CurlManitoba
These general rules apply to all Sport Region Playdowns, Berth Bonspiels, Bonspiels
with Berths and Provincial Championships.
The rules are published by category with attention to each specific event. The specific
event rules supersede the general rules stated.
The CurlManitoba Rules of Curling for Officiated Play govern the Provincial
Championships.
The General Rules of Curling as published by the Canadian Curling Association shall
govern all matters not dealt within these rules.
TERMS
The Manitoba Curling Association Inc. shall be referred to as
CurlManitoba
The Canadian Curling Association shall be referred to as the
CCA
JURISDICTION





CurlManitoba shall govern all competitions.
In all matters the decision of the CurlManitoba Representative or the Bonspiel
Chairperson shall be final.
The final decision on all matters concerning on ice issues will be made by the
Head Umpire.
The CurlManitoba Representative is an individual assigned to a specific
Provincial Championship event.
The Chairperson is appointed by CurlManitoba to be in charge at all events that
do not have a CurlManitoba Representative.
APPLICATION


All competitions shall be played under CurlManitoba Rules and the General
Rules of Curling as published by the CCA. In case of conflict, any special rules
shall take precedence.
The Provincial Championships will be played under the Rules of Curling for
Officiated Play. In case of conflict, any special rules shall take precedence.
ALCOHOL
The consumption of alcohol is not permitted at Junior Events as outlined in the
CurlManitoba Code of Conduct.
IN ALL MATTERS THE DECISION OF THE CURLMANITOBA
REPRESENTATIVE OR CHAIRPERSON WILL BE FINAL
IN ALL MATTERS CONCERNING ON ICE MATTERS THE
FINAL DECISION WILL BE MADE BY THE HEAD UMPIRE

CurlManitoba General Rules of Play
For playdown eligibility, a competitor card must be purchased prior to the start of play
at any event, i.e. prior to Sport Region Playdowns or prior to Berth Bonspiels. Only four
Competitor Cards are required.
Exception: The entire team will be ineligible if any member has not
purchased a competitor card. (Fifth‟s excluded)
"Prior to start of competition" for the purposes of this rule, shall mean that every
member of the team must purchase the competitor card before the team
commences play in that event with or without the participation of that competitor.
1. Only members of affiliated clubs which are situated within the boundaries of the
Province of Manitoba are eligible to compete in Sport Region Playdowns, Berth
Bonspiels or to qualify through bonspiels with a berth. All contestants must
adhere to the residency rule as published on page 10.
This will not prevent club teams from outside the Province of Manitoba who are
affiliated with other provincial associations from playing in CurlManitoba
bonspiels with a berth but they will be ineligible for any Provincial
Championships.
Curlers residing in Canada who reside in near proximity to the Manitoba border in
adjoining provinces, and who are solely members of a Manitoba Curling Club
affiliated with CurlManitoba are eligible to curl in the various Manitoba
Playdowns.
2. To be eligible for a berth in all Manitoba Provincial Championships, all team
members must be Canadian citizens. Curlers who are members of more than
one affiliated club are only entitled to compete in Sport Region Playdowns for
one club. Curlers must declare in writing to CurlManitoba which club they will
represent before the first game in Sport Region Playdowns or Berth Bonspiels
and for the purpose of the playdowns, they will be deemed to be or recognized
as a member of that club.
Sport Region play referred to herein does not include nor pertain to any bonspiel
that leads to a Provincial Championship berth.
All clubs shall decide whom they will accept as associate or regular members
of their club who join for the Provincial Championships only.
3.
The make-up of Sport Regions shall be the responsibility of CurlManitoba.
Affiliated clubs by Sport Region can be found on pages 65-71.
4.
Once a team has qualified for a berth in any one Provincial Championship either
through Sport Region play or bonspiels, the team personnel will immediately be
ineligible for any additional qualification for that same championship. Teams with
ineligible players cannot proceed simply by dropping ineligible members.

5.
In the event of the Sport Region or Berth Bonspiel winning team being unable to
compete in the Provincial Championship, it will be the duty of CurlManitoba to
name an alternate team.
6.
If any individual player(s) from any eligible team is unable to compete in the
National Championship, it will be the duty of the Provincial Championship Team
to appoint the alternate player(s). The alternate player(s) must meet the eligibility
criteria of the competition.
7.
The use of a curling aid commonly referred to as a “delivery stick” which enables
the player to deliver a stone without placing a hand on the handle is not
considered acceptable at the junior‟s, men‟s, women‟s, senior‟s or mixed Sport
Region Playdowns, berth bonspiels or Provincial Championships. Teams
participating in other competitions providing berths into Provincial Championships
will be ineligible for the berth if one or more members compete using the delivery
stick. A team may not make themselves eligible by replacing such a member.
8.
The delivery stick is allowed in all competitions for Masters Men and Masters
Women.
9.
CurlManitoba reserves the right to alter the draw format of any CurlManitoba
event due to extenuating circumstances.
10.
If the delay of the start of play is 1-15 minutes, then the non-offending team
receives one point and will have last stone in the first end of actual play. One
end is considered complete.
If the delay of the start of play is 15-30 minutes, then the non-offending team
receives one additional point and will have last stone in the first end of actual
play, two ends will be considered completed.
If play has not started after 30 minutes, then the non-offending team is declared
the winner by forfeit.
At that time the non-offending team may access the ice for practice.
11.
To be eligible for a prize in any CurlManitoba event a team must have won a
minimum of 1 game during the event.
12.
No points will be counted for an incomplete end when both teams still have
stones to be delivered.
No Points are awarded when one team has delivered all their stones and has
stones counting.
If one team has delivered all their stones and the other team has stones
remaining and is counting, points will be awarded accordingly.
CODE OF CONDUCT – In April 2004, CurlManitoba adopted a Code of Conduct Policy
which applies to all competitors and coaches involved in events leading to Provincial
Championships as well as at Provincial Championship events. The Code of Conduct is
published in the back of this rulebook. Athletes and Coaches are encouraged to familiarize
themselves with it.
The Code of Conduct can be found on pages 59-62.

GENERAL BONSPIEL and SPORT REGION RULES
1. All berth bonspiels will use a semi-modified double knock out draw with a
qualifier based on the number of teams competing.
Exception: Women‟s Berth Bonspiel will be triple knockout for the 2011-2012
season
2. The start times for each draw will be decided by the Bonspiel/Sport Region
Chairperson.
Exception: Notification may come by email from the CurlManitoba office
3. Prior to a team‟s first game in any competition they must confirm their team
members to the umpire /chairperson in charge. Teams should carry their CCA
cards.
4. A bell will be rung at a predetermined time indicating that the end in progress
shall be completed and one more shall be played. An end is considered complete
(and the next end is considered in progress) when the final stone of the end has
reached the nearer tee line. Unless specified, a game may be conceded at any
time.
5. All games will be ten ends, except as noted in MCA Men‟s Bonspiel Rules (8
ends), CurlManitoba Women‟s Bonspiel Rule (8 ends), McDiarmid Senior Men‟s
Bonspiel Rules (8 ends) and Master Women‟s / Master Men‟s Event Rules (8
ends).
6. At the scheduled starting time for games, the umpire shall ring a bell to signify
the start of the game. If a team is unable to commence play at the designated
time, it shall be assessed the penalty under CurlManitoba General Rules of Play,
found on page 5, rule 10.
7. A team may start any game with three players except in mixed competitions. A
player who has left a game because of illness, accident or other extenuating
circumstances may rejoin their team at any time during any game in the
competition.
A player may enter a game between ends or during an end already in progress
providing they are able to deliver a stone within the team‟s established delivery
rotation.
The substitute player replaces the sidelined player for that end. At the beginning
of the next end the substitute player may deliver stones in any position of the
delivery rotation of their team. The team may re-declare their delivery rotation at
that time.
8. No change in position played shall be made once the game has commenced.
9. Teams must play with the stones provided and colors as assigned on the sheet
of ice. Under no circumstances can stones be moved from one sheet to another.

