
A delegation of eight S.League officials, led by CEO and made up of club General
Managers (GMs), visited Thailand from 19 to 22 September 2013. The aim was
to build ties with the Football Association of Thailand and Thai Premier League,
as well as to better understand and share experiences between the professional
leagues of both countries. In addition to briefings and discussions, the team
also visited Muangthong United FC and Chonburi FC, two of Thailand’s most
successful Premier League clubs for first-hand match-day experiences.

2.14 Internal Audit of S.League Clubs
For the first time, FAS conducted an internal audit for all S.League Clubs from 11 to
29 November 2013. The aim was to facilitate and ensure better financial controls and
governance by the clubs. The internal audit will now be conducted on a yearly basis.
2.15 Lightning Risk Warning System
Sport Singapore installed the Lightning Risk Warning System (LWS) at all S.League
stadiums in January 2013. The aim of the LWS was to ensure the safety and well-being
of players, officials and spectators. Although the kick-off times of some competitive
matches were delayed due to the activation of the LWS, there were no major
disruptions to the fixtures in the course of the 2013 season.
2.16 Organisation Improvement
In 2013, S.League started a new capability with the creation of an marketing operation
section, where four executives were employed to assist with the respective
S.League clubs in their marketing programmes and initiatives, as well as to drive
match attendances to the stadiums. These executives also act as points of contacts
(POCs) for the respective S.League clubs, and to help to coordinate with the various
players for outreach events. They also organised kiddies’ football events for
the respective clubs prior to competitive matches.
2.17 Office Renovations
The S.League office was renovated in December 2013. The aim was to have everyone
in S.League management under one roof for better work flow and communication.
The renovation created extra office space for a graphic designer as well
as for various interns. All staff members were also given their own work space,
something which was not possible earlier.
3. COMPETITONS
3.1
Great Eastern – Yeo’s S.League
The 2013 S.League season kicked off with the traditional Great Eastern Charity Shield
match between Tampines Rovers FC, the 2012 S.League Champions, and Warriors
FC, the 2012 RHB Singapore Cup Champions on 15 February 2013 at the Jalan
Besar Stadium. Tampines Rovers defeated Warriors 2-1 to retain the Shield. At
the end of the 27-match S.League 2013 season, Tampines Rovers FC successfully

defended the S.League Championship for a third consecutive time since 2011.
Home United FC and Albirex Niigata FC finished second and third respectively.
3.2
Great Eastern – Yeo’s Prime League
Balestier Khalsa FC emerged Champions in the Great Eastern – Yeo’s Prime
League Championship while Home United FC and the NFA Reds (Under-18)
finished second and third respectively.
3.3
RHB Singapore Cup
In 2013, four foreign teams participated in the RHB Singapore Cup, namely Global
FC and Loyola Meralco Sparks FC from the Philippines, Lao Police FC from Laos
and Boeng Ket Rubber Field FC from Cambodia. Global FC was the best performing
foreign club, reaching the semi-finals where they were beaten by Tanjong Pagar
United FC. Home United FC disposed of Balestier Khalsa FC in the other semi-final
and won their sixth Singapore Cup title when they overcome Tanjong Pagar United
FC 4-0 in the final on 8 November 2013 at the Jalan Besar Stadium.
3.4
StarHub League Cup
In 2013, StarHub continued as the League Cup sponsor for the second year running.
For the first time, a National Football League (NFL) team was invited to play in the
competition. Admiralty FC won the rights to represent the NFL when they emerged
triumphant in the NFL playoffs. Balestier Khalsa FC maintained their early season
form and was deserving winners of the 2013 StarHub League Cup when they
defeated Brunei DPMM FC 4-0 in the final, which was played on 14 September 2013
at the Jalan Besar Stadium. Harimau Muda won the Plate competition when they
defeated Courts Young Lions 1-0.
3.5
Asian Football Confederation (AFC) Cup
In 2013, Tampines Rovers FC and Warriors FC, as the 2012 S.League and 2012
RHB Singapore Cup Champions respectively, represented Singapore in the
AFC Cup Competition and took on teams from India, Vietnam, Indonesia, Hong
Kong and Malaysia. However, both Tampines and Warriors finished bottom
of their respective groups and failed to progress beyond the group stage.
3.6
National Football League (NFL), Island Wide League (IWL) and FA Cup
The 2013 National Football League (NFL) season saw a total of 26 amateur clubs

competing across three divisions. The 2013 season also saw the implementation of
club licensing for the first time in the NFL. All 26 clubs had to fulfil the NFL Club
Criteria – an entry-level club licensing system targeted at improving the overall
administration of our amateur clubs – before they were allowed to play in
the NFL competition.
The introduction of the NFL club licensing system has improved the level of
administration among NFL clubs, resulting in more efficient competition operations.
After 200 hard-fought NFL matches played across venues all over Singapore, Police
SA emerged as champions of the NFL Division 1, with Singapore Khalsa Association
and Starlight Soccerites FC clinching the Division 2 and Division 3 titles respectively.
In the 2013 Island Wide League (IWL), newly-formed Yishun Sentek Mariners FC
warded off the challenge of Kembangan United FC and Punggol North CSC to take the
IWL title and in the process, gained promotion into the NFL Division 2 for 2014 season.
The 2013 Singapore Pools FA Cup, our domestic amateur knockout tournament
which pits NFL clubs against Prime League teams, saw a total of 34 teams vying
for Cup glory. The tournament kicked off with the first round in July and culminated
in Final on 8 November 2013, where Home United FC (Prime League) defeated
NFL Division 1 side Sporting Westlake FC 4-1 to lift the coveted trophy.
4. MARKETING & COMMUNICATIONS
4.1
Sponsorship
In 2013, YEO’S extended their co-title sponsorship for S.League for another
three years. An event was held on 26 February 2013 at the Jalan Besar Stadium
to mark the renewal of the sponsorship.
4.2
S.League Fanfare
The S.League Fanfare kicked off on 3 February 2013 in Orchard Road. S.League’s
CEO and 10 players from the respective S.League clubs had jerseys painted on their
upper bodies and went on a walkabout. Together with S.League fans and volunteers,
they distributed flyers and souvenir S.League footballs to the weekend crowd.

