This year’s FTTH Top 100 list recognizes the shift of momentum from
fiber-to-the-home deployers to communities.

T
he broadband industry is growing
and changing – and so is Broadband C ommunities’ annual Top
100 list. In fact, it has grown to two
lists. This issue debuts the FTTH Top
100, which celebrates organizations for
their contributions to “Building a FiberConnected World.” The October 2012
issue will present the MDU Top 100,
which celebrates companies that provide
technology amenities for multifamily
housing. The two lists will overlap, but
separating them allowed Broadband
Communities to track the evolution of
the industry in two different directions.
In the FTTH industry, momentum
is shifting from deployers to communities themselves. This is occurring for
two reasons. First, communities without fiber broadband see that “help is not
on the way,” as Christopher Mitchell
of the Institute for Local Self-Reliance
put it in his article in the May-June issue of Broadband Communities. Large
deployers have reached the final stages
of their planned buildouts, broadband
stimulus funds have all been awarded
and recent changes to the Universal Service Fund rules make FTTH financially
challenging for small deployers.
Second, communities have become
aware – thanks to the broadband stimulus program, to Google’s Fiber for Communities program and to some well-

publicized municipal successes – that
they can take active roles in developing
broadband infrastructure. This doesn’t
necessarily mean building public networks, a route effectively outlawed by
a number of states. Alternative paths to
FTTH involve forming public-private
partnerships, negotiating with traditional deployers in nontraditional ways
and encouraging nontraditional deployers (rural electric co-ops, ISPs, tech
companies and others) to build fiber in
their communities. To tip the scales toward fiber, communities are also volunteering to become test beds for advanced
applications and services by using their
broadband networks for smart-grid applications (or vice versa), by sponsoring
application development contests or by
participating in broad-based efforts such
as US Ignite.
Because of this shift to communityled projects, the 2012 FTTH Top 100
list includes not only more community
broadband networks than the 2011
BBC Top 100 but also more organiza-
tions that inspire and help communities
to undertake such projects.
Last year, one such organization,
the Blandin Foundation, was added to
the list. This year’s list also includes the
US Ignite Partnership, Gig.U and the
Institute for Local Self-Reliance, along
with a law firm (the Baller Herbst Law
Group) and a consulting firm (Gigabit
Squared) that focus on helping communities deploy broadband for economic
revitalization.
October’s MDU Top 100 list, by
contrast, will showcase the development
of technology amenities in multifamily housing. Though fiber to the home
is steadily gaining a foothold in the
MDU world – the reason for the overlap
– the MDU Top 100 will include other
broadband technologies as well as solutions for in-building cellular coverage,
mobile-device connectivity, communications with residents, home automation
and other amenities that today’s MDU
residents demand.

In selecting the FTTH Top 100, the
editors looked for organizations that
advance the cause of fiber-based broadband by
• Deploying FTTH networks that are
especially large or ambitious, have
innovative business plans or are intended to transform local economies
or improve communities’ quality of
life
• Supplying key hardware, software or
services to deployers
• Introducing innovative technologies
that have game-changing potential,
even if they have not yet been commercially deployed
• Providing key conditions for fiber
builds, such as early-stage support or
demand aggregation.
To be listed among the FTTH Top
100, an organization may be based anywhere in the world but must do business in North America. Overall size is
unimportant, as is corporate form – the
list includes government agencies, a tele-

to broaden its revenue base away from direct dependence on
advertising (96 percent of sales in 2011). Its $12 billion purchase of Motorola Mobility, finalized in May, gave Google
large stakes in the manufacture of mobile devices, set-top boxes
and GPON equipment (including a successful optical LAN,
or fiber-to-the-desk, offering, which continues to be upgraded)
and provided it with a strategic patent portfolio. In February,
Google began construction of a 1 Gbps FTTH network in
Kansas City, Kan., and Kansas City, Mo. – possibly the first
of many FTTH builds for the company. It expects to begin
offering services there in summer 2012. Google originally conceived the Kansas City build as an open-access network but
recently indicated that it expects to act as the service provider,
at least at the outset; it obtained video franchises for the relevant jurisdictions and FCC approval for an IP set-top box.
Google has also said Kansas City will be an experimental test
bed for new services. One of these may be Google’s YouTube,
once a home for uploaded cat videos and now in the process
of becoming a true competitor to traditional pay-TV service.
YouTube’s support for 4K (ultra-high-definition) video and its
investment of $100 million in original content may put it on
a path to becoming fiber-to-the-home’s long-sought killer app.