10. In the event of any disagreement between skips, the Event Representative shall
be consulted.
An On Call Umpire will be available via telephone to handle any disputes. The
chairperson or Event Representative shall not make a decision but shall call the
On Call Umpire.
11. At the conclusion of each game the Event Representative and the winning skip
shall sign the scorecards.
12. In the event of a tie, the game is to proceed until a point is scored to decide the
winner.
13. All teams must qualify for the Provincial Championship through the Sport Region
in which their club/school is embraced, or by winning representation through the
Berth Bonspiels or by Bonspiels with a Berth named in the rules in each event.
14. To the extent practical (as defined below), teams will be expected to defeat at
least one other team to qualify as a Sport Region representative in the
respective Provincial Championship. Pairing Sport Regions will be in such a
manner that no team will be able to advance to a Provincial Championship
without playing a game. (For example, if 2 Sport Regions are paired and each
have 1 team entry then 1 spot will be removed and the 2 teams will play for 1
provincial berth. To accomplish this, each Sport Region will be „paired‟ with a
neighboring Sport Region.
15. CurlManitoba will be responsible for coordinating the Sport Region playoff in the
case of one-entry Sport Regions OR for the transfer of the Sport Region berth to
the „pair‟ Sport Region in the case of zero-entry Sport Region.
a) CurlManitoba Sport Region pairs for all championships will be:
Parkland and Westman
Interlake and Eastman
Central and Winnipeg
Norman will NOT be required to pair up due to geographical locations. If
there is no entry in Norman Sport Region, the spot will go back to the related
bonspiel, where the highest eligible team will be awarded the spot.
b) In the case of one-entry each in the paired Sport Regions in Manitoba, one
berth will be awarded with the other berth going to the Sport Region with the
highest number of entries participation ratio.
c) If Winnipeg Sport Region entries fall below 3, the number of Sport Region
berths in the initial playoff will be reduced to one.
d) In circumstances where the above guidelines do not determine a full
complement of teams for a Provincial Championship, unassigned Provincial
berths will be awarded as decided by CurlManitoba.

e) The berth will be made available through an unplayed CurlManitoba event.
1) Manitoba Canola Growers Junior Men OR Junior Women – berth
allocated to the Sport Region with the highest number of entries
participation ratio
2) Scotties – berth allocated to the Sport Region with the highest number
of entries participation ratio
3) Safeway Championship – berth allocated through the MCA Men‟s
Bonspiel
4) Strathcona Senior Men‟s - berth allocated to the Strathcona Senior
Men‟s Berth Bonspiel
5) Senior Women‟s-berth allocated to the Sport Region with the highest
number of entries participation ratio
6) Manitoba Credit Unions Master Men‟s - berth allocated to the Master
Men‟s Bonspiel with a Berth
7) Chicken Chef Mixed - berth allocated to the bonspiel with the highest
number of entries participation ratio
f) Where there are two related bonspiels, both played prior to Sport Region
Playdowns, the berth will be made available through the event with the larger
entry.
1) Senior Men – berth allocated to the highest eligible team in the
McDiarmid Lumber championship round. If all qualifiers are also Sport
Region winners, then the berth will be allocated to the highest eligible
team in the Strathcona Senior Men‟s Berth Bonspiel. A playoff will be
created if necessary.
g) Where there is only one related bonspiel, played prior to the Sport Region
Playdowns, the berth will be allocated after the Sport Region Playdowns are
completed. It will be awarded to the highest finishing eligible team in the
bonspiel. A playoff will be created if necessary.
1) Masters Men – berth allocated to the highest eligible team in the
Chicken Chef Masters Men Bonspiel championship round.
16. The CurlManitoba Sport Region Playdowns will be held on the specified dates
Throughout Manitoba published on the Calendar of Events. No Exceptions
allowed.
17. Teams competing for Provincial Championship berths through bonspiels will be
Subject to bonspiel rules.
18. Should any emergency arise during the time of the bonspiel, the Bonspiel
Committee may change the CurlManitoba General Bonspiel Rules.
19. CurlManitoba reserves the right to alter any draw format of any CurlManitoba event
due to extenuating circumstances.

GENERAL ELIGIBILITY
Players who have already secured a provincial berth are ineligible for the Sport
Region Playdowns and berth Bonspiels but may compete in Bonspiels with a
Berth.
All players must be members in good standing of an affiliated Manitoba Club,
which is in good standing with CurlManitoba to compete in the Sport Region
Playdowns, Berth Bonspiels and Provincial Championships. Players who are not
members of an affiliated club may participate in Bonspiels with a Berth if they
meet all other eligibility requirements.
NOTE:
Bonspiels with a Berth include MCA Men‟s, McDiarmid Lumber, Chicken
Chef Masters Men‟s, Christmas Junior Men‟s and Junior Women‟s
Bonspiels.
Any club applying for affiliation with CurlManitoba after December 1st will not be eligible
to compete for berths in any Provincial Championship during the current season.
Each competitor must meet all eligibility conditions as established by the eligibility rules
contained in the event specific area.
Eligibility rules for each competition will be found in the event specific rules.
CCA Competitor Cards
All team members (4) must purchase the current season‟s competitor card.
All team members (4) must have purchased a competitor card prior to the team‟s first
game in a competition to maintain eligibility
Fifth players must purchase a CCA Competitor Card immediately upon the team being
awarded a Provincial Berth.
A Team winning a Provincial Berth must purchase CCA Competitor Cards immediately
upon accepting the berth.
Athletes competing in Junior Competitions are exempt.
The signature of approval for certifying eligibility on all
entries is the only person allowed to alter an entry,
therefore maintaining the team’s eligibility affirmation.

CURLMANITOBA RESIDENCY POLICY
Definitions
1. The following terms have these meanings in this Policy:
a) “Days” – Days irrespective of weekend and holidays.
b) “CurlManitoba Curler”- Any individual active curler who is a member of a
CurlManitoba affiliated member club, which is situated within the boundaries of
the Province of Manitoba.
Purpose
2. The purpose of this Policy, upon receipt of a residency protest, is to determine the
residency status of a CurlManitoba Curler participating in Sport Region Playdowns,
Berth Bonspiels or to qualify through bonspiels with a berth into Manitoba Provincial
Championships and National Championships. Eligibility of these competitions
requires CurlManitoba Curlers to be Manitoba residents as of September 1st of the
current curling season and at all times until the end of the respective competition.
Application of this Policy
3. This Policy applies to all CurlManitoba Curlers as defined in the Definitions.
4. This Policy only applies to residency matters that may arise during the course of
Sport Region Playdowns, Berth Bonspiels or to qualify though bonspiels with a berth
into Manitoba Provincial Championships and National Championships.
5. Residency matters arising within the competition or events organized by entities
other than CurlManitoba, including its member clubs, will be dealt with pursuant to
the policies of these other entities unless requested and accepted by CurlManitoba
at its sole discretion.
Residency
6. All CurlManitoba Curlers are initially deemed residents of Manitoba.
7. Upon receipt of a residency protest, a CurlManitoba Curler who can submit any
three of the following documents naming the CurlManitoba Curler will be deemed a
resident of Manitoba:
a) A mortgage, lease or rental agreement for habitable dwelling in Manitoba listing
the CurlManitoba Curler or CurlManitoba Curler‟s spouse or parent/guardian; or
b) Valid Manitoba driver‟s license with a Manitoba address; or
c) Valid Manitoba health card with a Manitoba address; or
d) Utility bills for a habitable dwelling in Manitoba listing the CurlManitoba Curler or
CurlManitoba Curler‟s spouse or parent/guardian; or
e) Manitoba Public Insurance for a registered vehicle owned by the CurlManitoba
Curler; or
f) The previous year‟s income tax return listing the CurlManitoba Curler as a
resident of Manitoba.
Students
8. CurlManitoba Curlers attending school on a full time basis outside of the Province of
Manitoba are deemed residents of Manitoba. CurlManitoba may request that the
CurlManitoba Curler document their full time student status.