4.3
RHB Singapore Cup Draw with “Kick a Ball, Win a Car” Charity Football
at The Float@Marina Bay (14 April 2013)
S.League and RHB raised $25,000 for TOUCH Community Services in this football
charity event at The Float @Marina Bay. Several corporations took part in the
five-a-side football tournament. There was also a novelty event for members of
the public to attempt to kick a size-one football into a target floating in the water.
The grand prize for hitting the target was a Hyundai car. More than 1,500 people
attended this event together with the Ambassadors of the foreign countries taking
part in the tournament, along with several Members of Parliament (MPs).
4.4
Football Extravaganza (RHB Singapore Cup Final and Singapore Pools FA Cup
Final on 8 November 2013)
Both Cup finals were held on the same evening at the Jalan Besar Stadium and the
event drew over 6,000 spectators. Several entertainment activities and lucky draw
prizes were organised for our fans. The crowd was thrilled by both the performances
from the S.League SuperBabes and the cast from the local hit movie “Ah Boys to
Men”. The Guest of Honour for the evening was Mr K. Shanmugam, Minister for
Foreign Affairs and Law, who presented the trophies to the winning teams.
4.5
Social Media Initiatives
Several new social media initiatives were launched on the S.League’s Facebook
page to promote the matches. These included match previews, post-match
video highlights as well as Electronic Direct Mailers (EDMs) to promote the
matches. Contests to win replica S.League Club jerseys were also organised
for our fans. Since its launch, the S.League Facebook page has garnered more
than 15,000 “Likes” to date, and the figure continues to grow.
4.6
S.League TV
As part of the enhancement to our S.League’s website, a S.League TV channel was
created on YouTube to showcase videos highlights of S.League matches as well
as the various S.League events. This is the start of putting more video content
into the social media space, so as to further engage our fans.
4.7
Print Media Initiatives
There was a collaboration with both The New Paper and TODAY newspaper to
showcase the S.League. This included profiling of football players, and to garner

an extensive coverage of the matches and various events. Sponsors were also
given exposure to showcase their events via full-page advertorials, such as the
Great Eastern Kiddies Football and YEO’s H2O Ultimate Football tournaments.
4.8
S.League Show and ‘LIVE’ telecasts
There were a total of 35 episodes of S.League ‘LIVE’ telecasts on StarHub’s
SuperSports Arena channel last season. These were shown on Friday nights.
SuperSports Arena channel also screened a 30-minute weekly highlight
show called “The S.League Show”, which was very popular with our fans.
4.9
S.League Awards Night (10 November 2013)
The annual S.League Awards Night was held at the ITE College East for the second
year. It was a wonderful occasion for the entire S.League family to come together and
celebrate a great season. Fans, players, staff, match officials and volunteers were
present to tuck into a sumptuous buffet dinner and witness the presentation of the
League’s Annual Awards. A total of 12 awards were presented, in which Home
United FC bagged the two most coveted awards, mainly the Mikasa Coach of the
Year and the Yeo’s Player of the Year, which were won by Lee Lim Saeng and
Lee Kwan Woo respectively.

1. IntroductIon
1.1
The Football Excellence Committee oversees the following key football development
and excellence programmes of FAS:

2.1
AFC Coaching Certification Courses
2.1.1 Developing coaches is a key strategy of our FAS Strategic Plan 2010-2015
and, in this regard, FAS has in place a Coaches Pathway.
2.1.2 FAS continues to train more coaches annually, and we currently have 741
AFC-certified local coaches.
2.1.3 In March 2014, FAS and Republic Polytechnic collaborated to offer the Asian
Football Confederation (AFC) ‘C’ Coaching License as part of the Diploma
in Sports Coaching Course. The AFC ‘C’ certification, which is the entry level
coaching qualification in AFC, will be offered as an elective under the diploma.
Successful applicants from the diploma course will receive the AFC ‘C’
Coaching certification in addition to their diploma. This will give them a
head start to their fledgling coaching careers. As most of the diploma
students are aged between 18 and 22 years old, the AFC ‘C’ Coaching
Certificate Course will see the youngest cohort of participants in its record.
Training our coaches from a younger age fulfill one of several objectives
of coaches’ development, as spelt under our FAS Strategic Plan.
2.1.4 The AFC ‘C’ Certificate course is very popular among participants here. Due to
its high demand, FAS prioritises the courses for former international players,
current international players, S.League players, Prime League players before
Physical Education (PE) teachers, local enthusiasts and foreigners. Applicants

must pass a pre-requisite theory test and national skills’ assessment before
being admitted to the course.

FAS’ Weekly Coaches Morning Sessions
2.4.1 FAS continues to train our elite youth coaches, whom are coaching the COE

and NFA teams, through the weekly Coaches Morning sessions conducted
by the FAS’ Technical Director. These sessions are also attended by S.League
coaches. The main objective of these sessions is to improve the technical and
tactical knowledge of our local coaches. The National Football Syllabus is the
main coaching manual for these coaches.
2.5
FAS’ Monthly Coaches Evening Sessions
2.5.1 FAS also conducts monthly Coaches Evening sessions for the JCOE coaches.
Similar to the Coaches Morning sessions, these evening sessions are held to
continuously assist these coaches in building their capacity and capability
development, including aligning their coaching methods with the National
Football Syllabus.
3. JUNIOR CENTRES OF EXCELLENCE
3.1
The FAS started the Junior Centres of Excellence (JCOE) programmes in 2009 as part
of the long-term development pathway and to start nurturing players from as young
as six years old. Apart from providing Singapore with a larger pool of talented players
for the various age-group teams, the JCOE programmes also aim to enhance the level
of community participation amongst the young generation of Singaporeans.
3.2
There are a total of 11 JCOEs in operation, up from three JCOEs in 2011. The JCOE

