(QCAP) is the leading non-profit organization in Quincy and surrounding towns dedicated to helping low- and moderate-income people improve the quality of their lives and achieve self-sufficiency. In 2011, QCAP helped 17,375 unduplicated individuals and 8,249 households in 112 communities in the Greater Quincy and Greater Boston areas, and in Norfolk and Plymouth counties. Message from Board President and Executive Director We are pleased to present QCAP’s 2011-2012 Annual Report. Throughout the following pages, we will detail our successes, our clients’ achievements, and the challenges that remain for many in these times. Among our highlights, we are most proud of the completion and opening of our new Rosemary & Archie Wahlberg Head Start Early Learning Center. This was a tremendous collaborative effort by our Board of Directors, staff, funders, and the community. And it is a tribute to two of Quincy’s most remarkable community action activists – Rosemary & Archie Wahlberg. Their work over the past 50 years will live on in our Center where children and families will learn, grow, and develop their potential for years to come. Another significant achievement is our triennial Strategic Planning process, which we undertook in the past year. Collectively we examined the needs of the community and the strategic issues the agency faces in these difficult times. We developed a comprehensive plan to address those challenges and are pleased to report that we have already made positive progress on that plan. The success of our first large-scale fundraiser held this year is just one example of QCAP’s commitment to putting that plan into action. Shea Board President Beth Ann Strollo Executive Director 3 Head Start / Early Head Start Programs Early Childhood Education Nutrition Parent Education & Leadership Development Policy Council Family Support Services 4 Greg Derr/The Patriot Ledger Health & Behavioral Health Client Profile: Sara Head Start parent Sara - not her real name - was born in Vietnam and came to the United States as a young woman. QCAP was first introduced to Sara when her oldest child became a student at the Eldridge School, one of QCAP’s Head Start Early Learning Centers. It was not long into their enrollment when Sara’s Head Start Family Service Worker was notified by the Massachusetts Department of Children and Families (DCF) that there was a domestic violence incident in the home. The Family Service Worker connected Sara and her children to a number of services, including a Department of Housing and Community Development housing worker. There, Sara also spoke with a domestic violence advocate. The housing worker first placed Sara and her children in a motel and shortly thereafter moved them into a shelter where the Family Service Worker visited them frequently. Given the family’s enormous trauma and upheaval, QCAP’s Head Start staff and Sara were both dedicated to ensuring the children remained in school, a safe haven where her children could continue their education, receive healthy and nutritious meals, as well as support. The Head Start school was also essential so Sara could continue working and start to save and provide for her family. Greg Derr/The Patriot Ledger The Head Start Family Service Worker moved quickly to identify where Sara and her children were and if they were in a safe place. She called Sara several times before she agreed to meet with her at the school. Understandably, Sara was reluctant to talk about her situation. Head Start spoke with Sara about her choices; as an immigrant from Vietnam, Sara did not know critical shelter and safety programs were in place to protect her. Taking the next step to independence, QCAP connected Sara with the Quincy Commission on the Family, which was able to get the family into affordable housing and worked with them for a year after. QCAP also provided funds to purchase a washer and dryer for the family. QCAP’s Head Start program is not only committed to providing excellent education and care, they work tirelessly – and with multiple community agencies - to ensure that families and children are flourishing outside of the school as well. With time and with consistent support, Sara became more comfortable opening up to her Family Service Worker, and gained even more confidence to raise her children on her own. A true example of courage and determination, Sara is doing well; her three youngest children are currently enrolled in Head Start and she is connected to QCAP’s Head Start staff, which provides supportive case management. Although from worlds apart, they found that kindness knows no boundaries. 