9. CurlManitoba Curlers attending school on a full basis within the Province of
Manitoba must meet the requirements of paragraph 7 to be deemed a resident of
Manitoba.
Other Exemptions
10. CurlManitoba may define other CurlManitoba Curlers residents of Manitoba when
specifically dealing with family relocations or transfer/change of employment when a
CurlManitoba Curler can reasonably demonstrate that the CurlManitoba Curler will
be a resident of Manitoba for a significant portion of the curling season.
Reporting a Residency Protest
11. Any person or CurlManitoba staff may report to CurlManitoba head office any
residency protest with regard to a CurlManitoba Curler‟s residency status. Such
protest must be signed and in writing. Anonymous complaints may be accepted
upon the sole discretion of CurlManitoba.
12. To allow for due diligence to take place the CurlManitoba requires that any such
residency protest must be received no later than 7 days prior to the start of an event.
13. CurlManitoba will appoint the Executive Director, or designate, who will determine
whether the residency protest is frivolous or vexatious. If the Executive Director, or
designate, determines the residency protest is frivolous or vexatious, the residency
protest will be dismissed immediately.
14. If a residency protest is determined by the Executive Director, or designate, to be
legitimate, the Executive Director will contact the affected CurlManitoba Curler and
request any two documents listed in paragraph 7 to determine the CurlManitoba
Curler‟s residency status. The CurlManitoba Curler will have fourteen (14) days to
provide the evidence listed in paragraph 7 in support of their Manitoba residency
status.
15. The Executive Director, or designate, will govern the decision making process fairly
and as they see fit, provided that the affected CurlManitoba Curler:
a) Is provided copies of all evidence to be relied upon; and
b) Will have the right to present evidence and argument.
16. After hearing and reviewing the residency protest and all applicable evidence, the
Executive Director, or designate, will determine whether or not CurlManitoba Curler
is deemed a resident of Manitoba in accordance with this Policy. If the CurlManitoba
Curler is deemed a resident of Manitoba the matter is closed; if the CurlManitoba
Curler is deemed a non-resident of Manitoba, the Executive Director, or designate
will determine the appropriate penalty to be imposed.
17. The Executive Director‟s, or designate‟s, written decision, with reasons, will be
distributed to the CurlManitoba and the affected CurlManitoba Curler within fourteen
(14) days of the conclusion of the hearing and review of evidence.
18. Where the affected CurlManitoba Curler acknowledges the facts that they are a nonresident of Manitoba, the Executive Director, or designate, will determine the
appropriate sanction(s).

19. If the affected CurlManitoba Curler chooses not to participate in accordance with this
Policy, the Executive Director, or designate, may proceed in any event.
Sanctions
20. The Executive Director, or designate, may apply the following sanctions singly or in
combination, for being deemed a non-resident of Manitoba:
a) Written reprimand to be placed in the individual‟s file;
b) Written apology;
c) Forfeiture of games, wins, bonspiels and/or championships;
d) Ineligible for certain teams, championships, bonspiels, events and/or activities;
e) Removal of certain privileges of membership;
f) Suspension from certain CurlManitoba teams, championships, bonspiels, events
and/or activities;
g) Suspension from all CurlManitoba activities for a designated period of time;
h) Suspension from CurlManitoba;
i) Expulsion from CurlManitoba; or
j) Other sanctions as may be considered appropriate.
21. CurlManitoba Curlers who give incorrect or misleading information may be
disciplined in accordance with CurlManitoba‟s Discipline and Complaints Policy.
22. Unless the Panel decides otherwise, any sanctions will commence immediately.
Failure to comply with a sanction as determined by the Executive Director, or
designate, will result in automatic suspension of membership in CurlManitoba until
such time as compliance occurs.
Timelines
23. If the circumstances of the residency protest are such that this Policy will not allow a
timely conclusion, or if the circumstances of the residency protest are such the
review cannot be concluded within the timelines dictated in this Policy, the Executive
Director, or designate Panel may direct that these timelines be revised.
Confidentiality
24. The residency protest process is confidential involving only the person submitting
the residency protest, the affected CurlManitoba Curler, the CurlManitoba Board of
Directors and the Executive Director, or designate. Once initiated and until a
decision is released, none of the Parties will disclose confidential information relating
to the residency protest to any person not involved in the proceedings.
Appeals Procedure
25. The decision of the Executive Director, or designate, may be appealed in
accordance with CurlManitoba‟s Appeal Policy.

COACHING
Requirements
1. Registered coaches must be certified at a minimum Level One with Level Two
Technical in Curling OR a minimum of Competition Coach Trained and be at
least 21 years of age.
Exception: Certified Level Two or Certified Competition Coach is
required at Junior Provincial Championships.
2. Respect in Sport Certification is mandated by Sport Manitoba for any coach
coaching a team in Manitoba.
3. Making Ethical Decisions on line evaluation is required to be able to coach a
team in Manitoba.
4. Junior and Youth Provincial teams may name an assistant coach. The assistant
coach will ONLY be allowed access to the team when the coach is absent and
only for an entire game. The coach and assistant coach are NOT
interchangeable. The assistant coach must meet all the eligibility requirements.
Coaching Breaks/Time Outs
1. Two one-minute coaching breaks are permitted in all games leading to a berth in
a Provincial Championship. (NOTE: This rule WILL NOT apply in MCA Men‟s
Bonspiel)
2. Either a player or a coach may call a Time Out. Consultation is not permitted.
3. During a called Time Out when an eligible coach is registered, the one-minute
clock will start as soon as the coach reaches the team.
4. Coaches must notify the Umpire or timer to call a time out and should endeavor
to notify their opposing coach. All time-outs including the 5th end break will take
place in the ice area. Competitors are to leave the ice area for necessities only.
5. The coach/team calling the time-out must stay on the walkway where available
or within 2 feet of the sideboards or backboards. The coach may position
themselves anywhere behind the back line and between the hog lines within 2
feet of the sideboards. The coach may not enter the house or playing area at
anytime.
6. The coach/team that did not call the time-out may communicate at the home
end of the sheet. The coach may not access the playing surface.
7. The time out is complete once the Coach/Team calling the time-out has finished
team communication. The coach/team that did not call the time out shall exit the
playing surface.
8. Should the team winning a Provincial Championship not have an eligible Coach,
a list of available Certified Level Two Coaches and Certified Competition
Coaches will be provided from which a coach may be selected to accompany a
team to the Canadian Championship.
9. The coach and any team member cannot be the same person.
10. Only the coach may meet with their players during a timeout. Fifths may access
the ice only at the 4th/5th end break.
11. One one-minute time out will be allowed in extra ends. A Coach/team may not
carry the remainder of time outs over to the extra end from the game.
At Provincial Championships each coach will be entitled to one (1) minute fair
play time out to provide an opportunity to diffuse a negative situation regarding a
player's on-ice behavior. This time out will be governed by the Umpire on duty.