Training sessions are held every Saturday at the respective JCOEs. An Intra-JCOE
League for all age-groups is organised on every last Saturday of the month, thus
providing three training sessions and one game for all players on a monthly basis.
The training hours are as follows:

Under-6 (7:30am to 8:30am);
Under-8 (7:30am to 8:30am).
(b)
Under-10 (8:45am to 10:00am);
Under-12 (8.45am to 10:15am).
3.5
Attendances for all age-group training sessions have been very encouraging. There
were minimal disruptions at trainings despite players having to attend schools’
activities and to prepare for examinations.
3.6
Overall, there has been a noticeable improvement in the technical skill level of the
JCOE players.
3.7
An Elite Under-12 was formed in 2014 as part of the long-term development
pathway. They are currently taking part in the COE Under-13 Developmental
League. These elite players formed the basis of our selection for our National Football
Academy (NFA) which starts at the NFA Under-13 age-group level. These top players
are also identified for enrolment at the Singapore Sports School where they will be
closely monitored and developed systematically by our NFA coaches.

FAS also launched a JCOE for Girls Under-11, as part of our ongoing efforts

to expand the interest and participation rate in women’s/girls’ football as well as
to develop the footballing skills of girls from a young age.
4. CENTRES OF EXCELLENCE

4.10 A revamp of the Clubs’ Centres of Excellence (COEs) was introduced during the first
quarter of 2014. With a key focus on players of higher quality rather than quantity,
FAS decided to reduce the number of centres from eight to three. In addition, the
new model will see an increase in the number of age-group teams, from three
– Under-14, U-16 and U-18 – to six – U-13, U-14, U-15, U-16, U-17 and U-18.
Following the introduction of the new structure, three S.League clubs, namely
Balestier Khalsa, Home United and Warriors FC, were selected to oversee the
development of six age-group teams – at every age-group level from Under-13
to Under-18 – of 25 players each in the respective COE Leagues, at the U-14,
U-16 and U-18 levels. Our NFA teams also participate in the COE Leagues.
4.11 An official launch was held on 15 February 2014 at the ITE College Central. FAS
President Zainudin Nordin was the Guest of Honour, and the event was attended
by all the respective club COE players and coaches. Prior to the launch of
the revamped programme, FAS worked closely with the three clubs in various

aspects, including the shortlisting and selection of coaches – with the aim of
ensuring that the best available personnel are appointed.
4.12 With the new structure, there will be specialist coaches such as Goalkeeper Coach,
Sports Trainer and Fitness Coach attached to each club. This will ensure that the three
clubs operating the revamped programme are in a stronger and better position to
fulfill the objectives of the COE.
4.13 Each club also provides the teams with a dedicated training field. This will ensure that
proper trainings can be carried out. Changing facilities will also be provided at the
training venues. Most of the training venues are obtained through collaboration
with Secondary Schools and ITEs.

NFA Under-13
5.4.1 In 2013, FAS set up the NFA Under-13 team comprising of players who are
13 years old and younger. The NFA Under-13 team was formed to compete
in the AFC Under-14 Qualifiers. In preparations for the 2014 AFC Under-14
qualifiers, the team took part in the Youth Thai-ASEAN Under-13 football
competition from 6 to 12 May 2013. The squad was assembled and trained
for five months before their first international experience against Asean
age-group teams. They gained valuable experience and exposure in the
tournament, which will aid them in their development.

NFA Under-17
5.8.1 In 2013, the NFA Under-17 team played a total of 27 matches and finished fifth
in the Prime League, which was an Under-23 competition. Playing in the Prime
League provided them a good platform to compete against bigger and
faster opponents. The Prime League had also brought about valuable match
experience for our young players.
5.9
NFA Under-18
5.9.1 The NFA Under-18 also participated in the Prime League, and finished third
in the competition in 2013. It was a commendable performance considering the
fact that they were playing in the Under-23 league against more experienced,
bigger and faster opponents.

The NFA Under-18 participated in the ASEAN Football Federation (AFF)

6. NATIONAL TEAMS
6.1
Courts Young Lions (Under-21)
6.1.1 The 2013 Courts Young Lions (CYL) squad missed out on several key players
as the best Under-23 players were transferred to the LionsXII squad. The CYL
team consisted predominantly players aged 21 and below as they would be
eligible for the 2015 SEA Games which will be held in Singapore, while the
LionsXII team consisted of players eligible for the 2013 SEA Games
in Myanmar.
6.1.2 Under the guidance of Head Coach Aide Iskandar, Assistant Coach S. Subramani,
Goalkeeper Coach Lim Queen Cher and Fitness Coach Aleksandar Bozenko,
the team participated in the S.League to fast track their development for both
the 2013 and more importantly, the 2015 SEA Games.

The Courts Young Lions team finished 11th out of 12 teams in the 2013
S.League season. Six players from the team were selected to the 2013 SEA
Games team which clinched the Bronze medal in Myanmar. The 2014 team
consisted of players who are all eligible for the 2015 SEA Games, which
will be held here in Singapore. John Burridge, who has played 771 league
games in the top division leagues of England and Scotland, was hired to
assist with improving the goalkeepers in light of the 2015 SEA Games.

