COLOMBIA Ecosystem Services Policy Issues - 1 DISTRICT POLICY FOR BIODIVERSITY CONSERVATION Working with the District Secretary of Environment Documents: • Diagnostic document • Formulation of Policy for District Biodiversity. • Formulation of Action Plan for District Biodiversity conservation. • Ecological Connectivity Guidelines • Design of economic instruments that recognizes the Urban Ecosystem Services and sensitive urban biodiversity Ecosystem Services Policy Issues - 2 NATIONAL POLICY ON BIODIVERSITY Working with the National Audit Institution To monitor the public investments of Governmental Institutions for the implementation of the National Policy on Biodiversity using a technological tool based on an indicator system http://200.32.81.75/OTUS/ Ecosystem Services Policy Issues - 3 ENVIRONMENTAL COMPENSATIONS Working with the Ministry of Environment Creating an early alert system of affectation on biodiversity from infrastructure projects. Options of environmental compensation including eligible areas for Forestry CDM, REDD+, Hydric PES Compensation options related with the affectation of elements and advising a Governmental resolution to implement this technological tool to guide political decisions in Colombia http://200.32.81.75/TREMARCTOS/ Ecosystem Services Policy Issues - 4 MANAGEMENT PLAN FOR A WATERSHED Working with the Regional Autonomous corporation of La Guajira Department To create a management plan for the Rancheria river (POMCA) including a hydric PES scheme along part of the watershed Planning and land use Biodiversity ecosystem services. Water ecosystem services and climate change. Local communities well-being (Kogui, Wiwa, Aruahaco and Wayuü) through payments for ecosystem services Ecosystem Services Policy Issues - 5 NATIONAL REDD TABLE Working with NGO´s and Ministry of Environment Technical advice to national government for international negotiations on REDD, promote field demonstration projects, support the R-PP construction. Contribute to the construction of the National Strategy on REDD and REDD +. Ecosystem Services Policy Issues - 6 NATIONAL POLICY Ecosystem Services Implementation - 1 Conservation corridor Bogota-region CO2 sequestration: Forestry CDM to increment landscape connectivity along altitudinal gradients. Eligible areas 174.000 ha Ecosystem Services Implementation - 2 PROCUENCA: The Forestry Project for the Restoration of the Chinchina River Basin CO2 sequestration: 4000 hectares planted and growing, using multiple native and commercial species restoring a conservation corridor in an area of high Andean endemism. Includes species monitoring program Ecosystem Services Implementation - 3 Capacity Building in climate change, Ecosystem Services and REDD: Training for 20 local communities of the Amazon and environmental government authorities to implement REDD projects Training for academics to strength scientific research on ecosystem services Natural Capital Project for Colombia Current Ecosystem Services Research - 1 Preliminary mapping for eligible potential areas to develop PES and carbon based projects Forestry CDM Projects REDD + projects Hydric PES projects Ruiz y Bejarano 2009 Current Ecosystem Services Research - 2 Documentation of ecosystem service valuation per ecosystems in Colombia and preliminary calculation of Natural Capital in climate change (based on Constanza et al 1997) 1. In Press Ideas for future research - Country Specifically with regard to your program, what are the key research activities needed to support your work on ES in your region? • Response of different ecosystem functions to spatio-temporal gradients and anthropogenic drivers (e.g. land use change) • Economic valuation of biodiversity functions that provide services • Mapping ecosystem services along natural-anthropogenic gradients • Synergistic effects of biodiversity functions and ecosystem services with habitat fragmentation, climate change, invasive species, contamination, overexploitation and emergent diseases Ideas for future research - Collaboration Bennet et al. 2009 COLOMBIA Thank you!!
