CONFERENCE.,;^
The International Association for the Study of Common Property, the Programme committee,
and the local organising committee welcome you hereby to the fifth international conference of
the Association.
For the first time the Association has located its conference in Europe. The Nordic countries
feel honoured to be chosen as hosts for the conference. The venue of the conference is located
in Bod0 in Nordland County in Norway.
The Programme committee has chosen the theme "Reinventing the Commons".
Commons have existed throughout all recorded history as an integral part of the resource
management of local communities. With the emergence of the modern state and the capitalist
economies, the commons of local communities around the world found themselves in a loosing
battle with advocates of state ownership or individual ownership. The traditional knowledge
embodied in the well established institutional frameworks was not cast in a form
understandable to the bureaucrats of the state even in the cases where they might be willing to
consider them on their merits. And often they were not cast in a form which made them
adaptable to a changing environment. The "reinvention" of the commons is the academic
exploration and search for deeper understanding of how and why institutions of common
ownership can manage resources in an equitable and sustainable way in a changing
environment and benefit the local communities depending on them for their survival. This
"reinvention" is now well along within the research community. It may still take a generation of
teaching to disseminate the "invention" to the bureaucrats in most need of the knowledge.
Meanwhile our Association will continue to explore the frontiers of understanding of property
rights to educate those who are to teach the next generation of bureaucrats.
Thus the papers presented by the participants are the main Programme . The Programme as
presented her consists of 234 paper presentations in 60 sessions, 4 special sessions and 8
keynote addresses. This is about the limit of what we can handle in two and a half day.
At the moment of writing there are registered 348 participants from 47 different countries.
From eastern Europe 8 and from developing countries 45 scholars have been awarded grants to
enable them to participate in the conference. We trust that all participants will have an exciting

INFORMATION
O R A L L Y PRESENTED SESSIONS
Sessions with oral presentation of papers will have a duration of 90 minutes: usually 60
minutes for presentation of a maximum of 4 papers and 30 minutes for discussion. Hence each
presenter can count on 15 minutes for presentation. The time limits will be strictly adhered to.
POSTERSESSIONS
Presenters of posters are expected to stay by their posters during the poster session. Each
presentation shall consist of maximum 2 units, the size of a unit being Al paper size (maximum
69 x 84 cm). Further guidelines are available upon request.
PEST POSTER AND BEST STUDENT PAPER
There will be a competition for the best poster and for the best student paper. Posters will be
judged in situ.
There were 21 entries for the best student paper. 9 papers were on time for the committee,
which consists of

The Conference language is English. No facilities for translation will be provided.
An open 24 hour electronic mail facility is available in the conference lobby for in and outgoing

FIELD EXCURSIONS
Participants can choose between two full day field excursions on Saturday May 27, one by bus
and one by boat. As the boat has a limited capacity, registration for the excursion by boat will
be on a first come first served basis. Registration for these excursions will be at the Conference
Registration Desk. Registration times will be announced during the conference.
1. Beiarn Mountain Valley by bus via Saltstraumen - the worlds strongets tidal current.
Emphasis on this field excursion is on the conflict between farmers and the state of the forest
commons, on new forms of collective action in relation to goat farming and on sustainable
reindeer herding in National Park areas.
2. The Island of R0st in the Lofoten Archipelago by catamaran.
Emphasis on this field excursion is on total dependence on fish resources, on strategies for
more "property rights" to the community, on the social capital of crafts in stock fish production
and on sea-birds - from a common food-reserve to environmental indicators.

The 2nd International Congress of Arctic Social Sciences begins in the Arctic Centre in
Rovaniemi on 28 May 1995 and continues in Kautokeino from 1-4 June.

THE INDIGENOUS PEOPLES OF THE WORLD AND THE RIGHT TO OUR
COMMON FUTURE
The indigenous peoples of the world have lost most of their means of subsistence - their land.
For a long time it has been accepted as a regrettable but inevitable consequence of modernity
that their outdated ways of life had to pass away.
In reality it has never been possible to defend this point of view on moral grounds. But now it
is possible to see this ever more clearly. It is hardly a coincidence that the cultural diversity
which the indigenous peoples represent, geographically tend to coincide with biological
diversity. The cause of the indigenous peoples, is our common cause.
Will the indigenous peoples keep anything of what they still possess? Is there any hope for the
future for any of us?
These questions will be discussed with reference to examples from the Arctic and other regions
of the world, and also with reference to an evaluation of the development of law both nationally
and internationally.
