Yet with tougher regulations coal is in jeopardy of being taken out of the picture. Site excavation from early August 2013 (inset) was performed by Kelchner of Springboro, Ohio. The main photo shows the site just more than 50 days later as the stone is being put down. A compressor station also called a pumping station is the “engine” that powers an interstate natural gas pipeline. This facility will help the transportation process of natural gas from one location to another. Natural gas, while being transported through a gas pipeline, needs to be constantly pressurized at intervals of 40 to 100 miles dependent on terrain, and number of gas wells in the vicinity. First quarter results show a two-percent increase in net oil-equivalent production with their activity in the Marcellus Shale sited as one of the primary reasons. First quarter reports show Chevron running 8 rigs in the Marcellus with production results near high end of expectations. In the Utica, Chevron has 4 wells drilled with 4 wells fracked, and has plans for 8 addition wells to be spud this year. Fracking and completing of the wells is currently progressing and is on schedule for early third quarter 2013 production. As of March 31, 2013, Chesapeake had drilled a total of 249 wells in the Utica, which included 66 producing wells, 86 additional wells waiting on pipeline connection and 97 wells in various stages of completion. Net production averaged approximately 60 million cubic feet of natural gas equivalent (mmcfe) per day during the 2013 first quarter and the company continues to target a year-end 2013 net production exit rate of 330 mmcfe per day. The average peak daily production rate of the 13 wells that commenced first production during the 2013 first quarter was approximately 1,200 boe per day. At the end of the first quarter, Gulfport had one gross well waiting on completion, three gross wells being drilled by horizontal rigs, five gross wells with their vertical sections completed and waiting on a horizontal rig, and one gross well being drilled with a top-hole rig. Gulfport is currently operating four horizontal rigs and two top-hole rigs in the Utica Shale. Gulfport currently plans to accelerate its 2013 drilling program, increasing its Utica Shale operated horizontal rig count to seven rigs by the end of June 2013. During 2013, Gulfport has budgeted $494 million to $504 million to drill approximately 55 to 60 gross (49 to 54 net) wells in the Utica Shale. Gulfport currently has nine wells flowing into sales pipelines. Two of the wells tested were operated by Hess; one on the company’s 100 percent-owned acreage and one on their CONSOL joint venture acreage. Their CONSOL joint venture acreage, the Cadiz 1H-23 well in Harrison County, tested at a rate of 2,250 barrels of oil equivalent per day including 57 percent liquids. On their 100 percent-owned acreage, the Richland B 1H34 well, in Belmont County, tested at a rate of 2,985 barrels of oil equivalent per day including 29 percent liquids. The study, called the “Economic Impact of the Value Chain of a Marcellus Shale Well,” looked in depth at an EQT-drilled well in Washington County, PA. Undergraduate and graduate students from Pitt found that a single well had direct costs of more than $7 million. Thisphaserequiresmyriadpiecesofequipmentsupportingdrillingrigs,powergeneration,processinganddisposalofliquidandsolid waste.Whilethisstudyfocusesonasinglewellonapadinasite,itispossibletoplaceuptosixwellsperdrillingpad,witheachwell havingoneormorehorizontallaterals. 4.)HydraulicFracturing:Duringthisprocessasolutionofwater,chemicals,gels,andsandisinjectedintoawellunderhighpressure. Water,alongwithadditives,fracturestheshalerock,whilesandpropsopenthefractures,allowingthenaturalgastoflowout. 5.)Completion:The10-15dayprocess,involvestherecapturingflowbackandwelltesting,waterrecycling(and/ordisposal),flare (ifneeded),andtheinstallationofawellhead.Alsoreferredtoasa“Christmastree,”thewellheadismadeupofametalhousingof tubes,valvesandseals,whichregulatestheextractionofnaturalgasfromtheundergroundwell. 6.)Production:Overthe7-15yearlifespanofawell,one-timerelatedcostswouldconsistoffinishingoffthepadarea(typically 300ftx500ft),thegatheringpipeline,andinterimreclamationcosts,suchaserosioncontrol,landscaperepair,androadrepair. Ongoingpaymentsrelatingtoproductionareroyaltypaymentstothelessor. 