The Sanctuary Belize private caye
The question that most people ask when first hearing about Belize is where in South America it’s located. Contrary to what
many people think, Belize is not in South America. It is situated in the heart of Central America.
Most people don't know that this Caribbean wonder is
just a hop, skip and a jump from the U.S. Belize is
located south of Mexico, and to the east of Guatemala.
It welcomes the waves of the Western Caribbean Sea
which is part of its charm.. For the most part, only a
small portion of the world's tourist population have
been to Belize; it has always been there but few people
noticed it. This has kept Belize's Barrier Reef, Mayan
ruins and pristine rain forest "unspoiled" for all to
enjoy.
The country of Belize is really split in two sections, the
mainland and the cayes, which are home to what many
believe to be the best diving in the Northern
Hemisphere. The mainland offers one of the most
diverse eco-systems in the world and is breathtakingly
beautiful.
To date, most of the development has occurred on Ambergris Caye which has left the mainland out of the spotlight. On
Ambergris, however, unlike with mainland Belize, limited amounts of labor and equipment are available. The opportunities
that currently exist on the mainland therefore, are unprecedented.
Sanctuary Belize is located in the Stann Creek District, which is a district in the South East region of Belize. According to the
2000 census, the district had a population of 26,665 people. Its capital is the city of Dangriga, formerly known as "Stann Creek
Town." Stann comes from "stanns", or safe havens used by colonialists coming from the "old world" to the "new world."
The district is split into two Constituencies. They are Dangriga, which contains the town proper and the surrounding villages
(including Hopkins and Seine Bight) and the offshore islands (cayes), and Stann Creek West, which contains most of the rest
including, Placentia and Independence.
The Stann Creek District is bordered by the Caribbean Sea and from a development perspective is still in its very early stages.
This is an ideal area in which to create the premier mainland destination for Belize, as its physical attributes would cater for a
deep water port and ample land to house a large commercial airport.

Belize is a democratic constitutional monarchy, and the northernmost Central American nation. Belize has a
diverse society, comprising many cultures and languages. Although Creole and Spanish are spoken among the
population, Belize is the only country in Central America where English is the official language. Belize
possesses the lowest population density in Central America, and the third lowest in the Americas after Guyana
and Suriname.[1] The country's population growth rate of 2.21% (2008 est.),[2] however, is the highest in the
region and one of the highest in the western hemisphere. Belize's abundance of terrestrial and marine species,
and its diversity of ecosystems give it a key place within the globally significant Mesoamerican Biological
Corridor.[3] Belize is culturally unique among its Central American neighbors; it is the only nation in the
region with a British colonial heritage. As a part of the Western Caribbean Zone, however, it also shares a
common heritage with the Caribbean portions of other Central American countries. In general, Belize is
considered to be a Central American nation with strong ties to both the Caribbean and Latin America. Belize is
a member of the Caribbean Community, (CARICOM).Belize was the site of several Mayan city states until their
decline at the end of the first millennium A.D. The British and Spanish disputed the region in the 17th and 18th
centuries; it formally became the colony of British Honduras in 1854. Territorial disputes between the UK and
Guatemala delayed the independence of Belize until 1981. Tourism has become the mainstay of the economy.

Economic Overview
In this small, essentially private-enterprise economy, tourism is the number one foreign exchange earner
followed by exports of marine products, citrus, cane sugar, bananas, and garments. The government's
expansionary monetary and fiscal policies, initiated in September 1998, led to sturdy GDP growth averaging
nearly 4% in 1999-2007, though growth slipped to 3.8% in 2008, 0% in 2009, and 1.5% in 2010 as a result of the
global slowdown, natural disasters, and the drop in the price of oil. Oil discoveries in 2006 bolstered economic
growth. Exploration efforts continue and production increased a small amount in 2009. In February 2007, the
government restructured nearly all of its public external commercial debt, which helped reduce interest
payments and relieved some of the country's liquidity concerns. A key objective remains the reduction of
poverty and inequality with the help of international donors