FIFTH PLAYER/SPARE PLAYER/REPLACEMENT PLAYER
FIFTH PLAYER (For all CurlManitoba events leading up to and
including Provincial Championship)
A fifth player may be registered prior to the team‟s first game of the event. For all
events leading up to provincial championships, NO SPARES ARE ALLOWED. Players
on the ice must be four of the five players listed on the team entry/registration form. The
registered Fifth player may play any position in any game.
Exception: Spares are allowed from the spare pool at Provincial Championships
only.
In addition, teams qualifying for the six 16-team Manitoba Provincial Championships,
the 32-team Safeway Championship, the 12-team Senior Women‟s Championship, or
the Master Women‟s Open Championship may identify a fifth player as a team member
with competition privileges as outlined in the CCA Rules of Officiated Play. Fifth players
may access the ice during the fifth end break. Fifth players must be identified prior to
the team‟s first game of the competition or 7 days prior to a Provincial Championship
and must maintain the eligibility of the team.
Team-named spares will NOT be permitted at these championships. If required teams
may access the Host Committee Spare Pool. (Fifth players will not receive berth winner
crests, trophies, or a complimentary banquet ticket).
Following the registration of their four players plus a fifth player players for the Sport
Region Playdowns, or following the registration of four players plus a Fifth Player for
Berth Bonspiels and Bonspiels with a Berth, and at any level, should a player be unable
to play due to extenuating circumstances (injury, illness, employment, coaching at
another sanctioned event, etc.) the team will continue with the remaining three/four
players. The exception to three person teams will be in Mixed competitions where four
players are required.
In championship events in which a pre-event practice is permitted, a Fifth Player may
participate in the team‟s designated pre-event practice.
In Bonspiel events in which a pre-game practice is permitted, only the four players for
the game may participate.
When a team identifies a Fifth Player, the Fifth Player must purchase a
CCA/CurlManitoba card 7 days prior to the pre-event practice for the Championship.
Mixed Teams may name a Fifth & Sixth Player – one of each gender, for the Provincial
Championship. All Fifth & Sixth Players must purchase a CCA Competitor Card prior to
the beginning of the championship.
NOTE: The coach and any member of a team cannot be the same person.
Fifths and Coaches must be named seven (7) days prior to all Provincial
Championships.

SPARE PLAYER
A spare is a player named in the Spare Pool at all Provincial Championships. This is a
temporary player who may play the position of the indisposed player or lower. The
spare list is approved by CurlManitoba prior to the Provincial Championships
The spare pool members must be eligible players from the Sport Region in which the
Provincial Championships is being hosted.
A spare is a temporary player who:
i. is selected from a spare pool
ii. shall meet all eligibility rules of the competition (excluding the competitor
card), and
iii. shall play the position of the indisposed player or lower.
REPLACEMENT PLAYER
Upon moving to another level, a team may be permitted to replace a player, should a
player be unable to play due to extenuating circumstances (injury, illness, employment,
coaching at another sanctioned event, etc.). A replacement player becomes a
permanent registered member of the team and may play any position. The replacement
player must meet all eligibility rules of the competition and must have done so prior to
the commencement of the competition in which the team qualified. The replacement is
required to purchase a CCA Competitor‟s Card. Competitors in Junior events DO NOT
require a Competitor Card. CurlManitoba office must be advised in writing of any
replacement. A team with a replacement player must comprise with at least 3 of the 4
(or 5) original players.
Exception: The Chicken Chef Mixed Championship teams may name a fifth and
sixth player but replacement players are NOT allowed.
To advance to the next level of competition a team
must be comprised of a minimum of at least 3 of the
4 (or 5) original players

SPORT REGION PLAYDOWNS, BERTH BONSPIELS
1. Teams competing for Provincial Championship berths through bonspiels,
shall be subject to the rules of that Bonspiel.
Exceptions: All Bonspiels with a Berth
2. Players who have won a berth into the Provincial Championship are ineligible for
Sport Region and berth bonspiel play.
3. It is recommended that each Sport Region shall play down to a winner, using a
semi-modified double knockout draw provided by the CurlManitoba office.
4. Pre-game practice ice shall be provided during Sport Region playdowns and
berth bonspiels. Each team will have a 5 minutes practice on the sheet they will
play on - or may throw 8 stones down and back – whichever is the lesser. Coin
toss will occur 20 minutes prior to game time. If a team is not present for the coin
toss they will be deemed to have lost the toss. Based on the coin toss, teams
will have choice of last rock and first practice or first rock and last practice. First
practice will begin at 15 minutes prior to game time. A bell will ring to signify the
beginning and conclusion of each practice session allowing for teams to switch
over.
5. All teams must have purchased their four (4) competitor cards prior to the start of
the event.
6. All Sport Region Playdowns and Berth Bonspiels will be seeded by the teams that
have entered the event. The teams will have from Friday until Monday NOON
turnaround time to respond with their seeds.
7. At any Sport Region Playdown and Berth Bonspiel Playdown with more than one
spot the bonspiel will be declared complete once the spots are declared. (For
example, the junior berth bonspiel has 2 spots so there will be no final game.)
8. Two one-minute coaching breaks are permitted in all games leading to a berth in
a Provincial Championship. In addition, only in junior competitions leading to a
Manitoba Canola Growers Championship berth, there will be a five-minute 5th
end break.
9. The team that called the time out may access the playing surface with their
coach; the coach must stay within two feet of the sideboards or backboards. The
coach may position themselves anywhere behind the back line or between the
hog lines within 2 feet of the sideboards. The team that did not call the time out
may communicate with their coach at the home end and shall not access the
playing surface. A coach may not enter the house or the playing surface at
anytime. The team that called the time out will be the indication of a time out
being over if less than one minute. Only the registered coach can access the
team at a time out.

10. The results of Sport Region playdown winners must be sent to CurlManitoba
office immediately. Should the winner not be able to proceed to the Provincial
Championship, the runner-up team will represent the Sport Region (the runnerup is the team losing the final game).
11. All Sport Region Playdown and berth bonspiel games will use a 2 hour 15 minute
bell and will be ten ends. An end is considered complete (and the next end is
considered in progress) when the final stone of the end has reached the nearer
tee line. Unless specified, a game may be conceded at any time. In the event of
a tie at the conclusion of play, play shall be continued without changing the
rotation of play (end the stones are thrown to) for such additional end or ends as
may be required to decide the winning team. However, the losing skip may; at
any time declare the game conceded.
Exception: Master Men‟s
McDiarmid Lumber Senior Men‟s Bonspiel with a Berth
All games will be 8 ends. A bell will be rung at 1 hour and 55
minutes indicating that the end in progress shall be completed and
one more shall be played. An end is considered complete (and the
next end is considered in progress) when the final stone of the end
has reached the nearer tee line.
12. Unless specified, a game may be conceded at any time.
13. In all Sport Region and berth bonspiel games, teams shall throw the designated
color of stone. The team at the top of the draw shall throw the color at top of the
scoreboard. The A side winner in an A/B final will have choice of color. Teams
will play with stones as assigned and no rocks may be moved or changed unless
permission has been received from the Event Representative or Playdown
Chairperson.
14.
Commercial advertising may be worn on the apparel of participants during
Berth Bonspiels and Sport Region Playdowns provided it is deemed to be in
good taste and not in direct conflict with provincial sponsors of the event.
15. In Sport Region Playdowns the CurlManitoba designated date may not be
changed.

BONSPIELS WITH A BERTH
1. Teams competing in a bonspiel with a berth shall be subject to the rules of the
Bonspiel and:
i. the eligibility rules for a team to win a berth, and
ii. If a team that is ineligible to win a berth progresses to a berth winning
position in the bonspiel, the berth shall be awarded to an eligible team. All
eligible teams that lose in any berth winning game shall be entitled to
participate in a playoff for any berths that are thus created. The intent is that
ineligible or qualified teams cannot create byes nor secure additional berths
for their Sport Region Playdown in the Provincial Championship as a result of
the bonspiel competitions.
2. There will be no practice time allotted for bonspiels with a berth.
3. Commercial advertising may be worn on the apparel of participants during
Bonspiels with Berths provided it is deemed to be in good taste and not in direct
conflict with provincial sponsors of the event.
4. Teams are required to purchase their four (4) team competitor cards immediately
upon being awarded the berth to any Provincial Championship. The team must
meet all other eligibility requirements prior to the start of the event in order to be
awarded the berth.
5. If there is more than one spot in a bonspiel with a berth the final game must be
played to a minimum of five (5) ends.
6. Bonspiels with a berth will not be seeded.
CurlManitoba or its representative(s) shall determine which advertising is inappropriate
and unacceptable.

qualifiers advancing to a Championship round.