7.)Workovers:Activitiescouldincludepowergeneration,suchassolarpowerfortheChristmastreeoranonsitegenerator,additional wellstimulation(fracking),equipmentmaintenanceandservicing. 8.)Plugging&Abandonment:Activitiesassociatedwiththisphaseincludeactivitiessuchaslandscapeorroadrepair. Kenny,ofCadiz,hadspent20yearsemployedby coalcompaniessuchasR&F,OxfordMiningand MurrayEnergy,aswellasacountysurveyor,buthe begannoticinghownewbusinesseswerepopping upintheareatocatertoshalecompanies. “Iwasontheroad[forthecoalcompany]andI missedthis.IwalkedintotheUticaSafetyApparel store and thought, ‘There is something going on here.Stufflikethisdoesn’thappen.’” AgraduateofCadizHighSchool,Kennyalsoobtainedabachelor’sdegreeinbusinessfromMaloneCollege.Herecalledworkingeight-to-10-hour daysandattendingnightschool,allwhileraising threechildren.Healsohadbeenactivewiththe Cadiz Board of Public Affairs, Sally Buffalo Park Board,PuskarichLibraryMuseumBoardandthe HarrisonHillsCitySchoolBoard,thelatterofwhich includedathree-yearstintaspresident. Getting a second chance Afterrecentlyfindinghimselfunemployed,he’d gatheredwithfriendsattheKountryKettleRestaurantinhisnativevillageforamealandconversation.Oneday,henoticedasignonabuildingacross thestreetforJoeKnowsEnergy(JKE),aColumbusbasedbusinessthathadopenedalocalofficeto 30 PIPELINE CONNECTIONS provideoilandgasfirmswithconstructionmanagement,qualityassuranceandotherassistance.His curiosityledhimtospeakwithcompanyofficials andhegainedasecondchancetodosomething he loved. Kenny said his work in the coal field rangedfromlandmanagementtopermitting,and thoseskillswereawell-suitedforJKE.Hewashired withinamonthofthatfirstmeeting. “ThishasbeenmyhomeandI’vedonethiswork for20years.Theysaidtheydidn’thavemanylocal workersandIsaid,‘I’myourguy,’”hecommented. “Iwentfromcoaltocrude.We’venowgotcrudeoil coming out of the same area [where we mined coal].Itwasaperfectfitforme.” Muchlikehisworkwiththecoalindustry,Kenny hasdonesitedevelopmentandinfrastructurework formidstreamcompanies.Hedoeswhathecalls“A Function,”whichentailsperformingtasksforJKE, and“BFunction,”ortakingdirectivesfromclient companies.Currently,hepreparesroadusemaintenanceagreements,orRUMA’s,betweenoiland gasproducersandeitherthecountyortownships. “Thesearemyroads.Iwasbornandraisedon them.I’vewalkedtheseroads,”headded.“Iknow andworkwithlocalandstateofficials.Itakepride intheroads,whethertheyareinBelmont,Jefferson orHarrisonCounty.Theyareallourroadstome. EasternOhioisanopportunitytotakewhatI’mpassionate aboutandtrained30yearstodoanddosomethinggreat,” hesaid.“ItooktheprofessionalrelationshipsIdeveloped andmyexperienceandhelpeddevelopnewrelationships withenergycompaniesandresourcesinEasternOhio.” ThesurgeinshaleinterestsledhimtofoundJKEinJanuary of 2012, and by that July the satellite office was launched on East Market Street in Cadiz. Pipelines,whichtransportnaturalgasandliquids fromthewellheadtorefineries,havebegunsnaking theirwaythroughOhio’slandscapeinearnest.Infact, thePublicUtilitiesCommissionofOhio(PUCO)notes thatabout133pipelinesareplannedacross10easternOhiocounties,mostofwhicharewithinCarrolland Harrisoncounties’borders.Carrollwillhave62lines togatherandtransportbothwetanddrygaswhile Harrisonwillreceive33.Asfortherestoftheregion, TrumbullCountywillhavetwoinstalled;Mahoning,six; Jefferson and Monroe, two each; Belmont, eight; Guernsey,12;andNoble,five.Someexpertsreported thatbytheyear2030energycompanieswouldinvest between$130billionto$210billioninOhiotobuild thenecessarynaturalgasinfrastructuretokeepup withthegrowingmarketdemands. On the local front AccessMidstream,whichpartnerswithM3MomentumandEnerVestintheUticaEastOhioBuckeyecomplexinColumbiana,CarrollandHarrisoncounties,was inthemidstofconstructingmorethan30milesof linesbetweenfacilitiesinKensington,Leesvilleand Sciotofeedproductionattheirfractionationplants.Of that,21.13milesarecurrentlyinserviceandroughly 9.22mileswerestillunderconstruction. ScottHallam,generalmanagerofUticaforAccess, saidthevastamountofnaturalresourceshasfueled thecompany’scapabilitiestoproducemanygas-based products.Thecompany,whichisbasedinOklahoma City, Okla., has held offices in North Canton since 