5 Energy Programs Appliance Management Program Fuel Assistance Heating System Service & Replacement Weatherization Utility Discount Enrollment 6 Client Profile: Barbara Fuel Assistance / Weatherization client Barbara is a senior citizen living in her childhood home in Weymouth. Having lost her job, she struggled financially and applied for fuel assistance through QCAP’s Energy Program. After a comprehensive assessment, QCAP identified Barbara as a potential candidate for their weatherization services, a program to lower utility bills and conserve energy. QCAP staff conducted a full audit of Barbara’s home, including inspection and energy usage measurement of the home’s heating units, insulation, and appliances. Staff identified that Barbara’s heating system, which was more than 50 years old, was grossly inefficient and was a dangerous health and safety hazard. The refrigerator was found to be a high-use appliance, costing her thousands of dollars each year to run. And, adding to her energy costs, the home was found to have no insulation. QCAP concluded that Barbara’s house was severely in need of care. Having identified numerous energy upgrades, QCAP wrote a prescriptive work order to address the deficiencies. QCAP’s Energy Program managed the full installation and repair process, coordinating with NSTAR and certified electricians and heating and plumbing contractors to complete all the work. Barbara’s oil burner was replaced with a high efficiency system and QCAP’s Energy Program ordered her a new refrigerator properly sized to the available space and appropriate for her use. Before the insulation could be addressed, Barbara’s existing knob and tube wiring needed significant upgrades to prevent any potential fire hazards. With the wiring work complete, the team blew-in insulation throughout the home. The total work has shaved an incredible 66% off of her total fuel costs, freeing up critical funds to focus on the basic needs of the household. Barbara was thankful for QCAP’s high level of professionalism throughout the process from the audit to the installation and to the respectful way in which she was treated. With no knowledge of heating systems, she was also appreciative that she could have been taken advantage of by other companies, which could have been very costly to her. QCAP’s Energy Program continually checks in on Barbara to ensure that her heating system and refrigerator are properly running. More than just completing the work, Barbara views QCAP as a trusted partner; recently, when Barbara thought a pipe burst in her house, QCAP answered her call in the wee hours of the morning and drove down to her home to help the local contractor inspect her heating system. Even though Barbara’s first phone call to QCAP was to apply for fuel assistance, little did she know that the agency’s dedication to meeting her needs and getting her back on her feet would never run cold. She worked as a bartender in the evening while raising her young children during the day. Things were all set - until the recession hit. The restaurant lost customers, who were staying home to cut down on their own costs. The loss in tips meant she was unable to afford a babysitter for her children. She lost even more shifts and had to sell her car. The dominoes continued to fall when, unable to make rent, Kendra and her children lost their apartment. The pieces of the life she had built for her children were falling apart. Never before unemployed or homeless, Kendra didn’t know where to turn to for help. Through the Department of Transitional Assistance (DTA), Kendra and her family stayed in a motel for six months. They were then moved to a family homeless shelter. Without transportation, it was difficult for Kendra to conduct a housing search or look for employment. But Kendra was determined. For every “no” she received, she looked for another way out. Hope came in the form of QCAP’s Housing Program staff, who went to the shelter twice a week, meeting with Kendra for more than an hour each visit. QCAP helped Kendra navigate the complicated paperwork to get on several lists for affordable housing. They let her know they were available anytime she had any questions - or if she just needed reassurance before taking the next step on her journey back to self-sufficiency. QCAP also worked with Kendra’s former utility company to mitigate an outstanding bill, which would have affected her credit and impaired her ability to get service at a new apartment. Staff were able to identify funds to secure the necessary payment for the utility bill. Throughout the process, Kendra said QCAP restored her dignity and hope, providing support with respect and compassion. After months of persistence, QCAP staff along with Kendra identified an affordable housing unit in Quincy. It was well-maintained and in a safe, beautiful neighborhood. A perfect place where they could set their welcome mat. QCAP also connected Kendra with QCAP’s Head Start program for her two children. Kendra and her children are thriving in their new home. Her youngest is enrolled in Head Start and her oldest, much like her mom, is proving to be a hard worker as well, excelling in school and earning the highest marks in all subjects. Kendra was able to return to work, and, with the extra income she was able to save, she took courses toward a medical assistant degree; she graduated in December of 2011 and now works at a local hospital. Happiness continued when Kendra married in the spring of 2012. They are now saving toward permanent housing together. Kendra says the overwhelming stress has been removed from her shoulders. With the weight of unemployment and homelessness now replaced with happiness, love, and focus, her life is back in balance. 