Effectively, our software used for this purpose is a hydraulic simulator which aims to define in every single point of an installation the pressure and flow even in case of transient flow profile. The simulation enables also to: Determine for each point the impact of pressure surges Visualize the pressure and flow evolution over time while the valve(s) are closed. (Simultaneous or gradual closing of one single or several valves…) Visualize the shocks’ waves issued by the pressure hammer Visualize the fluid’s velocity evolution over time in delivery when starting the pump. Others are supplied through truck, rail unloading stations or pipelines. According to the increasing market demands, Oil tank terminal companies have to raise their respective daily volume of petrol distribution. It involves a large transfer of high value products. The cost-effectiveness of a tank farm depends on the optimal operation of the loading system. Petroleum marketing terminal operators strive for maximum efficiency and throuput. To accomplish this, they depend on the most cost-effective loading equipment with outstanding accuracy, precision and safety. For instance, the measuring system comprising PD meters, Coriolis, ultrasonic flowmeters and flow computers enable to track the operation and produce an accurate billing to the buyer without compromise. Some Greenfield or Brownfield projects are scheduled to implement bottom or top loading system with several loading arms in order the speed up the loading frequency. And the fact that the operators can load several compartments with several products via crossable loading arms may decrease the loading time. Those solutions enable to provide the clients with a quality service quicker due to shorter loading times and more accurate loading amounts. Some trucks belong a manhole for top loading operation and others have commonly several bottom connections which fit to bottom loading system. Some customers prefer to keep one common bay which able to receive both trucks typology, therefore France Ingénierie Process developed one customized solution which consists of mixing top loading platform with bottom loading skids. Effectively, we have conceived a mixed Gantry (top and bottom) which has in common the steel framing and the operators has the possibility to load either from the top or from the bottom. Consequently costs are drastically reduced, less cumbersome, far more compact by maintaining a clever ergonomic station. The functionalities are fully ensured, reliable and efficient. 18 Engineering and construction follow-up Platform enlargement for 4 oil wells construction In the frame of its operation development of oil resources in France, Canadian companies has planned the construction of new oil wells on an existing platform in Paris area (Seine et Marne). The platforms’ enlargement and work layout have to enable an easy, fast and efficient installation of drilling equipment as for January 2013. Engineering Existing drawings update of the platform by integrating the project Drilling phase related data study (Drilling equipment loads, clever tools implementation for travel optimization and risks avoidance) Budget and planning (constraint of achieving concrete filling as for November to January) Launch of tenders for lots excavation and concrete structure. Support to the implementation of the prevention plan ( Safety manager in situ) Full-time works follow-up on site : Disbursement of more than 1 m deep to replace the clay soil (whose characteristics don’t allow sufficient lift to face loads of equipment that will be installed on concrete slab) by limestone embankments. And then they decide to close and dismantle the site. It’s one of the indirect consequences of technological risk prevention plan. The document has to be validated by the prefecture plan to close the petrol tanks of the site. France Ingénierie Process is committed to set up the safety boundaries, dismantle the tanks and to carry out quickly the analysis and clean-up of the site and the soil. The timeframe is within 6 months. 20 Automatic in-line denaturing system C ustoms official bulletin has issued a circular (23rd of April 2012) which deals with the metrological compliance of the in-line denaturing systems in fiscal hydrocarbons transfer. Therefore the operators have to upgrade their existing system to meet closely the specification set up by the customs department. The operators which own: Automatic denaturing system installed before the 31st of December 2010: 5 year’s deadline Automatic denaturing system installed as for 1st of January 2011: 31/12/2012 deadline France Ingénierie Process supports the customers by engineering, conceiving and commissioning the system in order to be within the regulation’s scope in terms of delivery time, accuracy level, installation rules and metrological documentations. Furthermore we provide a cost-effective solution which fits to all existing additivation system in the market. France Ingénierie Process has created a type approval certificate by the French certified body LNE (laboratoire national des essais) under MID005 module B class 0.5 (the European directive 2004/22/EC of 31 March 2004) which was validated in April 2012. Scope of supply: Galvanized steel frame Flow detection Check valve (one-way) Ball valves Safety valve Pressure sensors equipped of ball valves Pressure regulation Pumps Filter 22 Renewal of tank calibration for fiscal purposes The customs require every 10 years for each tank terminal the renewal of the calibration table of each storage tank according to the French regulation 1432 for all classified installations for the environment protection. This duty involves the operation shutdown and tanks’ insulation for the maintenance and the repair of the shell, roof, piping… and the linked equipment like safety shut-off valves, relief valve, tank gauging, overfill protection… The challenges were to apply the rules or recommendations for the inspection, repair, maintenance of the tanks and the associated instrumentation. NF-M08-020, API 650, API 653, ISO 7507, OIML R85, R35) Short description of the process: Operation Shut down of the tanks Prevention plan – safety area definition and subcontractors sensitization Emptying the tanks Cleaning, Inerting, outgassing Tanks opening Instrumentation and equipment removal for repair or for disposal, therefore new instrumentation acquisition Tanks inspection (bottom of the tank scan, thickness measure, welding inspection, bleeding operation…) If necessary, repair, stripping, painting of the shell, fixed or floating roof, lines, drain lines, Gauge Hatch, ferrule To bring into conformity the metrological item like the dip plate, Guide pipe, vertical measurement axis, upper reference, dipping datum point, reference height, ullage…. Set up the strapping and the calibration table with a certified body (LNE), affixing the marking and the calibration information plate Final folder, certification and updated drawings delivery Retrofit of the equipment/ recalibrated or new instrumentation Ensure the safety through wiring connection, earthing system, pressurized equipment set up Ensure the availability of the storage tanks 23 Fire Pumping station extension I n order to ensure the safety of the site, France Ingénierie Process has extended the pumping station by adding a fourth pump delivering roughly 1200 m3/h. Effectively, fire pumps are needed to provide sufficient pressure to meet the hydraulic design requirements of the fire sprinkler system inherent to the storage tanks and gantries’ safety. Fire pumps are needed if fire protection water supply is provided from a ground level water storage. To get sufficient water supply, FIP has engineered viable solution to find opening to implement 2 pipes of transfer in order to suck water from a channel. Therefore, some appropriate and stringent safety measures have to be respected. The sites comprise multiple underground networks and the groundwater may be at shallow depth (1.5 m) with significant seasonal variations. These changes can affect ponds, lakes ... which are very sensitive environments.