2011whentheUticaShaleplaywasdiscoveredasa plentifulsourceofnaturalgas.Accessoperatesmidstreamassetsin12states,withanaverageoutputof about3.5billioncubicfeetperday(Bcf/d)andmore than6,000milesofnaturalgasgatheringpipelines. ItisinvolvedintwoUticagatheringsystems:CardinalGasServices(CGS),whichisapartnershipwith TOTALandEnerVesttoprovidegathering,compression anddehydrationservicesfortheoilandwetgasfound withinits1.45-million-acrededication,andUticaGas Services(UGS),itssolely-ownedoperationthatprovidesgathering,compressionanddehydrationservicesforfourgasgatheringsystemsinaprimarilydry gaswindowwithin393,000dedicatedacres. Hallam saidAccessholdsa66-percentmajoritystakeinCGS andisintheprocessofspending$600milliononthe operation.Itsthreegatheringsystemsservicemore than144milesofin-servicepipelinewithanaverage output of 255 million cubic feet per day (Mmcf/d) whileUGShasjustoverfivemilesofin-servicepipeline withanaveragethroughputof12Mmcf/d.Accesshas the49-percentmajorityshareinUEOandhasinvested $900millioninthatventure. “Wehandlethedesign,constructionandoperation of the pipeline,” Hallam explained. “Access has invested$1.5billionineasternOhiorelatedtoUticadevelopment.” OneexceptionistheUEOBuckeyesystemfacilities operated by M3 Momentum. Upon completion, the Kensingtonfacilitywillcontainthreeprocessingplants withatotalcapacityof600Mmcf/dofnaturalgasprocessingcapacity.Twopipelinesformthemainnetwork andspan35milesbetweentheKensingtonandScio plants.A24-inch,high-pressurepipelinecarriesgasto theColumbianaoperationandthesmaller,12-inch PIPELINE CONNECTIONS 35 Laying the groundwork line transports natural gas liquids (NGLs) from KensingtontotheHarrisonHuboutsideofScio. Thatsite,whichbeganinitialoperationsthissummerinNorthTownship,iseyedtobea135,000barrel-per-dayfractionationplantthatboastsan 870,000-barrelstoragefacility,plussubstantial railloadingcapacity.Itwillberesponsibleforsplitting mixed NGLs into purity products, such as ethane, propane and butane, which would be shippedbypipeline,railortruck. Hallam said plans to install the smaller line beganinJanuaryof2012asthecompanybegan acquiringrights-of-way(ROW)fortheproject.Considered a greenfield project, officials obtained pipeline easements to construct a system betweenColumbianaandHarrisoncounties. “AportionofitistransportinggastotheKensingtonplant,”hesaid.“We’vebeenveryfortunate andthecommunityhasbeenverywelcomingto ourefforts.Weacquiredalloftherights-of-wayby Sept.2012andbeganconstructioninDecember 2012.ItwasinserviceinJuneof2013.” Bothpipelinesareinserviceandthe12-inch lineiscompletelyfinished.Thelarger,high-pressurespineisinpartialuseandmorewasbeing laidneartheSciosite.Thatprojectbeganaround thesametimeasthesmallerline,withROWobtainedbeforeconstructioncouldbegin. “Thespinewasputmoreinthecenterofthe richUticaandisfourmilesshortofScio,”hecontinued, saying work on the pipeline could be wrappedupthismonth. Hallamaddedthataswithallofitspipelineconstructionprojects,Accessensuredthatthishighpressurespinewasbuilttothehigheststandard. “Thegradesofsteelweusemetorexceedthe standardssetinplacebyregulatoryagencies.We useX42,X52,X60andX65gradeandthewall thicknessrangesfromaquarter-inchtoahalf-inch thick.Thewallthicknessandgradearespecified bythepressure,butarealsobasedonclasslocation,whichisdeterminedbythepopulationdensityaroundthepipeline,”hesaid.“Wedoaclass locationstudyandcategorizethepipelinebased uponlocation.” EachpipelineintheUEOsystemservesaspecificpurpose,withY-GradeNGLstransportedfrom KensingtontoSciointhe12-inchsystemandthe high-pressurelinesmovingunprocessedgasproducttoKensingtonandeventuallyLeesville.The compressorfacilityadjuststhepressureofthegas enteringintothehigh-pressuresystem.Itisthen discharged into the 24-inch, high-pressure pipeline, which takes the gas to Leesville and Kensington. There, it will be converted into YGradeNGLsthatheadbacktotheHarrisonHub, withtheresiduesenttoDominionGasandthe 36 PIPELINE CONNECTIONS TennesseeGasPipelineSystemsformarketing. AsforUEOBuckeye’scomplex,Hallamsaidthe Kensington Plant currently processes 200 Mmcf/dandispresentlyinstartupmode.Itwas notinfulloperationandsomefinaltweakingwas beingdoneatthefacility.About10,000gallons perdayarecurrentlybeingprocessedinthecryogenicfacilityandtransportedtotheHarrisonHub