9 Community Care for Kids Community Care for Kids Services Information & Referral Voucher Management Provider Training & Professional Development Quincy/Braintree Family Network Family & Community Engagement Programs 10 Client Profile: Hal and Anissa Child Care Voucher client Fuel Assistance and EFC client Hal and Anissa were living the American Dream. With limited to no English skills – and no family to support them - they emigrated from Algeria in 1995. Hal completed his Master’s degree in Engineering at Boston University and soon after found a job. He was doing so well that Anissa could stay at home with their young children. They were happy. Then, in 2006, life took an unexpected turn. Hal was diagnosed with a serious medical condition and was unable to work. Struggling to cover their costs, and not knowing what to do, Hal depleted his retirement funds. One of their biggest expenses was day care for their son. With no options, Anissa went to their day care provider asking for some type of assistance. They pointed Anissa to QCAP Community Care for Kids (CCK) program, which determined them eligible for a child care voucher for their son and their daughter was eligible for a scholarship for before- and after-school programming. The support allowed Hal to go to his medical treatments and other doctor’s appointments while Anissa looked for employment, ultimately getting a job at a local airport. And, through CCK, Hal and Anissa were connected to food and fuel assistance, freeing up much-needed income for their family. Because of Hal’s health issues, the CCK program tries to make maintaining his child care voucher assistance as simple as possible by minimizing the father’s trips into the office. They often need to make adjustments because their son is in school and needs full-time care for school vacation weeks and summer camp. The CCK specialists make the necessary calls to the child care centers to ensure placement in a timely manner. Recently, Hal and Anissa finally celebrated some good news: Hal is on the way to recovery. With courageous smiles, Hal and Anissa are once again alive with hopes and dreams. 11 Emergency Food Center Emergency Food Center Services Monthly Food Orders Holiday Food & Gifts Food Stamp & MassHealth Application Assistance Assessment & Referral 12 Client Profile: Kathleen Emergency Food Center, Housing, and Head Start client Kathleen was left with nothing. A single mother of two, Kathleen was caught in a protracted custody battle. As a result, she could not maintain employment and was forced to seek assistance through the Department of Transitional Assistance (DTA). She then came to QCAP’s Emergency Food Center (EFC) to complete her DTA community service requirements. While serving as a volunteer at the EFC, Kathleen slowly began to share her story with the EFC staff. Understanding the complexities of her situation, the staff responded with multiple services. They identified that Kathleen was income-eligible for monthly food orders, providing meats, fruits, grains, dairy, and other healthy foods that are critical to families in-need. They also helped her to apply for and secure Food Stamp/SNAP assistance, as well as MassHealth insurance coverage for her and her family. Having lost her home as a result of her separation, EFC staff connected her with QCAP’s Housing Program. And, with two small children, they connected Kathleen to QCAP’s Head Start program. Not only did QCAP provide critical services to Kathleen, but the emotional support and encouragement from QCAP’s EFC staff were invaluable. Kathleen regained her strength and resolve. She now works fulltime and has a renewed sense of pride supporting her family with minimum assistance. Left with nothing, Kathleen is starting to build something truly special. Bottom photo: Stop & Shop donates to QCAP as part of their annual Food for Friends program. 13 Asset Formation Programs Financial Education Individual Development Accounts Free Income Tax Preparation & E-filing 14 Client Profile: Melinda Financial Education client, Individual Development Account holder Child Care Voucher client Melinda is a survivor. A single mom in Weymouth, she knew that in order to provide a better life for her young daughter, she needed to advance her education and get a higher paying job. However, as is the case with many families, Melinda couldn’t afford the cost of quality child care. Through QCAP’s Community Care for Kids (CCK) Program, Melinda qualified for child care vouchers. She was able to go back to school, all while holding a full-time job. And, she had peace of mind knowing that her daughter was in a safe, accredited day care center. Still, Melinda fought to do more. While attending one of CCK’s parenting workshops, she learned of QCAP’s free tax program and financial literacy classes. She quickly signed up for the CommonCents workshop, a seven-week course that teaches participants the basics of sound financial management, including setting goals, setting balanced attitudes about money, finding ways to save, budgeting, and understanding and managing credit. Supporters of QCAP’s Volunteer Income Tax Assistance (VITA) program include representatives from the City of Quincy, United Way of Massachusetts Bay and Merrimack Valley, the Internal Revenue Service, QCAP staff, and VITA volunteers. After successfully completing CommonCents, Melinda applied for one of QCAP’s individual development accounts (IDA), an intensive program in which participants save for either their first home, small business, or college education, and have their savings partly matched by QCAP. Clients receive one-on-one counseling and must attend monthly