Belize is a parliamentary democracy,

Commonwealth of Nations. Belize is
governed under a constitution that
became effective at independence in
1981. Belize recognizes the British
monarch as its own monarch and
head of state, but the powers of the

The structure of government is based

Climate
Year round warm weather allows you to take full advantage of all of the
outdoor activities that Sanctuary Belize has to offer.
Belize has a tropical climate with pronounced wet and dry seasons, although there are significant variations in weather
patterns by region. Temperatures vary according to elevation, proximity to the coast, and the moderating effects of the
northeast trade winds off the Caribbean. Average temperatures in the coastal regions range from 24°C in January to 27°C in
July. Temperatures are slightly higher inland, except for the southern highland plateaus, such as the Mountain Pine Ridge,
where it is noticeably cooler year round. Overall, the seasons are marked more by differences in humidity and rainfall than in
temperature. The northern part of the country receives less rainfall than the south. Coastal waters are always warm and
inviting (between 23°C to 29°C), the refreshing ocean breezes tempering the humidity.

Average rainfall varies considerably, ranging from 1,350 millimeters in the north and west to over 4,500 millimeters in the
extreme south. Seasonal differences in rainfall are greatest in the northern and central regions of the country where, between
January and April or May, fewer than 100 millimeters of rain fall per month. The dry season is shorter in the south, normally
only lasting from February to April. A shorter, less rainy period, known locally as the "little dry," usually occurs in late July or
August, after the initial onset of the rainy season.
The hurricane season in Belize normally runs from June to November, with the most active months being August, September,
and October. In reality, Belize is not Hurricane Central. Most Hurricanes don't come anywhere close to Belize. Since 1930,
there have only been 12 hurricanes that have either made landfall in Belize or passed close it.

Belize is a country in North Eastern Central America that borders the Caribbean Sea. Belize is one of the smallest and least
populated countries in Central America. It was ruled by Britain for almost two centuries and until 1973 was known as British
Honduras. Belize became independent in 1981 and is a member of the Commonwealth of Nations. Belize City is the country’s
largest city and was the capital until 1972. The capital of Belize is Belmopan, which is located some 60 miles inland from the
international airport.
Belize has a diverse society composed of

languages. It is the only country in Central
America where English is the official
language. It is bordered by Mexico to the
North, Guatemala to the South and West,
and the Caribbean Sea to the East. Creole
and Spanish are also widely spoken. With
8,867 square miles (22,960 km2) of territory
and 320,000 people (2008 est.), the
population density is the lowest in the
Central American region and one of the
lowest in the world, with 14 people per
square kilometer. Belize is the least
populous non-island nation outside of
Europe. The country's population growth

The Caribbean coast is lined with a coral reef and some 450 islets and islands known locally as Cayes (pronounced "keys").
They total about 270 square miles, and form the approximately 200 mile long Belize Barrier Reef, the longest in the Western
Hemisphere and the second longest in the world after the Great Barrier Reef in Asutralia. Three of the four coral atolls in the
Western Hemisphere are also located off the coast of Belize.
Culturally, Belize considers itself to be both Caribbean and Central American. Belize has a tropical climate with pronounced

According to the most recent vegetation surveys, about sixty percent (60%) of Belize is forested, with only about twenty
percent (20%) of the country's land subject to human uses (such as agricultural land and human settlements). Savanna,
scrubland and wetland constitute extensive parts of the land. As a result, Belize's biodiversity is rich, both marine and
terrestrial, with a host of flora and fauna. About thirty-seven percent (37%) of Belize's land territory falls under some form of
official protected status.