1. Team members must reside in Manitoba
2. Team members must be a resident of OR curl in the same Provincial Sport Region
(I.e. Central, Eastman, Interlake, Norman, Parkland, Westman, Winnipeg)
3. To compete in the 16 and Under Girls and Boys Categories all team members must
be16 years of age or under on December 31 of the year prior to the competition
(born in 1995 or later).
Recreational Division
1. Team members must reside in Manitoba
2. All team members must be 16 years of age or under on December 31 of the year
prior to the competition (born in 1995 or later) OR 13 years of age or under on
December 31 of the year prior to the competition (born in 1999 or later). Team
composition is open and may be 4 males, 4 females or any combination thereof.

Junior Bonspiel Division
1. Each competitor on a team must be a maximum of 20 years of age on December
31st of the year prior to the National Championship (born 1991 or later).
2. The verification of the age of all members of the team is the responsibility of the
curling club or school the team is entering out of. The school principal or team entry
authorized signatory must confirm team personnel and eligibility with the entry.
3. Other qualifying teams from the bonspiel will replace any ineligible team/s. The
method to be used in replacing teams shall be determined by CurlManitoba.
Both the Junior Men‟s and Junior Women‟s division of the bonspiel will award two spots
to the 2011-2012 Manitoba Canola Growers Junior Provincial Championship.
Youth Bonspiel Division
1. All participants must be a maximum of 14 years of age as of December 31, 2011
(born 1998 or later)
2. Team composition is open and may be 4 males, 4 females or any combination
thereof.

CurlManitoba General Bonspiel Rules (page 6) will also apply to the CurlManitoba

continued due to ice conditions and/or problems within the building; such as power
failure, condensation falling etc, and subject to approval of the CurlManitoba
Representative and/or the Bonspiel Chairperson, the game shall be considered a
played game. All games called prior to the completion of the sixth end shall be
declared no contest and replayed. This rule shall not apply to games where two
penalty points have been awarded due to a team being late.

MCA MEN’S BONSPIEL
BONSPIEL WITH A BERTH
RULES
CurlManitoba General Bonspiel Rules (page 6) will also apply to the MCA Men‟s
bonspiel. Items contained in the CurlManitoba Bonspiel Rules will take precedence over
the CurlManitoba General Bonspiel Rules. Teams competing for Provincial Berths must
also comply with the Safeway Championship Provincial Rules and CurlManitoba
General Sport Region Playdown Rules.
1. Priority for entry will be given to members of CurlManitoba affiliated clubs and to out
of province teams consisting of members of clubs affiliated with the CCA, USCA or the
WCF.
2. For teams to be eligible for the berths in the Safeway Provincial Championship, all
registered members of teams MUST:
i. Be nineteen (19) years of age or over on December 31, 2011. (born in 1992 or
earlier)
ii. Be Canadian citizens (refer to Residency Rule, page 10)
iii. All four (4) or five (5) competitors registered on a team must be members of
the same Winnipeg club or members of any affiliated club within the same
rural Sport Region.
iv.The successful team members must purchase a CCA Competitor Card
immediately upon being awarded a berth to the Safeway Championship.
iv. Members of teams not complying with the eligibility rules shall be ineligible for
berths or playdowns for provincial berths. An ineligible member of a team
makes the whole team ineligible.
3. All games will be 8 ends. A bell will be rung at 1 hours and 45 minutes indicating that
the end in progress shall be completed and one more shall be played. An end is
considered complete (and the next end is considered in progress) when the final
stone of the end has reached the nearer tee line. Unless specified, a game may be

names shall not be considered commercial advertising for the purpose and interest
of this section. A manufacturer‟s logo is acceptable providing it is less than 1”x 2”
(25mm x 50mm.)
9. Curling teams and/or individual curlers may be disqualified for non-compliance with
these bonspiel rules at the discretion of the Bonspiel Committee.
10. A minimum of Five (5) teams will win berths in the Safeway Championship through
the MCA Men‟s Bonspiel. However, if the prior year's Manitoba Champion and
Manitoba Curling Tour Champion do NOT gain direct entry to the Provincial Men's
Championship by meeting the CurlManitoba's requirement that 3 of the 4 members
of those championship teams are returning, AND if a team does not gain direct entry
as the highest-ranking Manitoba team on the Canadian Team Ranking System, then
up to Eight (8) teams shall gain entry through the Bonspiel.
11. MCA Bonspiel

12. No spares are allowed to participate in the bonspiel. No team member additions
or substitutions will be permitted after the commencement of the bonspiel. (Club
certified replacements will be accepted by the CurlManitoba Office until the Official
bonspiel start time.) Teams found playing with any individuals who are not
registered team members will be immediately disqualified from Safeway berth
eligibility.

PROVINCIAL GAME TIME OPERATION
All Provincial Championship games, except Manitoba Credit Union‟s Master Men and
Women‟s, will use time clocks.
Timing will be thinking time. The game time allotted to each team to complete a 10 end
games shall be 42 minutes. The game time allotted to each team for 8 ends shall be 33
minutes.
Extra ends will be allotted 5 minutes.
The clock shall start once the house and playing area is turned over to the opposition.
The clock will continue to run until the player delivering the stone crosses the near Tline.
The time allotted between ends to clear the house shall be 1 minute commencing once
the last stone of the end comes to rest OR crosses the back line.
Each team will be allowed 2-one minute time outs per game excluding extra end (s).
Extra ends will be allotted 1-one minute time out per team.
The registered coach who is certified at Level One with Technical Two in Curling OR
Competition Coach in trained (exception: junior coaches must be certified Level Two
OR Certified Competition Coach) and be at least 21 years of age may confer with the
team at that time. The one minute time outs will start immediately upon any discussion
between the team and the coach calling the time out. The time out will end any time
within the one minute that the team and coach calling the time out has completed their
discussion.
During an end the team or coach whose clock is running may call a time out or the team
delivering first may call a time out between ends to commence at the completion of the
break between ends. The team that called the time out may access the playing surface
with their coach; the coach must stay within two feet of the sideboards or back boards
or between the hog lines within two feet of the sideboards if no walkway is available.
The team that did not call the time out may communicate with their coach at the home
end on the backboards. A coach may not access the house or playing area at anytime.
These time outs are in addition to the 1-minute break between each end.
The mandatory 5-minute time out after the 5th end and the optional 2-minute time out
before the first extra end, the team that shall deliver the first stone of the subsequent
end may call a timeout to commence at the completion of the break between ends.
Master Curling Championships 4th end break of 5 minutes will be voluntary and agreed
on by both teams and the timer or observer.

