This 160 year legacy of exploration, expansion and entrepreneurial opportunity is still alive today as the town celebrates its 19th year as an incorporated municipality. With 1,600 firms doing business in six uniquely different commercial districts, plus a corporate park at the Windsor Business Center, the town at large has weathered the recent economic storm and is poised for new growth, evidenced by the fact that more than 100 new firms registered to do business here during the past year alone. Throughout its history, Windsor has evolved with the times and changed its direction based on market preferences and the needs of its residents. Originally the town was known for its prunes, hops and other agricultural commodities produced for local populations. With the coming of the railroad in 1877, Windsor had a strategic transport link to distant markets helping to fuel growth and encourage new enterprise. Today the greater Windsor area, and Sonoma County as a whole, has successfully reinvented itself as a winegrowing region with more than 260 wineries, placing it on a par with Napa County and distinguishing it a major destination for travelers. Of this total, some 32 wineries are located within a short five to ten minute drive from Downtown Windsor located in the heart of the Russian River Valley Winegrowing area. The arrival of the SMART passenger train in a few years, along with commercial rail freight service, is destined to achieve another significant change in the way people work, play and travel while also helping to limit greenhouse gases and enable people far and near to experience drive-free access to Windsor without highway gridlock. A living tribute to Windsor’s rich past can be seen in the architecture of the retail shops and mixed-use residences in the Old Town area and surrounding the Town Green. With a 19th century look and feel, this area has sparked a renaissance of hope and progress in the community producing a variety of positive attributes helping to shape the New Windsor. Windsor offers numerous options for new businesses to locate here and for existing businesses to grow and expand in our many districts including the Old Downtown; the Shiloh Center, Windsor Palms Plaza and Lakewood Village shopping centers as well as Conde Lane Business Park. Best Regards, Mayor Sam Salmon Chamber Mission Creating Member Value by Increased Networking and Outreach Opportunities The mission of the Windsor Chamber of Commerce and Visitors Center is to create value for our business members through a variety of public/private partnerships and programs designed to achieve tangible results and deliver a net return on their investment. This new Membership Directory is just one example of our work. We also produce a major events brochure to stimulate tourism, a wine, dine, lodging and spa guide, and a town map containing historical sites, recreational activities and points of interest. The Chamber is also developing a Relocation Guide and directory of professional services for newcomers to town, personal or business, with helpful transitional information. We achieve member value by offering a range of networking opportunities. Members receive insightful business tips from subject matter experts at monthly meetings and participate in Business-After-Hours (BAH) social mixers that provide an opportunity for sharing information and building friendships that lead to commercial relations. Gary Quackenbush President / CEO To further enlarge business opportunities, we schedule a variety of marketing promotions, advertising and public relations activities in a number of Chamber publications and rack cards as well as via the web. These outreach vehicles are designed to garner positive exposures, build market traction and create customer awareness. The Chamber also advertises in Sonoma County Tourism Bureau publications and regional winegrower association journals to expand and reach even broader audiences. Our goals include inviting business participation in community and civic events that enhance the quality of life and build a customer base. These activities involve ribbon cuttings, grand openings and anniversary celebrations for our members as well as a continuing stream of calendar information, news, member activities and focused articles published in weekly and monthly online newsletters. Education is a major focus. The Chamber’s Education Committee actively seeks local high school seniors who plan to go to college as candidates for its annual scholarship program conducted in cooperation with the Pacific Coast Air Museum. We operate the Windsor Visitors Center through an agreement with the Town of Windsor to further expand business opportunities for our members by referring tourists and residents to local shops and restaurants as well as through the Shop Windsor campaign. As part of this private/public relationship, we coordinate “Influencing the Influencer” tours twice a year to bring travel writers, hotel concierge managers and tour operators to town to show them what we have to offer, so they – in turn – will encourage their readers and guests to come here. Windsor