This Statement has been prepared by the candidate based on the financial reporting provisions of the Municipal Elections Act, 1996 and in the prescribed form issued by the Ministry of Municipal Affairs and Housing. The Candidate's Responsibility for the Statentent The candidate is responsible for the preparation of the Statement in accordance with the financial reporting provisions of the Municipal Elections Act, 1996 and in the prescribed f01m issued by the Ministly of Municipal Affairs and Housing and for such internal controls as the candidate dete1mines necessary to enable the preparation of a Statement that is free from material misstatement, whether due to fraud or error. Auditors' Responsibility Our responsibility is to express an opinion on the Statement based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply ethical requirements, and plan and perfo1m the audit to obtain reasonable assurance whether the Statement is free of mate1ial mi sstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the Statement. The procedures selected depend on the auditors' judgment, including the assessment of the risks of material misstatement of the Statement, whether due to fraud or error. In making those risk assessments, the auditors consider internal control relevant to the candidate's preparation of the Statement in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the intemal controls. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the candidate, as well as evaluating the overall presentation of the Statement. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our qualified audit opinion. Basisfor Qualified Opinion Due to the inherent nature of the transactions of muni cipal election campaigns, the compl eteness of contributions and other revenue and expenses is not susceptible to satisfactmy audit verification. Accordingly, our verifi cation of these revenues was limited to the amounts recorded in the campaign's accounting records and we were not able to dete1mine whether any adjustments might be necessaty to contributions and other revenue and expenses. Qualified Opinion In our opinion, except for the possible effects of the matter described in the Basis for Qualified Opinion paragraph, the Financial Statement- Auditor's Report Part 4 of the John Maloney 2014 Municipal Election Campaign for the period of April 22, 20 14 to December 3 1, 2014, is prepared, in all material respects, in accordance with the financial reporting provisions of the Municipal Elections Act, 1996 and in the prescribed fmm issued by the Ministty of Municipal Affairs and Housing. Basis ofAccounting Without modifying our opinion, we draw attention to the fact that the Statement has been prepared in accordance with the accounting treatment prescribed by section 78 of the Municipal Elections Act, 1996. The Statement is prepared to assist the candidate to meet the requirements of section 78 of the Municipal Elections Act, 1996.
