Improving Our
Communities’
Public Schools
Pro-teacher, Pro-student Reforms
In 2007, we achieved our first policy breakthrough in the area of
teaching effectiveness, leading a coalition to develop a strong new
educator mentoring program in Oregon, and winning a $5 million
legislative appropriation. As a result, in 2008-09 nearly 1,000 new
teachers and principals who work with roughly 75,000 students
are supported by carefully selected mentors following a nationally
proven curriculum.
While Stand for Children members work
on a range of issues, public education is a
top priority.
An excellent education prepares children
to become critical thinkers who contribute
to healthy families, stronger communities,
and a more just democracy.
Right now, America’s public education
system allows far too many children to
fall through the cracks and prevents too
many from excelling.
–High school graduation rates are
alarmingly low – and those who do
graduate are often poorly prepared for
family-wage jobs or college.
–Student achievement reflects deep racial
and economic inequities, and U.S.
students as a whole lag far behind their
peers in many other countries.
–Struggling students often don’t get
sufficient support, and students at or
above grade level don’t get the attention
or push they need to excel.

In March 2008, Stand for Children helped achieve the first positive
reforms of the teacher hiring and transfer system in Portland Public
Schools in more than 20 years.
For years, Portland Public Schools relied on forced placement of
teachers, resulting in school-teacher mismatches, and high levels
of teacher, principal, and parent dissatisfaction. The district hired
teachers two to four months later than neighboring districts, resulting
in the loss of many good candidates.

Through a strategic public engagement campaign, we convinced
the school district and teachers union to reach an agreement that
will allow Portland Public Schools – which serves close to 10% of
the state’s children – to compete more effectively for teaching candidates and help ensure that every child in Portland has the best
teacher possible.
Effective Community Engagement
– Started with long-held concerns of parents, teachers, and principals,
confirmed by data compiled by the New Teacher Project documenting deep flaws in the system
– Crafted common-sense reform proposal in dialogue with dozens of
teachers, principals, and parents
– Met in person with 150 teachers in 43 schools, more than 80% of
whom endorsed our proposal

A Three-Year Strategy for
Increased Impact
In December 2008, the Boards of
Directors of Stand for Children
Leadership Center and Stand for
Children adopted an ambitious
three-year strategic plan to
expand our reach and impact.
We are living in a time of tremendous suffering and
great challenges.
And yet we have an opportunity to move our society
closer to being the beloved community that Martin Luther
King, Jr. envisioned.
From our nation’s founding, to the Civil War, to the
Great Depression, to World War II and its aftermath and
then the Civil Rights Movement, peril bred progress –
because ordinary Americans stepped up.
I. S
trengthen existing state
affiliates.
Stand for Children affiliates in Massachusetts,
Oregon, Tennessee, and Washington State
will increase our impact for children by
mobilizing a significantly greater number
of citizen advocates to achieve education
reforms that research indicates matter most.
President Obama and the team he has assembled will lead well. Not perfectly, but well and
certainly boldly. But whether this time of great peril becomes an era of vital progress depends
as much on whether we step up, as our forebears did, as on President Obama’s leadership.
Progress depends on whether we embrace change.
Will we embrace long overdue changes in our public schools? Demanding federal but
also state and local changes that improve the quality of teaching by paying, supporting,
and evaluating teachers like professionals rather than assembly line workers. Demanding
changes that give school leaders more resources and autonomy to enable their schools to
educate students to high levels based on their specific strengths and challenges. Demanding changes that significantly expand the amount of learning time, particularly in poor
performing schools.
Progress depends on whether we embrace change as donors, giving more of our money (at
a time when we all have less of it) to organizations like Stand for Children that are at the
forefront of fighting for key changes, and as taxpayers, insisting elected officials invest
more in effective government programs and eliminate programs that don’t work.
And finally, progress depends on whether we embrace change as citizen and community
leaders, giving more of our time and pushing ourselves out of our comfort zones in order
to lead at a higher level.
Progress depends on whether each of us is the change we seek.
It’s time for each and every one of us to go all out for change, for your community, for
your state, and for the nation. No holds barred. No excuses. No fear.
If we do, today’s peril can breed tomorrow’s progress, for children, for families, for all of us.

