directed approximately $22.5 million in grants to organizations focused on these areas, and Prudential
contributed an additional $6.6 million to nonprofit organizations, providing even more support to communities in need.
We are also continuing to have an impact on pressing issues through our Social Investment activities. In

It is a pleasure to thank Prudential, as Anchor sponsor of the Davis Productivity Awards program, for
spearheading another successful year. A supporting sponsor for many years, Prudential’s increased investment since 2004 is crucial for sustaining and growing this nationally unique initiative.
The 2010 awards competition attracted 587 nominations for government innovations and productivity
improvements worth $415 million in cost savings, cost avoidances, and increased revenue. Over the
past 22 years, award winners have posted a total of $6.7 billion in added value for Florida taxpayers
and businesses. Our thanks to Chairman Ed Hannum and the 12-member distinguished Panel of Judges

the Prudential - Davis Productivity Awards Program
Serving as liaisons between the Prudential - Davis Productivity Awards program and Florida’s 150,000 state and university
employees, the Agency Coordinators are critical to the success of the program. These individuals work year-round with

Congratulations to Annette Cohen and Anntoinette Rich on being named the 2010 Agency Coordinators of the Year!
After five years with The Florida Lottery (two of which she acted as Awards Coordinator), Annette
Cohen came to the Office of the Attorney General in 2003 to serve as Director of Investigations for
the Office of the Inspector General.
Following 17 years of vocation with various human and social service organizations, Anntoinette Rich
worked as Employee Relations Manager and Training Specialist for the Department of Highway Safety
and Motor Vehicles from 2003-2006. In 2006, she joined the Office of the Attorney General as Management Review Analyst/Training Specialist.
During the past three years, Annette and Anntoinette have worked closely with department staff submitting nominations to ensure they met the compliance criteria. They made it a personal mission to
encourage their agency’s participation in the awards program and successfully increased the number
of nominations submitted from one (1) in 2007 to 28 in 2010 - several of which have received top
awards the past two years.
Annette and Anntoinette’s dedication to excellence, enthusiasm about the awards program, responsiveness to requests, and overall professionalism is unmatched, and we are pleased to recognized
them with this honor.

national value. Some of these may be adapted and implemented by other states to avoid “re-inventing the wheel,”
attract federal funding and minimize critical service cuts.
Law Enforcement and Public Protection
Developed VICTRE System for Victims of Child Pornography
Florida was the first state to allow victims of Florida-based child pornography to seek civil remedies. Department of Legal
Affairs staff developed a web-based notification system, entitled Victims In Child-pornography Tracking Repeat Exploitation, that allows victims to maintain their privacy while being heard in criminal court cases. For more information, please

Stopped Price Gouging by a National Gasoline Wholesaler
The Departments of Legal Affairs and Agriculture and Consumer Services achieved first in the nation settlement of posthurricane gasoline price gouging with a wholesaler. Reported in news articles from coast to coast, states including North

Returning $100 Million-Plus to Consumers
from Improper Home Loans
This nine-member team achieved a first-in-the-nation settlement by an Attorney General’s office with Countrywide Home
Loans (since purchased by Bank of America) that helped stop
sub-prime lending in Florida. $48.2 million added value from
this achievement includes 2009 relocation assistance, foreclosure relief assistance, waived fees, modified loans for Florida
customers, and attorney fees and costs paid to the state by Bank
of America. Modification of loans for an additional 57,000 Florida homeowners will provide an estimated $102 million of relief
over the next few years, which is part of an estimated $1 billion
in loan modification relief nationwide. Nominees worked a total

Developed Off-site Monitoring of Financial Stability - Florida Banks
Department of Financial Services staff created a nationally significant early-warning monitoring system that enables

Developed Rewards Program To Pay Informants
Florida’s Medicaid Fraud control unit was the nation’s first to mandate that defendants pay the cost of monetary rewards,

Developed User-Friendly Grades Anytime Submission System
“Secure Grades Anytime” provides real time grades information to 50,000 students in more than 100 undergraduate &

Produced On-Line Training Courses Shared Freely with Florida Law Enforcement
Department of Law Enforcement staff wrote and produced 14 online training classes to assist officers, including several
on active duty in Iraq, to maintain their sworn certification. Implementing this training via the Adobe Network was a
first-in-the-nation that has enabled more than 6,000 officers in 121 agencies to take a total of 14,000 hours of training for

Cheryl Biesky’s 25-year state government career began in the Division of Hotels and
Restaurants as an Environmental Health Specialist. She advanced to Food Coordinator,
Administrator for the Office of Restaurant Programs, District Administrator, and she is
now Regional Program Administrator with the Division of Regulation. Ms. Biesky excels
in identifying problems and making corrections, educating licensees on discipline issues,
and completing special projects. In 1993, she received a distinguished service award for

Nicknamed “Mr. Hazardous Waste,” 24-year state employee John White is known as the “go to” guy for complex cases. He
educates and assists businesses in complying with hazardous waste regulations, developed an inspector training program
that is the statewide standard, helped to develop best environmental management practices for the cruise line industry,
helped ensure that shooting range cleanups handle hazardous waste correctly, and followed up on bankrupt companies

David Herbster has served the department for 25 years. He works with citizens who unknowingly violate environmental
laws to craft equitable resolutions that protect Florida’s environment, and he instituted a “beat the buzzer” concept
which has significantly reduced the time to resolve issues or approve permits. Mr. Herbster was a member of a team that
won a 2000 Davis Productivity Awards for saving 1,400 staff hours by restoring a shoreline for 90 homeowners who had

Stephanie Lalonde, who has served the department for 31 years, is the central district director’s Administrative Assistant.
She serves as human resources liaison and training coordinator for 170 staff and ensures that approximately 250 personnel actions each month are submitted correctly and expeditiously. Ms. Lalonde won a 2002 Davis Productivity Award for
fostering electronic correspondence and she earned Certified Public Manager designation from Florida State University.

