The two towns combined will now be called the Rand West City Local Municipality (RWCLM), which is a category B local municipality. The merger took effect on 3 August, the date of the local government elections. The news of the merger is nothing new as it was confirmed by Paul Mashatile, Gauteng MEC of Cooperative Governance and Traditional Affairs and Human Settlements in February last year. The merger was also on the cards as part of the Vision 2016 and Beyond Campaign. It has been said that Vision 2020 is to include the merging of the Mogale City, Rand West City and Merafong Road municipalities. Rand West City now has a total of 35 wards, which 69 councillors will serve. According to Tshidiso Tlharipe from the RWCLM, a new council will convene on 10 August. The aim of the merger is to support the global city region initiative, address the apartheid era’s fragmentation of municipalities, standardise service delivery and support the millennium development goals. In terms of the economy, the merger has been put in place to grow the town's revenue base. It is believed that the merger will result in an increase in the town's gross domestic product as well as its Human Development Index. However, what the cost of the merger will be for the community has yet to be made clear. It is further believed that the merger will improve the town's standing in the investment and financing sector as it is a larger entity with the ability to raise capital more easily than a smaller one. The two towns had issues with service delivery even before the merger, which is said to address those issues – and has yet to be proven. Alderman Mpho Nawa, former Executive Mayor of the West Rand District Municipality said the transition process is expected to continue for several months after the official date of the merger, as much work needs to be done. The municipality urges stakeholders to support efforts to merge the two entities. ! Alicia Marx (pictured), daughter of the owner of the centre is currently raising three brown lion cubs voluntarily while studying. When the cubs are three or four months of age they will be returned to the farm where they were born and be sold to private game farm owners. Alicia came up with the idea to introduce the nursery school pupils to her fluffy friends. The first big cat they met was Kira, the white lion. After raising Kira successfully, Alicia received three brown lion cubs to take care of. Two of them are sisters named Macey and Mika (pictured), while the third cub is called Cruiser. The second suspect is a black Zulu-speaking male armed with a gun. Two farm-robbing suspects identified Roxy de Villiers roxydv@caxton.co.za Westonaria — Two of the seven suspects that have been on the run from the Westonaria Police since they robbed a farm have been identified. Police recently managed to obtain enough information to draw up identikits of the suspects. The armed robbery took place on 19 April at approximately 9.50am at a Leeudoorn farm. Captain Siphiwe Ndlovu, Westonaria Police spokesperson, said seven unknown suspects arrived at the farm in a single-cab van, pretending to be electricians. Ndlovu said they all gained entry to the house, pulled out firearms, held the farm employees at gunpoint, and forced them into the lounge. The victims were later tied up with cable ties and allegedly covered with blankets. "They were ordered to lie down on the floor and not to move," Ndlovu said. The suspects proceeded to cut the house's safe open with a grinder and later fled the scene. The employees managed to free themselves some time later, and called their employer to inform him of the incident. A handgun, ammunition and an undisclosed amount of money were stolen from the safe. Should residents have more information about the suspects, they can contact Warrant Officer Ali Motlhale on 082 319 9515. Visit our website www.randfonteinherald.co.za for detailed description of each suspect. Randfontein — Chasing illegal immigrants was the name of the game during a recent roadblock held by the Randfontein Police in conjunction with the town’s Traffic Police. All stations in the West Rand Police Cluster were present for the massive roadblock on the R28 between Randfontein and Azaadville. Home Affairs officials checking foreigners’ papers were included in the raid. The roadblock formed part of a Women’s Day crime prevention operation called Operation Basadi. The Herald ‘s journalist Roxy de Villiers unknowingly drove into the roadblock and underwent the entire search procedure. Traffic Police checked for outstanding fines as well as expired licence discs, and members of the Randfontein Police searched the boots of motorists’ cars, as well as their persons, to see whether they were holding any illegal weapons. A knife and a makeshift machete were confiscated from one motorist. While the Herald journalist was present, two foot chases occurred. The first consisted of two male taxi passengers who fled on foot from police into the open veld. The second comprised another man running from the police, also into the open veld. On both occasions, the men, believed to be illegal immigrants, outran the police. They made a dash while the officers were checking other people’s documentation, thus gaining a good head start. Others who were less willing to run were taken into custody by Home See video randfonteinherald.co.za Captain Doret Greyling from the Randfontein Police, holding the two weapons confiscated from a motorist. Affairs. Randfontein Police’s spokesperson, Captain Appel Ernst, said the illegal immigrants will be held for a period of up to 30 days in police cells, until Home Affairs deports them if their documents are not in order. Otherwise, they will be released and allowed to go their own way. The exact number of arrests made as a result of the operation is not yet known. Operation Basadi was only one of many