6.2.1 As part of the preparation for the 2013 SEA Games in Myanmar, the 2013
LionsXII team consisted five players above the age of 23 years old, and 23
players under the age of 23 years old. Led by Head Coach V Sundramoorthy,

6.2.4 The LionsXII team had a very successful season by winning the 2013
Malaysian Super League (MSL) title. They also had an unbeaten home record
and the best defensive record in the league for the entire season. The
team also reached the quarter-finals of the 2013 Malaysia Cup competition.
6.2.5 There was a significant change to the 2014 team and the coach tandem of V
Sundramoorthy and K Balagumaran left the team to join Negeri Sembilan FA.
Experienced campaigners such as captain Shahril Ishak, vice-captain Hariss
Harun and defender Baihakki Khaizan departed across the causeway to join
Johor Darul Takzim. New Head Coach Fandi Ahmad was hired to lead the team,
assisted by Nazri Nasir and Goalkeeper Coach Lee Bee Seng. The results in

AND GRASSROOTS
1. IntRoduCtIon
1.1
In line with Strategic Plan, the Football Association of Singapore (FAS) organised
competitions, fiestas and a FIFA grassroots coaching course in 2013 and the first
quarter of 2014 to encourage football participation at all levels.
2. FAS / SPSSC Inter School U-10 7-a-side Football Fiesta
2.1
The FAS, in collaboration with the Singapore Primary Schools Sports Council
(SPSSC), organised the U-10 Football Fiesta on 27 April 2013 at the Jalan Besar
Stadium. The fiesta attracted 440 boys, from 44 school teams.
3.1
In collaboration with the Singapore Primary Schools Sports Council (SPSSC), FAS
organised the U-9 Football Fiesta on 4 May 2013 at the Jalan Besar Stadium.
This fiesta attracted 290 boys, from 29 school teams.
4. Atletico Madrid Football Clinic
4.1
In conjunction with the Singapore Olympic Foundation – Peter Lim Sports
Scholarship, FAS organized a football clinic on 22 May 2013 at the Jalan Besar
Stadium. 128 boys participated in the event.
5. FAS Girls Fiesta
5.1
In collaboration with the Singapore Primary Schools Sports Council (SPSSC), FAS
organised the Senior and Junior Girls Football Fiesta on 25 May 2013 at the
Jalan Besar Stadium. The Senior Division attracted 10 teams while the Junior
Division attracted 11 teams for the competition where a total of 163 girls
participated in the competition.

6.1
FAS, in collaboration with the Singapore Primary Schools Sports Council (SPSSC),
organised the U-11 Football Fiesta on 7 September 2013 at the Jalan Besar Stadium.
A special needs school was invited to participate in the fiesta. The fiesta attracted 410
boys from 41 school teams and 21 boys from special needs school.
7. FAS Kids Camp
7.1 FAS, in collaboration with NTUC, organized a FAS Kids Camp from 11 to 13 September
2013 at the NTUC Downtown East Resort. The three-day residential camp not only
gave the boys a learning journey and an enriching experience at the football clinic,
the National Team players made a cameo appearance with hands-on session to give
them football tips to the participants. The camp benefitted 143 boys.
8. CSC Punggol Central Football Fiesta
8.1
FAS, in collaboration with the Pasir Ris/Punggol GRC, organised a Football Fiesta for
children between 8 and 12 years old on 6 October 2013 at the Punggol Field.
This community project attracted 80 boys and girls who came from the vicinity.
9.1
FAS, in collaboration with the Singapore Primary Schools Sports Council (SPSSC),
organised the U-13 Football Fiesta on 3 November 2012 at the Jalan Besar Stadium.
This fiesta attracted 256 players from 32 school teams.
10. Singapore Junior 9s
10.1 The 7th edition of the Singapore Junior 9s for U-15 boys was held on 21 and 22
November 2013 at the Jalan Besar Stadium.
10.2 A total of 240 players were registered by the 16 participating school teams for this
9-a-side tournament.
10.3 In the Cup competition, ACS Barker School beat Fairfield Methodist Secondary
School to emerge champions while the Plate final was won by Clementi Woods
Secondary School after they beat Yuanching Secondary School.

11. Singapore 9’s Masters
11.1 FAS organised the 7th edition of the Singapore Masters 9’s for players, 45 years
above, at the Jalan Besar Stadium from 23 to 24 November 2013.
11.2 Up to 190 players were registered by the 16 participating teams in this 9-a-side
tournament.
11.3 In the Cup competition, Ser Seng Veterans beat ORA on penalties to emerge
champions while the Plate final was won by the Ark 7, after they beat Poly Rovers.
12. FAS / SPSSC Inter School U-10 7-a-side Football Fiesta 2014
12.1 FAS, in collaboration with the Singapore Primary Schools Sports Council (SPSSC),
organised the U-10 Football Fiesta on 15 March 2014 at the Jalan Besar Stadium.
The fiesta attracted 370 boys, from 37 school teams.
13. FAS / SPSSC Inter School U-10 7-a-side Football Fiesta 2014
13.1 FAS, in collaboration with the Singapore Primary Schools Sports Council (SPSSC),
organised the U-9 Football Fiesta on 15 April 2014 at the Jalan Besar Stadium.
However due to inclement weather, it was postponed to the 21 and 26
May 2014 at Tampines North Primary School and Pasir Ris Primary school
respectively. The fiesta attracted 280 boys, from 35 school teams.