fractionationfacility.TheplantnearSciowillhandleethane,propaneandnaturalgas.Construction atthatsiteisstaggered,withStageTwotobecompletedearlynextyearandStageThreebytheend of2014.UEOplanstointallasecondprocessing facilityatLeesville.The24-inchlinewillalsoextendtotheLeesvillesiteandprovidehigh-pressure gas to convert into Y-Grade NGLs. Access employssevenmaincontractorsonthepipeline andcompressionfacilities,atleasthalfofwhich arefromOhio,plus81peopleatitsCantonoffice and about 1,200 construction workers at the plants. “ATEXwilltakethepurepropanefromtheHarrisonHubtotheGulfRegion,wherethepetrochemicalindustryexiststoconsumeitasfeedstockand afuelsource.TheBluegrassPipelineanticipates transportingYGradegasfromtheKensingtonand Leesvilleplants,”hecontinued,sayingtheYGrade will exceed the fractionation capacity and the pipelinewasneededtotaketheexcessproducts toothermarketsintheGulfforprocessing. “The Utica continues to exceed our expectations,butasitcontinuestoexceedourexpectations, it could mean more pipelines and more facilitiessuchascrackerplants.TheUticaisproducinginsuchvolumesitmightspillovertothe petrochemicalcompanies.TheUticaisaliquidrichdevelopmentandextremelyprolific,”hesaid. “TherichzonehasbeeninvertedandIthinkthe industry…isnowinthemindsetoftraditionalexploratorywork.Thereisarobustassetthere,but moreexplorationisneeded.” CBC:Partoftheprocess Louisiana-basedCBCPipelineiscurrentlyworkingwithMarkWestEnergyPartnerstoconstruct pipelinesfortheCadizcryogenicfacility.MarkWest willhavemorethan50linestoservedrillingcompaniesatitssitesinHarrisonandNoblecounties, andCBCishandlingmuchofthatframework. “Therearemanydifferentpipelines,”saidCBC Project Coordinator Gavin Caskey. “We’ve laid linesfromtheMarkWestplant[attheCadiz-HarrisonCountyIndustrialPark]totheArrowheadPad offofOhio519.WealsojustfinishedtheMiller linebetweenGuernseyandHarrisoncountiesand nowwe’reworkingonthreelinesattheHopedale plant.” Thefirstsectionisa12-inchlinespanning50 milesfromHopedaletoMajorsville,W.Va.,and usesadirectionaldrillingrigtoborebeneaththe surfacewheneverditchingisnotapplicable.It wasduetobecompletedinOctoberpriortothis publication.Caskeysaidthatspecialconsiderationmustbetakenintoaccountwhenboringin wetlandareas.Inthesesituations,crewsarerequiredtodrillatleast22feetbelowthesurface. WorkersalsoborebeneathU.S.22inHarrison CountyandthelinewillextendbeneaththeOhio RiverintoBrooke,OhioandMarshallcountiesin WestVirginia,ultimatelyendingatMarkWest’s facilityinMajorsville. “Weareworkingsix10-hourdaystocomplete theproject,”Caskeysaid.“Therewillalsobean NGLlinetoHopedalefromtheMajorsvilleplant.” Crewsuselargeexcavationequipmenttoclear theright-of-wayanddiguptheearth,thenlay andweldthecarbonsteelpipetogetherandadd anepoxy-typecoatingtosealthejoints.Oncethe pipeisfinished,theexcavatorscoveritwithtopsoil. Eight-hour hydrostatic tests are done to checkforleaksandofficialsdisposeofthewater usedinthatprocess. CBC, which has a location near U.S. 22 betweenCadizandMoorefield,beganin1996and has served companies such as MarkWest, ChesapeakeandGulfport.CBChasalsocompletedprojectsinMississippi,Louisiana,Ohio andWestVirginia.Accordingtoitswebsite,CBC wasinvitedbyChesapeakeEnergytoparticipate aftertheUticaShaleplaywasdiscovered.CBC Pipelinewasawardedabidin2011toworkon the Kensington Pipeline and has since completedavarietyofprojectsinHarrison,Guernsey, Belmont and Columbiana counties. The companystartedworkingintheCadizareainSeptember of 2012 and currently employs 350 people. “We’veroughlyrun100milesofpipesinceJuly of2012,”Caskeyadded.“WehaveusedOhio workersfromunion-basedcompaniesandabout 50percentcamefromalocalunion.[Theoiland gasindustry]isgreat.Itprovidesalotofjobsand alotofpeoplebenefitfromit.” AmongotherlocalplayersareBlueRacerMidstream, a partnership between Dominion Gas and Caiman Energy that will link wells in Guernsey,Noble,TuscarawasandWashington counties to a main line in West Virginia, and SpectraEnergy’sOhioPipelineEnergyNetwork (OPEN)project,whichisinstallingmorethan73 milesof30-inchmainlinepipelinewithassociatedpipelinesupportfacilitiesinColumbiana, Carroll,Jefferson,BelmontandMonroecounties toservemarketsintheMidwest,Southeastand GulfCoast.Butmanyofthelocalpipelinesare meretributariescomparedtotheextensiveATEX and Bluegrass systems that will cross