Chamber of Commerce & Visitors Center located in the Windsor Depot Windsor Chamber Mission 5 Chamber Vision A Healthy Commercial Infrastructure Depends Upon a Healthy Community To become more inclusive and to help reach our objectives, the Board of Directors of the Windsor Chamber has adopted a new vision that places emphasis on becoming a Chamber of Opportunities for all residents. This vision will strive to increase participation in Chamber activities at all levels, while attracting and retaining new members, creating a positive “can do” environment and building the Chamber’s value proposition. It involves six key areas of growth and leadership that will become part of a dynamic strategic plan: As a Chamber of Community – We will reach out to embrace service clubs, non-profit organizations and other groups and individuals. A recent example was the formation of the Chamber’s Community Service League comprised of service club presidents and officers with the goal of calendaring events, sharing information, coordinating projects and both finding and exchanging ideas on how to improve fund raising, community support projects and desired outcomes. As a Chamber of Caring – We will identify and support causes that will help those in need. We will team with faith-based and medical/dental partners to address Windsor’s human needs, plan for community dinners for seniors, veterans, children and those less fortunate; organize and support health fairs, immunization programs and dental exam projects as well as pool collective resources, volunteers and leadership to resolve common issues. An example is the creation of the Windsor Care Network bringing together decision makers from local churches, Healdsburg District Hospital, Alliance Medical Center, the Windsor Service Alliance and medical/dental professionals in town to focus on compelling healthcare needs and the basic building blocks of life. As a Chamber of Continuity – Seeing the need for family and business survival in the event of a man-made or natural disaster, the Chamber can serve as a catalyst in helping to plan for such emergencies, by hosting crime prevention workshops, and working with first responders to ensure a sustainable and survivable infrastructure. Plans include establishing disaster teams and working with the Red Cross to prepare business continuity and individual survival plans, including the possibility of establishing a Community Shelter Initiative. As a Chamber of Citizenship – During election years there is a need to provide voter education on issues, candidates and incumbent voting records. The Chamber sees itself as playing a critical role in conveying non-partisan information and in helping to build a climate for informed decision making at the polls. We can also actively participate in voter registration drives and ”Get Out And Vote” campaigns as well as assist in moderating debates, candidate forums and Q&A sessions. A model for this can be found in the North Bay Jobs and Prosperity Project which is designed to counter unemployment through civic responsibility and economic development. As a Chamber of Cooperation – Our mission is to work closely with the Town of Windsor under a Scope of Work agreement with the Chamber to deliver a range of marketing and promotion services designed to increase tourism and customer traffic for local businesses. We also maintain an open dialogue with Sonoma County supervisors on the same issues as well as regarding key business development initiatives. The Chamber participates in the Charles M. Schulz Airport marketing committee focused on bringing new businesses into the area and enhancing the value of air passenger and freight shipments to benefit our economy. We work collaboratively with other Chambers in joint planning activities and also with the CalChamber, the Economic Development Board, the Sonoma County Alliance and other groups striving to improve the commercial infrastructure, ensure a sustainable environment and enhance the quality of life. As a Chamber of Membership – At the end of the day, our overriding objective is to include as many local businesses, their owners, managers and employees in Chamber programs and activities. To do this we will make a concerted effort to enlist new members and by creating a series of services, activities and events that will provide direct benefit to their businesses and customers. Our current membership stands at nearly 300 and we have set an aggressive goal to attract at least 100 new members a year. It takes a team of committed individuals -- including a Board of Directors, Chamber Ambassadors, Volunteers and active members -- to achieve the mission, vision and goals we have set for ourselves. Please join us in making this quest a reality. 