operations the cluster plans to have over the next few days. These will include visiting liquor outlets as well as distributors of second-hand goods. Compare car prices RAND WEST CITY LOCAL MUNICIPALITY PUBLIC NOTICE Dear Customer Historically, there has been a significant gap between the meter reading date and the due for payment within both Westonaria and Randfontein. The gap between these dates is over 47 days. This severely impacts the municipality’s ability to pay its bulk creditors like Eskom and Rand Water. In April 2014, Westonaria LM correct this gap by adjusting the billing and payment cycle. In order to bring all residents of the Rand West City Local Municipality within the same meter reading and payment cycle, consumers of the old Randfontein Local Municipality are hereby informed that: • • • August water and electricity consumption will be for the month of July 2016 and August 2016. Consumers will be billed on the 25th August 2016 with the payment due the 7th September 2016. Industrial Consumers will be billed on the 7th September 2016 with the payment due on the 14th September 2016 This represents the new payment cycle. Given this increased burden on consumers, there will be a relaxation of credit control policies for old Randfontein consumers whose accounts are up to date during this transition period, for the month of September. Consumers who are unable to settle can make settlement arrangement with the municipality. According to Captain Siphiwe Ndlovu, Westonaria Police spokesperson, three alleged gunmen, believed to be in their late 20s, entered the house at about 3am, while the residents were still asleep. One of the residents, a woman, woke up to find the three suspects wearing balaclavas and gloves in her bedroom. The suspects allegedly held the woman, her son, 14, and her boyfriend, 43, at gunpoint. “They were then tied up with electric cables by the gunmen,” Ndlovu said. The suspects stole valuable items such as cellphones, a tablet and cash. One of the gunmen allegedly hit the adult male on the head with a gun. He allegedly sustained a minor injury as a result. The suspects loaded the stolen items into a vehicle and fled the scene. They are still on the run. The Westonaria Police urge anyone with information on this case to contact them on 011 278 5300. Police find firearm stashed under mattress Bekkersdal — The Bekkersdal Police have arrested three men after finding a firearm under a mattress. Sergeant Linkie Lefakane, Bekkersdal Police spokesperson said the suspects were arrested on Saturday, 23 July. Lefakane said Sergeant Lucky Baloyi and Constable Vongani Hlongwane were conducting their routine patrol when they received a complaint about a suspect pointing a firearm. They went to the scene, where they found three men sitting in a shack. “They officers requested permission to search them, but after nothing was found, they searched the shack. A firearm was found under the mattress and no-one could account for it,” Lefakane explained. The officers arrested the three suspects. They were all charged with being in possession of an unlicensed firearm. The suspects appeared in the Westonaria Magistrates’ Court three days later. Colonel Mbangwa Nkhwashu, Bekkersdal station commander, applauded the officers for their good work and encouraged all officers to search for illegal firearms as firearms are used in most serious crimes. One killed in vehicle-truck crash Westonaria — One person was killed and another sustained moderate injuries when the vehicle they were travelling in collided with a truck on the N12 in Westonaria. According to Werner Vermaak, ER24 spokesperson, “Shortly after the accident, paramedics arrived on the scene, and found a severely damaged Toyota Corolla on the side of the road. “Two people were found inside the vehicle. The driver of the vehicle had sustained fatal injuries and was declared dead on the scene. “The passenger was found to have shoulder injuries. He was extricated from the vehicle and transported to the Fountains Hospital for further care. “It is understood that the vehicle was travelling towards Potchefstroom when the driver apparently lost control. The vehicle overturned several times and collided with an oncoming truck.” The driver of the truck did not sustain any injuries. The incident was handed over to the local police for further investigation. Another dead, two injured after vehicle rolls Carletonville — A man was killed and two others injured in yet another vehicle roll-over incident – the second reported in just one week – on the R501 just 8km outside of Carletonville. According to Russel Meiring, ER24 spokesperson, a man aged 30 died while trapped in his vehicle after it collided with a truck. Meiring said ER24 paramedics arrived on the scene at about 6.20am and found a light motor vehicle lying on its roof on the side of the road, some distance away. The paramedics discovered the body of a man lying trapped inside the light motor vehicle. On climbing into the vehicle, they found that the man had already succumbed to his multiple injuries. “Unfortunately, nothing more could be done for the patient and he was declared dead on scene. Two other men, both in their 30s were found on scene with only minor injuries. It is believed both men were thrown out of the vehicle when it rolled.” Paramedics treated the patients and thereafter transported them to the Fountain Hospital for further treatment. The cause of the collision is not yet known but local authorities were on scene for further investigations. One dead after vehicle collides with motorcycle Westonaria — A man was killed when a vehicle hit a motorcycle on the R28 near Neptunus Street in Westonaria a forthnight ago. According to Chris Botha, Netcare 911 spokesperson, paramedics responded to the collision at about 6.22pm. “Reports from the scene indicate that a car collided with the side