Caroline Shine has served the department for 28 years. As the district air program administrator, she is responsible for
ensuring air quality in the Central Florida region. Overseeing 21 air-monitoring stations in an eight-county area, she
spearheaded an automated data reporting system that reduced the need for staff visits. She also has worked with facilities to identify pollution prevention opportunities such as retrofitting school buses fleet with catalytic devices to reduce
pollutants, which has been adopted by several bus fleets throughout the state. 2010 DEP-66

Christianne Ferraro has served the department for 21 years. Managing a staff of 60 professionals who oversee 1,300
drinking water treatment facilities and 900 wastewater facilities, she has helped to clean up endangered water bodies by
forging consensus among multiple stakeholders. Ms. Ferraro has been instrumental in setting the statewide standard for
water reuse in the Central Florida area, whose more than 200 million gallons per day represents 30% of statewide water
reuse. She is President of the Water Reuse Florida Association, and she received the national reuse person of the year

and national accreditation initiatives. Ms. Hughes was a team member and nominator of

Jim Richardson has 34 years of service with the department. Beginning as a sanitation
specialist, he advanced to his current position of health educator and supervisor. Specializing in hard-to-reach populations in order to help change negative behavior, he has made
more than 1,000 presentations on health issues such as including tobacco prevention,
HIV/Aids risk reduction, chronic disease prevention, and kidcare. Mr. Richardson is highly

Linda West joined the Registrar’s Office in 1978, where she has adapted to the information technology explosion by thriving on constant change. Her accomplishments include

ordering and checking 16,000 diplomas. A seven-time Prudential - Davis Productivity Award winner, Ms. Preston often is

Dee Dugger, a 38 year veteran of the Registrar’s Office, is the person primarily responsible for maintaining/updating 101

was responsible for seeing that 13,000 degree applications were entered annually. Ms. Dugger has trained and mentored

Nancy Baker’s 32-year career at the university has been spent supporting the offices of Admissions and Information Technology, as well as Registrar. Her responsibilities include maintenance of office equipment, computer hardware, phones
that field more than 250,000 calls annually, intake and distribution of support documents for 42,000 admissions applications annually, and office space for 125 staff. Always resourceful, she even built temporary office space out of paper

of 240,000 permanent record cards that provides campus personnel with immediate document access; and transformation of grade collection from paper to electronic, thereby substantially reducing processing time for 450,000 grades. Ms.

Over the past decade, state government has implemented more than $800 million of $2.1 billion policy and program
changes recommended by OPPAGA. Staff developed these recommendations in the course of conducting research for
reports undertaken at the request of the Legislature. Some results:
▪ The Legislature reduced the budget for Medicaid prescription drugs by requiring a drug formulary and other cost containment pharmacy initiatives for a combined fiscal impact of approximately $200 million. (Report 01-10)
▪ The Legislature reduced the transfer requirement for Florida Lottery scratch-off games, worth approximately $30 million. (Report 02-11)
▪ The Legislature required the Agency for Health Care Administration to eliminate value-added contracts and instead
require all drug companies to negotiate cash rebates, worth $85.2 million. (Reports 03-27 and 04-34)
▪ The Legislature discontinued the Educators’ Professional Liability Program, saving $1.4 million. (Report 06-08)
▪ The Legislature expanded the Redirection Program to divert juvenile offenders from residential commitment to therapy-based community programs, worth an estimated $41.6 million. (Report 09-27)
▪ The Department of Business and Professional Regulation increased collection of tobacco taxes from Internet and mail
order sales for estimated additional revenue of $1 million. (Reports 06-46 and 04-56)
▪ The Department of Management Services sold one of three planes in the Executive Aircraft Pool, worth $1.5 million.

Since 1997, Cindy Vickers Clenney, a 20-year employee of Florida State University (FSU), has written and assisted others in preparing 22 successful Prudential - Davis Productivity Award nominations.
While working in FSU’s Human Resources Office in Tallahassee, Cindy arranged for FloridaTax Watch staff to
conduct workshops on recognizing and documenting innovative efficiencies. In 2003, she transferred to the
Ringling Museum of Art and FSU Cultural Center in Sarasota and discovered the institution had never participated in awards program. Since then, Ringling staff at all levels have won 16 awards for documenting more
than $3 million in recurring and non-recurring cost savings, new revenue, and productivity efficiencies.
As a Human Resources Professional, Cindy is passionate about recognizing the contributions of FSU and Ringling employees. She has an innate ability to envision a global perspective about how projects and individuals
impact organizational dynamics, budgets, and Florida citizens.
Her commitment to the annual awards process, stemming from a belief that public stewardship is a privilege
and recognition by the Prudential - Davis Productivity Awards and the State of Florida and is an honor in the

Joe Gentili spent two years stopping the largest credit repair
fraud ever in Florida. This nationally significant achievement,
which was covered in the Wall Street Journal, included negotiation of $150 million of debt write-offs from credit card agencies
for approximately 25,000 customers, and $15 million in restitution to consumers. Mr. Gentili’s bureau chief wrote that the