6 Windsor Chamber Vision Economic Report A Thriving Community Combining Measured Growth and Future Potential A s many regions of the country and the state experienced sharp declines in economic benchmarks, median household income in Windsor increased 24% between 2000 and 2009. Furthermore, over the next five years median household incomes are projected to climb an additional 7.8% to just below $84,000. These findings were published in the June 2010 City of Windsor Local Economic Report produced by the Sonoma County Economic Development Board. Overall, Windsor has fared better than Sonoma County and other cities in several key categories over the past year. Here are some key indicators: Household Income: This report shows that by 2014, households in Windsor earning between $75,000 and $99,999 are expected to rebound by roughly 4.9 points. During the past decade, the percentage of households earning less than $50,000 was reduced from 38% to 26.1% of total earners. Home Prices: Windsor’s median home price decreased roughly $59,000 (14.8%) on a year-over basis between 2008 and 2009, home sales in Windsor have rebounded 60.5% since 2007 and the residential vacancy rate of Windsor (4.5%) continued to do better than the county average of 9.2%. In Q4 2009, the average sale price of a home in Windsor was approximately $368,000 on the least-expensive side of the county geographical spectrum. Unemployment Rate: The Town of Windsor’s seasonally adjusted unemployment rate (10%) for the first quarter of 2010 was below Sonoma County’s rate over the same quarter. Population Growth: The population of Windsor was 25,612 in 2009 and is expected to reach 26,584 by 2014. Over the past decade, the population of Windsor has grown by 12.6%. Commercial Vacancy Rates: The office vacancy rate of Windsor continued its upward trend to 16.3% for Q1 2010, which is still below the county average of 24.4%. Meanwhile, vacancy rate for industrial space jumped from 5.10% in Q2 2008 to 15.0% in Q1 2010, slightly below the county average of 15.6%. The retail vacancy rate of Windsor, which decreased slightly to 5.2% for Q1 2010, is below the county average of 9% over the same quarter. Residential Vacancy Rate: For residential property, the local vacancy rate – which has increased 3.1 percentage points to 4.5% over the last decade – continued to be about half of the 8.9% county average. Value of Building Permits: This measure, which reflects trends in construction activity, is at a decade low. Both residential and non-residential construction activities are down considerably from their respective highs in 2005 and 2002. Sales Taxes: After eight years of strong growth, 2006 saw Windsor’s taxable sales decrease. Since 2007, sales fell 7.3% in Windsor compared to a county-wide average drop of 6.5%. Consumer Spending: Compared to the national average, Windsor residents spend considerably more per capita on housing, computer, education and food away from home, while they spend considerably less on apparel. The biggest purchases cover general retail goods, shelter, food at home and healthcare. Economic Report 7 Happenings Free Festivals, Events, Concerts & Movies on the Town Green Windsor is a year-round destination where locals and visitors alike gather for a variety of free activities & entertainment designed to please the whole family. Tuesday Night Kids Movie Series – A collection of films and animations for young and old alike from June to early August on the Town Green. Thursday Night Concerts – Whether you prefer Cajun, Rock n’Roll, Swing, Rockabilly, Jump Blues, Latin Mix, R&B, Motown, Cover bands, Motown or a 1960’s tribute to the Beatles, there is a musical category for every taste. Ten concerts are typically scheduled during the summer. Easter Egg Hunt Blink and you’ll miss it! Kids go crazy for the array of prize-filled eggs scattered over the Town Green. This popular event brings families together for the first community celebration of spring. Certified Farmers Market – From May through December you can enjoy shopping for local produce, artisan breads, crafts and a variety of hand-made items on Thursday nights (5-8 pm) and Sunday mornings (10 am to 1:30 pm). Fall events include Halloween and Thanksgiving at the Farmers Market, along with Kids Make Stone Soup and Kids Make Holiday Cookies days. Signature Events & Sports Competitions – There are four major attractions that draw residents and visitors from far and near, including the Hot Air Balloon Classic, Vineman Ironman 70.3 Triathlon and the Wings Over Wine Country Air Show. There is also Windsor Green’s 5K, 10K and half marathon and numerous cycling and local sports team games in town. Special Holiday Celebrations – Independence Day fireworks, St. Patrick’s Day music and corned beef and cabbage, Ground Hogs Day weather prognostications, Easter Egg Hunts and the Windsor Days Parade are all part of the seasonal experience. Festivals on the Town Green – Cinco de Mayo celebrations and Classic Shakespeare dramas come to life in the evening on the Green. A host of additional festivals are held throughout the summer and fall including: An October Harvest Fest, a Zucchini Festival, Tomato and Pepper Festival, and an Annual Pumpkin Festival. Windsor Days Parade Quite possibly the best parade in all of Sonoma County, the Windsor Days Parade is a moving celebration of everything great about small town life. 8 Events Shows and Exhibits -- Classic Car Shows are usually held in conjunction with concert nights