S U M M E R 2016 CITY NEWS Rancho Santa Margarita Rocks! Rancho Santa Margarita’s favorite summer tradition is back for its 10th season beginning July 10 in Central Park. The free fiveweek concert series takes place each Sunday from 6:00 p.m. – 8:00 p.m., July 10 through August 14, in the Central Park Amphitheater, located at 30842 La Miranda adjacent to Civic Center Plaza. Enjoy the warm summer evenings in Rancho Santa Margarita while listening to live music. It's the perfect way to end your weekend— a variety of dining options are available and within walking distance; it’s an opportunity for families to come together to enjoy a relaxing summer evening in the park. You’re certain to see friends and neighbors of all ages under the palm-lined Central Park area of City Hall and the Bell Tower Regional Community Center. Concessions will be available for purchase at the concerts and there will be activities for chil- dren to enjoy hosted by local community organizations. Many families prefer to enjoy a picnic dinner as a part of the concert experience; we ask that no alcohol or glass containers of any type be brought onto the grounds of Central Park. Bring low-backed lawn chairs or blankets for seating - tarps are not permitted on the lawn before or during the concerts as they trap heat and damage the grass. In the interest of ensuring an enjoyable experience for all, we ask that guests refrain from using umbrellas, canopies or tents for unobstructed views of the stage. Unattended items of any kind are at your own risk and not permitted until 6:00 a.m. the day of a concert. The decline of traditional revenue sources during the past decade presented challenges for the City to continue providing these programs. To meet these challenges, relationships were developed with local businesses and other potential sponsors for community events. These special events are very well-attended and presenting those opportunities to gain exposure for our local businesses was a great fit. This effort is an extension of the City’s partnership with the RSM Chamber of Commerce, which encourages residents to shop and use services locally. By supporting our local businesses, we maintain our quality of life in the community and provide essential funding for City services, programs and events. Saddleback Memorial, Applied Medical, RainTree Investment Corporation, Memorial Care Medical Group, Cal Elite, Santa Margarita Water District, Charles Abbot Associates, South County Bank, Santa Margarita Ford and PV Maintenance are just a few of the many businesses that choose to promote their services at special events in 2 www.cityofrsm.org the community. For example, our New Year’s Eve Celebrating Family and Friends annual event and our Summer Concert Series are funded in part through sponsorships. We’ve also made an effort to include nonprofit organizations and faith-based groups in our events, as their missions include service to the community. Volunteers from groups such as National Charity League’s Canyon Chapter, OC Oil Recycle, Tutor Time, Jamberry, Bahai Community Church, LDS of RSM Church, OC Dance Productions, California Martial Arts and several Boy and Girl Scout troops assist us at our events with enthusiasm and creativity. The true benefit is the engagement of people of all ages coming together to serve the community. Our effort to increase opportunities to grow and enhance our special events, while reducing the impact to the City’s General Fund, has not gone unnoticed! We continually receive great feedback from event attendees and are extremely proud of our relationship with business, community and faith-based organizations. S U M M E R 2016 CITY NEWS City Street Sweeping Services The City of Rancho Santa Margarita is proud to partner with Sunset Property Services to provide citywide street sweeping services. We are reaching out to residents to bring awareness of the importance of street sweeping and to remind residents of the days their streets are swept. Many residents are unaware that street sweeping is provided not just for the beautification of your city but, more importantly, for the benefit of our environment. The more obvious benefit is the collection and removal of paper, leaves and other visible debris that collect in the gutters. This debris can block storm drain facilities, possibly causing flooding during heavy rains. An equally important, but less visible, benefit is the removal of metal particles and other hazardous waste products left by motor vehicles. Although they are virtually invisible, these particles can be extremely harmful to fish and other wildlife if they reach our creeks, rivers, beaches and bays. Street sweeping is an effective method of removing both the large and microscopic pollutants that collect on city streets. Every vehicle parked on the street on sweeping day forces the sweepers to maneuver the length of two cars to safely service the street, leaving over 40 feet of street un-swept. Please help keep our oceans, streets and storm drains clean by keeping our street sweeping effective; please reference your street’s days of service and move parked cars between the hours of 8:00 am & 3:00 pm on these days. Our Finance and Information Technology staff worked with the municipality website’s developer, CivicPlus, to develop the new app. CivicPlus also hosts the app. “A mobile app is a great communication tool for us,” said City Manager Jennifer Cervantez. “It’s one more place for us to offer an opportunity to interact with the public. In today’s modern world, most of us want information to be brief, easy to acquire and immediate. We are very proud to offer this mobile app. It’s instantaneous and it’s a great asset for our residents.” The My RSM app connects users to the City’s website to access the calendar, directory, economic development, monthly newsletter and news. The app will allow users to report nuisance issues such as potholes or graffiti, submit service requests and access important city information regarding events, emergency alerts and more from their smartphones. Users will be able to customize their app experience by choosing the information they want to see. My RSM joins the list of the City’s other communication tools, including the City’s website, Facebook, Twitter, Instagram, Nextdoor and YouTube. The community is encouraged to download My RSM, available free for Android devices through Google play and for iPhone devices through the Apple Online Store. Our annual Flag Day Celebration is held at the Civic Center located at 22112 El Paseo, Rancho Santa Margarita. The event includes patriotic music and remarks. Families are encouraged to bring their own lawn chairs and any US Flags to retire. This year's event will be held on Tuesday, June 14, 2016, at dusk, (7:45pm). The City of Rancho Santa Margarita is proud to offer an opportunity for residents and guests of all ages to honor the American Flag with this observation and Flag retirement ceremony, in partnership with American Legion Post 862 and many local Boy and Girl Scout units. Held outside the Bell Tower near Central Park, the ceremony is held to destroy properly – by burning – worn, damaged or otherwise unserviceable American Flags in a dignified manner in accordance with The United States Flag Code which reads: "As a revered symbol of This respect extends to the Flag's eventual retirement and destruction. "The Flag, when it is in such condition that it is no longer a fitting emblem of display, should be destroyed in a dignified way, preferably by burning." Development Services: General Plan Update The City of Rancho Santa Margarita celebrated its 15th year of City incorporation in 2015, and while the carefully crafted master-planned community’s infrastructure ages and matures, so does the adopted General Plan. Pursuant to law, the State of California requires every city and county to prepare and adopt a comprehensive, long-term general plan for their physical development. It requires seven topics or “elements”: land use, housing, circulation, conservation, open space, noise and safety. On December 19, 2002, the City Council adopted the City of Rancho Santa Margarita's first General Plan, and in February of this year directed staff to move forward with the preparation of a General Plan Update to ensure the elements moving forward are “refreshed” and relevant for the next 10 to 15 years. Elements of the plan update process will include robust public outreach and several opportunities for the public to participate in this important part of protecting and preserving the City’s master plan for future generations. Opportunities for public participation will be communicated via the City’s website, e-newsletters, future issues of Rancho Santa Margarita Community Living Magazine and more.