Despite Belize sharing all of the attributes (and more) of it’s more
expensive Caribbean neighbours, property is still a third of the price,
providing massive potential for growth.
The Sittee River
The current market opportunity in Belize is highly opportunistic and is rated amongst the world’s most attractive emerging
markets, and there is a long list of reasons why. First, the timing is impeccable, just as the Belize market started to rise and
appreciate like some other Caribbean countries, the USA (where 90% of Belize’s tourism comes from) started to slow down
and subsequently ended up in a severe recession due to the financial crisis that swept the nation in the beginning of 2008. The
great news for Belize is that the market is still simmering and when the US market inevitably picks up, Belize will be the
number one country on most investor’s radar. As you will read below there has been a huge surge in interest from around the
globe.
Belize is highly undervalued compared to other Caribbean hotspots despite sharing all the attributes (and more) of that of its
expensive eastern neighbors, namely the Bahamas, Cayman Islands, St. Martin and so on. Belize has appreciated highly over
the past 5 years, however, it would still need to triple in price to be on par with these countries, which creates a huge
opportunity.
One of the most compelling reasons to consider Belize is because it is the only English speaking country in Central America,
and not only is English the official language, all contracts and documents are in English. The Government is stable and is
based on the British common-law system whereas every other country in the region has a civil-law basis. The currency is the
Belize dollar which tracks 2:1 with the US Dollar and because of this is not susceptible to currency fluctuation issues that occur
elsewhere.
As mentioned earlier, Belize is regarded as one of the T-7 tax havens and is therefore very friendly to business, however there
are other attractive tax benefits within their system including no Capital Gains Tax on the sale of real estate, meaning that
100% of the profits made on the sale of real estate remains with the seller.
Belize’s proximity to major US cities is also very attractive. It is less than 2 hours from Miami and Houston, which has daily
direct flights and is less than 3 hours from Dallas, Atlanta and Charlotte and 4 hours from New York. This proximity,
combined with some of the lowest cost of air travel in recent history bode well for the Belize market. The Belize International
Airport has also recently upgraded and extended the runway to allow for direct flights from Europe which will see tourism
increase exponentially.

The purchase procedure for Sanctuary Belize has been designed to make the process as simple as possible for the client. There
are only a couple of steps and the entire process can be concluded without the need for traveling to Belize.
• BUYER completes Reservation Agreement and returns signed document by email to AGENT along with a copy of a recent
utility bill and passport for each named purchaser
• DEVELOPER takes the property off the market
• DEVELOPER prepares two copies of the Purchase and Sale Agreement, which are sent to the BUYER
• BUYER completes both Purchase and Sale Agreements and returns both by registered post to the DEVELOPER (within 28
days of reservation)

investors purchase property without an exit strategy and subsequently find it difficult to realize returns. Whilst buying at a
discount or for a high rental return, for example, may seem to be an attractive reason for investment, unless you are able to

In comparison to many Central American and even Caribbean countries, Belize is a dream in regard to property ownership.
Firstly, there are no restrictions against foreigners owning property. Second, due to its being based in Common Law traditions,
land is conveyed with clear title. Third, the contracts are in English.
Stamp Duty applies to all but the first US$10,000 of the sales price at the rate of 5% (the first US$10,000 is exempt). This is paid
at the time of transfer of the title. Previously this tax was 15% for foreigners and, needless to say, it was sometimes a deal
break for potential investors. In an attempt to keep property purchase attainable the government has very low property taxes.
It is based on a valuation of the land price, but even the greatest assessment (within half a mile of water or on an island) is US
$5,000 per acre. The property owner is taxed 1% of that value.
It is not compulsory to use the services of a lawyer for conveyancing as the title deeds are issued directly from the Belizean
Government but should you wish to do so the following lawyers come with high recommendation (Lawyers generally charge
between 2 and 3% of the sale price):