central andsouthernOhio. Crossing the country TheATEXline,whichisoperatedbyEnterprise PIPELINE CONNECTIONS 37 Products Partners, covers some 1,230 miles from Washington County,Pa.,totheexistingEnterpriseProductspipelinesystemin Seymour, Ind., then extends southward to Mont Belvieu, Texas. About369milesof20-inchdiameterpipelinewillbeaddedtothe 861milesofinfrastructurethatisalreadyinexistence.Preexisting linescurrentlytransportrefinedproductsfromtheGulfCoasttothe Midwestbutwillbeplacedintoethaneservicewiththeflowdirectionbeingreversed.AtitssouthernterminusinTexas,ATEXwillhave accesstoanew55-milepipelinefromBeaumonttoMontBelvieu. Preliminaryworkfirstbeganin2011withconstructionstartingthis pastspring.Operationsaretargetedforthefirstquarterof2014, atwhichtimeitwillhaveacapacityof190,000barrelsperday (Bbl/d)ofethanethatcouldbeexpandedtomeetincreaseddemand.AccordingtotheATEXWebsite,itisdesignedtoprovidetakeawaycapacityforethanefromPennsylvania,WestVirginiaandOhio totheTexasGulfCoastpetrochemicalmarket.Ethaneisusedasa feedstockintheproductionofavarietyofconsumerplastics. TheBluegrassPipeline,whichisownedbyWilliamsandBoardwalkPipelineofOklahomaandTexas,respectively,willspan32 countiesthroughPennsylvania,WestVirginia,OhioandKentucky andlocallyencompassCarroll,Harrison,Guernsey,NobleandMonroecounties.ThenewpipelinewouldinterconnecttowithBoardwalk’s Texas Gas Transmission LLC system (Texas Gas) in Hardinsburg,Ky.,whileofficialswillalsoconvertaportionofTexas GasfromHardinsburgtoEunice,La.,fromnaturalgasserviceto NGLservicewithnewpumpstationsandrelatedfacilities.From there,thegaswilltravelviaanothernewpipelinetoalarge-scale fractionation plant and expanded NGL storage facilities in Louisiana.Itwouldprovideproducerswith200,000Bbl/dofmixed NGLstake-awaycapacityinOhio,WestVirginiaandPennsylvania. Theproposedlinecouldbeincreasedto400,000Bbl/dtomeet marketdemand,primarilybyaddingadditionalliquidspumpingcapacity.ItwoulddeliverthemixedNGLsfromthoseproducingareas toproposedfractionationandstoragefacilitiesthatwould,inturn, be connected to petrochemical facilities and product pipelines alongthecoastsofLouisianaandTexas.Ifallgoesaccordingto plan,thepipelinecouldbeinserviceduringthesecondhalfof 2015. Safety first Theindustryisheavilyregulatedunderfederalandstatestandards,andsomeofficialssaidtheygobeyondthoseregulations andpolicethemselves.TheStateofOhioadoptedregulationsde- 38 PIPELINE CONNECTIONS velopedbytheU.S.DepartmentofTransportation’sPipelineand HazardousMaterialsSafetyAdministration(PHMSA),whichPUCO enforcesthroughacooperativeagreementwiththefederalgovernment.TheOhioPowerSitingBoard(OPSB)certificatesintrastate gaspipelineswithinOhiothataregreaterthan500feetinlength and9inchesindiameteranddesignedwithaMaximumAllowable OperatingPressureofgreaterthan125psi. However,theOPSBdoesnothavejurisdictionoverproduction lines,gatheringlinesorliquidlines.Productionlinesfallunderthe jurisdictionoftheOhioDepartmentofNaturalResources(ODNR), gatheringandliquidlinesareunderlocalzoningjurisdictionandinterstate lines follow the Federal Energy Regulatory Commission (FERC).Compressorstationsarecertifiedbylocalbuildingdepartments,whereapplicable,andprocessingfacilitiesandfractionation plantsfallunderlocalzoningauthoritiesandtheOhioDepartment ofCommerceDivisionofIndustrialCompliance.Moreover,thestate adoptedOhioSenateBill315toestablishanewregulatoryframeworkforoverseeingitsoilandgasindustry. TheconditionoftheOhionaturalgaspipelinenetworkvariesby operator. Eachoperatorhastheobligationtodemonstratethattheir pipingisinaconditionthatmeetsorexceedstheminimumfederal safetystandards. Mosthigh-pressuretransmissionlinesareconstructedwithprotectedsteel.Lowerpressuredistributionlinesare madefromplasticorsteel,andolderlinesmaybemadefromsteel, castironorcopper.Eachoperatorsubmitsanannualreporttothe PHMSAdescribingtheirpipelinenetworkincludingthetypeofpipingusedandnumberofleaksdetectedandrepaired.Thecompanies also routinely inspect the lines or monitor them for any potentialproblems.Forexample,pipelineoperatorsutilizeaSupervisoryControlandDataAcquisition(SCADA)computersurveillance systemtomonitorsystems24/7fromcontrolcenters.Thesystem gathersdataonpipelinepressure,volumeandflowratesandthe statusofpumpingequipmentandvalves.Wheneveroperatingconditionschange,analarmwarnstheoperatorondutyandthecondition