DRESS CODE AT PROVINCIAL CHAMPIONSHIPS
At the Provincial Championships and at the Competitive side of the Youth Jamboree,
the following shall apply to all team personnel including coaches and Fifth Players when
on the ice surface either during play, time-outs or practice.
No commercial advertising on apparel or equipment will be permitted during any
Provincial Championship except the following:
a) Team sponsor crests are allowed on team apparel at all Provincial
Championships. However, Event Title Sponsor crests and Presenting Sponsor
crests (if provided) must be worn when any Team Sponsor crests are worn.
b) A participant may choose not to wear Title and Presenting Sponsor crests. In this
case, however, NO team sponsor cresting shall be worn.
c) TEAM SPONSOR CRESTING may only be worn on the sleeves (between
shoulder and elbow)
d) TEAM SPONSOR CRESTING shall cover an area that is, in total, a maximum of
4” (10cm) tall and a maximum of 4” (10cm) wide.
e) TEAM SPONSOR CRESTING on each sleeve (between shoulder and elbow)
and/or on each player may be different and may represent more than one
sponsor
f) TEAM SPONSOR CRESTING shall not be in conflict with the Event Title
Sponsor or any other sponsors the Association deems to be in conflict
g) TITLE SPONSOR CRESTS (if provided) shall be worn on the left chest and
clearly visible whenever the team‟s sponsor crest is visible.
h) PRESENTING SPONSOR CRESTS (if provided) shall be worn on the right chest
and clearly visible whenever the team‟s sponsor crest is visible.
i) Any garment that covers the event title sponsor crest while leaving the team
sponsor crest visible is unacceptable.
j) Title Sponsor crests earned by the participant in a previous year(s) may be worn
on the left chest at the current year championship sponsored by the same title
sponsor.
k) Title and Presenting Sponsor Crests from any current year championship may be
worn at any other championship (if the space on the chest is available because
no Title/Presenting Sponsor Crests are provided for the second championship)
l) CURLMANITOBA ZONE/SPORT REGION & BERTH BONSPIEL CRESTS may
be worn on the sleeves, below team sponsor cresting, or on the right chest if no
Presenting Sponsor Crest is provided.
m) It is NOT mandatory to wear the CURLMANITOBA ZONE/SPORT REGION &
BERTH BONSPIEL CRESTS
n) It is NOT permissible to cover unacceptable cresting or advertising with duct tape
(or other similar products)
o) GARMENT MANUFACTURER‟S LOGOS may be of various dimensions but shall
be no more than 2 in2 (13cm2) in total area.
p) GARMENT MANUFACTURER‟S LOGOS may appear no more than twice on any
garment
q) The individual participant‟s own name, the team‟s home club or home town, and
cresting from a previous year‟s event recognizing the same title sponsor may be
worn at any championship. No garment worn on the ice surface by athletes or

graphics or logos (except as defined above)
HATS are permitted at all championships but shall not display any cresting,
embroidery, screened or printed graphics or logos except that of the title sponsor,
the previous year‟s event recognizing the same title sponsor, the team‟s home
club or home town. Manufacturer‟s logos are permitted but shall be limited in size
to no more than 2 in2 (13cm2) in total area.
CurlManitoba cresting, and shirts or hats provided by CurlManitoba are
permitted.
CurlManitoba will allow manufacturer‟s logos and brand names on BRUSHES &
DELIVERY IMPLEMENTS.
If a garment or piece of equipment is deemed inappropriate, it shall not be
allowed in the ice area.
A player or team may be disqualified if one or more team members fail to comply
with any dress code or equipment provisions.
Permissible cresting is at the sole discretion of the CurlManitoba Event
Representative. All cresting and uniforms will be approved at the pre-competition
practice.
No commercial advertising on apparel will be permitted during any Provincial
Championships except as described in the CurlManitoba Dress Code Policy.
Teams will not be permitted to transport and/or display on-ice any type of sponsorship
signage in any CurlManitoba conducted events. Where applicable, cresting policy shall
be in effect.
Teams will not be permitted to distribute promotional items to the fans while games are
in progress.
So as not to disturb other curlers, all electronic communication devices brought on-ice
must be turned off prior to play beginning. This includes cellular telephones, electronic
pagers, beepers, etc.

Teams competing for Provincial Championship berths through bonspiels or Sport
Region playdowns shall be subject to the rules of the bonspiel or Sport Region
Playdown rules found on page 6 and General Rules of Play found on page 4.
ELIGIBILITY (General Eligibility page 9, Residency Rule page 10)
1. Each competitor on a team must be a maximum of 20 years of age on December
31st of the year prior to the National Championship (born 1991 or later).
2. The verification of the age of all members of the team is the responsibility of the
team authorized signatory or the school the team is entering out of. The school
principal must confirm team personnel and eligibility in writing.
3. A team comprises of four (4) or five (5) players who must be registered students at
the same school by October 1, 2011 or playing out of the same affiliated Winnipeg
club or members of any affiliated club within the same rural Sport Region. Those
attending school, which also belongs to a curling club, must enter through the
school or curling club, not both.
4. All provincial participants must sign and submit a CurlManitoba Participation
Agreement and CurlManitoba Cresting Agreement seven (7) days prior to the
Provincial Championship.
5. Any team that does not submit the two agreements seven (7) days prior to the
Championship will be replaced by the team they defeated for the berth.
COACHING (Page 13)





All teams participating in Sport Region Playdowns or Berth Bonspiels may have a
registered coach who is certified at a minimum Level Two Technical in curling
OR Competition Coach Trained and be at least 21 years of age.
All coaches must be named seven (7) days prior to the Championship start date.
A coach may coach either one junior men‟s or one junior women‟s team during
provincial championships in a given season.
All teams participating in the Manitoba Canola Growers Junior Championship
may register a (1) Certified Level Two (2) coach or one (1) Certified Competition
Coach for the Championship. Each team may register an assistant coach. The
assistant coach must meet all of the coaching requirements. The assistant
coach will ONLY be allowed access to the team when the coach is absent for an
entire game. The coach and assistant coach are NOT interchangeable during
any one game.
At Provincial Championships coaches must be in the facility when their team is
playing. Failure to have a coach present at any game either in its entirety or for

any part of the game will mean the team loses time-out privileges for that entire
game.
At Berth Bonspiels, Sport Region Playdowns and Provincial Championships a
coaching break of a maximum of five minutes will be mandated after the fifth end
in addition to two 1-minute time-outs per team. One additional 1-minute time out
per team is allowed in an extra end. Time outs not used during regulation play
may not be carried over to extra ends. The 1-minute time outs will commence
when the team calling the time out begins discussion with the coach. The time
out shall be complete once the team calling the time out is finished their meeting.

FORMAT
The Provincial Championship for Junior‟s shall be decided by a round robin competition
for 16 teams as outlined on page 55. The championship round will be a page playoff
with the first place teams in each group playing each other and the second place teams
playing each other in their first games. The tie-breaking system, skill based team
ranking process, last rock and rock color assignment process is outlined on pages 55
and 56.
RULES
All games in Provincial Championships will be a minimum of 5 ends. Any team
defaulting a game in the Provincial Championships for other than extenuating
circumstances (weather, multiple injury, etc) will be dealt with as follows:
 All members of that team will be disqualified from further play in that
competition and will not be allowed to compete in any CurlManitoba
sanctioned competition for the remainder of the season in which the
default takes place.
 As well, all team members involved will not be allowed to participate in any
CurlManitoba sanctioned competition for the year (season) following the
infraction.
At the Provincial Championship a coaching break of 5 minutes will be mandated after

In all games, where play cannot be continued due to ice conditions and/or problems
within the building; such as power failure, condensation falling, etc., and subject to
approval of the Umpire and the CurlManitoba Competition Chairperson, play shall be
resumed at the point of the last completed end. This rule shall not apply in games
where the game has been declared due to a team being late.
Refer to the General Rules found on page 5 (rule 10) with regard to situations if a team
is late for a game.
All competitors are expected to attend all meetings and Umpire functions associated
with the Provincial Championship. Failure to have at least one player or the registered
coach present at the pre-competition team briefing prior to the conclusion of roll call will
result in loss of hammer at first game of the competition in which last rock has been
earned.
In all games of the competition a pre-game practice of seven (7) minutes will be
provided, choice of last rock for the game will be determined by a draw to the button,
which will occur at the conclusion of each team‟s pre-game practice.
A player from the team, at the conclusion of the team practice shall throw a draw shot,
which shall be measured by the Umpire. In the event of a tie, the Skill Based Ranking
will be used as a tie breaker. Please refer to Skill Based Ranking on page 55.
Each team member will be required to deliver a minimum of one (1) draw shot for last
stone advantage.
A minimum of 35 minutes before the draw, the teams shall toss a coin to determine the
order of practice and rock colour. The winner of the toss shall have choice of second
practice or stone colour.