meetings and trainings to help manage the asset. During this time she was dealt another serious health challenge. However, much like she had done in the past, Melinda was resolved to not only survive, but to continue to take steps toward purchasing a new home. To her, there was no other choice. Now healthy, Melinda graduated from UMASS Boston with a degree in Social Work and has started to take classes toward her graduate degree. In the spring of 2012, Melinda used her savings from her IDA account and tax refund to put a down payment on a new home. Having overcome many obstacles and accomplished so much, there is no telling where Melinda’s tenacity will take her next. 15 Education and Workforce Development Basic Literacy GED Preparation English for Speakers of Other Languages Career Counseling & Job Readiness Learning Links Technology Center 16 Client Profile: Jim Create Your Career Institute Jim had worked as a machine operator in the printing business for more than 30 years. With the economic recession affecting the workforce – and the printing industry itself changing – Jim was laid off in April 2010. A friend introduced him to QCAP’s Create Your Career Institute, a workforce development program funded by the State Street Foundation. When Jim first met QCAP’s education advisor, he was understandably frustrated and depressed. Through QCAP’s career assessment tool, the advisor identified that Jim had a strong work ethic and skill set; she also identified that Jim needed assistance better understanding credit and managing debt, two skills necessary to become financially self-sufficient, and which can help protect clients and their family in times of unemployment. Jim attended the Career Institute workshops, with topics including Career Readiness Skills, Preparing to Enter the World of Work, Soft Skills to Get and Keep a Job, and Financial Foundations for Success, Job Search, and Retention. A shy person, Jim’s personal goal was to improve his interviewing skills. QCAP’s education advisor conducted a series of mock interviews with Jim, with a focus on his ability to “sell himself” to a potential employer. Jim also valued the camaraderie of other class members, who shared their own personal stories and offered encouragement to one another. He no longer felt so alone in his unemployed state. Discouraged at the start of the Institute, Jim started to see how his negative attitude was affecting his job search. His “negativity” started to become a joke in class; every time he said something negative, someone would point it out to him, and he’d laugh - then he started to slowly change. Over the course of the Career Institute, Jim’s attitude improved dramatically. And, his interview coaching paid off. Jim found a new job, happy to find something in the printing industry, running a machine he was familiar with. Jim has said the exercises they worked on in class, along with the encouragement he received, helped him win the job. QCAP understands the current workforce needs of area businesses and industries, and helps clients build their skills to be more competitive in the job market. With a team of experts and a corps of classmates, clients like Jim will never have to brave the front lines of today’s job search alone again. 17 Head Start Dedication 18 Head Start Dedication On April 11, 2012, QCAP officially welcomed the community to its new Head Start Early Learning Center. The school is dedicated to Rosemary Wahlberg - QCAP’s former executive director - and her husband Arthur “Archie,” both longtime Quincy residents and community action activists. Among their many initiatives, the Wahlbergs led successful campaigns to start Quincy’s first school lunch program, extended day child care, family planning, and oversaw efforts to reduce childhood lead poisoning. At the event, Quincy Mayor Thomas P. Koch congratulated QCAP and honored the Wahlbergs for their commitment to the city and its residents. Official citations were presented by a representative from Congressman William Keating’s office, State Sen. John F. Keenan, State Reps. Bruce Ayers and Tackey Chan, and Quincy City Council President Michael McFarland with Ward 2 City Councilor Brad Croall. Chris Oddleifson, CEO of Rockland Trust, spoke of the importance of providing low-cost financing to support low-income communities and Mav Pardee of the Children’s Investment Fund/CEDAC described how important high-quality facilities are to providing effective early childhood education. Other dignitaries in attendence were State Auditor Suzanne Bump, Norfolk County Register of Probate Patrick McDermott, Quincy City Councilors Margaret Laforest and Brian Palmucci, Robert O’Connor, Esq. and Bryan Connolly, Esq. both of DLA Piper LLC (USA), and many former elected officials. Designed by Bargmann Hendrie + Archetype, Inc., the state-of-the-art school offers 32,000 square feet of space with the capacity to serve 240 low-income toddlers and preschoolers, ranging in age from 15 months to 5 years in part-day and full-day programs. It has 16 classrooms, conference rooms, a commercial kitchen, space for physical, occupational, and mental health therapy, an outdoor playground, and a health examination room in which a dentist provides on-site services, such as cleanings and fillings. The indoor gross motor room is dedicated to Honorable William