1. IntRoduCtIon
1.1
Football is a global sport and its rules must be interpreted and applied with absolute
consistency wherever the game is played. Referees perform a vital role
in the game, and with the growth in the popularity of football, particularly
for women and children, the demand for match officials is increasing.
1.2
At the Football Association of Singapore (FAS), we have a policy of ongoing
training, as spelt under our Strategic Plan, for our referees to ensure that refereeing
standards continue to improve and the Laws of the Game are applied accordingly.
1.3
We are also pleased to note that our referees and assistant referees continue
to receive regular appointments for high-profile matches and competitions. In
addition, two Singapore match officials namely Abdul Malik and Tang Yew Mun
clinched the Referee of the Year (Men) and Assistant Referee of the Year (Men)
accolades respectively at the inaugural Asean Football Federation (AFF)
Awards in April 2013.

fitness test requirements by FIFA. Most of the trainee referees who took the basic
courses are not keen to take up the challenges of being a referee. We will continue

Asian Football Confederation (AFC) Champions League & AFC Cup
2.3.1 Our AFC Elite match officials, namely Abdul Malik, Leow Thiam Hoe, Sukhbir
Singh, Muhammad Taqi, Edwin Lee Tzu Liang, Jeffrey Goh Gek Pheng, Tang
Yew Mun, Lim Kok Heng and Ronnie Koh Min Kiat were involved in officiating
several AFC Champions League 2013 matches. Abdul Malik and his team
consisting Jeffrey Goh, Tang Yew Mun and Muhammad Taqi also officiated at
the 2013 AFC Cup Final in Kuwait.
2.3.2 Non-Elite referees Muhd Yazeen and Ahmad A’Qashah, and assistant referee
K. Surindranath were also appointed for 2013 AFC Cup and 2014 AFC
Challenge Cup matches played across Asia.

2.4.1 AFC appointed Ahmad A’Qashah and Lim Kok Heng to officiate in the boy’s

2.5.1 AFC / ASEAN Football Federation (AFF) appointed our FIFA Assistant
Referee (W) Ms Rohaidah Bte Mohd Nasir to officiate in the women’s football
competition during the 2013 SEA Games in Myanmar.
2.6
Invitational Competitions & Friendly matches
2.6.1 Sukhbir Singh, Abdul Malik, Muhd Yazeen, Muhd Taqi, Jeffrey Goh and Ronnie
Koh were invited to officiate in competitive matches for the Thai Premier
League and Chinese Super League.
2.6.2 Muhd Yazeen, Lim Kok Heng, Ronnie Koh and Muhd Taqi officiated the
international friendly match between Singapore Selection and 2013
Copa del Rey Champions Atletico Madrid, which was played in May 2013
at the Jalan Besar Stadium.
2.6.3 Leow Thiam Hoe, Jeffrey Goh and Ronnie Koh officiated the friendly match
between Vietnam and English Premier League club Arsenal FC in Hanoi,
Vietnam in July 2013.
2.6.4 Abdul Malik, Jeffrey Goh and Edwin Lee officiated in the invitational Suruga
Bank Championship match between Japanese powerhouse Kashima Antlers
and Brazilian giants Sao Paulo, which was played in Kashima, Japan
in August 2013.

Introductory

2.8.1 Mohd Irwan Samsudin, Nathan Chan and Muhd Syarqawi attended the UEFA
Core Introductory Course in April 2013 and completed their Consolidated
Course in October 2013, in Geneva, Switzerland.
2.8.2 Our referees in the Project Talent Group were shortlisted for selection. Upon

completion of various tests, our three referees were selected for this programme.
2.8.3 The UEFA Centre of Refereeing Excellence (CORE) aims to target and develop
young and promising referees and assistant referees and prepare them for the
intensity and ever-growing demands of football.
(i) The duration of the Introductory Course was 10 days. The participants were
taught on match preparation and analysis, player management, and match
control, etc. Practical exercises and fitness training were also conducted
as part of the education programme.
(ii) The Consolidation Course serves to evaluate the progress made by the
referees since the Introductory Course. Each participant was given an
opportunity to officiate in a match for the Swiss or French (Lower) Leagues,
and they would be assessed accordingly. They were awarded the Course
Diploma upon completion of the course. Our three referees are required
to share their learning experience with other fellow referees in Singapore.
3. S. LEAGUE & PRIME LEAGUE REFEREES
3.1
A total of 46 referees and assistant referees were appointed by the FAS Referees’
Committee to officiate in the 2013 S.League. These referees were carefully selected
by the FAS Referees Committee and had undergone stringent assessment processes.
3.2
Our S.League and Prime League referees continued to perform reasonably well in
2013. In line with our Strategic Plan to continually develop and train our referees,
FAS Referees Committee conducted regular training sessions, monthly match
video analysis, fitness trainings and high intensity fitness tests for these
referees throughout the season.
3.3
The monthly training and match analysis sessions were conducted for the match
officials to assist them to make more consistent decisions, improve their
man-management skills, their on-field movements as well as communication between
co-referees during matches. The match analysis sessions were conducted by viewing
video clips of various S.League matches with question-and-answer sessions to
refresh the referees’ application on FIFA’s Laws of the Game.
3.4
We have also introduced two new referees namely, Mohd Irwan Samsudin and
Jansen Foo to the 2013 S.League season.

4. nAtIonAL REFEREES
4.1
Our National Referees have also done reasonably well in officiating in the various
FAS competitions such as the Centre of Excellence (COE) Leagues, National
Football League, Civil Service, Schools, and other competitions and matches
that were organised in 2013.
5. WOMEN REFEREES
5.1
Currently, there are only three women referees actively involved in officiating in the
local divisional leagues, women’s football and grassroots games. There are presently
one FIFA Referee, one FIFA Assistant Referee and one Class 3 Referee.
5.2
We are confident that the promotion of Ms Abirami Naidu and Ms Rohaidah
Bte Mohd Nasir to the FIFA level will motivate more women in Singapore to
take up refereeing. It is one of our objectives to continue to attract, groom
and develop more female referees.
5.3
We are also encouraged by the appointment of Ms Abirami Naidu as the fourth official
for four games at the FIFA Women’s Under-17 World Cup in Costa Rica in
March 2014. She also attended a FIFA Seminar in Zurich, Switzerland from 13 to
17 May 2013, which was conducted for shortlisted candidates to officiate at
the 2015 FIFA Women’s World Cup, which will be held in Canada.
6. YOUNG REFEREES INTERNATIONAL DEVELOPMENT
6.1
As part of the ASEAN Region Referee Preparatory Course, Muhd Zulfiqar Bin
Mustaffa, one of our promising young referees, participated in the AFC Under-14
Championship held in Nay Pyi Taw, Myanmar from 23 May to 3 June 2013.
7. AFC SEMINAR FOR ELITE REFEREES & ASSISTANT REFEREES
7.1
Sukhbir Singh, Muhammad Taqi Aljaafari, Jeffrey Goh Gek Pheng, Tang Yew Mun,
Lim Kok Heng and Ronnie Koh Min Kiat attended the AFC Elite Referees Seminar
from 6 to 10 December 2013 while our women referees namely Ms Abirami Naidu
and Ms Rohaidah Bte Mohd Nasir attended a similar seminar from 6 to 12 February
2014. The seminars were held in Kuala Lumpur, Malaysia. Their inclusion in the
elite referees’ list is because of their excellent performances officiating in
international matches.