Each player on a team must be nineteen (19) years of age or older on December
31st of the year prior to the National Championship (born 1992 or before).
Each competitor must have a CCA Competitor Card prior to the team‟s first draw.
Verification shall be as shown on the list of members of the club for the current
season filed with CurlManitoba.
Each team must have two male players and two female players and they must play
in alternate positions.
Each team must consist of four players in all games played at all levels and no
game shall be commenced in the Berth Bonspiels or at the Provincial
Championship by a team having less than four players.
NOTE:
If a player in any berth bonspiel or provincial championship is unable to
continue to play due to illness or other extenuating circumstance, after the
game commences, the team may continue to play any end already
commenced with three players. Any stone yet to be thrown by the absent
player in that end will be thrown by the remaining player of the same
gender. Upon completion of the end a spare or fifth/sixth may be used
from the spare pool. If for any reason a spare is not available, the team
may continue with three players. The first two players will each throw three
stones for the remainder of the game or until such time as a spare is
available. The throwing sequence must continue to alternate as to gender
(i.e. if a female third is unable to continue the male second shall throw the
first three stones, the female lead shall throw the next three stones and
the male skip shall throw the final two stones.)
6. In all cases, a replacement shall be of the same gender as the absent player.
7. Two players of the team shall be members in good standing of the same affiliated
curling club in Manitoba and the team must enter through and represent the club of
those two players. All other players must be members of an affiliated curling club in
Manitoba.
8. All four (4), five (5) or six (6) players of the team must be accepted by the curling
club they are entering out of as a team representing that club prior to the start of play
at any level.

National Championship Eligibility
Dominion Insurance trusts that all participants will respect the intent of this
championship. The event is formulated for true club curlers, not elite, past or present.
Dominion Insurance wants to support ordinary curlers and the development of curling
across Canada. As we set our eligibility and on-ice rules, including the CCA Rules of
Curling for General Play, keep this objective in mind. The Dominion reserves the right,
in its sole discretion, to exclude any team that violates this spirit and intent.
1. The curling club represented by the team must be affiliated with its
Provincial/Territory Association.
2. Each club will declare a men‟s team and women‟s team of four players that
played together regularly, in a sanctioned club league in the most recent
season, excluding major/super leagues, to represent the club as the men‟s and
women‟s club champions.

3. Each team will be allowed only one player who has played in a Juniors’, Men‟s,
Women‟s or Seniors‟ provincial event in the current or previous 4 years, or

Round Robin Tie-breaker
Should two or more teams be tied for a playoff position, the team ranking and the
structure of tie-breaker games shall be determined according to the Ranking Table for
Tiebreakers. When three draws are required to complete the tie-breaking scenario,
games will be 8 ends.

CurlManitoba
Code of Conduct
It is the policy of CurlManitoba to expect that every competitor and coach shall conduct
himself or herself in a manner that respects CurlManitoba, other Competitors,
Competition Sponsors, the Host Committee, the Host Curling Club and Curling Fans.
1. DEFINITIONS
a. CurlManitoba - including its Board of Directors, Appointed Representatives, Staff,
Umpires, and any appointed representatives.
b. Competitor - Any person (athlete or coach) who is participating in, or who has
participated as a member of any team in any competition or event sponsored,
promoted, endorsed or supported by CurlManitoba.
c. Decision - Any decision or rule interpretation made, or disciplinary measure
taken, by CurlManitoba.
d. Competition – Any local, provincial, national or international event promoted,
endorsed or supported by CurlManitoba. A competition shall include the
timeframe covered by the entire time from departure to the competition through
to and including arrival at home from the endorsed event.
2. OBLIGATIONS OF COMPETITORS AND COACHES
Each Competitor shall comply with all reasonable directions and instructions given to
them by CurlManitoba, and without limiting the generality of the foregoing, each
Competitor is obligated to:
a. avoid any action or conduct that would reasonably be expected to reflect
adversely upon CurlManitoba and its athletes, teams, coaches, employees,
officers, directors, members or sponsors and to conduct themselves in a manner
which will bring credit to CurlManitoba;
b. rely upon and utilize the Appeal procedure established hereunder to resolve any
issues, rulings, complaints or conflicts that may arise during any competition and
to exhaust all such Appeal procedures before making any disputed issues, ruling,
complaints or conflicts public;
c. avoid any action or conduct that would reasonably be expected to significantly
disrupt or interfere with a competition or the preparation of any Competitor for a
competition;
d. avoid alcoholic consumption to a level which would cause a Competitor to
behave in a disruptive manner during any competition; (Note: Consumption of
alcoholic beverages during a Junior event sanctioned by CurlManitoba shall
include the timeframe covered by the entire time from departure to the
competition through to and including arrival at home from the endorsed event, is
prohibited);
e. avoid the use of drugs, other than those prescribed by a Medical Doctor;

f. during stays in hotels/motels, etc., be subject to all provisions of this policy. If any
damage is occurred to the hotel/motel by members of the team, the player(s)
involved shall be solely responsible for restitution to the hotel/motel.
CurlManitoba may also administer disciplinary action in accordance with section
4 of this policy;
g. abide by the rules of the competition;
h. attend the designated competition team meeting and any banquet held in
conjunction with the competition. If a competitor must be absent from the team
meeting and/or banquet because of extenuating circumstances, prior permission
must be granted by the CurlManitoba Representative. Failure to do so may result
in the competitor being dealt with in accordance with section 4 of this policy.
3. APPEAL PROCEDURE
a. A Head Umpire may be appointed by, and serve at the direction of, CurlManitoba
(Officiated Play).
b. Where a Head Umpire has not been appointed by CurlManitoba (Unofficiated
Play), the CurlManitoba appointed Representative or Host Chair will provide
general supervision of and shall govern the competition. Issues the competitors
cannot settle themselves shall be referred to the Representative or Host Chair.
All decisions by the Representative or Host Chair on the rules of curling shall be
final. All decisions not covered by the rules of curling may be appealed to the
CurlManitoba as outlined in the CurlManitoba Policy Manual.
c. The Head Umpire has the general supervision of and shall govern any
competition to which he/she is assigned and shall rule on all infractions of the
rules of curling arising on-ice at the Competition. His/her decision on the rules of
curling shall be final and cannot be appealed.
d. The Head Umpire is authorized to make decisions on matters not covered by the
rules of curling and may directly intervene at any time in any game and give such
directions concerning conduct of the game as he/she considers proper. The
Head Umpire may remove a competitor from the game or competition area for
what he/she considers to be abusive or unacceptable behavior.
e. A participating team may appeal a decision of a Head Umpire under 3(d) above
to the Championship Appeals Committee. The team must notify the Head Umpire
before the game is completed that an appeal is being undertaken and that the
game is being played under protest.
f. A Notice of Appeal shall concisely state the reasons and grounds for the appeal
and shall be delivered to the CurlManitoba Representative within one-half (1/2)
hour after the conclusion of the game.
g. The Championship Appeals Committee shall consist of persons who are not
competing in the championship and may include the following: CurlManitoba
Representative, the CurlManitoba Championship Event Coordinator, the
Chairman of the Host Committee, a Member of the CurlManitoba Executive
Committee, the President of the Host Curling Club, the CurlManitoba