Delahunt. Respected for his distinctive ability to unite residents and legislators on critical issues, the Delahunt Room will host community meetings, conferences, and other events, in addition to its role as a physical activity area. The room also honors the former Congressman’s longtime dedication to low-income residents and to helping QCAP build the new Head Start Center. After a 15-year search, QCAP purchased the former St. Joseph’s School from the Archdiocese of Boston in 2010. Funding was generously provided by the U.S. Dept. of Health & Human Services, Office of Head Start; State Street Foundation; City of Quincy; Quincy Dept. of Planning & Community Development; U.S. Dept of Energy; DLA Piper LLP (US); Franklin Square House Foundation; Children’s Investment Fund; and Grace E. Bottom photo: Chris Oddleifson, CEO, Rockland Trust addresses the guests. 19 Casino Night 20 More than 250 guests went “all in” for charity at QCAP’s “Raising the Stakes” Casino Night Fundraiser on Thursday, October 6, 2011. The event, held at Granite Links Golf Club in Quincy, raised nearly $100,000 in much-needed funds that will benefit QCAP’s programs. Norfolk County Sheriff Michael G. Bellotti served as the Master of Ceremonies, taking the stage to help promote the more than 100 silent auction items, including an LCD television donated by Hancock TV & Appliance, artwork, gift certificates to area hotels, sports memorabilia and tickets, gift certificates to many Quincy and South Shore restaurants, gift baskets, and a host of other items, all donated by members of the community. The live auction items featured a private dinner for eight guests prepared at the winner’s home by Executive Chef Paul Wahlberg, of Alma Nove and Wahlburgers renown, a trip to Aruba, and coveted suite tickets to watch the Boston Bruins take on rival Montreal. When not placing bids at the auction, guests also hedged their bets at the number of professional casino tables, using QCAP tokens of “play money”, or purchased 50/50 and other raffle tickets. Congressman William Keating and Quincy Mayor Thomas P. Koch welcomed the guests and congratulated QCAP on the event’s success. And, members of the Quincy State delegation, Quincy City Council, and School Committee were present. The event’s benefactors included Bank of Canton, Eastern Bank, Intercontinental Management, the Law Office of George G. Burke, and the Stop & Shop Supermarket Company, as well as more than 100 partner, supporter, and friend sponsors, program ad book contributors, and other valuable donors. It recognizes an employee who has consistently gone above and beyond job expectations and has demonstrated a commitment to professional growth and development that results in improved services to our clients and the community. Nancy Dean first became involved with QCAP when she enrolled her daughter, Jackie, in the Head Start program in September of 1998. Five months later, in February of 1999, her active involvement in the program led to a job with Head Start as a temporary lunch assistant. The following year, Nancy advanced to a permanent position as Head Start Receptionist/Lunch Assistant. In May of 2000, the Head Start program was in need of a full-time enrollment specialist and Nancy was encouraged to apply. A new position to the program, it was a challenge, but Nancy was ready for it. Since that time, she has become an expert on enrollment technology and child and family enrollment and placement issues. And, as an enthusiastic problem-solver, she adeptly juggles the complexities of enrolling children into multiple funding streams. She has further honed her skills by attending numerous professional training opportunities that have made her a resident authority on the computer systems used for tracking program information and for billing. However, her work goes well beyond the job description of Enrollment Specialist. She is known by most as the “go-to person” for just about anything, quickly and effectively responding to any issues that arise. Nancy is also the first to readily roll up her sleeves to lend a hand for day-to-day help as well as large-scale events. In any role that Nancy plays, she truly believes in the mission of QCAP and Head Start. She shows tremendous dedication to not only the children, but to the entire family with compassion and care. For all of her many accomplishments, for her positive attitude, and for all that she has done on behalf of clients of QCAP’s Head Start program, we thank her and are delighted to give the Lois Craig Employee Award to Nancy Dean. QCAP Congratulates Donna Brennion For 20 years of dedicated service to QCAP, our clients, and the community. In Memoriam Edna Young 1951 - 2012 Edna Young joined QCAP’s Head Start program in November of 1997. She began her QCAP career as a teacher but began taking additional education courses resulting in her promotion to Lead Teacher. Known for her great sense of humor, her laugh, and her quiet but strong presence, Edna was a valued, respected, and dedicated member of the Head Start team. Her love of teaching was infectious and her Head Start teachers and colleagues often looked to Edna for advice, guidance, and other words of wisdom. Edna is also remembered for her love of reading, which she fostered in her students. Ready to share a new adventure, she would often buy new children’s books to read to the class, and, bringing the words to life, she designed activities in which she and her children would act out parts of the story. Staff and children alike eagerly awaited the arrival of “Miss Edna” to school each day. Edna Young is greatly missed and will forever be a part of QCAP’s Head Start family. 