8. AFC ELITE REFEREE INSTRUCTORS AND ASSESSORS SEMINAR
8.1
K. Visva Nathan, John Chia Eng Wah and Abdul Malik attended this seminar, which was
held in Kuala Lumpur from 5 to 14 February 2014. Elite Referee Assessors are
appointed by the AFC to high-profile matches and assess AFC referees on their
performances during AFC competitions. The AFC Assessors are also members of
FAS’ Referees’ Committee and would use their experience to develop and train our
local referees to attain international standards, such as our newly-promoted FIFA
Referees Mohd Irwan Bin Samsudin, Jansen Foo Chuan Hui, Farhad Bin Mohammed
and FIFA Assistant Referees, Muhd Syarqawi Bin Buhari and Ong Chai Lee.
9. COURSES & TRAININGS CONDUCTED IN 2013
9.1
Below is a list of courses and trainings which were conducted in 2013:
9.2
Referees’ Basic Courses
9.2.1 The FAS Referees Department conducted three referees’ basic courses,
attracting 86 participants, of which 38 participants passed the course and were
registered as FAS Referees.
9.2.2 Participants were taught the FIFA’s Laws of the Game and had to undergo
stringent theory, fitness and practical tests before they were registered as
FAS Class 3 Referees.
9.3
Monthly Field Training and Match Analysis
9.3.1 Monthly field trainings and match-analysis sessions were conducted to improve
the referees’ performances. The areas of improvement were identified
from the referees’ assessment reports submitted by the respective referee
assessors. Match-analysis sessions were held in the FAS conference room.
Video clips of contentious incidents in S.League matches were highlighted
during these sessions. The referees would then review and comment on the
decisions made by the match referee during the match. Discussions on the
appropriate decisions and actions that should have been taken were held
during these sessions. The referee assessors would also highlight and advise
on the appropriate decisions that should have been taken.
9.3.2 The Referees Committee and Department also incorporate fitness training
programme during these monthly field trainings.

9.4
Bi-Monthly Progressive and Project Talent Referees Training
9.4.1 The Progressive and Project Talent training sessions were held fortnightly at the
Jalan Besar Stadium. The aim is to train the junior Class 2 and 3 referees.
Tactical and technical guidance are provided to improve their basic skills in
refereeing and advance knowledge is being shared with them. A
question-and-answer session would also be held to clarify any doubts about
situations that might have occurred during games.
9.5
FIFA/FAS Referees Seminar 2014
9.5.1 A five-day Member Association seminar was conducted by FIFA Technical
Instructor Mr Farkhad Abdullaev from Uzbekistan for our S.League match
officials and referee assessors. It was held at the FAS Conference Room from
24 to 28 January 2014. This seminar was arranged prior to the start of the 2014
S.League season, and Mr Farkhad was assisted by our FAS referee instructors.
9.5.2 The purpose of this seminar was to refresh and improve our match officials’
knowledge, the consistent application of the Laws of the Game, and their
on-field performances. Both field trainings and theory lessons were conducted
during the seminar at the Jalan Besar Stadium.

10.1 Over the years, FAS have produced talented instructors, some of whom are also

2. The Disciplinary Committee (DC) handled a total of nine (9) disciplinary cases in 2013.
This represents a 20 percent decrease in the number of disciplinary cases heard by the
DC as compared to 2012. Of the 9 cases, the DC found all bar one guilty of the charges
of misconduct against them, and meted out the appropriate sanctions which included fines,
suspensions and points deduction against the errant parties.
3. However, the reduction in the number of disciplinary cases being referred to the DC in 2013
may be due, in part, to an increase in the number of competitions-related offences being
compounded by the Competitions Division. And while it appears that serious disciplinary
issues involving S.League players are on the decline, the incidences of verbal abuse/
threats of violence against referees have not subsided especially in our amateur leagues.
4. In this regard, we are pleased to note that the Competitions Division and Referees
Department have worked together to introduce ‘Laws of the Game’ sessions for all National
Football League (NFL) clubs this year, as a means of information and education for
NFL players and team officials so that they can better understand the decisions made
by referees during matches, which will hopefully lead to less tensions on the field.
5. On this note, the DC would like to urge all clubs to remind their players and officials to
adhere strictly to the FAS Code of Conduct, failing which the DC will not hesitate to hand
out the sternest of punishments for those who have brought the game into disrepute.