Relief
– Chapter 70 local education aid – increased by $223 million to $3.9 billion for 2009.
– Special Education reimbursement – increased by $14 million to $230 million for 2009.
– Special Education Transportation pilot - $2 million for participating districts.
– A $1.6 million increase in city funding for public schools in Worcester.
Reform
–Contributed to the Readiness Project vision of broad education reform, especially in
the area of teacher quality.
–Helped pass legislation to align state boards of education and strengthen leadership
in the new office of Secretary of Education.
Innovation
– Expanded Learning Time - increased by $4.5 million to $17.5 million for 2009.
–Early Education - increased funding for preschool and kindergarten programs by
$12.9 million.
Revenue
–Worked with the Tax Fairness Coalition to pass the Tax Fairness and Business.
Competitiveness Act, increasing revenues available for public education by $291 million
in 2009.
–Worked with a statewide coalition to protect over $12 billion in state revenues by
defeating Question 1, which would have repealed the state income tax.

2008 Accomplishments
– Helped elect a pro-schools supermajority to the Oregon House of Representatives b y playing a key role in the successful campaigns of Brent Barton and Greg Matthews,
who replaced incumbents with weak records on children’s and education issues.*
– Helped secure $242 million to make urgent health and safety repairs to 48 SalemKeizer schools, and build a middle school and three elementary schools by playing a
key role in passing the largest bond measure for schools in the state’s history.
– Played a key role in renewing the Portland Children’s Investment Fund, which
supports 67 cost-effective, proven programs serving 16,000 kids each year through
before- and after-school mentorship, early childhood education, child abuse prevention
and intervention, and support for foster children.
– Led the campaign to renew the 4-J School District Local Option Levy, generating
almost $15 million per year – the equivalent of operating two of the District’s high schools.
– Laid the groundwork for better school-teacher matches in Portland Public Schools
by helping secure the first positive reforms in more than 20 years in the District’s
teacher hiring and transfer practices.

2008 Accomplishments
While a difficult economy and election year politics kept us from securing a fourth
consecutive year of new funding for Pre-K, we succeeded in generating more revenue to
improve school facilities statewide and won another expansion of a successful drop-out
prevention program in Nashville:
–Improved school facilities Helped secure the release of $100 million in lottery funds
to create the Energy Efficient Schools Initiative, which will provide zero-interest loans
to school districts building energy-efficient facilities.
–Addressed school drop-out rates Convinced the Metro Nashville School District to
expand the Make a Change drop-out prevention program, which provides an alternative
to out-of-school suspensions and addresses root causes of behavior problems, to three
more Nashville schools serving an additional 700 students annually.
Championing a bill that would result in
the bottom 10% of Tennessee’s teachers
and principals not being re-hired after
their second year and the bottom 10%
to be ineligible for tenure (in the case
of teachers) or re-hire (in the case of
principals) after their third year without
a successful petition. The innovative
bill also calls for the Department of
Education to develop a two-year teacher
and principal induction proposal and a
comprehensive teacher compensation
reform proposal.

2008 Accomplishments

– Campaigned for education reform champions Over 100 Washington Stand for
Children members stepped up during 2008 election campaigns. Members - most
of whom had never worked on a political campaign - volunteered 441 hours at phone
banks and canvasses, reaching 5,832 voters in five communities.
– Mobilized and energized members with our First Annual Statewide Conference
Members from all chapters came together to launch our 2009 Legislative Agenda.
Following a keynote address by Rep. Ross Hunter, members attended workshops on
effective grassroots advocacy skills and key education policy issues. Conference
attendees left with clear next steps for advancing our legislative priorities.

46%, raising $2,235,000 from individuals, businesses, and organizations. Thanks to
the continuing generosity of foundations, Stand for Children Leadership Center received
$1, 270,000 in grant funds during 2008.

Stand for Children is a 501(c)(4) membership organization that uses the power of
grassroots action to help all children get the excellent public education and support they
need to thrive.
Because donations to Stand for Children are not tax deductible, it is more challenging to
support this organization. In 2008, we met and exceeded our expenses by raising a record
$578,000 in total revenue, a 53% increase from the prior year. Membership comprised
$239,000 of total Stand for Children revenue during 2008.