is investigated. Both automated and manual valves are strategicallyplacedalongthepipelinesystemtoenablethelineto beshutdownimmediatelyandsectionstobeisolatedquickly,if necessary.Personnelalsoconductvisualinspectionsorinternalreviewswithsophisticatedcomputerizedequipmentknownas“smart pigs”foraddedmeasure. Atotalof2.3millioncubicyardsofdirtwasmaneuveredtomakewayforthe60,000-barrel-per-day(Bbl/d) sitelocatedoffofGiacobbiRoadandeffortsfirstbegan lastwinter.Thelocalfractionator,whichshouldbeinoperation during the first quarter of next year, is jointly ownedbyMarkWestLibertyMidstreamLLC(asubsidiary ofColorado-basedMarkWestEnergyPartners)andThe EnergyandMineralsGroup,aprivateequityfirmbased inTexas.Officialssaidmorethan$1billionhasbeeninvestedtobuildoutthecomplexesintheUticaShaleplay M 46 PIPELINE CONNECTIONS andthepurposeistoseparateheaviernaturalgasliquids(NGLs)suchaspropane,butaneandisobutanefor deliverytomarketsviarail,truckandpipeline. Westarted[movingland]inNovemberandfinishedin mid-April of 2013 for the fractionator. The rail yard PIPELINE CONNECTIONS 47 THE BIG DIG 48 PIPELINE CONNECTIONS startedaroundJuneandwecompleteddirtworkthe secondweekofSeptember.” JonDean,projectengineerforthecompany,said thecold,wetweathercreatedmuddyconditionsand large quantities of lime were used to dry up the ground.Basically,hesaiddirtwascarriedaboutto helpleveltheterrainforconstruction. “It’sacutfill,soeverythingweweremovingwe wereusingtobalancethesite,”Deancommented. “Wedidn’thavetoimportorexportanything;wejust moveddirtfromoneplacetoanother.” Officialshavehandledvastamountsofdirtbefore, notingthatbetween1.5millionto1.6millionyards was moved at MarkWest’s cryogenic facility in Seneca,butthecombinedplant/railyardHopedale sitewasofalargerscale. “It was manageable here, but it was a little bit tougherofanissuewiththerailroadbecausethe gradesoftheraillineitselfhadtobemaintained,” Deanadded.“Thereasonwhytherewassomuch dirtwasbecausetheraillinehadtobehelddown. Theraildoesn’tflowlikeroadwaysdo.” Theyalsohadtocontendwithenvironmentalissues,suchaswetlandsandIndianabathabitats. MarkWestreceivednecessaryregulatoryclearances andremoved55acresoftreesinFebruary,whenthe batswerenotresidinginthewoodlands. “Therewerelittlehiccups,butnothingtostopus fromhittingdeadlines,”saidDean.“Wewereableto permitfarenoughinadvancethatwewerecould takecareofthoseissuespriortogettingintotheconstructionphase.” However,portionsofthepropertyareconsidered untouchablebecauseofthemarshes.Thefacility andrailyardarecontainedwithin60percentofthe acreagebutthereisstillroomforanyfutureexpansion.PeteGrimes,MarkWest’sseniorprojectmanager,saidthesite’slayoutwasspecificallydesigned tomaintainthosewetlandareas. “[It’s]forenvironmentalreasonsbecausewehave toweavearoundthelowspotsthatweremarkedoff aswetlands,sotheplacesbetweenthewetlandsis wherewebuilttheplant,”Grimessaid. An upward trend Rich Bethel, operator of Homeland Realty in Cadiz, has found his phoneringingnearlynon-stopoverthepastyear.Somecallsarefrom out-of-townerslookingforavailablerentals;othersarepotentialbuyers inquiringaboutpotentialinvestments. “Oneday,Iwasonthephonecontinuouslyfortwo-and-a-halfhours. Wegetrentalcallsandgiveoutthenamesofpeoplerentingproperties, butwealsogetcallsaboutpurchasinghomes.” HomelandRealty,whichhasofficesinCadizandFreeportandanauctionofficeinFlushing,yieldsastaffof10realtorswhoareactivelyworkingtoclosethedeals.Bethelsaidanestimated75housesweresold sinceSeptemberof2012andthenumberwasgrowing. “Thetwoareasthatreallyincreasedwereolderhomesthatneeded fixedupandforeclosures.There’sademandforthembecauseofthe lowerprice,sopeoplearebuyingthemtorentthem,”hesaid. AsofJuly,pricesrangedonaveragefrom$11,000to$60,000for housesintendedforuseasrentalandleasedproperties,butthemaximumcostmorethantripledtoabout$200,000inSeptember.Bethel addedthatthoselocatedonfarmlandcouldcostextrabecausethe grounditselfcouldbeleasedfordrillingpurposes.Hesaidthedemand isrelativelyevenforbothlargeandsmalldomiciles,butitbolstersthe marketwhilealsobreathingnewlifeintootherwiseunusedstructures. “Thereareimmediatecallswhenwelistthem,butitdoesn’tnecessarily mean we will sell them quickly because it is a competitive process,”hecontinued.