of a motorcycle. Paramedics found the biker lying on the roadway with life-threatening injuries. They worked feverishly at the scene to stabilise the man and after he was placed on a ventilator, they airlifted him by Netcare 911 Helicopter to a specialised hospital for the care he required. “Tragically, soon after landing at the hospital the man died from the extensive injuries he had sustained.” Exact details as to the cause of the crash will be investigated by the police. Bogus cops strike in Randfontein Randfontein — Bogus cops have infiltrated Randfontein. This comes after a 31-year-old driver was hijacked by bogus Metro Police officers wanting to fine him. According to Captain Appel Ernst, Randfontein Police spokesperson, the driver was allegedly travelling on the R559 in his company vehicle, a white Toyota Quantum with the registration number WSR 483 GP. As he passed Mohlakeng Extension 7, he was confronted by the fake police officers who were standing next to a white Polo. They pulled him over and instructed him to get out of the car so that they could issue a fine. However, as he neared the Polo, one officer pulled a gun on him and ordered him to get into the Polo’s back seat. “According to the victim, there were three suspects – two in uniform and the other in civilian attire,” Ernst said. The victim was later dropped off in the Soweto area after the suspects robbed him of his money, cellphones and his vehicle, which contained a number of first aid kits. The last incident of bogus police reported on by the Herald occurred in Westonaria on Friday, 15 May 2015. The victim, also a driver of a company car, was stopped by four men wearing South African Police Service uniforms. ‘It is compulsory for officers to have identification’ These suspects pulled a knife on the driver before forcing him into the car. They eventually dropped him off in Soweto. The car was later found abandoned in Soweto. After the earlier incident, the Herald spoke to the Westonaria Police Station commander, Colonel Selvan Moonsamy, who ex- TLB’S TIPPERS LOWBEDS and Coetzee, Moolman & Associates 0304115 STRUGGLING TO HEAR? The card has a photo of the officer on the one side and his or her details on the other. “It is compulsory for officers to carry their cards at all times,” Moonsamy said. Foto ingestuur. Cricket South Africa recently urged all clubs to expose women to cricket at international level, so RCC grasped the opportunity with both hands, and hosted a cricket clinic for all women hoping to gain skills in this sport. With the Gauteng Cricket Board’s Women’s League Organiser, AJ Rudman, the head coach for the U/16 Gauteng West women’s team, Tamsyn Klein, and Rachel Langley, coordinator of Johannesburg West women’s cricket as coaches, the day turned out to be a huge success. The main focus of the clinic was to develop women’s cricket in primary schools, so that the girls will be ready to compete internationally by the time they reach high school. See video randfonteinherald.co.za On this day, about 18 girls (most of them from Hoërskool Riebeeckrand) showed up to learn some cricketing skills. “The boys at school said girls can’t play cricket, and we want to prove them wrong,” said Eztia Saunders, one of the girls attending the clinic. Adele Locker, RCC’s secretary, hopes to see the girls return and form the first-ever women’s team at the club. “I am very excited about the new season and would like the girls to compete in it,” she said. She also mentioned that Riebeeckrand’s first cricket team was a great motivation for the girls, as they participated in a match at the club during the clinic. Adele is positive about taking the club to new heights and encourages everyone to join. For more information, contact Kgomotso Phoshoko, RCC chairperson on 078 799 2183; or Tamsyn Klein, on 083 406 8060. Abel Ndava punching the heavy bag with a quick jab while shielding the right side of his jaw. Following in his father’s footsteps Roxy de Villiers roxydv@caxton.co.za Randgate — A young Randfontein boxer is continuing his father’s legacy by picking up where his father left off in the boxing world. Abel Ndava Ndava, a 21-year-old boxer from the Randgate Boxing Club (RBC) spoke to the Herald of the trials he has had to overcome and the successes he has achieved. Ndava started boxing in 2008 at a Carletonville boxing club. When asked why he started boxing in the first place he said, “My father was a boxer. He didn’t get any big titles but he was a good boxer.” After his coach moved away, Ndavaleft his initial club and started boxing for Randgate in 2014. It takes about an hour to get from Carletonville, where Ndava lives some of the time, to the Randgate club, depending on whether he can hitch a ride on the side of the road, or not. If he can’t, he takes a taxi. To make travelling easier, especially before big bouts, Ndava has managed to get temporary accommodation, with the help of RBC’s head coach, Willie Consalves. Since becoming a member of the RBC, Ndava has flourished. For the past three years, he has won gold at the Gauteng Boxing Championships. And, in the South African Boxing Championships in 2014, he won silver. He has also been accepted into the SANABO Boxing League (SBL) team in the 58kg to 60kg weight class. Ndava has plans to earn many boxing titles. So far he has had 20 bouts, of which only four were losses. This boxer fancies himself a young Floyd Mayweather – Mayweather having been referred to as the world’s most conditioned boxer. As a result, Ndava trains five days a week, and includes strenuous cardio and power exercises as well as sparring and running in his programme. He said he runs 11km every week to keep his stamina up. “My secret to success is stamina and a relaxed boxing style in the ring. In training, push-ups and core exercises are important for me. And my secret weapon is my straight right,” he said.