and Farmers Markets. There are also Fine Arts Shows, Photography and Quilt Shows as well as a variety of furniture, craft and metal sculpting exhibits from time to time. Windsor Wonderland – This annual celebration includes the lighting of the Town tree, Charlie Brown Christmas Tree Grove, Santa’s Workshop, real snow showers, choirs, carol singing and 100 trees around the Green decorated by local organizations designed to make the season bright. WUSD 150 Years of Award-Winning Education The Windsor Unified School District continues to grow. Enrollment has doubled in the past 10 years and is projected to grow by 12 percent over the next decade, according to a 2010 study. As of the end of 2009, the WUSD had over 5,300 students enrolled in K-12 schools in the Town of Windsor. State test scores for Windsor students are indexed in the high 700s to low 800s. All seven Windsor public (non-charter) schools have received California Distinguished School Awards and several have been multiple year recipients. High Schools in the district include -- Windsor High, Windsor Oaks and Insight Charter High School – all of which have received six-year accreditations. Furthermore, the District has also been honored with two Golden Bell awards. Independent charter schools are authorized by the District. The two district charter schools are Village Charter School (a K-8 school based on the Waldorf Model), and the InsightOn-Line High School. Both have local campuses and offices in Windsor. In 2006, the Governor of California awarded the Windsor Unified School District the Governor’s Award for Environment and Leadership. In February 2008, the District secured the passage of a $50 Million dollar local bond for District facility improvements and new school construction. This total included over $22 million in state matching grants. The District has an “AA” credit rating -- a major accomplishment during the current budget crisis. Windsor High School (a California Distinguished School) offers programs ranging from humanities and digital media and design to pre-med with an emphasis on smaller learning communities. Cali Calmecac offers students the advantage of being able to use both Spanish and English for instruction during different periods throughout the day. A Commercial District to Appeal To Every Taste and Preference Lakewood Shopping Center – Found on Brooks Road South near the main Windsor exit off of Highway 101, this center is divided into two retail clusters anchored respectively by anchor food markets Safeway and Raley’s. This center is home to more than 12 restaurants. A package shipping store and the U.S. Post Office are here as is Windsor’s financial district including five banks, two of which are inside the large food markets. There is also a dry cleaner, drug store, jewelry store, frozen yogurt shop and a number of beauty salons to explore. While most communities with populations under 27,000 typically have a single shopping district along a main thoroughfare in town, Windsor has six retail centers strategically located near major neighborhoods within a threemile area. Parking is available at all of these areas. In all, Windsor is home to some 50 restaurants, 30 spas, salons, fitness and tanning centers, plus a variety of boutiques and larger retailers offering a wide range of merchandise. Here is an overview of each commercial district: Shiloh Shopping Center – This highly visible commercial area along Highway 101 at the intersection of Shiloh Road and Hembree Lane boasts the largest store in town including anchor tenants Wal-Mart, Home Depot and Office Depot -- as well as numerous fast food restaurants, tire and auto parts outlets, a cobbler, tanning center and additional retailers. Old Downtown Windsor – This name has been given to the Town Green mixed use commercial and residential area between Windsor River Road and Windsor Road on the west side of the freeway. The center is home to many dining establishments offering French, Italian, Mexican, Vietnamese and Thai cuisine along with other eateries featuring omelettes, breakfast and lunch menus and two coffee shops. There is also a candy store, florist, book store, jewelry and gift store, a bed & bath boutique, bead shop, bicycle center, pharmacy, an antique store, adult and infant clothing stores, a food market, several spas and other fine establishments. Windsor Village -- On Old Redwood Highway near the intersection of Shiloh Road on the east side of Windsor, this center is home to a women’s spa, a wig and hair salon, an exercise center, pet store, a fabric store, a landscape architect and other tenants. Bonaventure Plaza -- Located at the north side of Windsor along Old Redwood Highway, this area is becoming known as the automotive center of town with an auto body shop, used parts lot, an auto repair center, a vehicle window glass company, a truck repair center, a hardware, equipment rental center and a landscape materials provider. The plaza itself is home to two Mexican markets and a taqueria, pizzeria, café, pet shop, clothing store and a public coin laundry center. A GOOD SIGN EVEN IN TIMES LIKE THESE.