1.1
The objectives of the FAS Medical Committee (MC) are to advise and assist FAS
and S.League with regards to football medical safety and implementing best practices
for the general well-being of all football players, coaches and referees including

2. FOOTBALL SCIENCE AND MEDICINE PROGRAMMES 2.1
Football Science and Medicine Workshops
2.1.1 FSAM conducted injury prevention, hydration, nutrition and post training
recovery workshops for the National Football Academy (NFA) Under-15 and
Under-16 players during the teams’ preparation phase for the 2013
Lion City Cup.
2.1.2 FSAM also conducted an interactive programme on nutrition, hydration
and mental strength for the NFA Under-14 team participating in the Asian
Youth Games (AYG) 2013 in Nanjing, China.
2.1.3 With the support of Sports Science experts from the Singapore Sports
Institute, the Singapore Under-23 players participated in a series of workshops
on nutrition, hydration and mental strength training as part of their preparations
for the 2013 SEA Games.
2.1.4 Our players in the National ‘A’ Team, LionsXII and Courts Young Lions
also undergo a series of fitness tests which include endurance test, speed test
and Fat Percentage Measurement.
2.1.5 The objective of introducing these football medicine and science workshops
is to improve our players’ knowledge and understanding on injury prevention,
hydration and diet and mental strength. This will in turn help to enhance the
quality of their training and performance during matches.
2.2
Smoking Awareness Workshops
2.2.1 In collaboration with Alexandra Hospital and the Health Promotion Board,
smoking awareness workshops were conducted for LionsXII and Court Young
Lions in the early part of 2014. We will be rolling out these workshops to NFA
and women’s teams in the later part of 2014.
2.3
FIFA 11+ Programme
2.3.1 FIFA 11+ Train the Trainer Course and Workshop was conducted in November
2013. FIFA 11+ is an injury prevention programme for amateur players. Trainers
selected by our MC were taught by Dr. Mario Bizzini from FIFA during the

two-day course. The aim is to reduce the rate of injuries nationwide through a
proper warming-up programme that has been specially designed by group of
researchers from FIFA Medical Assessment and Research Centre (F-MARC).
2.3.2 There has been no further implementation of this initiative since the training date
in November 2013 due to a lack of resources. Specific administrative support
needs to be allocated for this initiative to make sure it has maximum impact in
football and the community at large. It is the MC’s recommendation that
adequate internal resources are provided to roll out this programme to the
elite national level and developmental squads directly under FAS purview
and subsequently to all recreationally active footballers and schools.
2.4
PAR-Q+ for Referees
2.4.1 PAR-Q+, which is an initiative aimed at protecting the safety of our referees
was implemented. The PAR-Q+ is a validated pre-participation, health
self-screening questionnaire to help advise the participant on whether he/she
needs to seek further evaluation and advice from a doctor before involving in a
vigorous intensity physical activity such as maximal-effort fitness test. Referees
in FAS have to fill up this form before participating in fitness tests and
football matches.
2.5
Injury Surveillance Programme
2.5.1 Injury Surveillance Programme (ISP) was introduced to the S.League clubs in
October 2013. The aim is to track and monitor the injuries sustained by players
at the S. League clubs. With this ISP in place, we are better able to understand
the trend of injuries sustained amongst our S. League players. Understanding
this trend will help the MC to conceptualise new initiatives to help reduce the rate
of injuries in the years to come. This initiative requires dedicated administrative
support in the FSAM department to continue the excellent work started in
2013. It is the MC’s recommendation that adequate resources are provided to
effectively monitor all footballers injuries, recovery and safe return to
sports status.
3. FOOTBALL SCIENCE & MEDICINE DEPARTMENT
3.1
The Football Science And Medicine Department (FSAM) provides tiered football
science and medicine services and support for all national teams, National Football
Academy, women’s teams, referees and coaches. FSAM’s role is to work closely with
the MC to educate and provide footballers, coaches and referees with the relevant
knowledge and skills; to assist them in implementing the best practices in football
science and medicine with the aim of enhancing the physical and mental
performance of footballers and referees.

3.2 The FSAM has 5 full-time staff including 1 physiotherapist, 3 sports trainers and 1
strength and conditioning coach who are supported by a team of 8 part-time sports
trainers who assist in providing match and training coverage for the respective national
teams. Physiotherapists from restructured hospitals and Singapore Sports School were
engaged to assist with medical coverage for some of the NFA teams and women’s team
matches and training sessions. Two physiotherapists are also engaged on a part-time basis
to provide clinical services for the national teams, NFA teams and women’s teams.
4. MEDICAL COVERAGE
4.1
The FSAM provided medical coverage for the following key activities in 2013
and the first quarter of 2014:
4.1.1 AFC Under-16 and Under-19 Qualification Tournaments
FSAM sports trainers provided football science and medicine coverage to:
(i) The NFA Under-15 team during their participation in the Asian Football
Confederation (AFC) Under-16 tournament, which was held in Hong Kong;
(ii) NFA Under-18’s participation in the AFC Under-19 Qualification tournament,
which was held in Thailand.
Hydration, nutrition and recovery strategies were implemented during these
tournaments in addition to injury management and prevention for the teams.
4.1.2 2015 Asian Football Confederations (AFC) Asian Cup Qualifiers
A broad spectrum of football science and medicine services was provided to the
National ‘A’ Team for their preparation and participation in the AFC Asian Cup
2015 qualifying round. Singapore was grouped together with Middle-Eastern
giants Syria, Oman and Jordan.
In particular, FSAM implemented a series of fitness tests a few months prior to the
start of the qualifying rounds to better prepare our players in terms of fitness,
strength and speed. Players were then given individual programmes to improve
on their weaknesses.
Body fat measurement was done monthly to ensure that all players have body
fat percentage of below 10 percent.