“Thiswillbeanimprovementofdwellingsto leaseorrentandwillbringmoneytothecommunity.[Theowners]are repairingthemandputtingtheminbettercondition.” However,ithasalsodrawnitsshareofcriticismandquestionsbecauseofhigherrentalcosts.Someareasrentbytheroomfor$700and up,butBethelsaidoperatingthosesitesisdifferentfromthenorm. “Therentisgovernedbydemandandthewantsoftherenter,”he said,addingthatitalsocoversutilitiesandmaintenance.“Thereiscompetitiondependingonwhatpeoplewant.” Inadditiontoresidentialsites,Homelandalsohasclosedonquitea fewcommercialbuildings,namelyaformerbankbuildingthatcurrently housesMarkWestEnergy’sofficesonEastMarketStreet.Therealty business,whichforyearsoperatedinthebasementofthatbuilding,has relocatedtoSouthMainStreetinordertoprovidemoreroomforMarkWestemployees. Inthe32yearshiscompanyhasoperated,Bethelhaswatchedthe ebbandflowinthehousingmarket.Boomsoccurredduringtheburgeoningcoalminingerabuttookanosediveduringthe1980swhenConsolidatedCoalcloseditsdoors.Itwasridingthewavebythe‘90sbut PIPELINE CONNECTIONS 53 CORNERING THE dippedagaininconcertwiththecountry’seconomiclapse overthepastdecade.Nowthereappearstobesomelight attheendofthetunnel. “We’veseenaneconomicdropinthepasteightyears andnowitsupwiththeoilandgasboom,”hesaid.“We’re stillonourwayup,butwehaven’treachedityet.Thelast yearisprobablyoneofthebiggestvolumeswe’vehadin years.ThethingaboutHarrisonCountyisourmarketdoesn’tfallasfastassurroundingareas.Theslownessreally affected us and you really had to work hard to move a house,butnowit’scomingbackbecauseofthegasand oilbusiness.” Thedemand,whichcouldimpactthelocalmarketfor thenextfiveyears,hascreatedanicheattractingthelikes ofbothseasonedpropertyownersandrelativenewbies. This old house TammyMatternandherhusband,Frank,whoisalso knownas“Nip,”knowathingortwoabouttherentalbusiness.Theystartedinthebusinesslongbeforetheindustry upswingemergedandcurrentlyown15housesthatlodge bothlocalresidentsandoilandgasworkers,plusthey hopetocreatesomeofficespace. “Ikindofhadanuponeveryone,”shesaid,addingthat the community has changed since others got into the rentalbiz.“Ifyoulookaroundtown,thehousesarecleaningup.Ihavepeoplewhohavelivedinthesamehousefor nineyearsandthenew[properties]havebeenaimedat theoilandgasworkers.Ithasn’tbeenasbusyasitwas whentheyfirststartedcomingtotown,butitcomesin spurts.” Matternsaidshebegankeepinganeyeoutforsheriff’s salesandslowlyaccumulatedmoreproperties,buttheinflux of workers and corresponding demand for lodging spurredtheMatternstopurchaseatotaloffivesiteswithin thepastseveralyears.Oneofthemisaformerboarding houseonLincolnAvenueknownastheBiggerhouse,so namedforafamilywhoformerlyresidedthere.Thesite underwentacompleteoverhaulwithnewplumbing,electrical work, drywall, flooring, kitchens, bathrooms and otherupdatesthattookmorethanayeartocompleteand shecommentedthatmuchofwhatindustryworkerspay goesbackintomaintenance,utilities,insuranceandother expenses. Thecouple,whoalsooperateMatternTirealongLincoln AvenueinCadiz,hadacquiredabrickstructurethatfirst operatedasatriplexapartmentbeforeitunderwentremodeling. It is now known as the Lincoln Inn Bed and Breakfastandhasalsoservedwelltotemporarilylodge workersandotherout-of-towners. Therehavebeenmanyoccasionswhenworkersseeking lodgingfoundtheinnlistedonline,butwhenhousingis fullMatternhasrecommendedotherpropertyownersas potentialcontacts. “Ithink[theoilandgasindustry]isgreat.It’sbeengreat forusasabusinessatthetireshop.[Ourrentalbusiness] waswellbeforetheoilandgasandwekindofgotlucky. It’sfulleveryday,”shesaid.“PeoplewereworkinginCadiz butnotstayinginCadiz,soit’snicetohaveaplacefor them.It’salottomanagebutit’sbeenagoodinvestment forussofar.” From past to present CadizresidentBillSutherlandhasbeenbusyrestoring his1860s-erabuildingalongWestMarketStreetinCadiz forthepasttwoyears.Thebuilding,knownastheMcGavranHouse,operatesasSuitesbytheDayandhasprovidedtemporarylodgingfortravelingsalespeople,tourists andoilandgasworkers. Byaddingnewceilings,electricalwork,amenities,flooring,paintandfurniture,Sutherlandhastoiledtoprepare forfutureoccupants.However,hisforayintotherental businesstwodecadesagowasforpersonalreasons. “Myfather-in-lawdiedandmymother-in-lawdidn’tdrive, 54 PIPELINE CONNECTIONS MARkET “I’verentedmoretowardsthemarketpricetoday.Ihadasign upfortwodaysanditwasrentedwithoutreallyadvertising,” hesaid.