29 Extra Mile Community Awards These annual awards are given by QCAP’s Board of Directors to individuals or organizations who go the extra mile on behalf of the agency, clients, and our mission. Extra Mile recipients make a difference every day without the expectation of recognition. Ed Hohmann and A. Hohmann & Co., Inc. QCAP has relied on the service, quality, and dependability of Ed Hohmann and A. Hohmann & Co., Inc. for more than 20 years. A trusted partner, A. Hohmann & Co., Inc. is always extremely responsive to emergency no-heat situations, providing critical and prompt oil deliveries for QCAP’s fuel assistance clients, as well as heating system repairs. Their installations, repairs, and replacements are consistently of the highest quality. And, they are always professional and accommodating to both clients and staff. An example is a story of a young mother who had barely any heat in her home, after her husband had ripped out virtually the entire heating system and left her and her children with no money to complete the work. A complex project with a home with significant structural issues – and well outside the funding available – A. Hohmann was committed to restoring heat for the family. They installed a new heating system and baseboards and provided a deep discount on the cost of the project. In addition to their contributions to QCAP’s Energy Program, A. Hohmann & Co., Inc. is a generous supporter of the organization, donating funds annually to the Emergency Food Center and to QCAP’s Casino Night fundraiser. QCAP would like to thank A. Hohmann & Co., Inc. for their longstanding partnership and their tireless commitment to serving low-income residents in our community. 30 Mayor Thomas P. Koch Quincy Mayor Thomas P. Koch is dedicated to our mission of helping disadvantaged residents improve their lives. He speaks proudly of his belief that we must help those in need and that all of us have a responsibility to do that. For Mayor Koch, his actions speak much louder than his words. Mayor Koch wholeheartedly supported QCAP in our efforts to develop the former St. Joseph’s School into the new Rosemary & Archie Wahlberg Head Start Early Learning Center, including allocating a portion of the City’s Energy Efficiency Block grant to the project. This support was critical to allowing us to set a solid foundation for the project and move forward. Mayor Koch also is an active leader in responding to the urgent needs of the City’s low-income residents. Long before his tenure as Mayor of Quincy, Mayor Koch served on QCAP’s Board and Advisories in the 1980s, and, in his later roles in the City, he was always responsive to the organization’s mission. We are fortunate to have a Mayor in the City who not only believes in our work but actively promotes it. QCAP recognizes Mayor Thomas P. Koch for his leadership and unwavering support of QCAP’s mission. Donald P. Uvanitte Donald Uvanitte is a true example of an individual committed to helping those in need. A Senior Vice President at Eastern Insurance, Mr. Uvanitte is active in many Boards and organizations along the South Shore. He is Chair of the South Shore Workforce Investment Board and serves on the Quincy Medical Center Board. An active supporter of Quincy’s non-profit organizations over the years, Mr. Uvanitte is known to attend many fundraisers and can be described as one of the core group of volunteers and donors to many organizations with missions like QCAP’s. Mr. Uvanitte was instrumental in launching the capital campaign for QCAP’s new Rosemary & Archie Wahlberg Head Start Early Learning Center and helped QCAP with its Casino Night fundraiser event to secure silent auction items and other donations. Mr. Uvanitte has a long history of advocating for QCAP, which led to securing financial donations to the agency. We honor Mr. Uvanitte for his countless contributions to the community and to QCAP. McNamee After 10 years of dedicated service, Attorney Kathryn M. Murphy retired from our Board of Directors in 2011. A partner at Quincy law firm, Murphy, Hesse, Toomey & Lehane, Kathy’s service has spanned the breadth of roles at QCAP. She has served on the personnel, finance, and executive committees, and has led the board as its Assistant Treasurer and Vice President. Her expertise and counsel as both a lawyer and CPA were invaluable, particularly as QCAP took steps to acquire the organization’s main building at 1509 Hancock Street in Quincy and its Rosemary & Archie Wahlberg Head Start Early Learning Center, both major milestones for QCAP. Kathy shared her expertise and time generously — she was always a phone call away and willingly travelled to the federal Head Start office on her own time to advocate for QCAP’s new Head Start Center. During her tenure and through her leadership, the Board further developed its governance role, an area of legal expertise that Kathy readily shared with QCAP. Prior to her service on the board, Kathy donated her time by providing guidance and training to QCAP’s staff.