Development Coordinator, the CurlManitoba High Performance Director or a
Member of the CurlManitoba Board of Directors. Any three of these shall
constitute a quorum and shall rule on any matter properly brought to their
attention. The CurlManitoba Representative shall act as Chairman of this
committee and preside over the selection of its members.
h. The Championship Appeals Committee shall meet, make a decision and notify
the aggrieved within 24 hours of receipt of the appeal.
i.
Only those parties directly affected by the decision, shall have a right to attend at
the Appeal and be entitled to be represented at the Appeal by an agent or by
legal counsel and shall have the right to present evidence and arguments
thereat, provided however, that the CurlManitoba Representative shall be entitled
to refuse adjournments including adjournments that are being requested to
enable an agent or legal counsel to attend.
j.
In the event the party with a grievance, which was properly taken before the
Championship Appeals Committee, finds the decision of the appeal not
satisfactory, a written appeal may be made within twenty-one (21) days of the
decision by the Championship Appeals Committee, to the CurlManitoba
Executive Director, as per the CurlManitoba Appeals Policy. The Executive
Director will review the grievance within fourteen (14) days of receipt and shall
notify the aggrieved within five (5) days of his decision to support or reject the
decision of the Championship Appeals Committee. The decision of the
CurlManitoba Executive Director shall be final.
4. DISCIPLINARY MEASURES
a. CurlManitoba shall investigate at its discretion any infractions to the Code of
Conduct Policy by a Competitor(s). The procedure shall be as follows:
1. The President shall appoint an Investigator(s) to review the
incident and the Investigator(s) shall be empowered to reach
a settlement. The appointed Investigator(s) will normally be a
Director(s) of CurlManitoba;
2. Should the Investigator(s) not reach a settlement the
President will appoint a Discipline Committee to hear the
report of the Investigator(s) in the presence of the
Competitor(s). The Discipline Committee shall consist of
three persons from the current Board of Directors of
CurlManitoba of which only one shall be a member of the
Executive Committee;
3. The Discipline Committee will rule on the contravention as
per the discipline measures listed in 4(b) below;
4. The Competitor(s) may appeal the decision of the Discipline
Committee to the CurlManitoba Board of Directors by Notice
of Appeal within 7 days. The Notice of Appeal shall concisely
state the reasons and grounds for the appeal and shall be
delivered in writing to the CurlManitoba Executive Director.

The decision of the Board shall be final and binding on both
CurlManitoba and the Competitor. There shall be no further
appeal from the decision of the Board of Directors.
b. CurlManitoba shall have the right to administer disciplinary measures in the event
of contravention of any of the above-specified obligations by a Competitor. Such
disciplinary measures may include but are not limited to:
1. Informal reprimand (verbal);
2. Formal reprimand (written);
3. Temporary suspension from a competition;
4. Permanent suspension from a competition;
5. Dismissal of entire team competing in a competition.

MIXED DOUBLES RULES
A Mixed Doubles team consists of two players (one male and one female).
1. Scoring is the same as in regular curling.
2. Each game will consist of eight ends. If at the completion of the scheduled ends
the score is tied, play shall continue for the extra ends required to determine the
winning team.
3. Each team shall receive 48 minutes of playing time for an eight-end game. When
extra ends are required, the clocks will be reset, and each team shall receive 6
minutes of playing time for each extra end.
4. Each team shall deliver five stones per end. The player delivering his/her team‟s
first stone of the end must also deliver his/her team‟s last stone of that end. The
other team member shall deliver the team‟s second, third and fourth stones for
that end. The player delivering the first stone can change from end to end.
5. No stone, including those in the house, can be removed from play prior to the
delivery of the fourth stone of an end. If there is a violation, the delivered stone
shall be removed from play, and any displaced stone(s) shall be replaced to their
original position by the non-offending team.
6. Prior to the start of every end, one team shall instruct the game umpire to place
their team‟s stationary stone (1), and their opponent‟s stationary stone (1), in
either position A or B:
A
A stone bisecting the centre line, midway between the hog line and the
front of the house; or
B
A stone on the back half of the button, bisecting the centre line and
touching the tee line.
7. The team having the decision on the placement of the stationary stones shall be:
(a)
Unless predetermined, the teams opposing each other in the game
shall use a coin toss to determine which team has the decision in the
first end.
(b)
Following the first end, the team that lost the end will have the decision
on the placement.
(c)
If an end is blanked, the team that did not deliver the last stone in that
end shall have the decision on placement in the next end.
8. The team whose stationary stone is placed in the position in front of the house
shall deliver first in that end, and the team whose stationary stone is placed in the
house shall deliver the second stone of that end.
9. Prior to the start of every game at WCF competitions, each team shall be allowed
a 5 minute warm-up period on the rink on which they will be playing. The team
delivering the last stone in the first end shall practice first.

STICK CURLING RULES
TWO MAN STICK
1.
Each stone must be delivered with a curling delivery stick, from a standing or
sitting (wheelchair) position.
This provides equity for those physically unable to attain a sliding position.
Skill is still required to attain both alignment and weight.

Sweeping/brushing is allowed only from the hog line to the back of the house at
the playing end.
This provides fairness to those with physical limitations unable to
sweep/brush.
Each team is comprised of two curlers.
Everyone is occupied either delivering or skipping.
One member of each team stays at each end of the rink, and must not cross
center ice.
This increases the pace of the game and responsibilities are shared by the
two team members.
The two delivering curlers alternately deliver 6 stones each per end, while the
teammate skips the end. Then roles reverse and the partners deliver the stones
back.

Except for wheelchair curlers, each delivery must begin with the right foot in the
left hack, for right handed curlers, or with the left foot in the right hack, for left
handed curlers. All stones must be released before reaching the hog line, and
with some part of the stone within 2 feet of the center line.
Since drastically changing the course of a stone mid-delivery is possible with a
stick, releasing stones from near the sides of the sheet would change the game
unduly.

SUMMARY OF 2011-2012 CURLMANITOBA RULE CHANGES
General Changes
1.
Head Officials will now be known as Head Umpires. Unofficiated events will be
monitored by CurlManitoba Representatives.

Umpires have full reign of all events pertaining to on-ice matters including
cresting

The procedure for marking the scoreboard for incomplete ends can be found on
page 5.

McDiarmid Lumber Senior Men‟s Bonspiel shall be 8 ends and follow the
standard bonspiel format. Details can be found on page 42
Coaching
1.
Coaches can position themselves anywhere behind the back line OR between
the hog lines within 2 feet of the boards. If walkways are available the coach
must stay on the walkway.

Any coach listed at any event must be Certified in Respect and Sport and have
completed the on-line evaluation Making Ethical Decisions.
All coaching information can be found on page 13, page 26 and in the individual events.
Procedural Changes
1.
Timing at Provincial Events will be “thinking time” of 42 minutes per team for 10
ends. Extra Ends will be 5 minutes. See game time operation found on page 26.
2.
Each team will be allotted two one-minute time outs. The time out will
commence when the coach calling the time out accesses the team. See page 26
and the individual events for details.
3.
Skill Based Ranking shall be an accumulated number determined from the draw
to the button stones. Please see page 55 for complete details.
4.
All seeding for berth bonspiels and Sport Region Playdowns shall be from the
deadline (Thursday 4:30) until Monday noon.
5.
At berth bonspiels where extra ice is available all teams will be granted a practice
time of 45 minutes.
Provincial Qualification
1.
Sport Regions will be used for eligibility for Championship berth allotment.
Affiliated clubs are listed by Sport Regions on pages 65-71.
2.
All qualifying for Provincial Championships has been altered. Please check each
category for qualifying on pages 29 through 53.

For clarification
Each team will be allowed one player who has played in a Men‟s,
Women‟s, Senior Provincial event or in a Grand Slam in the current year
or the previous 4 years. The years shall be 2011, 2010, 2009, 2008,
2007.
No fifths or coaches are allowed.