4.1.3 Under-23 Participation in 2013 SEA Games – Nay Pyi Taw, Myanmar
A team of one sports physiotherapist, two sports trainers, one sports science
support staff and one sports psychologist from FSAM department supported the
Under-23 team in the SEA Games 2013, which was held in Myanmar.
A satellite clinic was set up at the hotel with two rooms converted into recovery
and treatment rooms. The recovery room facilitated the ice-cool machines where
the players did their ice bath post-trainings and games.
4.1.4 2013 Lion City Cup
The FSAM department had a collaboration with the Singapore Sports School
(SSS) to provide three sports trainers and two physiotherapists respectively.
These sports trainers and physiotherapists provided football science and
medical coverage to the NFA Under-15 and Under-16 teams during their
participation in the 2013 Lion City Cup.
Hydration, nutrition and recovery strategies were implemented during the
tournament, in addition to injury management and prevention programme
for the teams.
4.1.5 LionsXII
A physiotherapist and two sports trainers supported this team in their second
year of participation in the Malaysian Super League (MSL) and Malaysia Cup
in 2013.
A few initiatives were implemented to help in the players’ injury management
and recovery. The Injury Surveillance Program was introduced to help monitor
and track the injured players and their return back to play. This help to keep
the players, the medical staff and the coaches better informed of player’s injury
status.
4.2
S.League Medical coverage
The FAS Medical Committee supported the S.League competitions department
to source for match day medical coverage. This emergency coverage protocol
was activated on several occasions to facilitate the pre-requisite medical coverage
and allow the S.League game to commence as scheduled. The MC recommends
that a long-term medical service coverage plan be introduced centrally through
a formal process to ensure adequate planned coverage for all S.League games.

5. FSAM Headcount
The Medical Committee and FSAM are working together to look into FSAM’s headcount
issues which will allow further initiatives to move forward. This is imperative in view of the
increasing demands on FSAM services, because of the increased training and competition
schedule and the need for dedicated administrative support. Please refer to Annex A for
the FSAM Chart Organisation Recommendation by the Medical Committee.

WOMEN’S FOOTBALL
1. IntRoduCtIon
1.1
Women’s football plays an important role in the football eco-system in Singapore.
FAS has been working closely with our stakeholders towards increasing participation
at the grassroots and community levels, in order to build a broader base of women’s
footballers, and in tandem to gradually raise the profile and standard of women’s
football in Singapore.
1.2
In addition to the FAS-organised competitions mentioned below, there were other
tournaments and activities that organised by our affiliates which were sanctioned
by FAS.
2. GIRLS SCHOOLS FOOTBALL
2.1
FAS, together with the close partnership and co-operation of PESEB (formerly
CCAB), successfully organised the girls’ inter-schools championships for the ‘A’
division, for junior colleges, ‘B’ and ‘C’ divisions for secondary schools and the Junior
and Senior competitions for primary schools, with the objective to attract more school
girls to play football so as to increase the base of women footballers in Singapore.
2.2
There were a total of five tournaments organised for the respective age-groups.
2.3

SPSCC/FAS Inter-school 5-a-side Junior & Senior Girls Football Fiesta
A special edition to the Junior and Senior Girls Football tournament was held on 25 May
2013 at the Jalan Besar Stadium. The event is co-organised by the Singapore Primary
Schools Sports Council (SPSSC) and FAS in efforts to promote football at the
grassroots level.
The event is titled “SPSSC/FAS Inter-school 5-a-side Junior & Senior Girls Football
Fiesta 2013”. 13 primary schools took part in the fiesta forming 22 teams; 11 in the
junior category and 11 in the senior category.
The Junior Category is organised for girls between the ages of 8 and 10 years old,
and the Senior Category is for girls between the ages 11 and 12 years old.

3. NATIONAL WOMEN’S COMPETITIONS
3.1
The FAS organised two competitions to provide our women footballers, and the
teams the opportunity to compete at the national level on a regular basis.
3.1.1 Women’s Premier League
The Women’s Premier League (WPL) is the most prestigious of the respective
women’s football competition in Singapore.

A total of 225 players from 9 teams participated in the 2013 WPL season.
The competition commenced on 19 March 2013 and completed on 21 July 2013.

National Under-23 (Young Women)
3.2.1 25 players from our Young Women’s team are aged between 15 and 22 years old.
They participated in the WPL as part of our strategy to fast-track their development by
providing them with competitive match exposure locally, as well as to take on older and
more experienced players. The team also participated in the FAS Women’s Challenge
Cup. They train three times a week at the Bukit Gombak Stadium led by Head Coach
Mohamad Hisham Bin Roslan. The team is also assisted by Chen Cai Ying and
Ervianti Posari.

Women’s National Team
3.3.1 29 players, who were selected from the various WPL clubs, started training
with the Women’s National Team since August 2013. They trained three times
a week at the Bukit Gombak Stadium. The team is led by Head Coach
Mohamad Hisham Bin Roslan, who is supported by assistant coaches Chen
Cai Ying and Ervianti Posari.

4. WOMENS’/GIRLS’ FOOTBALL PROGRAMMES
4.1
National Under-14 Girls Trials
4.1.1 In preparation for the AFC U14 Girls’ Regional Championships 2014, an open
trial was held for Singaporean girls aged between 12 and 13 years old. The
trial was held on 9 November 2013 at the Jalan Besar Stadium. The trial was
divided into 3 phases; open trial phase, ‘training-trial’ phase, final selection
phase. Only 30 out of 60 girls were chosen to attend the second ‘training-trial’
phase in December 2013 at the Bukit Gombak Stadium. A final number
of 18 girls will be chosen to represent Singapore in the championship at Ho
Chi Minh City, Vietnam from 8 to 13 June 2014. The composition of officials
for the National Under-14 girls’ team includes Head Coach Chen Caiying,
who is supported by assistant coaches Angeline Chua and Ervianti Posari.
4.2
Girls’ Junior Centre of Excellence (JCOE)
4.2.1 As part of our ongoing efforts to expand the interest and participation rate in
girls’ football as well as to develop the footballing skills of girls from a young
age, FAS established a Girls’ Junior Centre of Excellence (JCOE) in early 2014.
Trials for 10-year-old and 11-year-old girls were held in February 2014. Currently,
there are 33 girls who attend the weekly training session on every Saturday.
The Girls’ JCOE is run by Centre Manager, Jasni B. Hatta and a team of female
coaches namely Chen Caiying, Luo Jian Zhen, Angeline Chua and
Ervianti Posari.
