Eco Life Fair MINATO 2014
Minato City will hold Eco Life Fair MINATO 2014. During this event, useful
ideas of daily living relating to the ecological lifestyle will be introduced at ecofriendly organizations’ and companies’ booths and stage.
This year’s Eco Life Fair will be held as “a carbon offset event” again. To be held
as “a carbon offset event” means that each participant organization will take initiatives to reduce greenhouse gas emissions resulting from holding Eco Life Fair MINATO 2014. Irreducible emissions are balanced out by purchasing credits for emissions reductions realized elsewhere.
Everyone from children to grownups can get knowledge about environmental
issues. Please come and enjoy this event.

The Second Working-level Meeting with
Embassies in FY2013
Minato City held its second working-level meeting with embassies in FY2013
on March 20 at the Akasaka Civic Center. Embassy staff from 19 countries took
part in the meeting to discuss mutual cooperation between embassies and the
municipal office.
The meeting focused on building a cooperative relationship between embassies
and Minato City regarding cultural exchanges and tourism.
It promotes to educate Japanese residents to be familiar with foreign cultures
and tourism more as well as to introduce Japanese culture and tourism resources
in the city to foreign residents. Many embassies expressed their eagerness to hold
more cultural exchange programs and events while delivering some of their concerns such as difficulty in languages, finding venues or promoting events.
The current status of disaster prevention measures, which were the main theme
of the previous meeting, was also reported on during the meeting. Representatives from the Tokyo Fire Department who were invited to the meeting explained
about applications for evacuation drills and the agreement on fire protection assistance activities in case of a fire at an embassy.
Minato City and the embassies agreed to continue their cooperation in various
fields including cultural exchanges and tourism. The first working-level meeting
with embassies in FY2014 will be held in October.

Subsidy of Expenses for Childbirth
The eligibility requirements for a subsidy for childbirth expense has changed
since April 1. Please note that the new requirements will apply from applications
submitted on October 1. The content of the subsidy and necessary documents are
not subject to change.
Eligibility: All 1) to 3) below must apply.
1) The father or the mother of the child must have an address in Minato City before and after the childbirth and must have continued to reside in Minato City for
at least one year as of the date of applying for the subsidy.
2) The newborn baby must have an address in Minato City from the date of birth
and must live with the mother/father.
3) The mother/father of the child must be enrolled in a Japanese public health
insurance program.
Summary of subsidy: The amount of the subsidy is the balance of the delivery
expense and hospitalization expense for childbirth limited to ¥600,000, after deducting the amount of the lump-sum childbirth allowance, including the cash rebate, provided by the health insurance program. The high-cost medical care benefit, including the cash rebate, is deducted from the childbirth expense.
Required documents:
1) Photocopies of receipts and a photocopy of a detailed statement of the childbirth expense issued by the hospital
2) A photocopy of the consensus document on the direct payment system for
lump-sum childbirth allowance, or a photocopy of the notice of determination of
the lump-sum childbirth allowance, issued by the health insurance society in
which the mother/father is enrolled
3) A photocopy of the mother’s and father’s health insurance card
Other required documents:
If a lump-sum childbirth allowance cash rebate was provided, a photocopy of
the notice of determination of said cash rebate must be submitted.
If the childbirth was a caesarean section, etc. and is covered by insurance, and
therefore, the applicant is eligible for high-cost medical care benefit, a photocopy
of the notice of determination of said benefit must be submitted.

How to apply:
Fill in an application form for the subsidy for childbirth expense and submit
the required items and documents within one year from the day of birth to the
Health and Welfare Subsection at each Regional City Office, or send by postal
mail to:

the International Communication Space at Kita-aoyama.
You are required a group registration first to use the rooms. A group has to be
non profit and the number of members should be at least five, consisting of more
than half of them reside, work, or go to school in Minato City. After registration,
you can reserve the room as below. The usage fee is free.

Child allowance will be paid to people who are bringing up a child residing in
Japan of an age up to the completion of junior high school.
Monthly allowance amount per child
Under 3 years old: ¥15,000
3 years old to completion of elementary school: ¥10,000, however, from third
child, ¥15,000
Junior high school student: ¥10,000
People whose income exceeds the limit: ¥5,000

There are two types of allowances.
- Rearing allowance for single parents
- Physical disabled allowance for guardians who foster a disabled child
Genkyo-todoke, Current State Report
People currently receiving child allowance or child support allowance are required to submit the Current State Report to update their eligibility status. The
material will be sent out in early June. Please submit the Report by June 30. Unless the Current State Report is submitted, people will not be able to receive
June’s allowance and onwards.

Something about Japan
Sekku
The end of April through the beginning of May is a time known in Japan
as “Golden Week,” thanks to four national holidays falling in this period.
April 29 is Showa Day, May 3 is Constitution Day, May 4 is Greenery Day
and May 5 is Children’s Day, the most familiar of the holidays to Japanese.
Children’s Day was established to respect children’s rights and pray for
their happiness and growth. In the past, the day was only for boys and was
called Tango no Sekku.
On the other hand, March 3 is known as Momo (peach) no Sekku and is
reserved for girls.
We can compare Momo no Sekku and Tango no Sekku. A set of pretty hina
dolls are decorated in March and gallant warrior dolls and koinobori, or carp
streamers are displayed in May. The flower for March is the peach blossom,
while the May flower is the iris.
Typical foods for Momo no Sekku
include chirashi-zushi, or scattered
sushi and hina arare, which are
tiny sweet rice crackers. Some
foods featured for Tango no Sekku
are Kashiwa mochi, or sweet beans
and rice cake wrapped in oak
leaves and chimaki, or glutinous
rice with different fillings wrapped
in bamboo leaves.
Let’s enjoy these traditional seasonal events the Japanese way.