“Igotcallswithinafewhours.There’sahugedemand andmostareforlocals.” Willissaidoneofthedownfallswasthetransientnatureof oilandgaswork,whichmeansthosetenantsmayonlystaya fewmonthsatatime,andhelooksformorepermanency.He furtheralludedtoconcernsoverhighcosts,sayingproperty ownerswhorentorleasetoenergyworkersalsoincurexpense byfurnishingtheirspaceandmeetingrelatedneeds. “You’rerenting[anunfurnished]housefor$400amonthas opposedtoonefor$1,200thatincludesfurnitureandutilities. Ifeelforthelocalpeoplewhocan’taffordhousing.It’satough situation,butasabusinessmanyouhavetolookatthecosts.” Willis has looked at other commercial buildings and said moreopportunitiescouldsproutasmoreoilandgascompaniescometothearea,butheseessomethingverypositivehappening. “Ithinkit’sgreatbecausealotoftheserundownhousesare gettingfixedup.Ifrentpriceswerelow,they’dstillbeabandonedandtherewouldbenouseininvestinginthem,”hesaid. “Butifyouchargetoohighnoone’sgoingto[rent]it.Youneed toputitatapricesomeone’swillingtopay.” HOUSING somywifeandIpurchasedahouseinCadizforher.Thatwas thefirstrental,”hesaid. I’monthecommercialsidewithSuitesbytheDay.Whenthe [Cadiz/HarrisonCounty]industrialparkranfulltilt16yearsago, IhadpeoplecomingfromCanadaandFrancewhoweresales representativesforBayform,CardinalandExcel[Mining].” Hehasalsorentedroomstotravelersandchurchmissionariesandbelievesthereisstillagreatneedforhotelsintown. “Youthinkoutoftheboxandyouknowwhytheyarebuilding hotelsinSteubenville.Gasandoilisheretostay.It’sgoingto grow,grow,grow.It’snotgoingtohappenovernightbutit’s goingtohappen.” He’salsoheardhubbubthattheshaleinOhiowassupposedlyfarbetterthanresourcesdownsouthinTexas. By updating the McGavran House, he hopes to provide amenitiesthatarenotalwaysfoundatstandardhotels. “I’mtryingtoturnitintotheresidentialsideforoilandgas workersandhopetogetcorporatepeopleinit,”Sutherland noted.“Thesepeoplecominginwouldratherstayinsomething likethisthanahotel.” Making an investment JoshWillis,alsoofCadiz,hadgeneratedatidysumaftersellingpropertyforoilandgaspurposesandwasinspiredtoget involvedwithrealestate. “Iwantedsomethingtoinvestin,”hesaid. That“something”turnedouttobetworentalhousesanda building.Willis’firstpurchasetookplaceinJanuarywiththe 1860s-eracommercialsitealongEastMarketStreet,followed byonehouseinMarchandthesecondinJuly.Hesaidthebuildinghadsatemptyfor15yearsbutnowincludesabusiness withsomeextraspaceupstairs. “Itargetedhousesthatneededworkbecauseoftheirlow priceandboughtwhatneededminorrenovations.Bythetime youdotherenovations,it’salmostabrandnewhouseandyou havethesameamountitinthanifyouboughtanewerone.” Sofar,Willishasprimarilyrentedtolocalresidentsbutsaid thereisastrongdemandfromthatdemographic.Willispointed tothefactthatitalsosavedcostsoffurnishingsitestosuittemporarytenantsintheoilandgasindustrywhilelocalresidents areguaranteedtostaylonger. Jumping in with both feet AmberRuscianoandhusbandDevonhaveownedproperties forthepastsixyears,buttheyfoundthecurrentsituationtobe areallearningprocess. Aformerrealestateagent,Amberfollowedthepathofaunt TammyMatternandsawthegrowingdemand.Lastsummer, theRuscianosandfriendSteveBarcroftpurchasedtheformer UnitedDepartmentStorebuildingintheheartofCadiz’sUptownBusinessDistrict. “Wewerekindjumpinginwithbothfeetbecausetheupstairs apartments were nice but needed repairs. There were two apartmentsonthethirdfloorthatneededsomeelbowgrease andwerereadytomoveinto.Weservethegasandoilindustry, andinthelastyearithastakenoff,”shesaid.“Wecouldn’t movefastenough[withtherenovations]andgotphonecall afterphonecall.Peoplewouldratherstay[intown],butthere arenotalotofplacestostay.Therearenohotelshere.Thisis acreatureunlikeanythinganybody’susedto.” Fourapartmentsinthecentury-oldstructurearealreadyoccupiedand,asofthismagazine’sdeadline,thefirst-floorstorefrontwasstillundergoingrenovationsforcommercialuse.The couplealsorentahousetoarearesidentsandAmbermanages anothereightpropertiesforaseparateownerthathousesemployeesintheenergyfield. “Therearenomoreplanstopurchaseadditionalbuildings. We’rekindofridingitoutrightnow,”shecontinued.“Weknow [oilandgas]isheretostay.” Shesaiditalsoprovideschancesthecoupleotherwisemay nothave.Forone,shecanbestay-at-homemomandcarefor thecouple’ssixchildrenwhileDevonworksasacarpenterfor MarkWest Energy.