Tax Climate
A key consideration for a direct investment or development opportunity in Belize is the country’s tax climate. Belize has long
been regarded as one of the T-7 Tax Havens and it is for this very reason that it is such an attractive option for investors.
With the recent world-wide economic downturn, many investors are looking to internationalize their finances and their
portfolios for both tax and asset protection reasons. Belize offers a legitimate path to investors seeking to cover both of these
bases.
Belize is an attractive, no-tax haven with progressive corporate legislation. As mentioned earlier, once a British colony, Belize
gained its independence in 1981. Belize has been aggressively promoting itself as an international financial center, and the
outlook remains strong. There is strict bank secrecy and there are no treaties or agreements with the United States or other
international organizations.
The Supreme Court defends its laws and protects depositors against outside attacks. Belize has opposed signing a Tax
Information Exchange Agreement (TIEA) with the United States and there are many more features as to why it rates so highly
as an off-shore financial center.
This business-friendly haven offers a wide variety of off-shore financial services, and some forthcoming off-shore legislation
will allow Belize to expand into a completely independent off-shore financial center providing many more services. Belize is
an excellent off-shore e-commerce base, and has one of the strongest asset protection trust laws anywhere.
Belize’s Qualified Retirement Program
From a sales perspective to prospective off-shore buyers, The Qualified Retirement Program (QRP) is a key marketing strategy
that needs to be incorporated. Qualification is easy and relatively inexpensive.
Income on local employment by foreign residents is taxed at 25%--however, the first $10,000 annually is exempt. You would
need to live in Belize at least 183 days or more in a calendar year to qualify as a resident. Non-residents would not be entitled
to the exemption, but there are still excellent ways to earn money tax-free.
Foreign earned income is exempt from personal and business taxes. Income can also be earned tax-free while residing in
Belize simply by having your own Belize International Business Company (IBC). Pension income is also exempt from income
tax, making Belize financially attractive in many ways for expatriates from North America and elsewhere.
With the QRP status, new residents can import personal effects and household belongings free of duty and taxes, including a
new car, boat and airplane, every five years.

Banking - Local
Belize has five commercial banks, not including offshore banks. Three are based in Belize – Alliance Bank, Belize Bank and
Atlantic Bank — and two, First Caribbean Bank (formerly Barclays) and ScotiaBank, are large multinational banks with
branches in Belize. The local banks are small, about the size of a small-town local bank or savings and loan in the U.S. Belize
also has several credit unions and small mortgage lending institutions.
Most expats find that banking is a little different in Belize. The banks usually will ask for references, including a letter from
your former bank. Commercial banks in most cases also require that you have official residency status of some sort before you
can open bank accounts (the offshore banks in Belize are just the opposite – you can’t be a citizen or resident and bank there.)
Many bank offices have modern conveniences such as ATM machines, and accept American-issued ATM cards.
Financing for real estate acquisitions is available in Belize however rates will be higher than generally excepted rates one
would find in the USA. Interest rates can vary, however they are usually between 10% - 14%. The upside is that by comparison
to other countries which do not, Belize does provide financing which will be attractive to non- resident borrowers such as US
citizens.
Banking - Offshore
In addition to commercial banks in Belize serving local customers, Belize has developed a small but growing community of
off-shore banks. These off-shore banks were authorized by the Banks and Financial Institutions Act, 1995, and the introduction
of the Off-shore Banking Act, 1996, and the Money Laundering (Prevention) Act, 1996. By law they cannot serve customers
who are citizens of, or legal residents of Belize.
The 1995 legislation defines off-shore banking as “receiving, borrowing or taking up foreign money exclusively from nonresidents at interest or otherwise on current account, savings account, term deposit or other similar account and which
according and subject to arrangement is repayable on the check, draft, order, authority or similar instrument of the customer,
and investing the foreign money so received by lending, giving credit or otherwise exclusively to non-residents; or carrying on
exclusively with non-residents such other activities as are customarily related or ancillary to offshore banking.”
Several off-shore banks are in operation in Belize. These banks are regulated by the Belize Central Bank, have physical offices
in Belize and offer various services including international debit and credit cards and, savings and time deposit accounts.
Accounts maintained with these banks are not subject to local taxes or exchange control restrictions. International banks tout
their privacy for their customers, although if the Belize courts find that funds in the banks are proceeds of crime the banks are
required to release the identity of the account owner.
Funds are transferred into and out of Belize in foreign currencies with no conversion to Belize dollars taking place. However,
these banks are prohibited from doing business with Belize citizens or official residents.
